g OPENING

Dr. Hartmut Walravens, the Chairmanof the International ISMN Agency,warmly welcomed the almost 50 partic-ipants. He was very pleased to see thatso many had had a chance to partici -pate this year because this gave a goodpossibility to talk about ISMN issues.As in several years before the ISMNPanel meeting had been time-wisealigned with that of the Inter nationalISBN Agency. Due to the fact that so

many ISBN agents were also ISMNagents and due to our close coopera -tion with the International ISBNAgency this led many more participantsthan usual to our meetings.

The Chairman thanked our kind hostsfor inviting us and for perfectly and im-pressively organising a joint conferenceof the standard identifiers ISMN, ISBN and ISSN in one week at oneplace.

The audience was then welcomed byMr. Hamdi Turşucu, General Directorof Libraries and Publications at theMinistry of Culture and Tourism. Heexpressed great pleasure to host suchan important international meeting. Heexplained that the publication sector inTurkey was very big and as such a con-siderable economic and cultural factor.Standard numbers were therefore alsoof great relevance for the country.

During the last decade, e.g., 16,000ISBNs were allocated in the year 2000,whereas 47,350 books were numberedin 2013. Turkey had become a memberof the two publication standards quite awhile ago: It joined ISBN in 1996 andISMN in 2006. The cooperationincreased every day.

The meeting took place at the IstanbulCommerce University. Its Vice RectorMr. İbrahim Baz also welcomed the au-dience. As he said the university was

only 13 years old but a very big onewith several campus buildings. Thevenue of the Panel had in former yearsbelonged to the Chamber of Com -merce. It was located directly at the wa-terfront and hosted many internationalconferences. He was very glad to haveso many guests here during the publica-tion standards meetings.

The audience was honoured also by awelcoming address by Mr. Abdurrah -man Arıcı, the Deputy Minister ofCulture and Tourism. He emphasizedthe fact that this was for the first time acombined meeting of standards, takingplace at the international bridgebetween Europe and Asia. He was gladthat the allocations of ISBNs, ISMNsand ISSNs in Turkey increased. Thishelped to keep pace with the world.These standard numbers made an im-portant contribution to the publicationsector in the country. He hoped thatthe meetings would be fruitful for allthree standards.

The Chairman thanked all three speak-ers and underlined that the modernbook-trade would not be possible with-out the ISBN. Standard numbers likeISBN and ISMN made an enormousinput on the smooth functioning of thecultural sector.

TOP 1: ADOPTION OF THE MINUTES OF

THE ANNUAL GENERAL MEETING IN

WASHINGTON DC, USA, 2013

The minutes of the AGM on 13September 2013 had been distributed

shortly after that meeting. They werenow voted upon with the following result:

31 yes, 0 against, 0 abstentions. So theminutes were unanimously adopted.

TOP2: REPORT OF THE BOARD

• Report of the Chairman

AGM 2013

The AGM 2013 took place at theLibrary of Congress (LC) in Washing -ton DC, USA. Quite a number of mem-bers were present. LC had made atremendous effort to publicize theirISMN services. The main goal of theirweb application had been to cut costs.They intended to administer the servic-es by avoiding any substantial manualwork, which could be a good model forother agencies interested in creating awebsite.

That time the ISBN and ISMN meet-ings could be aligned only time-wisebut the alignment proved to be veryuseful for both sides, nevertheless. Soboth international agencies planned tocontinue along this line. It made it easi-er for colleagues at agencies to attendthe international meetings – a goodidea in times of shrinking funds.

Board elections 2015

As every three years, the AGM 2015would bring board elections. The ViceChairman, Dr. Joachim Jaenecke,would not run again, so there would bea need for replacement.

Membership

The International ISMN Agency (IA)now had 56 member agencies. Therehad been no accessions during the lastyear but negotiations with quite a num-ber of interested parties had takenplace.

Publication

Our annual publication, the ISMNNewsletter contained the minutes of theAGMs and presentations of the Panelmeeting. It was also available on theIA’s Website.

Meetings, conferences, fairs

The IA participated in several meet -ings: the Frankfurt Music Fair, the ISOTC 46 meeting in Washington, theIAML conference in Antwerp, and theCDNL meeting in Lyon.

At the ISO TC 46 meeting inWashington DC a main topic had beenthe interoperability between standards.The discussions had proved that a closecooperation of the SC9 standards wasof paramount importance.

The IA had given a presentation on theISMN system at the IAML (Inter na -tional Association of Music Libraries)conference in Antwerp, Belgium. Likewith the ISBN, the origins of the ISMNsystems had started in the United King -dom. IAML conferences had alwaysproved to be important for networking.

Another conference important for get-ting in close contact with nationallibraries from all over the world wasthe CDNL conference (Conference ofDirectors of National Libraries) whichhad taken place in Lyon, France. Whena national library maintained the ISMNagency, the direct communication withthe respective national librarian had of-ten been helpful for finding a solution

when there were problems in one coun-try.

LCC

The IA had signed up for the LinkedContent Coalition (LCC), an initiativetowards better interoperability.Although there were links between in-ternational standards already, in manycases the terms and meanings of termswere different. LCC would try toimprove the situation by correct map-ping and interpreting relations.

Marcel Barriault from Canada wantedto know what the mandate and struc-ture of LCC was.Nick Woods (International ISBNAgency) said that LCC had recently be -come a membership organisation con-sisting of 6 founding members comingfrom various industries. His colleagueStella Griffiths added that there wasone important document already: ThePrinciples of Identification, meant toact as a set of recommendations forbest practice (e.g. that metadata accom-panied the identifier and that it was al-ways resolvable). LCC would enable allstandards to work together. Theywould request a small membership fee.

ISMN and the trade

During the last year the IA hadreceived reports from agencies regard-ing the relationship with Amazon whohad pressed publishers to put ISBN ontheir notated music. There seemed tohave been some misunderstanding on

the side of Amazon. The topic was dis-cussed within the ISMN community. Atfirst no solution could be found sinceAmazon did not react to communica-tions. Thanks to the kind interventionof the numbering association GS1which had Amazon on their Board, theissue was solved by an update of theGS1 GTIN Validation Guide (GTIN =Global Trade Item Number) where theISMN had not been especiallymentioned (other than the ISBN). GS1immediately published a new release ofthe GTIN guide including a paragraphabout the ISMN. Since then wereceived no further complaints. TheChairman encouraged the agencies totell publishers about this in case theyheard of any further problems.When the IA heard about problemsthese were mostly on the technical side.There was still a need for further infor-mation to make the trade aware of thebenefits of the ISMN.

• Report of the Treasurer

„We unfortunately have several coun-tries/members with open fees. Romaniawas not yet able to send their contribu-tion. Therefore we decided to keep thismembership dormant. We very muchhope that their participation at thisAGM will improve the situation theresoon.

At the time of compiling the financialreport in early 2014, for 2011 onemember had not paid yet, for 2012 twomembers had not paid yet and alto -

gether eight countries had not providedthe money for 2013.

These open fees for the years 2011 till2013 amounted to 3400.- Euros missingin our budget.

Last year we had a long distance meet-ing in Washington. Since only ourChairman and our manager went over-seas, we could keep our expenses at areasonable level. The overall costs forthis meeting including expenses for thecatering was: 5723.- Euros.

Additional travel costs for the partici-pation in different conferences, as justreported amounted to: 5673.- Euros.

Since we got a third cash auditor, whofortunately lives in Berlin, we had notravel costs for the annual checking ofour bookkeeping.

We spent 220.- Euros on printing. Ourmain expenses are as always the salaryof our manager: 29,282.- Euros and theexpenses for our little office. We actu-ally face a rise of our rent from now on.We will stay where we are. There isnowadays no way to find an appropri-ate office for the rent we are payingnow.

The total sum for 2013 was: 3850.-Euros (the rent for January 2013 waspaid already on the last day of 2012).

Expenses for database equipment andprogramming were altogether 2880.-Euros.

For 2013 we had an income of 43,960.-Euros and expenditure of 50,234.-Euros.

That means, we have in 2013 a minus-income of 6274.- Euros.

Concerning the sum of 3400.- Eurosopen fees, we still have a balance of -2874.- Euros.

We already know for some time that wecannot lower the level of membershipcontributions.

We all agreed to spend the comfortablesurplus of earlier years on outreach activities of the ISMN InternationalAgency.

Though we still have a surplus, we haveto see to a well-balanced budget. Weneed a buffer for unforeseeable events.The more since we tragically live in po-litically explosive times.

From now on we have to look evenmore carefully to what extend we cando the work we intend to do. We ofcourse want to be as active as in the lastyears because it is vitally important forthe development of our agency and thespreading of the ISMN system!

The cash audit again confirmed, thatour books are well kept, transparent,clear and in perfect order. Since Mr.Krajewski as one of our cash auditors ispresent, he can report to you personally.“

TOP 3: REPORT OF THE CASH AUDIT

Wolfram Krajewski (Germany) report-ed that two of the cash auditors werebased in Berlin: Susanne Hein andUlrike Frandsen. They had looked atthe bills and receipts in the office of theIA. Wolfram Krajewski as the third au-

ditor was based in Cologne butreceived all documents as an Excelsheet. He assured the audience thatthere had been Board decisions beforeany money had been spent and thebookkeeping was in perfect order. TheBoard and the office of the IA did agood job.

TOP 4: EXONERATION OF THE BOARD

Antonín Je£ábek (Czech Republic) pro-posed to exonerate the Board. The voting results: 25 yes, 0 against, 3abstentions (coming from the Boardmembers)

So the Board was exonerated.

TOP 5: RESOLUTION ON MEMBERSHIP FEES

FOR 2015

At the Lisbon AGM 2010 a workinggroup had been established to revisethe membership contribution scheme.The group consisted of MaaritHuttunen (Finland), MontserratMorato (Spain) and Dr. Heinz Stroh(Germany). Earlier also Jake Kirner

from the UK had been part of thegroup, but had later left the UK ISMNagency. Since only Heinz Stroh waspresent in Istanbul he presented thescheme alone. He reported that theyhad tried to find out a fair fee model intimes when nobody had money.Personally, at first he did not favor theGNI (Gross National Income) as oneof the factors of the calculation. E.g.the generally rich industry in Germanyand the resulting GNI did not reflectthe music market which struggled verymuch. But in the end he had been con-vinced that a hard factor like the GNI(which could be found on the WorldBank Website) was important. The sec-ond calculation factor was the numberof items published annually.Unfortunately, this was difficult to evaluate because there were different

styles of statistics in several countries.Nevertheless and despite a partly diffi-cult financial situation in their owncountries the working group had cometo an unanimous suggestion which hadbeen presented to the members in duetime. There had been no comments andno questions.

Voting results: Yes 30, No 0,Abstentions 1

So the proposal was accepted.

TOP 6: ADOPTION OF THE BUDGET FOR

2015

Carolin Unger explained that now thatthe suggestion of the working group forfees had been accepted theInternational ISMN Agency hoped toreceive an income of 55,750 Euros.This included a donation of 3,000Euros which was firmly promised. Wealso hoped to gain more members inthe near future so that the incomethrough membership contributionswould rise a bit. (In the past we had47,225 Euros as fees.)

The expenditures were predicted asfollows: The AGM costs for 2015 wereestimated to amount to 6,000 Euros.

With 800 Euros programming costswould hopefully be rather low again.

Additional travel costs would be higherthan in the past because the ISO TC 46

meeting would take place in China andthat meeting would be quite importantto attend because the ISMN StandardRevision was on the agenda there. TheIAML meeting would take place inNew York. Possibly the IA would par-ticipate in a presentation there to begiven by the US ISMN agency. As informer years, the Chairman would at-tend the Conference of Directors ofNational Libraries CDNL in CapeTown. This conference always provideda good platform to make nationallibraries aware of the ISMN and to at-tract new members. For all these travelswe estimated costs of 8,500 Euros.

The office rent was raised to 405 Eurosper month.

All expenditures might amount to56,670 Euros. This would mean thatthe budget was almost balanced.

Voting results: Yes 30, No 0,Abstentions 1

So the budget was accepted.

TOP 7: REVISION OF THE ISMN STANDARD

Every few years ISO standards wouldcome up for revision. ISBN wascurrently undergoing this process andnow ISMN was going to be revised.The IA was of the opinion that thestandard in general was still valid anduseful. A few things should be updated,however. The IA sent a statement tothat effect to the ISO Secretariat.Currently a ballot was up for ISO TC 46 member countries to vote on the issue.

The Chairman stated that the most im-portant stipulations should becontained in the text of the standardwhile details of the application in prac-tice should be described in the Users’Manual. The advantage would be thatthe manual could be adjusted and up-dated any time without much ado.Otherwise one would have to initiate arevision of the standard again whichwould mean a time-consuming bureau-cratic procedure.

Also one should keep in mind that theusers often did not read the standarditself because they would have to pay

for it. So most people derived their in-formation from the manual.

Now we had to wait for the result ofthe ballot and which suggestions weremade.

If the national standards bodiesthought it advisable a working group ofinternational experts would be estab-lished. If so that would mean an impor-tant factor for the time frame of the revision.

Alenka KaniË (Slovenia) asked for thereason for a standard revision.

The Chairman explained that standardscame up for revision automatically infixed intervals. This was due to techni-

cal and practical changes that often oc-curred and made those revisions neces-sary. The IA had prepared a statementfor the ISO Secretariat which includedthe wish for alignment of the terminol-ogy with that of the ISBN standardwhere possible. Also, we might sooneror later need more contingents of num-bers. For that reason we would like toleave out mentioning the current prefix979-0. We made no suggestions regard-ing an extension of the kernel metadatafor ISMN because the present schemamight be sufficient for users – therewas no ONIX application yet, and na-tional bibliographies covered the fieldin many countries. Trade directoriesand in-house catalogues also served forappropriate resolution.

The Chairman reported on a few issues:

Tax reduction for books in Poland

The IA had been a bit unhappy withthe Polish ISMN situation. Poland of-fered a tax reduction for productsnumbered with ISBN, but not for thosewith ISMN. The consequence was thatnotated music was very often num -bered with ISBN. At the CDNL meet-ing Hartmut Walravens talked to theDirector of the National Library ofPoland, who said that it dependedmainly on himself as the national librar-ian which criteria were being taken fortax cuts. These criteria were mentionedonly in a footnote to the regulation.The Chairman hoped for a change asthe tax cuts had been regularly pro -longed.

The general question was what wecould do to convince the users of stan-dard numbering schemes to follow therules. The standards were quite clear:ISBN was not applicable to notatedmusic, and ISMN was not applicable totext. Nevertheless, e.g. OxfordUniversity Press took a large ISBN con-tingent many years ago before ISMNwas introduced in the UK. Now theywanted to make use of the numbersthey bought. We might need close co-operation with the International ISBNAgency to improve the situation.

ISBN and ISMN

Philomena Mwirigi (Kenya) reportedthat she had difficulties explaining thedistinction between ISBN and ISMN tobookstores in Kenya. So she asked forsome arguments.

Was the parallel work necessary at all?If we just looked at the technical sidewe could just stick with the ISBN. Butthere had been some factors that hadled to the introduction of the ISMN:

• Music was relatively specializedand international, independent oflanguages.

• There were many music illiterates,music was s.th. that not everybodycould read. This was an important

factor in handling in the trade,even now when so much is notlooked at but just processed in au-tomatic ways. Lots of music wasproduced in small editions by com-posers, church communities etc.and still had to be processed manu-ally.

• Several ISBN agencies were notwilling to take over ISBN. E.g. theUnited Kingdom and Unites Statesagencies said no since they did notfeel competent for that. Also it wasnot interesting from the businesspoint of view. It was better to havea slightly different system for notat-ed music than to share it with ISBN.

• The benefit of having a separatesystem for notated music was thatwith the ISMN music scores couldeasily be filtered out of a hugeamount of publications.

• The music publishers themselveshad wanted something differentsince music was different frombooks. Also the distribution chan-nels were still different; e.g. musicpublishers offered hire materialsdirectly to musicians.

Philomena Mwirigi suggested toenhance the FAQs on the IA’s websitewith these points.

Dra. Sri Sularsih, the Director of theNational Library of Indonesia, pro -posed to host the ISMN and ISBNmeetings 2015 in Indonesia. The venuewould be the island of Bali.

The Chairman answered that we weregreatly honored by this kind invitation.The boards of ISMN and ISBN wouldcertainly be happy to discuss the pro-posal.

[The following day brought the de -cision that the ISMN and ISBN boardsaccepted the kind invitation of theIndonesian ISMN and ISBN agenciesto host the 2015 meetings on Bali.]

Re-use of numbers

Wolfram Krajewski (Germany) wantedto know how to react when a publisherwas assigned a set of numbers but aftera while he or she did not use it anylonger, e.g. due to a change of businesspolicy.

The Chairman answered that the gener-al rule was the same as with ISBN: Anassigned number should never be re-used again. But if the agency was 100%sure that the numbers had never beenused at all then it would be permissibleto assign it to another publisher.Nevertheless, when in doubt, oneshould follow the general rule.

The Chairman formally closed theAGM at 11:50 h.

g PROGRESS REPORTS OF NATIONAL /REGIONAL ISMN AGENCIES

The Chairman was pleased that most ofthe agencies had sent their progress re-ports in due time before the meeting.These had been distributed amongstthe members. He then asked the partic-ipants if they had any additional infor-mation to share.

Oral Akyol (Turkey) reported thatthere was no specific music publishingin Turkey since all publishers could re-lease music. There were nearly 20active publishers who focused on mu-sic, though. In 2013 the Turkish ISMNagency assigned 205 ISMNs. This num-ber was supposed to grow since theagency developed a digital online sys-tem which could be accessed from allparts of the country. This would enablepublishers to apply for ISMNs onlineas of 2015. Currently a manual systemwas used but as of 2015 the allocationfigures were expected to explode.Hartmut Walravens thought it was agood idea to go online because itenabled publishers to register directlywithout any bureaucratic obstacles.

Antonín Je£ábek (Czech Republic) re-ported that his agency (located at theNational Library of the CzechRepublic) allocated numbers in caseswhere a publisher refused to number

his publication himself. They used thenumber contingent of the publisherand announced this procedure by emailin order to prevent the publisher fromusing the specific ISMN once more.Hartmut Walravens commented thatthis policy to cover the whole sector ofnotated music was a very useful andsuccessful model. It facilitated the useof the system. Since the numbers wereregistered at the national library theywere available to the trade etc.

A discussion developed when AlenkaKaniË (Slovenia) spoke about a disputethat had come up amongst her col -leagues at the National Library ofSlovenia: The question was whether to

number music manuscripts or not. Sheasked for the opinion of the assembly atthe AGM. Antonín Je£ábek said that he was not infavour of numbering these items.

Hartmut Walravens gave only his per-sonal view on this issue. Nowadays aconsiderable number of music manu-scripts would not find publishers as theprofit margin was very slim, and themarket small. In a number of countriesmusic information centers (MICs) wereestablished which collected manu -scripts by living composers. They madethese manuscripts available to users onrequest (as PDFs and the like). Themanuscripts themselves did not formal-ly fulfill the criteria for publications butwere made available on demand to thepublic nevertheless and these second-ary forms were eligible for ISMN.Nowadays also many libraries scannedtheir material and made it availablewith ISBNs when consisting of text. Sowith the growing amount of contempo-raneous manuscripts and the growingnumber of digitizations he was of theopinion that ISMNs could be assignedat least to digitised music manuscripts.He was aware that this was a bit of anavant-garde interpretation but one hadto cope with current challenges.Paul Jessop (convenor of the ISRC stan-dard revision group) considered MICsmore as distributors not as publishers.The authors/composers were self-pub-lishers here. MICs should not act aspublishers when the compositionswhere available by the publisher too.

Sarah Osborn (MPA, UK) warned thata library could be on dangerous groundwhen assigning numbers to manu -scripts. There were so many copyrightsapplicable which a library cannot fol-low all.This warning was completely correct,of course; the original question implieda case where the library had receivedthe manuscript and the rights from thecomposer’s estate. Hartmut Walravens said that MICsseemed to be a rather clear case as theyworked for, and with the agreement ofcontemporary composers. E.g. a Bachmanuscript would be numbered byRISMs (Répertoire International desSources Musicales). MICs instead re-ceived manuscripts by contract withthe composer, a licence or permissionto make them available. The composerswanted to get their compositions to thepublic and MICs were a good way. ButSarah Osborn was right that formalitiesshould be observed carefully.Sarah Osborn argued that libraries werenot publishers and could therefore notnumber their stock.

Hartmut Walravens thought that moreand more MICs would follow the lineto number compositions. Currentlythere were about 25 MICs world-wide.Marcel Barriault (Canada) added thathis library offered publications by scan-ning them and then sending these tousers or the publications were scannedby the users themselves. Keeping this inmind it was difficult to administer theallocation of numbers.

Hartmut Walravens stated that theISMN would facilitate even the distri-bution process of derivatives like digi-tised versions many of which are mar-keted as ebooks (cf. Google Books).Certainly more guidance and rules werenecessary.

Marcel Barriault (Canada) reported thatthe Government of Canada recently in-structed all federal government depart-ments and agencies to make their websites more accessible, in accordancewith the Web Content AccessibilityGuidelines (WCAG). Library andArchives Canada (LAC) has taken thisopportunity to revise and update thecontent on its web site. In this context,LAC is about to launch new web pagesfor ISBN Canada, and will shortly be-gin work on producing separate webpages for ISMN Canada.

Gulshan Mehdiyeva (Azerbaijan)deplored that so far there was notmuch interest in music and ISMN bypublishers in Azerbaijan. She hoped forbetter news in the coming years. Hartmut Walravens answered that evena negative response was of interest. Itwas the quality that counted not thequantity. It was important to numbereven a few publications and to makethat number available to give musicpublishers an entry to the market.

Bettina von Seyfried gave a report onthe implications of the TTIP regardingcopyright.

Due to globalization the world wasgrow ing together but it was importantnevertheless to maintain national inter-ests.

The TTIP was supposed to regulate thetrade between the United States ofAmerica and the European Union,mainly to simplify trade when therewere many different laws valid in thedifferent countries. The treaty negotia-tions were taking place behind closeddoors and would affect not only lawson food, technical products etc., but also on cultural affairs.

France had started an initiative to learnmore details about the contract andwanted to integrate an ‘exception cul -turelle’ there since not each piece of artand culture was simply goods. TheTTIP aimed at a strong liberation oftrade and if culture fell under this liber-ation many aspects of cultural life inEurope were at stake.

It was important that the national vari-ety of all countries involved would notbe reduced. E.g. in Europe we had alarge section of public supported insti-tutions like theaters, opera-houses, con-cert-halls, libraries etc. This aspectshould not be regulated by a liberationof commerce as such because thatwould lead to a competition fight in thecultural field followed by many courtcases.

A UNESCO Convention (2007) for theprotection and advancement of the va-riety of cultural expression already ex-isted but was never ratified by the US.

The main aim now was to prevent allcultural fields from being simplyregarded as commercial goods in theTTIP. Therefore the respective culturalfields should be listed to be exemptedfrom the TTIP.

The Lisbon treaty record No. 26already included paragraphs regardingthe financial security of existence. Thiswas an essential part of the ongoing dis-cussion of the TTIP agreement. TheLisbon treaty included a clause that nocountry was obliged to reduce publicsubsidy.

Major differences existed betweenAmerican and European law if it cameto authors rights. For the German gov-ernment there was no way to changethe rights of authors, not in any creativefield. The American copyright law yetgave all rights to the film-studios or thepublishing-houses. Also, e.g. inGermany there was the book price regulation that fixed the prices and that should be kept.

The focus had to be to ensure that au-thors would be able to earn propermoney with the works they produced,whether in printed or in digital form. Itwas now important to watch carefullywhat the TTIP included and to whatpurpose.

g IDNV 3.0 – THE DATABASEOF PRINTED MUSIC: THE NEWSOFTWARE GENERATION FORPRINTED AND DIGITAL SHEETMUSIC EDITIONS

Throughout the last years, we regularlyinformed you about the project NNNDwhich is an official project of the sheetmusic sector. The main target of theproject is to develop and introduce anew concept for decentralized digitaldistribution, which offers importantadvantages for digital business. For thispurpose, we solved the digital salesprocess in a new way via the creation ofa new communication standard for dig-ital distribution, the “AODP” (Auto -matic Ordering and Delivery Protocol).The project is accompanied by expertsfrom the printed music sector, especial-ly music publishers and retailers in or-der to guarantee practice-oriented im-plementation.

Most of the development of the basicand theoretic standard definition hadbeen finished last year when we met inWashington. Subsequently, the NNNDproject team went on to prepare itsprac tical implementation and dofurther tests, since the project isplanned to be fulfilled when the newtechnology is proved by experimentwith publishers and retailers for a prac-tical day-to-day use. A certain finalphase will identify potential initial

problems and enable us to finalize thetechnical processes. With that, AODPand the NNND project will be com -pleted.

Today, we are happy to show you thecurrent results of our efforts and togive you an outlook on how easy andsmooth the new technology for decen-tralised digital distribution will work indaily business. To give you a firstimpression, we present to you the up-coming new generation of the IDNVversion 3.0 which is the testing and ref-erence implementation for thispurpose.

First, some general information aboutthe IDNV. The International Databasefor Printed Music and MusicalProducts is a network of professionalpartners in printed music. Its main pur-pose is to provide information andcommunication between theparticipants. To make this possible, thesystem furthermore offers special soft-ware tools and features, additional serv-ices as well as editorial norms and defi-nitions.

Core element: music publishers’ catalogues

To be more precise, the core of the IDNV consists of the participating mu-sic publishers’ catalogues. Thecatalogue data is published in an up-to-

date and reliable form for retailers andlibraries. The IDNV system provides adetailed structure for metadata that canbe enriched with different kinds oftexts and images (e.g. cover and exam-ple pages, descriptive texts, reviews) orfurther media and information the pub-lisher wants to present. Thus, retailershave an up-to-date and reliableresource which helpfully supports theirdaily business, when it comes tocustomer consultation and transferringorders to suppliers. To make the use ofthe system easy and comfortable, theIDNV software offers suitable imple-mentations and interfaces. Furthermorethere are services and support in thebackend provided by the IDNV techni-cal and editorial staff.

Last but not least, the ISMN is ofcourse a crucial basis for the IDNV data.

The upcoming IDNV 3.0 goes digitaland makes the results and outputs ofthe NNND project available for furtherprove. That means that digital sales fol-low a completely new path. Let us ex-plain the concept of AODP:

The basic idea is to allow publishersand retailers to establish and operatedigital business themselves. Thatmeans, a publishing house will have itsown digital production and “ware -house“ in order to produce and distrib-

ute its own digital editions. Regardingthe retailers, this means that in princi-ple, each retailer can offer and deliverdigital items to his customers, no mat-ter if he is a modern retailer or a tradi-tional specialist.

Decentralized digital distribution

All this will basically become possiblewith the new approach to decentralizeddigital distribution. Yet, suitable toolsare needed to implement the system inpractice.

So what will the new IDNV 3.0 offer itsusers? First of all, publishers will now alsoneed to be able to register metadata fortheir digital items. To this purpose, theIDNV’s editorial data norms will be ex-tended and com ple mented. The pub-lishers will therefore be able to presentphysical and also digital editions in theIDNV. Moreover, publishers will havethe possibility to operate a digital ware-house with the help of the IDNV 3.0.These are the most important and es-sential foundations for the publishers’start.

For retailers, IDNV-Order 3.0 will becomplemented with the new technolo-gy. With this system, every retailer canstart to order digital editions from pub-lishers and offer them to their custom -ers. Thus, each retailer can participatein the digital sales business and handle

it in a very similar way to the sales ofphysical editions. That is to purchaseitems from the supplier and to sellthem to his customers, without the sup-plier having the information of or a di-rect connection to the end-customer.

Considering trade, there are variouspossible applications: One possibilitywould be a retailer who wants to offerdigital editions on his webshop. To thisend, the IDNV offers metadata andsupport for the implementation of theAODP’s technical basis and thus allows

the implementation of digital distribu-tion in a particular webshop. Secondly,there will be the application in a retail-er’s shop „at the counter“. In this case,the customer can visit the shop or callthe retailer to order a digital edition.IDNV-Order 3.0 will serve the retaileras an easy-to-use tool for the researchof digital items that can be delivered tothe end-customer in various ways.Another possible scenario could be aretailer offering his customers the serv-ice of high-quality printouts in hisshop.

Whatever application one chooses, allthese basic elements can in principle beused to create new business ideas.Furthermore, new hardware devicesand technologies that could become in-creasingly widespread within the nextyears could be supplied with digitalsheet music. This means that both,publishers and retailers are preparedfor possible future developments.

Easy and usable for everyone

A practical test presented to the ISMNmeeting’s participants showed how easythe concept works in daily business.Wolfram Krajewski launched the soft-ware IDNV-Order 3.0 and searchedthe IDNV databases for the metadataof physical and digital items. He thenchose a digital item and ordered it froma publisher (who operates his own digi-tal warehouse in form of an AODPserver). In the background, the newdigital purchase transaction is pro -cessed between the retailer (client) andthe publisher (as the AODP contentdelivery server). The user does not no-tice the whole procedure as themachines communicate among them-selves. In short, the retailer obtains adownload link that he can e.g. pass onto the end-customer simply via e-mail.

What’s exciting: It is so easy and therefore usable for everyone!

The impact might be huge as totallynew possibilities for digital businesswill emerge for both publishers and re-tailers. They can benefit from economicadvantages and remain independent ofcentralized third party solutions.

The AODP system can also be appliedin other sectors, e.g. recorded music,books and media. Thus, our approachpaves the way for a completely new cul-ture in the digital business!

Cooperation of IDNV and ISMN agencies

Beyond all of these innovations of thenew version, the IDNV team couldthink of building closer relationshipswith the ISMN agencies and the IDNVnetwork. One option could be to ex -tend the IDNV software and thus makeit possible for ISMN agencies to regis-ter editions of their national publisherswith ISMN and enrich the en tries withfurther meta data. The IDNV team isopen for any ideas and feedback.

g ISBN UPDATE

Stella Griffiths (International ISBN Agency)

ISBN is a mature standard, publishedby ISO in 1970. It is recognised inmore than 200 countries and territories.Currently 151 agencies are spreadaround the world. The most recent ap-plication came from Rwanda and wasnow approved by the Board.

The latest edition of the ISBN Users'Manual is now available in 12 lan -guages: Albanian, Arabic, Chinese(Mandarin), Dutch, Estonian, French,Portuguese, Serbian, Spanish andEnglish. Older editions are available inDanish and Persian. Thanks to the national ISBN Agencies for these translations.

The end of an era...

The 2014 edition of the Publishers'International ISBN Directory (PIID)will be the last edition of the printedPIID from De Gruyter. The project has become too costly for De Gruytersince growing numbers of publishersmeant more pages, higher print costsetc. The last edition already had toleave out some author-publisherrecords. The International ISBNAgency plans to publish the addressdata on its website.

Several major projects were finished orare underway:

• A new public facing website cameonline in March 2014. It is moremodern due to a cooperation witha new supplier. It proves to be professional and reliable and there-fore to be the authoritative voice onISBN matters. At the same time it iseasy to understand and navigateand less dull than the older web -site.The agency log in area contains anew database for the publisher ad-dress data.The website also offers a two waycommunication with a Forum func-tion where agencies can exchangetheir thoughts, answer questions,solve problems.

• The ISBN logo has been modern -ised and will be used on the web-site, letter heads etc.

• The ISBN Standard is currently re-vised. A working group of 32experts from 13 countries has beeninstalled. Convenor of group isStella Griffiths. The first meetingtook place in February 2014. Therewere 6 meetings so far, most meet-ings by conference call but one in-person meeting in Washington inMay. A working draft is being edit-ed/improved. The CommitteeDraft is due for November 2014and will go for voting then.

Their new Chief TechnologyOfficer, Dr Richard Gooch, serves nowas Executive Director of the Inter na -tion al ISRC Agency. National ISRCagencies fulfill the work of allocatingprefixes (registrant codes) toregistrants.

The ISRC standard is currently underrevision. There had been severalattempts already to revise the standard,but in 2013 a New Work Item was ap-proved and a working group was established.

As previously reported to the ISMNpanel meeting, the revision was intend-ing to introduce a registry of assignedcodes with reference metadata. How -ever it has now proved impossible tobuild consensus around this concept

with IFPI becoming opposed to thecrea tion of a registry as part of the stan-dard.

The working group continues to meetto try to create an improved standardbut it does not seem likely that aregistry will be included.

g THE U.S. ISMN AGENCY

Since 1870 the Library of Congress hasbeen the home of the United StatesCopyright Office, and it is safe to saythat since 1870 we have always beenscrambling to keep abreast of the mate-rials being deposited in accordancewith the copyright laws. Thousands ofmusic works are published in theUnited States every year, and every -thing comes to the Library of Congress.Then we are expected to manage thismass of material.

Three quick looks at the Library ofCongress’ history:

1. A painting from 1897 shows thatwhile the Library was still locatedin the U.S. Capital Building, it wasvery much in need of a larger facil -ity.

2. A photo from about 1900 showsthe recently formed MusicDivision, located in the new self-

standing Jefferson Librarybuilding, with a wonderful grandpiano – and music stacked in pileson the floor. Just never enoughshelving ...

3. A photo from about 1919 showsworkers on ladders filing cards intothe top drawers of the enormouscard catalog; and always Librarystaff tries to keep up withcataloging.

Before taking on ISMN responsibilities,we thought long and hard about whyU.S. music publishers had not adoptedISMN usage, though it had been avail-able to them for decades. (It was mar-keted just like the ISBN – as thoughmusic publishing were book pub lish -ing. It was too expensive for publica-tions which would likely never sell 500copies; there was no benefit in beinglisted in “Books in Print.”) We reallyfocused on the MUSIC publishingbusiness in the U.S. and on thoseaspects which are different in the U.S.from those in other countries.

First: The enormous volume of musicpublished in the U.S. At the Library ofCongress we simply think in units of“thousands” or “tens of thousands” ofscores and how to preserve them andmake them accessible to the public.Our system must handle volume with-out staff intervention.

Second: U.S music publishing is domi-nated by popular music, and notatedprinted music publishing is often driv-

en by which movie sound track orsound recording was successful. Oursystem must be friendly to jazz, rock,pop, country, contemporary Christian,World, teaching pieces, etc. and avoidany bias toward “classical music.”

Third: The Library of Congress, beingbrand new to the ISMN family, hasdealt with online interfaces from thevery inception of its registration system.21st century music publishing is in fluxfor everyone – far from the much morestandardized model of the last century– but it is just “Normal business” forus, not something new to be worked in-to an old structure. This is both liber-ating and challenging.

Our online registration system requiresthat a publisher enter data before anISMN is issued for each score. Thispublisher-provided data is immediatelyformatted in a number of ways, all ofwhich are available to the publicthrough the ISMN Archive:

1. A standard, easy to read and searchrepresentation of the data, familiarto users of libraries or other onlineinterfaces

2. An RDA compliant, MARC formatrecord, loved by catalogers

3. Other re-workings of this data(XML for MARC, METS, MODS)

The ISMN is provided to U.S. musicpublishers free of charge. The Library

must find value to offset its annual duesto the international agency and the costof staff resources. What does our sys-tem do to ensure that?

1. We get catalog records; rich datare-purposed in several ways, result-ing in huge savings in staff hours.

2. Collaboration with the U.S.Copyright Office (re-purposing ofdata; ISMN recognized as uniqueidentifier) will result in stream-lined acquisitions procedures forU.S. publications.

3. We have the most up-to-date infor-mation on U.S. publications -- in-fluencing commissions, concertprogramming, exhibitions -- themany faces of the Library ofCongress.

About the ISMN, we say to our pub -lishers :

It’s free. It’s easy. It’s good for business.

And then we have to make that true forpublishers and make it viable for theLibrary.
