FIRST SESSION Monday, 2015-10-19 (0830h)

1. Opening of the meeting

Dr. Zairossani Mohd Nor, the Chairman of ISO/TC 45 called the meeting to order at 0830h and welcomed delegates to the first plenary session of the 63

rd meeting of ISO/TC 45 in Vichy, France. He

expressed his deepest appreciation to AFNOR for their commitment and dedication in seeing through the meeting of ISO/TC 45 in Vichy. The Chairman introduced Mrs Farinie Sharatol Ahmad Shah as the secretariat support for ISO/TC 45 to help in the management of the committee. Other than TC 45, the meeting was also informed that SC 1 and SC 4 secretariats were also being supported by the secretariat support team; namely Mrs Ratna Sari Dewi Dasril for SC 1 and Mr Muhammad Syaarani Danya for SC 4. The Chairman also congratulates Mr. Masami Aoki on his appointment as the new SC 2 Chairman.

2. Roll call of delegates

The meeting continued with the roll call of delegates whilst attendance sheets were being

circulated.

The following 15 P-members were noted to be present at the meeting:

China, Czech Republic, France, Germany, India, Italy, Japan, Republic of Korea, Malaysia,

Netherlands, Sweden, Switzerland, Thailand, United Kingdom and United States of America.

The following O-member and correspondent member were noted to be present at the meeting:

Liaison officers from the following committee were noted to be present at the meeting

IEC/TC 31, TC 61/SC1, TC 157 and TC 207 The total number of 111 delegates registered for the first plenary meeting and a corresponding list of attendance is appended at the end of the report.

3. Adoption of the agenda

The draft agenda of the meeting was circulated as document ISO/TC 45 N 6777. The draft agenda was adopted with update on the document number for the Secretariat report.

4. Welcome remarks by the host

The welcoming remarks were delivered by Mr Francis Peters, on behalf of Association française de normalisation (AFNOR). In his short speech, he welcomed all delegates to Vichy and hoped for a productive meeting throughout the week. .

5. Appointment of the drafting committee

The Chairman asked for volunteers to assist the Secretary with the drafting of the resolutions. The following members had volunteered to be part of the resolutions drafting committee: Mrs Hélène Cros from France, Dr. Valentina Cerato and Mr. David Warhurst from United Kingdom.

6. To note the report of the 62nd

Meeting in Cape Town, South Africa ISO/TC 45 N 6774

The Report of the ISO/TC 45 62nd

meeting held in Cape Town was circulated as document N 6774 on 25 November 2014 for a period of 2 months. No comments were received. However, an amendment was made on Item 12: Roll call of delegates, to include Czech Republic in the list of P-members who were present at the meeting. The amended minutes were accepted as written.

7. Matters arising from the 62nd

Meeting

The meeting took note on the following matters arising from the last meeting.

7.1 Item 20.2 of the minutes: Liaison with ISO/TC 157

The meeting took note that the liaison with ISO/TC 157 had been re-established. 8. Secretariat report

8.1 The Secretariat report was circulated prior to the meeting as document N 6797.

8.2 Update on the following information was highlighted to the committee:

8.2.1 Structure of ISO/TC 45 It was noted that changes in the structure of ISO/TC 45 are as follows:

I. Mr. Masami Aoki was appointed as the new SC 2 chairman, and Ms Naomi Nakajima as the secretary for SC 2.

II. ISO/TC 45, SC 1 and SC 4 secretariat is supported by the secretariat team as given in the document.

III. SC 4/WG 14 Elastomeric bridge bearing was established. The convenor of the new WG is Mr. Muhammad Umar Zulkefli.

8.2.2 Constitution and Liaisons It was noted that changes in the constitution and liaisons of ISO/TC 45 are as follows:

I. Indonesia and Vietnam were included as new P-members, while Argentina, Brazil, Philippines and Sri Lanka were included as O-member in ISO/TC 45.

II. The following internal liaisons (ISO) were established:

a) TC 45/SC 1: Liaison with IEC/TC 31 - Equipment for explosive atmospheres

(Liaison officer - Mr Mike Rose)

b) TC 45/SC 2: Liaison with ISO/TC 108 - Mechanical vibration, shock and condition

monitoring (Liaison officer - Mr Walter Madigosky)

III. Mr. Melyvn Vance is the new liaison officer for SC 1 to CEN/TC 218 - Rubber and Plastics hoses and hose assemblies

8.2.3 Status of work in ISO/TC 45/WG 10 Terminology It was noted that two new documents N90 and N91 on ISO/PWI 1382 were circulated for discussion at the WG 10 meeting. .

8.2.4 Status of work in ISO/TC 45/WG 16 Environmental Aspects

It was noted that ISO/TC 45/WG 16 was renamed as Environmental Aspects and Sustainability. 8.2.5 Standards published As of the date of the meeting, the numbers of standards published by ISO/TC 45 were 439 with the following breakdown: ISO/TC 45: 7 ISO/TC 45/SC 1: 83 ISO/TC 45/SC 2: 126 ISO/TC 45/SC 3: 125 ISO/TC 45/SC 4: 98 35 standards were published since the meeting in Cape Town. 8.2.6 Systematic Review 2015 A total of 75 standards were identified for SR in 2015. The breakdown as follows: ISO/TC 45 : 1 ISO/TC 45/SC 1: 7 ISO/TC 45/SC 2: 22 ISO/TC 45/SC 3: 23 ISO/TC 45/SC 4: 22

8.2.7 Future meeting venues

8.2.8 List of ISO/TC 45 document circulated

Seven new documents were uploaded since the secretariat report was circulated.

9. Any other business

9.1 Meeting schedule 2015 The secretary highlighted on some of the changes in the meeting schedule compared to the previous meeting as follows:

i. TC 45/WG 10 to be held on Monday morning; ii. SC 2 convenor’s meeting to be held on Monday afternoon; iii. Training session was renamed as training and briefing session; iv. Newly established SC 4/WG 14 to be held on Wednesday afternoon.

9.2 Statistics for 2014

The Secretary presented the statistics of standards for 2014. The total number of standards published was 20 493; with 1 468 standards published in 2014. As for ISO/TC 45, the number of standards published was 439; with 42 standards published in 2014.

The Secretary also presented the trend of standards published by ISO/TC 45 from 2010 to 2015. The total number of standards published under ISO/TC 45 in 2015 is 30 compared to 38 in 2014. Out of the 30 published standards, four were new standards.

9.3 ISO/IEC Directives, Part 2, 2016 Edition The secretary informed that the TMB Directives Part 2 Task Force was revising the Directives Part 2. Significant improvements, including in the organization of the document, had been made to the next edition. The target for the publication of the next edition of the ISO/IEC Directives, Part 2 would remain as 1 May 2016. 9.4 ISO Excellence Award The secretary informed that the TMB had established the ISO Excellence Award to recognize the work of its technical experts, project leaders or convenors in committee working groups who had made exceptional contribution to the development of a specific project. 9.5 Announcement on the winner of the Tan Sri B C Sekhar Gold Medal Award The meeting acknowledged the achievement of Dr. Zairossani Mohd Nor as the winner of the Tan Sri B C Sekhar Gold Medal Award instituted by Rubber Asia, Asia’s premier rubber magazine, for outstanding contributions to the global rubber industry. The award was presented at the India Rubber Summit & Dinner (IRSD) 2015 held in Kochi, India on the 12

th of September 2015.

9.6 Announcement on the recipient TRILA - Technical Person of the Year Award The meeting acknowledged the achievement of Dr. Arup K. Chandra as the recipient of the TRILA (Tyre and Rubber Industry Leadership Acknowledgement) - “Technical Person of the year 2015” award. The award was presented on the 8

th of July at the Tyre Expo India in Chennai, India.

. 9.7 Training and briefing session

Delegates were informed on the training titled "Updates from ISO/CS" to be given by the TPM in the afternoon session of the day. The presentation slides were earlier circulated as document N 6794 for reference. It was also informed that a briefing from Liaison Committee, ISO/TC 108/WG 28, Vibration materials would be given by Professor Dr. Igor EMRI, a representative from ISO/TC 108/WG 28. 9.8 Seminar program

Delegates were informed on the presentations to be given on Tuesday, 20th October 2015 at Eugénie

as follows:

1. “Acrylonitrile-Butadiene Rubber (NBR) for Specific Demands with Exceptional Low VIC

Content – A Rubber of High Purity” by Mr. Mansuy ROCQUIN, Lanxess; and

2. “Fatigue Crack Growth Measurements in Rubbers” by Dr. Pierre Rublon, LRCCP (French Rubber and Plastics Reasearch & Testing Laboratory and Mr. M. Arnaud Favier, Metravib ACOEM Group.

The information on the seminar was circulated for members' information as document N 6788.

9.9 ISO/TC 45 Dinner

Delegates were reminded that the ISO/TC 45 Dinner hosted by AFNOR to be held on Wednesday, 21

st October 2015 at 8.00 pm at the Sevigne.

10. Adjournment

There being no other business, the Chairman thanked delegates for their attendance at the first plenary session of the 63

rd ISO/TC 45 meeting. The meeting was adjourned at 0900h.
