David Smith - Chaired the ISO Committee PC 283 on occupational health and safety (OH&S) management systems standard ISO 45001. Prior to that he chaired the BSI committee on occupational health and safety management for 20 years and is a member of CEN SABOSH the European strategic body on OH&S. He has been actively involved in the development of ISO standards in the environmental field and drafting a range of risk management standards. He has worked with organizations that have implemented such standards as ISO 31000, OHSAS 18001, ISO 9001 and ISO 14001. Working for over 30 years for British Railways in a technical capacity as a trouble-shooter dealing with health, safety, fire, winterization, forensic and environmental management issues. For the last 20 years he has worked all over the world as a trainer, auditor and consultant in the risk management field, mainly focusing on OH&S and environmental issues.

Key PointsThe standard published 12 March 2018, has taken 20 years to achieve with 70 countries involved in its development, and is designed to be applicable to any organisation.Clause 4.4 requires that “The organisation shall establish, implement, maintain and continually improve an OH&S management system, including the processes needed and their interactions, in accordance with the requirements of this document”. Poor management results in health issues such as workplace stress, poor relationships, bullying etc. The cost to the health service, the country and families is enormous.A poor health and safety record can also harm reputation and affect a buyer’s perception of a company’s reliability to consistently produce goods.The new standard recognises that occupational health and safety is a business risk and has to be integrated into the management of the organisation. It has more high level requirements than OHSAS 18001, needing more input, commitment and leadership at management level and also worker involvement.Effective application of the standard should positively impact on health and safety statistics and also reduce insurance costs.c150,000 users of OHSAS 18001 will need to transition to the new standard.An easy to follow guide to implementing ISO 45001 - ”Managing Safety the Systems Way” - is available and has a step-by-step approach to developing and implementing an OH&S management system within your business.
