Franklin County Judges Approve Community Service Proposal For the past twelve months, Missouri Board of Probation and Parole, East Central College Adult Education & Literacy, Scenic Regional Library, Missouri Job Center and Four Rivers YMCA’s Y-Literacy have partnered to offer the Community Resource & Education Workshop (CREW). People recently placed on probation and parole in Franklin County are referred to the CREW to learn about available educational and job training resources. The program is the first of its kind in Missouri. The CREW meets at 6:30 p.m. on the last Monday of each month at the Scenic Regional Library’s Union branch. People referred by Missouri Board of Probation and Parole are encouraged to invite friends and family members to attend. The meetings are also open to the public. The workshop involves a tour of the Union branch and opportunity to register for a library card, followed with presentations by East Central College Adult Education and Literacy, Scenic Regional Library, Missouri Job Center, Y-Literacy and other organizations about the resources they offer. Over the past year, 192 people have attended the workshop and 36 have registered for new library cards. On November 3, the CREW partners met with 20th Judicial Circuit Presiding Judge Gael Wood and proposed allowing probation and parole clients to count time spent attending educational classes toward their community service hours. After meeting with the other judges in December, the proposal was accepted. Presiding Judge Gael Wood noted that improving clients’ education levels will have long-term benefits for both the clients and their communities. Under the new program, probation and parole clients will receive two hours of community service for each hour of class time. For example, a one-hour introduction to computers class offered by the Scenic Regional Library will count as two hours of community service. A one-hour tutor session with Y-Literacy will count as two hours of community service. A three hour resume writing class through the Missouri Job Center will count as six hours of community service. Scenic Regional Library is embarking upon a two-year, nearly $13-million building plan that will completely replace branch libraries in five communities and significantly expand and renovate two existing facilities. The project does not include plans for Union and Hermann, which are still in the developmental stage and will be addressed separately. All the new branches will feature programming rooms, which will also double as community meeting space, and on-site parking. A forum will be held in each community in the coming months to obtain input from the public on the design of the new facilities. Once the entire building project is complete, including Union and Hermann, the library system’s overall size will have increased from less than 42,000 square feet to more than 84,000 square feet. On February 6, the Scenic Regional Library Board of Trustees selected JEMA and SAPP Design Architecture as the architects for the project. JEMA is located in St. Louis and SAPP Design in Springfield. John Mueller, managing partner of JEMA, has owned a residence in Rosebud for decades. The group has previously designed many public libraries throughout Missouri, notably the Woodneath Library Center in Kansas City for Mid-Continent Public Library and Joplin Public Library. A contract with the firm was approved by the Board at their March 15 meeting. The architectural firms will partner with Cochran Engineering, located in Union, Missouri, as the project’s civil engineer. Alper Audi, Inc., with offices in St. Louis, will be the project’s structural engineers; BRiC Partnership, located in Kirkwood, will serve as consulting engineers. The design and engineering work is expected to be

completed and approved by the Library Board by the end of 2016. In 2015, Scenic Regional Library contracted with Bostwick Design Partnership to determine the sizes of the new buildings while remaining within the library’s project budget. The square footage estimates were primarily based on the population within a 7-10 minute driving distance of each community. Phase I of the building project will include Wright City, New Haven and Owensville. The library plans to break ground in early 2017 on the three facilities. The new buildings are expected to be complete by the fall of 2017. In New Haven, the new branch will be built on a 1.5-acre site located on Douglas Street, past the Boondocker Inn. The property was donated to the library by long-time resident Agnes Meyer in June 2015. The current branch is 1,500 square feet; the new facility will be 4,500 square feet. The new Wright City branch will be constructed on a 1.3-acre lot purchased from the Wright City R-II School District in August 2015. The property is located on Wildcat Drive, adjacent the Wright City Elementary School. Currently, the library does not have a facility in Wright City. The new location will be approximately 6,900 square feet and serve as the system’s ninth branch. Wright City received a MODOT grant in 2015 which will construct sidewalks connecting the new library with the elementary school. In Owensville, the new branch will be built on a 1.0 acre site on the corner of Highway 19 and Madison Street, across the street from Save-A-Lot. The site, purchased in October 2015, is a portion of the former Owensville Elementary School 3-5 Center property.

The current branch is 2,500 square feet; the new facility will be approximately 6,100 square feet. Phase II of the plan will include Warrenton, Sullivan, St. Clair and Pacific. The existing Warrenton and St. Clair branches will be expanded. The library plans to begin construction on the Phase II buildings in early 2018. These new branches are expected to be open by the end of 2018. In Pacific, the new facility will be built on the corner of Rose Lane and Lamar Parkway. The 1.51-acre lot, located across the street from Bristol Manor, was purchased in December 2015. The current branch is 4,100 square feet; the new facility will be approximately 10,000 square feet. In Sullivan, a new branch will be built on a 1.5-acre lot on Cumberland Way. The site is located in the area behind Walmart, a short distance from Springfield Avenue. The property was purchased in February 2016 from the First Presbyterian Church. The existing branch is 3,000 square feet; the new facility will be at least 9,800 square feet. In Warrenton, the library will expand the existing building. The addition will increase the size of the branch from 9,000 square feet to approximately 12,000 square feet. The library purchased a .5-acre lot adjacent the branch for additional parking in May 2015. A 0.27-acre vacant lot and a house on an additional 0.173-acre lot were purchased adjacent the existing St. Clair branch in August 2015. The house will be demolished. The branch will be expanded significantly and additional off-street parking added. The addition will increase the size of the branch from 4,500 square feet to approximately 9,100 square feet.

Frick’s Market Donates $500 to Union and Sullivan Branches

Frick’s Market, located in Union and Sullivan, celebrated Dr. Seuss’ birthday by donating 5% of their sales on Wednesday, March 2 to Scenic Regional Library’s Union and Sullivan branches. In Union, Frick’s employees’ Marie Kampmann and Amy Pecka presented the $500 check to Diane Disbro, Union branch manager, and director Steve Campbell. The Union Frick’s Market store manager is Michelle Kohler. In Sullivan, Megan Montee and Sarah Newbanks presented the $500 check to Mark Smith, Sullivan branch manager. Megan Montee is the Sullivan Frick’s Market store manager.

Scenic Regional Adds Washington’s Ralph Gregory Library Collection to Online Catalog

Beginning April 1, the Ralph Gregory Library’s 2,280-item genealogy and local history collection will be available to be searched through Scenic Regional Library’s online catalog. The collection is housed at the Washington Historical Society, located at 113 E. 4th Street in Washington. The items will not be able to be requested or checked out; however, researchers will be able to visit the Ralph Gregory Library to use the items for research. The Ralph Gregory Library features the most comprehensive collection of genealogical material on Franklin County and includes donated family histories, obituaries, cemetery readings, church records, newspapers, atlases, military records, and other historically-significant information. In addition, the collection includes books, manuscripts, microfilm, and original county records that are owned by the Four Rivers Genealogical Society and the Washington Historical Society. To facilitate research, volunteers have compiled indexes for much of the material. Annually, more than 1,000 individuals, from across the United States as well as Canada, visit the facility to conduct research. Ruth Lord, Scenic Regional Library’s Technical Services Manager, converted the collection from an Excel spreadsheet into individual bibliographic records which could be imported into the online catalog. She has been Scenic Regional’s professional cataloger since 2012. Scenic Regional has been committed to increasing access for our patrons to local

history and genealogy resources over the past three years. In cooperation with the Missouri State Historical Society, it has digitized over 300,000 pages of historical newspapers, Including The Missourian from 1939-1965--which will be available to the public to search beginning in March or April. Scenic Regional has also added new genealogy research databases, such as Fold3, which contains over 500 million military records from the National Archives. The library recently provided access to Fold3 and Ancestry.com to the Ralph Gregory Library. Researchers can now access these two popular online resources for free on the facility’s three computers. The records are available on the days the museum is open from 1 p.m. to 4 p.m. On Tuesdays, the records are available from 10 a.m. to 4 p.m. The library is staffed by members of the Four Rivers Genealogical Society. The Ralph Gregory Library is closed to the public December 23 until March 1 each year.

Library to Host Missouri’s Poet Laureate Scenic Regional Library is honored to host Missouri’s Poet Laureate, William Trowbridge for a special engagement. He has served as Missouri’s Poet Laureate since 2012. Mr. Trowbridge’s newest graphic chapter book, Oldguy: Superhero, was published by Red Hen Press in March of this year, and his new full collection, Tilt-A-Whirl, is forthcoming from Red Hen in 2017. His other collections are Put This On, Please: New and Selected Poems, Ship of Fool, The Complete Book of Kong, Flickers, O Paradise, and Enter Dark Stranger. Mr. Trowbridge teaches in the University of Nebraska low-residency MFA in writing program. Join us to hear some poetry, meet the author, and enjoy a night out at the library. Copies of Mr. Trowbridge’s works will be available for purchase. This program is free to attend, but registration is required. Seats are limited. Library Unveils New Promotional Video Over the past couple of months, the library has worked with the Wildcat Instructional Technology program at Union R-XI High School to produce a promotional video for the library. The video was filmed by the students in the program under the direction of Josh Hall, and edited primarily by Freddie Stokes, one of the students. The video will be featured on both the City of Union and Washington Area Chamber of Commerce websites. Rademacher Dairy came to the Owensville branch and explained the history of milkmaids to young patrons. Everyone helped make butter, milk a cow, and sample some homemade ice cream.

World Champion Concertinist Brianna Brown amazed patrons at the Pacific branch with her talent as she played the concertina, harp, mouth organ (harmonica), and tin pipe!

Individuals learn how to make jewelry at the St. Clair branch with instructor Julie Rueckert. She explained the proper tools and supplies needed and then everyone made a pair of earrings as a souvenir.

Each community’s Friends of the Library group will be governed by a committee that decides how their contributions are donated to their local branch. The Sullivan branch had a great turn-out for the “Looking Back on Missouri Dance Halls” program. Dr. Ken Johnson entertained with stories, photographs, and music about local bands of the dance-hall era.

Families visited the Union branch for “Family Fort Night” with a blanket and stuffed animal. They read stories and then left their stuffed friends behind for some after-hours fun!

Some special visitors came to the Owensville branch for a library tour! The morning and afternoon classes from a local preschool came by to learn how to check out books and see what fun things the library has to offer.

Historians and authors Diane Eickhoff and Aaron Barnhart gave a wonderful presentation on the women’s suffrage movement at the Warren County branch.

“Maggie’s Story: The story of an Indentured Servant from Ireland”, was presented at three branches of Scenic Regional Library. The first-person show was well-received by all!
