municipal levels
National Land Transport Act – Section 11 sets out the different transport
functions for all three spheres of government
Proposed NLTA amendment - Section 12: Establish transport authority across
provincial and municipal spheres of government

2. Objects of the Act are to―(a) establish and empower the Gauteng Transport Authority to -
(a) give effect to the Constitution and national transport policy and
legislation within the Province,
(b) consolidate certain transport functions of organs of State,
(b) integrate transport system,
(c) foster co-operation and co-ordination between public transport authorities
and operators,
(d) improve and optimise planning and implementation of public transport
services in the Province,
(e) facilitate and rationalise funding of public transport activities and initiatives
in the Province.

(a) Undertake strategic transport and integrated
implementation planning for transport
(b) Promote development of integrated and accessible public
transport network
(c) Regulate public transport fares
(d) Secure the―
(i)provision of public passenger transport services
(ii) provision of public transport infrastructure

(iii)provision of an integrated ticketing and information
system for public transport
(iv) effective management of traffic
(v) effective management of transport demand
(vi) development and implementation of a single public
transport brand
