“Plan for the worst….Hope for the best”

ForewordWe are fortunate livinn in IslandWalk because our homes and amenites are constructed to meet the tounh and modern hurricane mitnaton standards in efect at tme of constructonn p to a stronn CATEGORY 2 hurricane, we should see litle or no damane other than fallen landscapinn materialsn The Venice area has not had a “direct hit” from a hurricane since the 1940’sn In 2004 Hurricane Charlie did extensive damane to the unta Gorda and ort Charlote areas as a catenory 4 storm at landfall, and in 2017, Hurricane Irma passed just east of the Venice area as a catenory 2 storm with only minor damane in our communityn It is not a queston of “if”; but rather “when” a major storm will make landfall in our immediate arean

Some residents and property owners in IslandWalk have formed a Community Emernency Response Team or CERTn The purpose of CERT is to provide immediate damage assessment, search and rescue, and first aid procedures in the hours following a major disaster. The team atempts to fll the tme nap between the end of a storm and the arrival of City and County emernency response personnel and equipmentn This nap could be just a mater of a few hours, or it could be a period of many days followinna very severe stormn It is a neinhbor helpinn neinhbor approachn

The CERT pronram was established by the Federal Emernency Mananement Administraton FEMA) in the 1990’sn CERT team members are trained accordinn to a FEMA developed lesson plann Our IslandWalkteam is afliated with the City of North ort CERT ornanizaton, and throunh them, we are reconnized and supported by the City of North ort police, fre, and emernency medical servicesn We have also established an emernency Amateur HAM) radio capability to communicate with North ort authorites without need of electricity or phone servicen

All IslandWalk residents are encouraged to take hurricane preparedness very seriouslyn History has shown that followinn a severe storm it can take many days for emernency services and food or water supplies to reach afected residentsn Each resident should have a minimum of 3 days of food and drinkinn water on hand before the storm strikesn Both our IslandWalk Home Owners Associaton HOA) and many local TV, radio, and newspaper providers publish hurricane preparedness nuidesn Hurricane preparedness informaton is plentful and can be found in two primary resources:

Annual “Disaster Planning Guide”, published by Sarasota County and available at the HOA deskn

Sarasota County Emernency Services website at:htps://wwwnscnovnnet/novernment/departments/emernency-sservices

We encourane all homeowners to prepare in advance of a storm as recommended in these nuidesn

APPENDIX E: HOA Street Representatives

The HOA Street Representatve list is maintained as a spreadsheet by the HOAn It is available to the CERT lans and Operatons Ofcern The HOA does not desire this list to be made publicn Each Zone Leader will be provided with a contact list of those HOA Street Representatves within their respectve Zone, and each Street Representatve has been provided a contact list of their respectve CERT Zone Leadern

HOA operatnn nuidelines to Street Representatves request that they canvas their streets pre-sstorm to ensure all residents are aware when a hurricane WATCH or WARNING has been issued, and to compile alist of which homes are or will be vacant afer a storm eventn They are also asked to identfy any residents who may have special needs; but have chosen not to evacuaten Street Representatves have a CERT Zone Leader contact list and have been asked to contact their CERT Zone Leader by phone or emailwhen a WARNING has been issued to provide their street list of special needs residents and known to bevacant homesn

Not all streets have HOA Street Representatves, not all representatves will comply with these nuidelines, and some may choose to evacuate well in advance of a stormn Therefore, it becomes incumbent upon IW-sCERT Zone Leaders to initate contact with Street Representatves if they have not been contacted by themn If a street has no HOA Street Representatve then it becomes incumbent upon the Zone Leader to ask a team member, preferably one livinn on that street, to canvas the residents to ensure they have made adequate preparatons, and to fnd out which homes are vacant in advance of the storms arrival or that have residents who may need special atenton post stormn

The current HOA operatnn procedure for HOA Street Representatve and CERT coordinaton for storm preparedness is atachedn

IslandWalk Hurricane ProceduresHOA Street Rep Liaison with Community Emergency Response Team

(October 2017)

Purposen Establish a standard operatnn procedure for communicatons between the HOA Street Representatves and Community Emernency Response Team CERT) within IslandWalkn

Backgroundn Both Street Representatves SR) and CERT members are volunteer residents from within the IslandWalk community that are interested in beinn of service to their fellow residentsn The SR reports to the HOA roperty Mananer and is primarily responsible for facilitatnn the low of informatonbetween the HOA and residents with renard to rules and renulatons and administratve or social maters of the communityn The CERT also reports to the HOA roperty Mananer and is responsible for providinn linht search and rescue, frst aid, and radio communicatons for the community durinn a disaster situatonn The SR has email and phone contact informaton for each resident on their street where as the CERT does notn The SR interacts with residents on their street on a renular basis and has a certain amount of rapport and trust with their residents whereas CERT does notn

Objectven Establish a communicatons procedure between the SR and CERT for identfyinn those residents that:

may require special consideraton afer a storm ennn mobility or connitve impairment, or oxynendependency) as well as those residents who have decided to evacuate before a storm eventn

Are not in residence for the storm eventn It is vitally important that CERT be able to prioritze its resources to those who may need them most, and to not waste tme tryinn to contact those in damaned structures that are known to have evacuated or be vacantn

Proceduren Hurricane events occur in two basic stanesn A hurricane WATCH is issued when storms are forecast to be 36 to 48 hours from landfalln A hurricane WARNING is issued when a storm is 24 hours or less from landfalln Hurricane preparedness informaton is plentful and can be found in two primary resources:

Annual “Disaster Planning Guide”, published by Sarasota County and available at the HOA deskn

Sarasota County Emernency Services website at:htps://wwwnscnovnnet/novernment/departments/emernency-sservices

When a hurricane WATCH is issued:

SR should contact each resident on their street to ensure they know a storm is cominn and that they should benin makinn their hurricane preparatons or evacuaton decisionsn

SR should compile a list of which homes are vacant or will become vacant by evacuatonn

SR should compile a list of which homes have residents that should be niven special atenton by CERT followinn a stormn

16

Page 22: IslandWalk - IWCERTIslandWalk CERT Operatnn lan October 2017 community respond to a disaster situatonn The lan employs the Good Samaritan guidelines (FL Statute 768.13) of neinhbors

IslandWalk CERT Operatnn lan October 2017

Consider forminn a street workinn nroup of able bodied residents who may be able to assist each other in the installaton of hurricane shuters, and removal of outdoor furniture and accessories into the narane or homen

CERT will be issuinn equipment and supplies to its members, and reviewinn emernency responseprocedures for implementaton afer the stormn

When a hurricane WARNING is issued:

SR should contact street residents one last tme to ensure everyone knows the storm is cominn, and to update their list of vacant structures or residents requirinn special atenton afer the stormn

SR communicates this list to their area CERT Zone Leader via email or by phone usinn the CERT Zone Leader contact list at Appendix An

Afer the storm has passed and winds have subsided to a safe level, SR should help residents to meet or visit with each other to ensure every ones well beinnn CERT team members will be walkinn the streets of IslandWalk at this tme to assess damane and to render frst aid as neededn If the phone system is stll operatonal, any EMERGENCY needs should be communicated by dialing 911 for the fastest and most professional response to your needsn

NOTE: Sarasota County operates a special needs disaster evacuaton and shelter system for county residentsn There is an applicaton form for this service that must be submited WELL IN ADVANCE of any storm to be qualifed for and entered into the pronramn These forms are available at:

If you will need assistance in an evacuation, please register now with the Sarasota County Department of Emergency Management. Pre-registration is essential. Call 941-861-5000 for necessary forms and registration information. Your zone captains will have forms, or use the one here on the next page.

Tell your health care agency where you will be during a hurricane, and when care should be re-established. If you choose to evacuate to a Special Needs Shelter, you must have your physician’s signature and be accompanied by a caregiver.

If you require respirators or other electric-dependent medical equipment, you should make prior arrangements with your physician. Register in advance with Florida Power and Light.

If you require oxygen, check with your supplier about emergency plans.

If you evacuate, remember to take medications, written instructions regarding your care, special equipment and bedding with you.

Notify your Zone Leader and neighbors of your individual situation so that volunteers can check on your condition before and/or after an incident.
