"We want to get back to running our great country," Trump said at a White House news conference on Friday af- ter a week that saw Washing- ton and much of the country fixated on the damaging testi- mony of his fired FBI director. Facing turmoil about in- vestigations that began over his campaign's ties to Russia, Trump plans to devote next week to bringing more Ameri- cans into the economy by hav- ing them start working as ap- prentices. The effort follows a week spent on infrastructure in which the president re- mained relatively vague about his policies in hopes of start- ing a conversation. The jobs training initiative is aimed at millions of Ameri- cans who could consider ap- prenticeships instead of four- year college degrees, which can leave them struggling to pay off student loans. But as presented by White House aides Friday, the push so far lacks the details of a signifi- cant policy drive. Trump's young presidency is facing an increasingly tense period, amid the congressio- nal and Justice Department probes into Russia's interfer- ence in the 2016 election and ties to the Trump campaign. Other items on the Trump agenda are also mired in un- certainty, including a tax over- haul and plans to replace the health insurance law signed by President Barack Obama in 2010. To turn to jobs and appren- ticeships in particular, Trump is visiting a technical college in Waukesha, Wisconsin, on Tuesday, delivering a policy speech at the Labor Depart- ment on Wednesday and meet- ing with eight governors at the White House on Thursday. There are few specifics as to how Trump would encour- age more Americans to simul- taneously work and learn as apprentices. He intends to im- prove coordination on the is- sue among businesses, schools and government leaders. "It's really when those ele- ments come together that the country has seen the best re- sults," Reed Cordish, a presi- dential aide on intragovern- mental and technology issues, said in a conference call with reporters. Administration officials declined to say how much additional money would be devoted for apprenticeship programs, let alone how they intend to increase the number of people taking part— from roughly 500,000 in fiscal 2016. At a White House event earlier this year with CEOs, Trump said he was willing to try for a goal of 5 million new apprenticeships over five years. Part of the challenge, White House officials said, was changing negative atti- tudes toward vocational edu- cation. Funding may also prove an obstacle. Trump's proposed budget would slash the Labor Department's budget by a fifth to $9.6 billion and its job train- ing programs by more than a third. The $90 million spent on apprenticeships would be spared. The plan aims to more tightly organize what his aides say are 43 job training pro- grams across 13 agencies. Angela Hanks, of the liberal Center for American Progress, said the Trump budget betrays a fundamental misunder- standing of how apprentice- ship programs work. "It's great if we can all agree that apprenticeships are good," she said. "But if you can't ac- cess child care to get there, and you can't partner to de- velop good programs because the workforce system that we have has been gutted, it's hard to see how you get to the goal that the president's laid out." Ivanka Trump, the presi- dent's daughter and an aide, said that worker training is necessary for her father to de- liver on his promise to create 25 million jobs over a decade. Many employers say they can't find workers with the necessary skills. The number of job openings climbed above 6 million in April, an all-time high, but the level of hiring has barely risen over the past year. Apprenticeships had largely been focused on the construc- tion sector but have since branched out to include health care and information technol- ogy, among other fields, said Andrew Cortes, who leads a committee that advises the secretary of labor on the gov- ernment's registered appren- ticeship program. The Obama-era Labor De- partment — which also en- couraged apprenticeships — noted that 91 percent of those that completed the programs found jobs with average in- comes above $60,000. Labor Secretary Alexan- der Acosta on Wednesday defended Trump's budget to a House committee consider- ing its own plan. "We're going to do more with less," he told members of the Appropria- tions Committee, describing the president's budget priori- ties as "smart investments in programs that work." Verizon's first move with Yahoo is to ditch 2,100 jobs

Why your credit cards shouldn't retire when you do

NEW YORK (AP) — About 2,100 jobs are on the chopping block as Verizon prepares to combine Yahoo and AOL for a digital advertising offensive.

Yahoo's shareholders on Thursday approved the $4.5 billion sale of its key busi-nesses to Verizon. The deal is expected to close by Tuesday. AOL and Yahoo will cut 15 per-cent of the 14,000 workers they now employ, or about 2,100 jobs, said a person familiar with the matter who requested not to be identified discussing the cuts.

USING YAHOOVerizon has a simple goal in

buying Yahoo's core business: It wants to challenge Google and Facebook in the huge and lucrative field of digital ad-vertising. But Verizon faces its own challenge in doing so, given that it will be competing against a slew of other compa-nies also looking to break in.

Verizon wants to become a strong third choice for ad-vertisers by adding Yahoo's popular sites and billion users worldwide to its own media business, which includes AOL and Verizon's home-grown go90 video service. It can place ads on those sites, and can also combine data from visitors to those sites with AOL's ad tech-nologies and sales teams, and

possibly also personal data from Verizon mobile custom-ers such as location and other information, in order to better target ads at individuals.

Verizon has programs that use mobile-customer data for targeted ads and may combine that with data gathered by AOL and Yahoo. Verizon says customers can choose wheth-er to participate.

Yahoo and AOL are "posi-tioned to do better together than apart," Pivotal Research Group analyst Brian Wieser said.

But he is setting the bar low. While Verizon talks of growth from the deal, Wieser said "not declining would be a suc-cess. Five years from now, if the combined entity were the same size as it is today, I would consider that to be successful."

THE VISIONVerizon sees online ads

— particularly targeted ads — as a potential new source of growth as the wireless in-dustry fights for U.S. users with lower prices and other discounts. Verizon has "essen-tially turned into a no-growth business," said CFRA Re-search's Angelo Zino. The ad business would be a "big deal" for Verizon if it goes well, he said.

Tim Armstrong, the former

Google executive who joined AOL as CEO in 2009, has for years wanted to combine AOL with the long-declining Yahoo. Although AOL has big-name properties such as HuffPost and Engadget, it hasn't been as big of an online destination as Yahoo's mail, finance, sports and other properties.

The combined business, to be called Oath, will expand its news, sports, entertainment, finance and lifestyle coverage. Like everyone else, Oath will focus on video and mobile, where consumers increasingly spend their time online.

Armstrong says he wants Oath properties to be a place consumers "come and visit every day" and predicts users growing to 2 billion from 1.3 billion by 2020, with annual revenue of $10 billion to $20 billion from roughly $7 billion today.

Lowell McAdam, CEO of New York-based Verizon, teased last month that this could set the stage for a new streaming video service, competing with the slew of internet-TV services already out there. Verizon already has a free mobile video service, go90, that isn't well known.

ALTERNATIVES TO THE DUOPOLY

Facebook and Google to-

gether draw about half the world's spending on digital ads, and in the U.S., they're even more dominant. They're also where the majority of mo-bile-ad dollars go, eMarketer data show.

The sway Facebook and Google hold for advertisers isn't expected to change in the next few years. They had a head start on mobile. Yahoo has poured billions into acqui-sitions that have helped Yahoo make some leeway in mobile — but not enough. It's gotten better at doing mobile ads, but it has had no major hit apps.

Still, AOL and Yahoo to-gether provide a much-smaller No. 3 in the U.S. for advertisers looking to reach lots of people. But even if Verizon's goal is to just be happy at No. 3, there are several much smaller players that also draw advertisers.

Snapchat is a niche hit with young people. Amazon has an under-the-radar ad business that supports its e-commerce dominance. Microsoft, which owns LinkedIn, is expected to grow its piece of the ad pie; Mi-crosoft will be just behind the combined AOL-Yahoo in the U.S. once the deal closes. Twit-ter, although it's sorting out its ad business, is a significant smaller player. Globally, sev-eral Chinese companies also rake in ad dollars.

When her car trouble began, Beverly Dobratz, 70, assumed that years of responsible credit usage would qualify her for a new car loan with a low inter-est rate.

Then the salesman checked her credit and learned that she hadn't made any pur-chases with it in 10 years; she preferred to pay with cash or her debit card. That had hurt her credit scores, preventing her from getting a deal that worked for her.

"It was quite a shock. I had a huge down payment for him, but it didn't make any differ-ence," the Long Beach, Califor-nia, resident says. "I didn't get the car."

About one-third (34 per-cent) of American baby boom-ers risk damaging their credit scores in retirement by reduc-ing or eliminating their use of credit cards, according to a survey by TransUnion, one of the three major credit bureaus that gather information used to calculate the scores. (Tran-sUnion is a NerdWallet busi-ness partner.)

Using credit cards for small purchases keeps your credit active , says Heather Batti-son, a vice president at Tran-sUnion. That can help ensure you'll have available credit — or good credit scores — when it counts. Keeping credit cards active doesn't mean running up debt. Think of them as tools for maintaining credit, not a temporary loan.

WHY YOU MIGHT NEED CREDIT IN RE-TIREMENT

You can plan for retirement, but it's impossible to predict exactly what will happen in your 80s or 90s. The average 65-year-old today will live un-til his or her mid-80s, accord-ing to the Social Security Ad-ministration.

That's why it's important to maintain a strong credit pro-file even if you don't foresee borrowing money again. You might need it in retirement for many reasons, such as an unexpected car purchase, as happened with Dobratz. Other reasons include:

—Finding housing. Some independent living facilities require a pre-admission cred-it check, the way a landlord might run a credit check be-fore renting an apartment.

—Co-signing a loan. You'll need good credit to help a child or grandchild qualify for a loan or credit card by co-signing.

—Refinancing your home. If you still have a mortgage, refinancing can lower your interest rate and monthly pay-ments, which might be attrac-tive after retirement.

—Receiving a home equity line of credit : You can use this type of credit to finance repairs and upgrades that will make your home more acces-sible, says certified financial planner Delia Fernandez. For example, you might widen doorways to accommodate a wheelchair or walker.

"It's an example of things we don't think about because we're not 80, but how much better to prepare the house before we turn 80," Fernandez says.

KEEP YOUR CREDIT CARDS ACTIVE

Recently, Battison's dad moved to independent living facility. "All of the furniture that he had in his home was too big and we all of a sudden needed to completely furnish this apartment," she says. "Be-cause he didn't use his credit card as often, we ran into some issues there."

TransUnion consumer data show that 20 percent of people ages 51 and 70 have subprime credit, or a score of less than 600.

OPTING OUT OF CRED-IT IS A GAMBLE

Your retirement plan might appear bulletproof, but cir-cumstances easily change — and if they do, it's nice to know you can lean on your credit.

"You never know when you're going to need some-thing," Dobratz says. "Hang on to that credit. Otherwise, they're going to charge you high interest on your loan.

Shoppers fixated with discounts pose big worry for stores

Liz Weston: When your emergency fund runs out

NEW YORK (AP) — Shop-pers who got addicted to sales during the last reces-sion have more tools than ever to cross-check prices and find bargains, creating a race to the bottom — par-ticularly on clothes.

While retailers are trying to offer more exclusive prod-ucts and improve the experi-ence shoppers have in stores, online leader Amazon is ex-panding quickly into appar-el, creating more discount-ing wars. Off-price stores and new discount chains keep the pressure on.

"There is not a lot that I would pay full price for," said Sara Scoggins, a 30-year-old Los Angeles resident who uses apps like Hafta Have for scanning items and tracking deals and Honey for coupons and promo codes. "There is always a deal. You are a sucker not to get a deal."

The bargain-hunting started in earnest during the Great Recession, when stores plied shoppers with discounts upon discounts to rid themselves of mounds of merchandise after consumer spending tanked. But even as the economy has perked up, Americans haven't let go of the search for deals.

"We've conditioned con-sumers especially coming out of the recession for pro-

motions and discounting," said Jack Kleinhenz, chief economist at the Nation-al Retail Federation trade group.

Shoppers have time and technology on their side. An ever-growing number of apps, websites and browser extensions will search for shipping deals, sales and coupons. And for some shop-pers, there's a thrill in out-witting the stores.

Marc Phillips, 26, who works in digital strategies and lives in Manhattan, says he mostly buys clothes at the end of the season and shops at outlets like Nordstrom Rack.

"I have found some nice deals, like nice designer names," he said. "I consider myself brand-savvy and price-savvy. I understand the types of tricks that stores play."

The cycle feeds itself. Peo-ple got used to getting great deals, retailers who tried to raise prices saw sales suffer, and shoppers got more bar-gains. Moreover, as shoppers gravitate toward services or experiences, demand for stuff like clothing has waned — meaning stores have an even harder time raising prices.

Department store and mall-based clothing retailers

have wrestled with the big-gest challenges. Even luxury names like Michael Kors and Ralph Lauren have struggled to get shoppers to buy with-out discounts. And experts expect the discounting to in-crease as Amazon becomes more aggressive in clothing sales.

Amazon has made a big push to expand its offerings under private labels like Lark & Ro designed to be as styl-ish as recognizable national brands. So shoppers looking for a skirt or pants are auto-matically shown that brand compared to a well-known label.

A Lark & Ro skirt could be 50 percent below a similar item from a national brand, says Michelle Ai, manager of marketing at Boomerang Commerce, a startup that helps retailers use data to make price adjustments.

Amazon is poised to sur-pass Macy's this year as the largest U.S. clothing seller, according to Cowen & Co. analysts. They forecast that Amazon's share of the U.S. clothing market will in-crease from 6.6 percent last year to 16.2 percent by 2021 as it gains more Prime mem-bers and increases its cloth-ing selection.

And in the meantime, U.S. retailers are facing new com-

petition from low-price in-ternational rivals, including the Primark chain that has started opening stores in the Eastern U.S. It offers jeans as low as $7 and tops for $4.

This all means retailers actually have less ability to raise prices now than during the recession, says Michael P. Niemira, chief economist at The Retail Economist LLC, based on an analysis of government data.

Lyst, an online fashion platform, said that 30 per-cent of orders on the site last year included a discount, up from 23 percent in 2014.

And First Insight, which helps retailers price new items, says its tests have found about 8 percent of products over the past three quarters could sell for full price or higher. That's down from the 11 percent average over the last several years.

Even that drop "has a sig-nificant impact to the in-dustry," says Greg Petro, president and CEO of First Insight.

So is there anything stores can do to convince people that their items are worth full price?

Kleinhenz says stores need to differentiate their prod-ucts to give people more in-centive to buy without sales. J.C. Penney, which has called

its previous level of dis-counts "unhealthy," plans to use a more data-driven ap-proach to pricing to better manage discounting. Histor-ically, Penney's decisions on pricing and promotions had been made more instinctive-ly and with few analytics.

Ai, meanwhile, thinks re-tailers like Macy's need to test a lower range of prices online with its store-label products, which could drive more shoppers to their site.

In the end, it's a shopper's choice whether to wait or jump.

Leor Reef, 24, who works in public relations and is based in Chicago, says he learned about frugality from his parents, who always found good deals. He shops mostly online, uses browser extensions price-trackers like camelcamel.com, and tends to buy only when he sees a good deal.

"It does put me in more in control as a consumer," he said. "As long as I am not in a rush, I can hunt around and use my tools to find the best price."

The downside? Reef want-ed the popular Wilson Evo-lution basketball and waited a month for the price to go down 15 percent, but then it was sold out — and he was left empty-handed

You've cut spending to the bone, sold excess stuff and hustled every side gig imag-inable. But your emergency fund, if it ever existed, is on fumes.

What you do next may de-termine how fast — or even whether — you recover from the setback of losing your job.

Denial and desperation prompt people to grasp at so-lutions that could make mat-ters worse, like an ill-consid-ered raid on a retirement fund or a bad loan, says Ellen Siegel, a certified financial planner with Legacy Wealth Manage-ment in Miami.

Here's what to do instead.

ASSESS YOUR RESOURC-ES

If you're a homeowner, you may have access to one of the cheapest ways to borrow: a home equity line of credit. Like many advisers, Siegel routinely suggests clients set up a HELOC to supplement even the healthiest emergency fund. The line should be left open and unused; risk your home only in the direst cir-

cumstances."It's for 'The sky is really

falling and we can't eat,'" Sie-gel says.

Tapping unused space on a credit card is another option. Yes, carrying credit card debt at double-digit interest rates is bad. But borrowing from a payday lender at triple-digit rates or inflicting irrevers-ible damage on retirement accounts generally is much worse.

Also, check the public safety net. Visit Benefits.gov to see what's available.

TRIAGE YOUR BILLSRene Nourse, a CFP with

Urban Wealth Management in El Segundo, California, tells her clients to cut their spend-ing hard and fast before they tap savings. As emergency funds dwindle, though, people may have to go beyond bare-bones efforts to decide which bills to pay and which to let slide.

Generally, keeping a roof over your head and the power on are priorities, but the lee-way varies.

Some cities make evictions difficult, while others allow landlords to start proceed-ings to boot tenants as soon as they're late on the rent. An in-ternet search on "landlord ten-ant law" in your city can help you understand your rights.

Most utilities, meanwhile, offer "lifeline" services for low-income customers, and many, especially in north-ern states, aren't allowed to cut off service in the winter. That lets strapped customers to skip bills for months and then catch up when their tax refunds arrive, notes Jeanne Hogarth , a vice president for the nonprofit Center for Fi-nancial Services Innovation in Chicago, which has studied how low- and middle-income families cope with setbacks.

Nourse recommends trying to negotiate lower payments or forbearance with creditors, because skipping a payment on any credit account can damage credit scores.

If missing payments is in-evitable, then putting off pay-ing unsecured debts such as credit cards, personal loans and student loans typically

is better than blowing off the mortgage or car payment.

Credit card companies usu-ally don't write off unpaid ac-counts for five to six months (although try to keep paying the minimums on any account you're still tapping for living expenses). Student loans typi-cally must be 270 days overdue before they're considered in default. But the repo man can come for a car if a payment is even a day late. Federal law generally prohibits mortgage lenders from starting foreclo-sure proceedings for 120 days after delinquency, although in some states the process can move swiftly from there .

MAKE RETIREMENT FUNDS YOUR LAST RE-SORT

Tapping a 401(k) or an in-dividual retirement account may solve an immediate finan-cial problem, but it can create another one at tax time, when you'll pay substantial penal-ties and income taxes. Plus, the withdrawn money loses all the future tax-deferred compounded interest it could

have earned.Retirement accounts are

protected from creditors and in bankruptcy for a reason: The money is meant to sus-tain people in their old age. It should be tapped early only in the worst of emergencies — if you're going to be homeless or face threats to your family's health or safety, says Siegel, the Miami financial planner.

If raiding your retirement is inevitable, you can try to con-tain the damage. Here's how:

—If you're still working, you can borrow up to half of the balance in your 401(k). Just pray that you don't lose your job, though, because any bal-ance that isn't repaid quickly turns into a withdrawal, trig-gering penalties and interest.

—If you're not employed but are 55 or older in the year you leave your job, you can with-draw money from a 401(k) and avoid the usual 10 percent pen-alty from early withdrawals. You'll still owe income taxes.

—If you have a Roth IRA, you can withdraw an amount equal to all your contributions without having to pay any tax-es or penalties.
