Whenever a tragedy of a grand scale— like the recent coal mine explosionthat took the lives of 29 men in West Vir-ginia — occurs, the factors surroundingthecatastrophereach the forefrontof themedia. For their own sick 15 minutes offame,inthiscase,theissuesofcoalminingsafetyandgovernmentregulationsofmin-ingwere treatedas theflavorof theweekbymanyinthenewsmedia.Then,aswithotherdisaster-fads,theseissuesretreatfromthepubliceyetobereplacedbythe latestsound bytes. But for UW-La Crosse's NoCoalCoalition,asubcommitteeoftheEn-vironmental Council, the issues surround-ingcoalminingarenothingnew,andwillhardlyrecedefromtheirattentionanytimesoon. In fact, the tragedy inWestVirginialikelyonlysolidifiedtheiralreadyyear-longefforttoremovecoalfromtheUW-Lcam-pus. Massey Energy, the mining giant re-sponsibleforthose29deaths,isundercon-tractwiththeStateofWisconsintoprovideitsresourcestostatebuildings—includingthecoalusedtoheattheUniversity,itswa-teranditsresidencehalls. ElizabethWardof theNoCoalCoali-tion,asubcommitteeofUW-LaCrosse'sEn-vironmental Council, is noticeably rattledbytheuniversityplant'suseofcoal.“We'reagainstburning coal for anumberof rea-sons,” she says. And inparticular,Massey'smountaintopremovalsystemis“suchahu-manrightsissue.Theycomeinanddestroythese villages, and do nothing” to rebuildthecommunitiesafterthemineshavedriedup,shesays.“Andontopofthat,”shecon-tinues,“withthisrecentexplosion,thefactthattheyhadsomany...violations,it'slike,they're not only the big, evil corporation, they're mean to their workers, but they'realsojustdestroyingthevillagesandpeople'slivesaroundit.Andit'salmostlikethestate[ofWisconsin]isencouragingitbyhavingacontractwiththem.” Indeed, Massey's safety record is lessthan stellar. According to Business Week, the Upper Big Branch mine earned 458safety violations in 2009 and, in fact, onthe day of the most recent explosion hadreceived two safety citations. Governmentofficials, however, claimthat theminewasnotplacedunderhigherscrutinyduetoabacklogofoperatorappeals.According tothe same article, the government is facedwith approximately 16,000 operator ap-peals,whichessentiallyallow themines tocontinueoperatingindefinitely. “Theycanalsojusttakethefine,”saysJeremy Graget, a graduate student andStudent Affairs Administration in HigherEducation employee and member of the

EnvironmentalCouncilwhohasbeenwork-ingcloselywith thecoal issue for thepastyear.“Whichtothemisminiscule.It'snoth-ing.Washington,for30yearsormore,hasbeen corporate-occupied territory. They[theenergycompanies]writethepolicies. They write the bills these days. They givetheirdollarbillstothepoliticians.Andtheyareabletogutentireregulatoryagenciesatwill.” Thus, byallowing thesepractices, thegovernment is sanctioning thecompanies'safetyviolations—andtheStateofWiscon-sin,bycontractingwithMassey,issanction-ingthehumanandenvironmentalcostsofcoaluse,accordingtothecoalition. Theuseofcoalisenvironmentallydev-astating,aswell.“[Coalusage]isthenum-beronefactorforglobalwarming,andontopofthat...itemitsmercury.Which,youknow,the[UW-L]coalplantisrightnexttotheriver,soit'sgettingintoourecosystem,”Wardsays.Themercuryenteringtheriverthen spreads throughout themidwest,po-tentiallyaffectingcommunitiesfarremovedfrom our own. “There really is no benefitto using coal. The only benefit is that it'scheap.” “Ontopofthat,”saysWard,“theemis-sions,thesulfurdioxidecausescardiovascu-lardisease,itcausesasthma.” Guy Wolf, of the UW-L MulticulturalStudent Services staff, concurs. “I find itincredible that we send out advisories tostudentsaboutflushots, aboutdrug[and]alcohol issues,aboutallkindsofhealthis-sues...butwedonotsendoutanyinforma-tiontostudents, faculty,andstaffwholiveunderthe200-plusfootcoalstack,”hesays.“Find me a pulmonary doctor who wouldtellyouthatthefineparticlepollutionfromtheseplantsisgoodforanyonewhoispreg-nant,suffersfromanybreathingdisorders,has colds, upper respiratory issues — liketheflu—orexercisesoutside.”Butweallbreathe thesameair, ofcourse, and thesehealthissuesaren'ttheuniqueproblemofthose within the University community —theuseofcoalaffectsthehealthoftheLaCrossecommunityasawhole. Ironically,itisthosenegativelyaffectedbytheUW-Lheatingplant'suseofcoalwhoinfactpayforit.“About70percentoftheuseoftheheatingplantisforbuildingsthatareownedandoperatedbythestate,asfaraspayingthebills,”fortheacademicbuild-ings, Gragert says. “The residence halls,[CartwrightCenter],andWhitney, theonesthatareownedby students, theyreceiveachargethatisreflectedintheirutilitybills.”These charges are, of course, reflected inthestudents'tuition—aswellasWisconsinresidents'taxes. “Andthat'san importantpoint,”con-tinues Gragert. “One argument against”

convertingtheheatingplanttoamoreenvi-ronmentallyfriendlysystem“isthatwe[thestudents] would have to pay for it. Well,we'realreadypayingforit.” “They're going to have to do some-thingwiththeplant,regardless,”saysWard.Thecoalplantisoutdatedatthispointandupgrades will be required whether or nottheplantconvertstoanotherresource.“Soif studentshave topay for this,we shouldhaveasay inwhathappens.Weshouldbemoreeconomical,intermsofthefuture.” Converting the UW-L heating planttoamoresociallyandenvironmentallyre-sponsible method is proving complicated,though.Currently,about75percentoftheheat produced at the UW-L plant comesfrom natural gas, with the remaining 25percent coming fromcoal. As theplant isownedbythestate,ratherthantheuniver-sity, changes must be made at the state'sDepartment of Administration's office. So while the Student Senate unanimouslypassedaresolutiononSept.30tourgetheDOAandGov.JimDoyletoexplorealterna-tivestoburningcoalontheUW-Lcampus,noactionhasbeentakeninthisregardatthispoint. OnepossiblealternativefortheUW-Lheating plant is the use of biomass. Andwhile this alternative isn't perfect, it doeshave its benefits. “The great thing aboutbiomass—andtherearen'tthatmanygreatthings about it, unfortunately — but oneofthegreatthingsisthatitwouldbealo-calfuelsourcethatyoucouldcreatealocaleconomy for. You wouldn't have to trans-portitveryfar,theprocessofacquiringbio-massdoesn'thaveasmuchofanimpactoncommunities[ascoaldoes],”Gragertsays.“Orontheworkers.Obviously,ifcoalmin-ingcankill29workersinoneincident...it'sdevastating.” Currently, the No Coal Coalition iswaitingforwordfromtheSierraClubandtheDepartmentofAdministration regard-ingthefutureofcoalontheUW-Lcampus.“Juneiswhentheyshouldhavesomeideaofwhat'sgoingtohappenwithatleastfouror five of the coal plants [in the state] ifnot all of them,”Gragert says.Until then, though, the coalition is focused on rais-ing awareness within the community. SaysWard,“Oneofourkeythingsisjustmakingstudents aware. And we've been trying tocontacttheBoardofRegentsandthegover-nortoencouragethemto[putpressureonthe state] to convert.” Gragert and othersalsoregularlycontact legislatorsregardingtheissue. “Obviously, it's thepeoplewhoare inpositions of expertise, the legislators, theBoardofRegents,whocanmakethesede-cisions,”saysGragert.“Butwecaninfluencethatchoice.”

Better pluck next time I was extremely offended by your response to the woman whose female friend has a mus-tache. Your only suggesting ways to get her to remove it was very anti-feminist. I have female friends with facial hair. Instead of waxing it, they say, “Screw American standards of beauty. I'm beautiful just the way I am.” Your response could’ve included that option. My girlfriends with facial hair have no problem getting dates with men, and that’s because they’re confidant and beautiful. Just please don't perpetuate mi-sogynistic crap.

Those intrepid country music fans who showed up early for Willie Nelson's concert at the La Crosse Center last month were serenaded with the voice of a Wisconsin angel. Madison's Whitney Mann earned a slot as the opener for one of her musical heroes, and she accomponied Willie for much of his spring tour. Mann is as fresh-faced as Nelson is grizzled, as cool as he is anthemic. She has a bright future in the alt-country scene, and this weekend we're blessed to have her in town for a solo show. Mann is scheduled to play the Root Note at 3 p.m. on Sunday, so if you can't make it to church, try this angel instead.
