Round table discussion:

The discussion will deal with three topics:

1 The impacts of the ongoing WTO negotiationsand the liberalisation of agricultural trade.

2 The new directive and guidelines for keepinglaying hens in the EU and the fact that the EUwill become a net egg importing region.

3 The impacts of the EU enlargement on eggproduction and egg processing.

Topic 1:

The ongoing WTO negotiations will lead to a furtherliberalisation of the world trade with agriculturalproducts.

• Discuss the impacts that this will have on the production of eggs and egg processing in the EU.

• Discuss also how product safety can be guaranteed when trade becomes more liberal.

Topic 2:

The banning of cages in Germany from 2007 on willmake the EU to a net egg importing region, the eggdeficit will further increase from 2012 on when the EU directive 1999/74/EC will become effective.

• Discuss the impacts that this will have on the price development for eggs and egg products in the EU and on the world market.

• Discuss also which countries will profit from this development.

Topic 3:

The EU enlargement in 2004 will add another 10countries to the common market. The laying hen flockwill increase by 33 %, egg production by 20 %. Becauseof the high domestic consumption, exports of eggsand egg products are not yet important. • Discuss the perspectives for egg production and egg processing in the new member states.

• Discuss also the impacts that the new agricultural policy concepts after the midterm review may have on egg production in the EU (15) and the new member states.

If the ongoing WTO negotiations will result in a further liberalisation of the egg products trade, producers inthe EU will hardly be able to compete with producersin the United States, Brazil, and India for whole eggpowder. Imports from these countries will increase,given a minimum level of quality.

The implementation of EU directive 1999/74/EC will lead to higher production costs in the EU and to a decrease of egg production by 13 %. The EU willbecome a net egg importing region. India and the Ukrainewill be competitive on the EU market from 2012 on. Thisis a threat to egg producers in the EU, and also to consumers because quality standards can no longerbe guaranteed.

The new EU member states will gain in importance in eggtrade because of the increasing demand for eggs inthe EU as a consequence of the application of directive 1999/74/EC (2012). A relatively long adjustmentperiod to the EU directive and the new concepts of the agricultural policy makes it attractive for egg companiesto invest in these countries.

In a recent study, Peter van Horne (LEI) said that the EU egg industry is facing a disastrous future because it has not only to deal with higher costs as a consequence of animal welfare legislation, but also because of the threat of eliminating the protection against imports from non-EU countries by reducing or eliminating tariff protection.
