On Saturday morning, Oct. 8, Gov. Jerry Brown signed California Assembly Bill 131 which brought the California Dream Act to frui- tion and brought back to life an initiate that has been in debated since 2006. The bill will allow undocumented immigrants in California to ap- ply for in-state college tuition as well as finan- cial aid programs. AB 131 makes it easier for students and their families who meet specialized in-state tuition requirements to pay for higher education. The bill also allows undocumented students to ap- ply for, and receive, Cal Grants to assist in their tuition dues. According to californiaDreamact.org, AB 131 opens up the Board of Governors Fee Waiv- er to undocumented students, which removes all fees associated with college enrollment and registration, in addition to Institutional Student Aid administered by the attending college or university. “Many of these youngsters find themselves caught in a Catch-22 situation,” said U.S. Sen. Orrin Hatch, R-Pa., author of early drafts of the federal Dream Act. “In short, although these children have built their lives here, they have no possibility of achieving and living the Ameri- can dream. What a tremendous loss for them, and what a tremendous loss to our society.” In order to qualify for the California Dream Act’s benefits, students must meet a list of spe- cific requirements. Undocumented students must first have attended at a California second- ary school for a minimum of three years. Of those three, one year must have been at the high school where they graduated. Students must also guarantee they will apply for legal resi- dency. The California Department of Finance pre- dicts that Cal Grants will be granted to 2,500 new students through the passing of the bill at a cost of $14.5 million annually, or one percent of the Cal Grant’s $1.4 billion annual budget. While some students have encoun- tered delays obtaining the pass, a DASB senator condemned rumors that Eco Passes have been piling up in its office. Vivian Nguyen, chair of market- ing with the DASB Student Senate, offered suggestions for students who have applied for an Eco Pass but have not yet received it. “If students aren’t getting their Eco Passes then they should go down to the Office of College Life and ask,” Nguyen said. Because most issues with students receiving their passes were a result of incorrect addresses, students should verify their address is correct on their receipt, she said. If passed, the new conditions would take effect on July 1, 2012. The federal government awards Pell grants to low and middle-income students. In the 2010-11 school year, 4,234 De Anza College students received Pell grants. The actual amount received is based on the number of classes a student is taking, the stu- dent’s income and the cost of tuition. Currently, the maximum a student can receive from a Pell grant is $5,550. On average, De Anza students were awarded $3,396. The draft bill proposes several changes to existing eligibility criteria. Students would be ineligible for Pell grants if they attend school less than half time, qualify for less than 10 per- cent of the maximum grant or do not have a high school diploma or GED. Current law has several exceptions that allow non-diploma students to receive Pell grants. At De Anza, stu- dents can become eligible for federal aid by either passing a placement test or earning six units of college level courses with a C grade or better. The draft bill would only maintain an exception for students that are home schooled under guidelines approved by their state. De Anza Director of Financial Aid Cindy Castillo said that this could pose a problem for students. “You don’t get a chance when you’re 32 to go back to high school,” Castillo said. “Then your only option is the GED. You could have been Steve Jobs in the meantime, get a passing score, earned other things, but you can’t get aid.” According to the California Department of Education, the aver- age cost of taking the GED is $150 with prices varying according to the test center. Current placement tests at De Anza are provided for free. Though the Appropriations Committee’s online summary of the bill claims that the maximum grant of $5,550 will not be changed, there is language in the bill that would lower the maximum to $4,860, should the dollar amount that students are eli- gible for exceed an as of yet unidenti- fied limit. The draft bill comes at a time when increases in Pell grant applications might be expected. The number of Pell grants awarded to De Anza stu- dents increased 13 percent from 2010 to 2011. a student’s income lowering the maxi-

mum income a student could have and

still be eligible for Pell grants.

Castillo said that while she felt 18

semesters was excessive, some students

may struggle to complete a bachelor’s

degree in six years, particularly those

students with high unit majors or who

had to spend time taking non-transfer-

able basic skills courses.

Castillo said she believes the fun-

damental problem with the Pell grants

is that they are currently funded as an

entitlement program, meaning all eli-

gible students that apply will receive aid.

The draft bill does not propose a change

in that model. Castillo said there would

be advantages to appropriating a fixed

amount of money to Pell grants.

Foundation. The group has chosen “Col-

laborative Statistics” for its Web 2.0

e-Textbook edition, providing students

with interactive tools in addition to the

book’s material, for less than $20 a term.

The e-Textbooks created by the 20

Million Minds Foundation are digitally

enhanced with open content such as

graphics, videos, lesson plans and vari-

ous navigation features to allow students

a more interactive learning experience.

The group has partnered with Kno.com

to make the book available for web

browsers on Windows and Apple operat-

ing systems in addition to the iPad.

Dean Florez, foundation president,

told the San Francisco Chronicle, “This

new offering is designed for college stu-

dents to improve their learning experi-

ering the costs.”

Illowsky has a master’s degree in sta-

tistics and a Ph.D. in education. Dean

has a B.A. in computer science and an

M.A. in applied math. The two have

been faculty members at De Anza for

over 20 years and came together in the

early 1990s after using technology such

as computers and graphing calculators

to teach math. Illowsky and Dean said

they then took a year off to write their

book, understanding the value of igniting

enough curiosity in students to read, ask

porating labs and problems makes the

curriculum fun and illustrative.

“Before I wrote the book I was teach-

ing summer and it was time for the Viet-

namese New Year,” recalled Illowsky.

“These students brought out a game

that was played out by rolling three dice

and betting, the English name for which

maybe the Lucky Dice. They taught me

the game and I realized, ‘Oh my God,

this is a total binomial distribution of

how this problem solves.’ And we wrote

the game and now it’s used as a part of

the lab.”

Dean refers to the online book as a

work in progress. She said she would

like to add more animations to illustrate

examples, and would also like to update

the lesson plans if time permits.

In the early 1990s, Illowsky and Dean

bought back the copyright for Collab-

orative Statistics using their own money.

The two began to self-publish the book to

keep the price under $50.

“The publishers approached us and we

probably picked the wrong one, as far as

the hard copy goes,” said Dean. “What

we did get right was our choice of the

leges Student Success Task Force re-

leased its draft recommendations to

the public on Sept. 30.

Recommendations include imposing

Hansen is wary of the cumulative ef-

fect of recommendations, such as limit-

BoG fee waiver, decreasing a student’s

enrollment priority after reaching 100

semester units, and requiring students to

develop an education plan.

ily Kinner thinks the unit cap could im-

pose an unfair burden on students.

“The intent of this recommendation

is to make sure that students aren’t

staying and hanging around in com-

munity college while the state is sub-

sidizing their units for seven or eight

years,” said Kinner. “But I think 110

[semester] units is a pretty low cap.

Kinner also cited budget cuts as an

obstacle to the Task Force’s goal of

improving student success.

“I think a lot of these recommenda-

“But in order to do that, we also need

[about] giving them an incentive. It’s

about just base funding,” said Hansen.

“We’re funded so low now that the

funding all goes to just keeping things

running. When it comes to student

support services, that’s not directly

funded except under some categorical

programs, and when the state made its

cuts, it cut those programs.”

The task force has recommended that

outcomes-based funding not be imple-

mented at this time.

The task force will hold a Northern

California Town Hall meeting in Oak-

House, a year-round scare,

Five shows round out the

event, featuring a hypnotist

and a roaming drum trio. Park

access will cost anywhere

Marking the summer’s

end and typically linked

to the Celtic Festival of

Samhain is the annual holi-

day of Halloween. It’s the

time of the year when the

air is full of obvious antici-

pation — candy, pumpkin

carvings, costumes and par-

ties. Every year, people get

more innovative and bold

in their experiments of the

traditional festivities.

Stores are loaded with a

kaleidoscopic collection of

candy and cities are dot-

ted with orange pumpkin

patches. Specialized stores

for a variety of costumes

and accessories have sprung

up in almost every other

shopping block in prepara-

tion for fright night. Secret

recipes are ready to jump

out from grandma’s cup-

board with a no-share code

red label on it.

Candy is an integral part of

this holiday and Candy Corn

is one of the most popular

on the list. It’s a legacy that

dates back over a hundred

years. George Renninger

of the Philadelphia-based

Wunderlee Candy Company

invented this white, yellow

and orange candy in the

1880s.

The three-layered ker-

nel shaped candy became

an instant hit with farm-

ers. Finally in 1900, Goelitz

Candy Company, that later

became Jelly Belly Candy

Co., started making Candy

Corn and continues to this

day.

De Anza College student Lalitha Kristipati,

21, a double major in public health and social

work, is making zombie cookies this Halloween.

She shares her pesonal recipe for this green pis-

tachio and white chocolate chip cookie that will

literally melt in your mouth.

Ingredients

1 cup softened butter

3/4 cup light brown sugar

1/4 cup sugar

2 eggs

1 1/2 tsp. vanilla

2 1/4 cup all purpose flour

1 package of pistachio pudding mix (3/4 oz)

1 tsp. baking soda

1 tsp. sea salt

1 3/4 cup white chocolate chips

1/4 cup chopped, roasted unsalted pistachios

(optional)

Directions

1. Preheat oven to 350 degrees

2. Cream together the butter and sugars until

light and fluffy. Add the vanilla and two eggs.

3. In a separate bowl, sift together the pudding

mix, flour, baking soda and salt. Add this to the

butter, sugar and egg mixture in small incre-

ments, combining well between each addition.

4. Fold in the white chocolate chips and pista-

chios, if using.

5. Scoop out tablespoon sized scoops and lay on

a parchment lined baking tray.

6. Bake for 11 minutes at 350 degrees and let

cool on the trays for two minutes before trans-

ferring to a cooling rack

The dough will keep in the fridge for up to a

week and in the freezer for months. The recipe

makes about four-dozen cookies. Enjoy!

Vendor stands lined

the walls of Foothill

College’s campus center

Oct. 15 to showcase book

artists from throughout

the Bay Area, their crafts

and love of book art.

The 10th annual Book

Arts Jam featured more

than 50 exhibitors and

vendors, an art exhib-

it, a digital slideshow

of artists’ books and a

silent auction.

Pinhole dinosaur cam-

eras, hand-bound jour-

nals, homemade paper

and hand-pressed posters

are just some of the arts

featured at this year’s

event, put together by the

Bay Area Book Artists,

a volunteer-based organi-

zation comprised of inde-

pendent artists who share

a love for the book arts.

Judith Hoffman, a

featured exhibitor, was

drawn to the event

because it let her share

her creations and get

feedback from fellow art-

ists. “People are so enthu-

siastic and encouraging. I

feel really good at the

end of the day, people

will say, ‘Oh, isn’t that

nice,’ and when you’re in

the studio you don’t talk

to anybody.”

The Book Arts Jam

started in 2002 as a day-

long regional festival. It

is held once a year to

share with the communi-

ty and gives exposure to

many local book artists

and their exhibits.

Part of the organisation’s

mission is to spread the

word of book arts to the

community, and inspire

people to view books from

a different perspective.

“I get so much enjoy-

ment out of it I want to

share it with other peo-

ple,” said Karen Cutter,

this year’s Book Arts Jam

director. “I think every-

one has a story to tell

and everybody is artis-

tic. They might not feel

like they are, but I think

everyone is an artist —

they’ve just been told

they are not.”

Allen Stump, 70, is

owner of A Mano Press,

a traditional printing

business in Hayward.

Stump has been hand-

pressing and selling his

own art since the 1960s.

“You come to a point

where you find some-

thing you like and pur-

sue it. I do it because

I like it,” he said. “It

keeps me happy.”

Sustainable gardens are com-

ing to De Anza College. The

Garden Project Hustle, a stu-

dent-led garden initiative, held

its first workday on Oct. 15 at

the Child Development Center.

The goal of the project is to

create an ecological and sustain-

able garden for students and

children, accomplished through

community teamwork.

Student leader Peter Chaydez

coordinated the first workday.

Volunteers trimmed trees, dis-

tributed mulch and gathered

excess materials for future

reuse. Chaydez said he hopes to

“promote environmental aware-

ness and student stewardship.”

The project came together

through collaboration between

student leaders, De Anza

Associaated Student Body sena-

tors, civic engagement students,

WISE 37 and the CDC.

“I decided to help because

I know it’s hard to get people

involved,” said Yeshar Ahdi,

wielding a shovel. “It’s ben-

eficial to learn and I enjoy

manual labor.”

Harada said volunteer work

would be a “good opportuni-

ty for people to learn how to

work with their own gardens [at

home], as we do have profes-

sionals working for us.”

One of those professionals

was Joe Cook, director of cam-

pus grounds, who supplied the

tools for the job. The group

hopes to add more faculty mem-

bers to the list of professionals

involved in the project.

The garden’s forthcoming

high sustainability and the need

for volunteers were key selling

points for students involved.

“WISE 37 needed volunteers.

Gardens are important,” said

Student Ren Johnson.

Both Chaydez and Harada

expressed the need for more

volunteers. “Volunteers can

come and join even once, for

just one hour. That’s more than

fine,” said Harada.

ESCI 19 student Johnny Chu

also noted the project’s sustain-

ability and said he feels he is

“doing something good.” He

plans to stick with the project

until completion.

The project will run through

November, with workdays

loosely scheduled every week-

end. Once completed, the gar-

den must continue to be sus-

tained, “so if anyone likes to be

involved in maintenance, that

would be great,” said Harada.

Chaydez hopes to expand

the native gardens around cam-

pus for more student access.

Harada also has other long-term

plans for the project: teach-

ers helping to teach children

sustainable methods and help-

ing them build a relationship

with nature. “Sustainability is

important because of the rela-

tionship between nature and

human beings,” he said. “[We

must] make sure to use nature

very efficiently.”
