After constituting of the 25 th Convocation of the Parliament of Montenegro, the Administrative Committee held a meeting on 22 November, during which it elected Deputy Chair of the Committee and number of members of permanent committees in the Parliament. Additionally, it commenced the procedure for determination of the list of candidates for chairs and members of the permanent committees in the Parliament of Montenegro. The bulletin is published monthly as part of the “Open Parliament” programme, by which the Parliament seeks to bring its work closer to Montenegrin citizens. We consider this publication to be very significant as a reliable source of information on work of the Parliament and hope it will be useful to you. Dear readers,

You have before you the most importantinformation on activities of the Parliament ofMontenegro during the period between 1 and 30November which is, in the form of the monthlybulletin “Open Parliament”, prepared by the Serviceof the Parliament of Montenegro.

Topic of this month’s issue is constituting of the25th Convocation of the Parliament of Montenegro.At the first – Constitutive Sitting of the Parliamentfrom 6 November, Ranko Krivokapić was re-elected President of the Parliament. In addition,Vice-Presidents elected are Željko Šturanović,who was at the same function during the previousterm of office, Suljo Mustafić and prof. BrankoRadulović, PhD.

After constituting of the 25th Convocation of theParliament of Montenegro, the AdministrativeCommittee held a meeting on 22 November, duringwhich it elected Deputy Chair of the Committee andnumber of members of permanent committees inthe Parliament. Additionally, it commenced theprocedure for determination of the list ofcandidates for chairs and members of thepermanent committees in the Parliament ofMontenegro.

The First – Constitutive Sitting of the 25th

Convocation of the Parliament of Montenegro washeld on Tuesday, 6 November, 2012.

Ranko Krivokapić was re-elected President of theParliament. In addition, Vice-Presidents elected areŽeljko Šturanović, who was at the same function duringthe previous term of office, Suljo Mustafić and prof.Branko Radulović, PhD.

After the Sitting continued, on 7 November,Decision on Election of Chair and Members of theAdministrative Committee of the 25th Convocation ofthe Parliament of Montenegro was adopted. RadivojeLala Nikčević was elected Chair of the AdministrativeCommittee, and the members elected are: Luiđ LjuboŠkrelja, Milorad Vuletić, Obrad Mišo Stanišić, MartaŠćepanović, Rifat Rastoder, Kemal Zoronjić, EmiloLabudović, docent Branka Bošnjak, PhD, MilutinĐukanović, Srđan Milić, Azra Jasavić and Srđan Perić.

System, Judiciary and Administration 13 members;Security and Defence Committee 13 members;Committee on International Relations and Emigrants13 members; European Integration Committee 13members; Committee on Economy, Finance and Budget13 members; Committee on Human Rights andFreedoms 11 members; Gender Equality Committee 11members; Committee on Tourism, Agriculture, Ecologyand Spatial Planning 13 members; Committee onEducation, Science, Culture and Sports 11 members;Committee on Health, Labour and Social Welfare 11members and Anti-Corruption Committee 13 members.

The Committee commenced the procedure forestablishing the candidate list for chairs and membersof permanent committees in the Parliament ofMontenegro. In this regard, the Committee establishedthat the candidates for chairs of the EuropeanIntegration Committee, Committee on Economy,Finance and Budget, Anti-Corruption Committee andCommission for Monitoring and Control of thePrivatisation Procedure should be from theparliamentary minority. It was decided that theCommittee should establish the candidate list for chairsand members of the permanent committees in theParliament of Montenegro within seven days from the

day of the election of the Government of Montenegro.In addition, the Committee adopted decisions on

compensation upon termination of office (uponrequests of MPs whose term of office was not confirmedby the Parliament of Montenegro on 6 November),decisions on earnings for MPs who decided to performthe function of MP professionally and decisions on theright to earnings difference, upon requests of the MPs.

The Committee dismissed Safet Korać from theposition of the advisor to the Vice-President of theParliament, due to the termination of office.

Under the item of the agenda “Current Issues”, theCommittee informed about the Annex to the Agreementof the Democratic Front, no. 00-63-14/12-2 from 9November 2012. Furthermore, the Committee adoptedthe Decision on termination of Decision on establishingthe procedure of control of commercial consumption offunds allocated to the parliamentary groups forengagement of secretaries and professional consultantsof the groups. In this regard, the Committee establishedthe Working Group with following members: MiloradVuletić, Chair, Marta Šćepanović, Azra Jasavić anddocent Branka Bošnjak, PhD, members, with the task toestablish the proposal for the decision, in the shortestperiod possible.

IN FOCUS

The First Constitutive Sitting of the 25th Convocationof the Parliament of Montenegro was held on

Tuesday, 6 November 2012. Pending the election of thePresident of the Parliament, the sitting was chaired bythe oldest MP Jelisava Kalezić, with the assistance of theyoungest MP Dritan Abazović, and the SecretaryGeneral of the Parliament Damir Davidović.

President of Montenegro Filip Vujanović, SupremeState Prosecutor Ranka Čarapić, Protector of HumanRights and Freedoms of Montenegro Šućko Baković, andPresident of the State Electoral Commission IvanKalezić attended the Sitting on its first day.

The Chair, followed by playing of the nationalanthem, opened the Sitting. Upon that, Ivan Kalezić,President of the State Electoral Commission, addressedthe Parliament regarding the Report of the StateElectoral Commission on results of elections for the MPsof the Parliament of Montenegro. The Chair stated thatthe State Electoral Commission had submitted theReport on election results and announced that the termof office of 81 MPs stated in the Report had started.

Convocation of the Parliament of Montenegro wasreached. Ranko Krivokapić is re-elected President of theParliament, and Vice Presidents elected are: ŽeljkoŠturanović, who performed the same function in theprevious convocation, Suljo Mustafić and prof. BrankoRadulović, PhD.

The Sitting ended on 7 November, when theParliament adopted the Decision on election of chairand members of the Administrative Committee of the25th Convocation of the Parliament of Montenegro.

The procedure of the Parliament’s constitution isstipulated by the Constitution of Montenegro and by theRules of Procedure of the Parliament of Montenegro.

Representatives of the staff of the Committee onHuman Rights and Freedoms participated in the

parliamentary seminar “Protection of Human Rightsand Position of Women and Children”, held in Brussels,on 14 and 15 November 2012. The seminar wasorganised by the Unit for Relations with WesternBalkans Parliaments of the Directorate-General forExternal Policies of the European Parliament, as part ofthe Support Program to the Western Balkan Parliaments.

On the first working day, introductory remarks byEduard Kukan, Chair of the Delegation for relations withAlbania, Bosnia and Herzegovina, Serbia, Kosovo andMontenegro, member of Committee on Foreign Affairsand Sub-Committee on Human Rights, were followed

by sessions entitled “Role and position of the EuropeanParliament in the field of human rights and humanrights in Western Balkans”, “Protection of MinorityRights in the EU and Western Balkans” and “The Roleof Civil Society in Protection of Human Rights“. Highrepresentatives of the European Parliament, EduardKukan, Ulrike Lunacek, member of the Committee onForeign Affairs and Cveto Stantič, member of theEuropean Economic and Social Committee hadpresentations under these themes.

Comprehensive presentations were followed bydiscussion where MPs from the Western Balkanscountries presented the state of human rights in theircountries, position of minority groups, cooperation

and Security Stakes”, “Afghanistan: towards 2014 andbeyond”, “The Forces of Change and Continuity in Russia:Domestic and International Implications”, “The IranianNuclear Programme: Gauging Iran’s Intentions”, “TheIranian Nuclear Programme-Gauging Iran’s Intentions”,“Nuclear Energy After Fukushima” and “Unmanned AerialVehicles-Opportunities and Challenges for the Alliance”.

During the last day of the Session, on 12 November,Plenary Session was held, where participants wereaddressed by: Karl A. Lamers, PhD, NATO PA President;Milan Stech, President of the Senate of Czech Republic;Miroslava Nemcova, Speaker of the Chamber ofDeputies of the Parliament of the Czech Republic; PetrNecas, Prime Minister of the Czech Republic; AndersFogh Rasmussen, Secretary General of NATO and Chairof the North Atlantic Council; Filip Vujanović, Presidentof Montenegro; Božo Ljubić, President of the House ofRepresentatives of Bosnia and Herzegovina; MikheilSaakashvili, President of Georgia and Nikola Gruevski,President of the Government of Macedonia.

President of Montenegro Filip Vujanović, addressingparticipants of the Plenary Sitting under the theme“Enlargement and the future of NATO”, spoke ofMontenegro’s progress regarding Euro-Atlanticintegration and aspiration toward a full-fledged NATOmembership.

In continuation of the work of the Plenary Sitting,Hugh Bayley (UK) was elected President of the NATOParliamentary Assembly, and as Vice-Presidents wereelected: Nicole Ameline (France), Cheryl Gallant(Canada), Giorgio La Malfa (Italy), Karl Lamers(Germany) and Julio Miranda Calha (Portugal).

The Parliament of the Czech Republic hosted the 58th

Annual Session of the NATO ParliamentaryAssembly, from 9 to 12 November 2012. The AnnualSession brought together some 350 parliamentariansfrom the 28 NATO member countries from NorthAmerica and Europe, delegates from partner countriesand observers, with the aim to discuss commoninternational security concerns and to consider andadopt reports. On behalf of the Parliament ofMontenegro, MPs Borislav Banović and VasilijeLalošević, as permanent members of the delegationparticipated in the work of 58th Annual Session of theNATO Parliamentary Assembly.

NATO Parliamentary Assembly started the work withthe meeting of secretaries of the delegation, duringwhich organisational and technical issues of thegathering were discussed, as well as the Draft Agendaof the Permanent Committee. On the second and thirdday, meetings were held of the following committees:Political Committee, Defence and Security Committee,Committee on Civil Dimension of Security, Committeeon Economics and Security and the Science andTechnology Committee.

Topics of the meetings of committees and sub-committees included: “The Arab Spring – Implicationson Euro Atlantic Security”, “Afghanistan and SouthwestAsian Security”, “Budget constrains – a challenge toAlliance Cohesion?”, “The Challenge of Piracy-International Response and NATO’s Role”, “MatchingCapabilities to Ambitions: NATO towards 2020”, “TheSources and Implications on the Euro Crisis”, “ArcticEconomic Opportunities, Environmental Obligations

It was concluded that a parliament should have a veryimportant role in protection of human rights andfreedoms, and that the stress should be not only onadoption of laws, because, according the Europeanofficials’ assessments, all countries mostly have goodlegislation. Further efforts should be directed towardsimplementation of adopted laws, and in reaching highstandards in the field of human rights, democracy and ruleof law, cooperation of all institutions in the country wouldbe necessary, as well as cooperation with the civil sector.

Apart from representatives of the Service from theCommittee on Human Rights and Freedom, the seminarwas attended by representatives of the parliaments ofSerbia, Bosnia and Herzegovina, Albania, Kosovo,Croatia and Macedonia.

Position of women and children in WesternBalkan countries, particularly rights of women andchildren from REA population and rural areas andprotection from domestic violence were discussed byMaria Cornelissen, Rapporteur for women’s rights inWestern Balkan countries, member of the Committee for

The IV Session of the Children’s Parliament was heldin the Great Hall of the Parliament of Montenegro,

on 19 November. It was organised by the Parliament ofMontenegro in cooperation with the Center forChildren’s Rights of Montenegro, with the support of theOffice of UNICEF in Montenegro and Save the Children.The Children’s Parliament is traditionally organised onthe occasion of celebrating 20 November, the day of theadoption of the UN Convention on the Rights of theChild. This year, it was dedicated to promotion ofchildren’s rights to participate and advocate, which aresignificant social needs and values.

In his opening statement, President of theParliament of Montenegro Ranko Krivokapić said thathe was exceptionally pleased that he was opening thehappiest parliament in the world, for the fourth time. Hepointed out that he believed that every generationcarries new and better knowledge of Montenegro, andthat the purity of the children’s’ motives to ask questionsin the Parliament represents true wealth.

President Krivokapić added that owing to the veryvisions of the children, and through their teachers, theParliament of Montenegro realises many joint projects.In addition, he suggested that the Children’s Parliamentis not held only once a year in Podgorica, but that itwould be good to organise something similar in allmunicipalities of Montenegro.

In addition to President Krivokapić, Vice PresidentsSuljo Mustafić and Branko Radulović, as well asSecretary General Damir Davidović were sitting at thepresiding table. On behalf of the Children’s Parliament,chairpersons were students Sandra Manojlović,Zvezdana Ivanović and Tijana Nišavić. Ms. Manojlovićsaid that by electing three females as chairpersons oftoday’s session of the Children’s Parliament they wantedto remind people of the need to respect gender equality.

A student from Berane Luka Bojović stated that itwas particularly important that children would discussserious issues on that day, while Marijana Blažević, astudent from Podgorica, said that many things changedfor the better through inclusive education, but there wasstill much left to do. Student from Nikšić DenisonaBeriša had a presentation as well, and she spoke of theposition of REA population in Montenegro and the factthat that were more and more Roma schoolchildren, butthat their problem was obtaining medical care and thenecessary documents.

After the presentations, many questions followed,one of which was related to recording questions fromthe previous sessions of the Children’s Parliament, aswell as to the realisation of the given answers. PresidentKrivokapić said that each generation was fighting forjustice, but sometimes answers were not easy to reach,which would not diminish the constant need ofmonitoring the government in keeping their promises.He reminded the little MPs that democracy was not aperfect system, but a system that was only strong asmuch as the citizens would persist in their intention tobring the society to a better level.

Apart from President Krivokapić, several ministers,their assistants, as well as associates of the Mayors ofPodgorica and Cetinje, and the representative of theUNICEF answered children’s questions. Representativesof parliamentary groups of the Parliament ofMontenegro, embassies, UNICEF, organisation Save theChildren, the European Commission, OSCE and theUNDP were also present.

The Session was attended by 42 students from 21municipalities, representatives of local children’sparliaments from Bar, Cetinje, Bijelo Polje and Podgoricaand children’s parliaments from elementary schools in17 cities of Montenegro.

The fifth meeting of the European Union –Montenegro Stabilisation and Association

Parliamentary Committee, where participants were MPsof the Parliament of Montenegro and MEPs, was held inBrussels, on 28 and 29 November.

President of the Parliament of Montenegro RankoKrivokapić and Deputy Co-Chair of SAPC, MEP JelkoKacin chaired the meeting.

In the opening statement, President RankoKrivokapić pointed out the importance of regular semi-annual meeting of Montenegrin and Europeanparliamentarians and expressed gratitude to MEPs forthe continuous support to Montenegro on its Europeanpath, which contributed to our great success – openingnegotiations with the EU. He also pointed out thecontribution of the Parliament of Montenegro to thatsuccess, achieved through serious approach of all itsMPs in the overall European agenda. He emphasisedthat in that way Montenegro showed remarkablepolitical maturity and that it was equally a success ofparliamentary majority and minority.

President Krivokapić emphasised that it was obviousthat the Parliament of Montenegro was in the phase ofdynamic changes, capacity building and adjusting to thenew European obligations. “Such activity of theParliament is also notable in the assessments of ourEuropean partners through their regular annualreports that present significant and regular progress”,said Mr. Krivokapić.

Mr. Jelko Kacin congratulated Montenegro on havingnegotiations with the EU, which currently makes it,together with Iceland, the only negotiator for full-fledged membership in the EU.

After President Krivokapić and Co-Chair Kacin, onbehalf of the Government of Montenegro, MontenegrinMPs and MEPs were addressed by the Vice-President ofthe Government and Minister of Justice Duško Markovićand Minister of Foreign Affairs and European IntegrationNebojša Kaluđerović. On behalf of the Council of theEuropean Union, Andreas Mavrojanis, Deputy Ministerof the European Affairs of the Republic of Cyprus –which presides over the EU – addressed the meeting,while on behalf of the European Commission, participantswere addressed by Alexandra Cas Granje, Director of theDirectorate General for Enlargement, in charge for Croatia,Montenegro, Macedonia, Turkey and Iceland.

During the two-day meeting of the ParliamentaryCommittee, several topics were discussed: monitoringthe recommendations adopted at the previous meetingof SAPC, monitoring the course of negotiations andother available oversight mechanisms of the Parliament,regional cooperation, progress achieved in fight againstorganised crime and corruption and economic issues.

At the end of the meeting, the ParliamentaryCommittee adopted the Declaration and

Recommendations, where it highlighted the achievedprogress of Montenegro, as well as its significant role asstability factor in the region and encourages theMontenegrin Government to continue reforms on itspath to Euro-Atlantic integration.

Among other things, the Declaration emphasisesthat new negotiation chapters should be opened in theshortest period possible, with the condition that reformprocess continues and actual results are achieved,particularly regarding the rule of law. Also, theParliamentary Committee welcomed including of thecivic society representatives in different working groupsin charge of accession negotiations, and also called forequal access possibility to all interested civic societyorganisations.

In addition, the Parliamentary Committee welcomedfurther strengthening of the oversight role of theParliament of Montenegro, but called for additionalamendments to the Law on Data Secrecy, so that theAnti-Corruption Committee may work efficiently.

The Parliamentary Committee decided to hold thenext meeting on 29 - 30 April 2013 in Montenegro.

Stabilisation and Association ParliamentaryCommittee was formed in June 2010, upon entering intoforce of the Stabilisation and Association Agreement,with the aim of monitoring implementation obligationsunder SAA. The Parliamentary Committee, which iscomposed of 14 members of Montenegrin and theEuropean Parliament each, meets twice a year, inPodgorica and Brussels.

During their visit to Brussels, Montenegrin MPsparticipated in the Meeting of the Subcommittee onHuman Rights of the European Parliament,dedicated to the issues of the rule of law in WesternBalkans countries. Taking into considerationaspirations of the countries of this region to the EUmembership, and the new approach of the EuropeanUnion that envisages chapters 23 and 24 to beopened during the whole negotiations process,necessity of respecting human rights and freedomsand promotion of anti-discrimination policy isespecially emphasized at the meeting.

Article 2

The first sitting of the National Assembly shall bepresided by the oldest Member of the Parliament, whoshall perform the duty of Interim President of theAssembly (Para. 61 of the Constitution); andtemporary secretarial duty shall be performed by thetwo MPs proposed by the Interim President.

Article 9

If the National Assembly annuls the election asillegal or an MP seat becomes vacant due toresignation or death of an MP, it shall be decided thatthe Minister of Interior conducts the subsequentelection, no later than a month from the date on whichan MP seat became vacant. (Article 59 of the

Constitution).The same procedure is envisaged for the case

stipulated in Article 58 of the Constitution.

Article 13

The Presidency shall consist of President, VicePresidents and two Secretaries, and their term ofoffice shall last during one Convocation only, and theyshall be elected by secret vote (Article 64 of theConstitution).

Article 15

It shall be a duty of the President of the Assembly:to maintain order in the Assembly during sittings andto ensure that the Law on Rules of Procedure, as wellas other laws and regulations, which refer to the workof the Assembly, are enforced properly; to give thefloor to speakers who applied to speak in theAssembly; to pose the questions to the Assembly onmanner of debate and vote on the said subject; toannounce the voting results and to take care ofcreating parliamentary decisions.

The President shall represent the Assembly andspeak on its behalf.

He shall receive and open all letters addressed tothe Assembly; employ and dismiss all parliamentaryservants during the whole time of the parliamentaryconvocation.

• Representatives of the Service of the Parliament fromthe Sector for Research, Analysis, Library andDocumentation and correspondent of the EuropeanCentre for Parliamentary Research andDocumentation (ECPRD) paid a three-day visit to theNational Assembly of the Republic of Serbia. Duringtheir visit, good practices regarding organisation ofresearch and library activities were exchanged, aswell as information on plans for further developmentof research activities. Representatives of theparliamentary services were acquainted withmethodology of drafting research work, as well aswith international cooperation, especially within thenetwork of the European Centre for ParliamentaryResearch and Documentation.

7 November

• MP Mevludin Nuhodžić participated in the conferencetitled: “Financial Aspects of Economic Crisis and theirImpact on Security Sector”, organised in Budva by theCentre for Security Cooperation (RACVIAC) incooperation with the Ministry of Defence ofMontenegro. Topics of the conference were effects ofeconomic crisis on defence and security sector, as wellas its impact on budget allocations and generalspending trends in the countries of the region. Duringthe discussion, participants highly assessedseriousness of actions of the Parliament ofMontenegro regarding reviewing the consequencesof the economic crisis and its impact on security. Therepresentatives of committees on security and

defence, ministries of defence and other competentbodies, as well as experts in the field of economy andfinance in the region participated in the meeting.

9 November

• Regional workshop on efficient work ofparliamentary committees ended in Bratislava. It washeld under the auspices of NDI’s Western BalkansLegislative Strengthening Initiative, resulting inexchange of experiences between the representativesof the parliaments of Montenegro, Bosnia andHerzegovina, Kosovo, Macedonia and Serbia and theircolleagues from the Czech Republic and SlovakRepublic. Representatives of the Service of theParliament of Montenegro from the Committee onPolitical System, Judiciary and Administration andCommittee on Human Rights and Freedomsparticipated in the Regional workshop.

12 November

• The 58th Annual Session of the NATO ParliamentaryAssembly ended its work. The delegation of theParliament of Montenegro consisted of permanentmembers MPs Borislav Banović and Vasilije Lalošević.

• President of the Parliament of Montenegro RankoKrivokapić met with Chair of the Committee onDefence and Security of the National Council of SlovakRepublic Jaroslav Baška. Mr. Baška said that Slovakiawould continue to support Montenegro in itsaspirations to become a member of the EU and NATO.Mr. Krivokapić and Mr. Baška agreed that Montenegroand Slovakia have great possibilities for economic

Nedeljko Gvozdenović: “Iz ateljea” (“From the Studio”), 1959

Nedeljko Gvozdenović was considered a painter of small things, a synonymfor an intellectual painter, accepted as a sensitive colourist, whose personal

quality was in visual equilibrium, chromatic audibility and rhythmic clarity ofthe painting. His works belong to intimate painting, no matter the subject:landscapes, still life, interiors or portraits with poetic ambience.

Gvozdenović was born in 1902 in Mostar. He studied at the Internationalschool in Munich with Professor Hans Hofmann, and then he worked as aprofessor at the Art Academy in Belgrade. Soon, he became a member of theSerbian Academy of Sciences and Arts and initiated founding of the Heritage House as a special cultural institution.He donated all of his property to Belgrade, including 562 artworks.

cooperation, but also for cooperation in the field ofstate administration reform, where the experience ofSlovakia could be precious for Montenegro.

13 November

• President Krivokapić, upon the invitation of theAmbassador Mitja Drobnič, Head of the Delegation ofthe EU to Montenegro, participated in the regularmonthly meeting of the heads of missions of the EUmember countries to Montenegro. Topics of themeeting were exchange of opinions regarding currentpolitical situation in Montenegro after theparliamentary elections, held on 14 October, as wellas relations between Montenegro and the EU.President Krivokapić gave an overview of thesituation in the Montenegrin political scene in thepost-election period, and informed on activitiesregarding complete constitution of the Parliament ofMontenegro and expectations regarding the electionof new Government of Montenegro after appointingthe Prime Minister-designate. Ambassador Drobničproposed that the Parliament of Montenegro, inparticular the Committee on European Integration,and the EU Delegation establish an even closercooperation in the upcoming period.

15 November

• Two-day seminar under the theme: “Protection ofHuman Rights and the Situation of Women andChildren”, ended in Brussels. Representatives of theService from the Committee on Human Rights andFreedoms participated in the seminar.

19 November• The IV session of the Children’s Parliament held. It

was organised by the Parliament of Montenegro, incooperation with the Centre for Children’s Rights ofMontenegro, with the support from the UNICEF Officein Montenegro and Save the Children.

21 November

• MPs of the Parliament of Montenegro, members of theEuropean Union – Montenegro Stabilisation andAssociation Parliamentary Committee (SAPC) heldtheir first preparatory meeting. This was also the firstmeeting of Montenegrin part of the Stabilisation andAssociation Parliamentary Committee in the newcomposition, following the second meeting of theCollegium of the President of the Parliament, held on12 November, where the Decision on appointment ofmembers of the European Union – MontenegroStabilisation and Association ParliamentaryCommittee from the Parliament of Montenegro wasreached.

22 November

• President of the Parliament of Montenegro RankoKrivokapić met with Ivo Belan, marathon veteran whoran the Peace Race in Montenegro the day before. Mr.Belan, who started the race from the Montenegrin-Croatian border (Debeli brijeg) and ran to hishometown Tivat (31 km), thanked PresidentKrivokapić for the meeting.

26 November

• In the scope of the “Open Parliament” programme, agroup of 80 students of High School of Economics“Mirko Vešović” from Podgorica visited the Parliamentof Montenegro. Deputy Secretary General of theParliament of Montenegro Slobodan Dragovićintroduced students with activities of the Parliamentof Montenegro, as well as with its organization,competences and functions. High school studentswere particularly interested in the legislative process,rights and responsibilities of MPs, issue ofrepresentation of women in the Parliament as well ascertain details from the history of Montenegrinparliamentarism.

Krousti,Ambassador of the Republic of Cyprus to Montenegro.Ms. Krousti said that numerous successes thatMontenegro has achieved since renewal of itsindependence should be commendable. She statedthat Montenegro had grown into a responsible andcredible partner to the international community, andshe noted that results achieved in the field of Euro-Atlantic integration were of utmost significance bothfor the country and the region.

• The fifth meeting of the European Union –MontenegroStabilisation and Association Parliamentary Committee,held on 28 and 29 November in Brussels, ended.

• In the Parliament building, employees in theParliamentary Service who carry out parliamentary

research attended the training on searching EBSCOhostdatabase. The training session was held by PavelSynek, Training and Support Representative of “EBSCOPublishing” and Nebojša Krstić, Director of thedistribution company “Neolibris” from Belgrade. Thetraining gave the employees a chance to learn how tochoose a database they need, how to perform advancedsearch, as well as all the ways of how they can save thenecessary information. EBSCOhost offers a largenumber of databases containing information frommany areas, in the form of books, magazines, essays andother types of publications. Among other things, thisbase offers a significant number of relevant texts fromthe field of political and legal sciences.

• President of the Parliament Ranko Krivokapić met inBrussels with Sabine de Bethune, President of theSenate, and André Flahaut, President of the Chamber ofRepresentatives of the Federal Parliament of Belgium.Importance of strengthening cooperation between theparliaments of Montenegro and Belgium, based not onlyon frequent meetings of leaders of these institutions butalso on cooperation achieved through parliamentaryfriendship groups, was stressed during the meeting.The hosts expressed recognition to our country overachievements in the process of Euro-Atlanticintegration and reminded that the official Brussels, as“the capital” of the European Union, would continue tobe an ally of our country on its path towards themembership in the family of European peoples.

MANDATE. “Mandate (French mandat, German Mandat), the authorisation which voters give to chosenrepresentatives, so that they would represent them in the representative bodies. Voters have the role of mandator,and representatives the role of receivers of the mandate. There are two fundamental types of representative mandates:free and imperative. 1. Free or independent mandate does not bind a representative to respect opinion and interestsof voters who had chosen him, during discussions and voting in the parliament. (…) Members of the Parliament arerepresentatives of the whole nation, instead of specific districts that chose them or specific groups of voters that electedthem. (...) 2. Imperative or binding mandate, on the other hand, is completely contrary to the free mandate, because therepresentative is dependent on the opinion and interests of the voters who chose him. (…)

The term mandate also has other meanings. Mandate is also a seat (siège, Sitz) gained by an individual or a partyon the elections for a representative body. (…) Time span between the two rounds of elections for a political positionor institution is also called mandate...”

Article 85 Paragraph 1 of the Constitution of Montenegro states that Member of the Parliament shall decide andvote according to his/her own conviction, meaning that free i.e. independent mandate exists in Montenegro.
