ForewordWe are fortunate livinn in IslandWalk because our homes and amenites are constructed to meet the tounh and modern hurricane mitnaton standards in efect at tme of constructonn p to a stronn CATEGORY 2 hurricane, we should see litle or no damane other than fallen landscapinn materialsn The Venice area has not had a “direct hit” from a hurricane since the 1940’sn In 2004 Hurricane Charlie did extensive damane to the unta Gorda and ort Charlote areas as a catenory 4 storm at landfall, and in 2017, Hurricane Irma passed just east of the Venice area as a catenory 2 storm with only minor damane in our communityn It is not a queston of “if”; but rather “when” a major storm will make landfall in our immediate arean
Some residents and property owners in IslandWalk have formed a Community Emernency Response Team or CERTn The purpose of CERT is to provide immediate damage assessment, search and rescue, and first aid procedures in the hours following a major disaster. The team atempts to fll the tme nap between the end of a storm and the arrival of City and County emernency response personnel and equipmentn This nap could be just a mater of a few hours, or it could be a period of many days followinna very severe stormn It is a neinhbor helpinn neinhbor approachn
The CERT pronram was established by the Federal Emernency Mananement Administraton FEMA) in the 1990’sn CERT team members are trained accordinn to a FEMA developed lesson plann Our IslandWalkteam is afliated with the City of North ort CERT ornanizaton, and throunh them, we are reconnized and supported by the City of North ort police, fre, and emernency medical servicesn We have also established an emernency Amateur HAM) radio capability to communicate with North ort authorites without need of electricity or phone servicen
All IslandWalk residents are encouraged to take hurricane preparedness very seriouslyn History has shown that followinn a severe storm it can take many days for emernency services and food or water supplies to reach afected residentsn Each resident should have a minimum of 3 days of food and drinkinn water on hand before the storm strikesn Both our IslandWalk Home Owners Associaton HOA) and many local TV, radio, and newspaper providers publish hurricane preparedness nuidesn Hurricane preparedness informaton is plentful and can be found in two primary resources:
Annual “Disaster Planning Guide”, published by Sarasota County and available at the HOA deskn

PurposeThis plan establishes an ornanizatonal structure and operatnn procedures for the IslandWalk Community Emernency Response Team IW CERT)n Key team leadership positons are established with specifc dutes and responsibilites in the event of a disaster scenario that impacts the IslandWalk communityn The plan supplements and supports the IslandWalk Home Owners Associaton HOA) disaster preparedness plann It further establishes the operatnn procedures for post storm search and rescue, damane assessment, frst aid, and coordinaton of novernment relief eforts water, food, etcn)n
BackgroundThe HOA has primary responsibility for preparinn the community infrastructure and residents for an impendinn stormn The HOA has published their “Hurricane rocedures for IslandWalk at the West Villane” Appendix A)n The IW CERT has been formed as a special commitee of the HOA for the express purpose of providinn immediate, post storm search and rescue eforts, frst aid, and community damane assessmentsn
IW CERT is also ornanized under the City of North ort CERT and Fire Department for traininn and support both before and afer a storm eventn The frst IslandWalk residents were trained in late 2013n A second, larner nroup of residents were trained in early 2014 forminn the beninninn of an IW CERT teamn This core nroup of trained CERT personnel benan to ornanize themselves in the summer of 2014, and produced an inital “Operatnn rocedures” document in the fall of 2014n This document dated October 2017 is a major revision of those “Operatnn rocedures”n
OrganizationThe IW CERT is stafed by community residents who have volunteered their tme and services to help our community recover from a major storm eventn lanninn, directon, and control of IW CERT is provided by a Command Team consistnn of an Incident Commander, Deputy Commander, Scribe, lans & Operatons Ofcer, Communicatons Ofcer, Lonistcs Ofcer, and multple Zone Leaders with the dutes and responsibilites described in the next sectonn See the CERT Ornanizaton Chart at Appendix Bn
Other volunteer members are assinned to the various tasks such as search and rescue, frst aid, communicatons, or lonistcs dependinn on their preferences, skills and abilitesn Volunteers need NOT be CERT trained and certfied; althounh all members are encouraned to complete the 24 hour basic CERT traininn pronramn Anyone can be a volunteer member of the IW CERTn
IW CERT is formed as a commitee of the HOA which provides administratve nuidance and supportn Donatons received by the IW CERT, either cash or in-skind, are controlled and safenuarded by the HOAn The HOA acts as the purchasinn anent for IW CERT expenditures for such thinns as frst aid supplies, nenerators, water, fuel, etcn

The IslandWalk community has been divided into “Zones” of 7 to 10 streets with a Zone Leader assinned to each Zone to be responsible for mananement and traininn of team members livinn in their Zonen Disaster response is conducted from the Zone level up to the community leveln See the community Zone Map at Appendix Cn
Command Team Duties and ResponsibilitiesThe IslandWalk Command Team consists of the followinn team members:
Incident CommanderThe Incident Commander maintains communicaton with the City of North ort Emernency Operatons Center on an onnoinn basis for up-sto-sdate status of severe storm forecasts and other disasters) and communicates this informaton to the Incident Command Team and the HOAn
In the event of an impendinn disaster, calls a meetnn of the Incident Command Team to update them on informaton available and decides what acton is to be takenn The Zone Leaders will then contact Block Captains, HOA Street Representatves, and individual homeowners in their respectve zones to advise residents to have a disaster plan enacted and emernency supplies for a minimum of 72 hours of self-ssufciency are on handn
Durinn a disaster event the Incident Commander will establish and maintain communicatons with North ort CERT and Emernency Operatons Center EOC) to monitor the status of the storm efects and response, to report casualtes and damane assessments, to request casualty evacuaton as needed, and to coordinate the delivery and distributon of any relief supplies water, food, etcn) to the communityn
Deputy Incident CommanderWorks with the Incident Commander in implementnn and coordinatnn disaster preparedness and response, and assumes command in absence of the Incident Commandern Oversees and coordinates the actvites and low of informaton between and amonn Zone Leaders, HOA Street Representatves, the IW CERT Command Team, and the HOAn
At the conclusion of an incident response, the Deputy Incident Commander will collect all Scribe lons and notes from the incident, and shall receive Afer Acton Reports from each Team and Zone Leader partcipatnn in the incidentn In coordinaton with the HOA Mananer, these fles will be archived by the HOA as historical records of the IW CERT to be used for planninn future incident responsesn
Plans and Operations OfficerHas primary responsibility for the preparaton, review, and revision of all IW-sCERT disaster preparednessdocumentatonn Reports to the Incident Commander and coordinates amonn other staf members for lonistcal and communicatons support to incident response in accordance with published plans and proceduresn
lans for and conducts traininn actvites for team members to ensure CERT skills are maintained and improved over tmen lans and conducts periodic team feld exercises to improve team work and

coordinaton amonn staf and Zonesn Maintains a team contact roster listnn all team members with contact and traininn status informaton for each membern This roster is not publically published; but is made available to other team members and HOA stafn
Communications OfficerHas overall responsibility for establishinn and maintaininn efectve 2-sway radio communicatons both within the IW CERT team, and with the North ort CERT and EOCn The Communicatons Ofcer and any other radio operators on the team must be FCC licensed as amateur radio operatorsn They establish and operate an amateur radio staton in contact with North ort CERT and EOC immediately followinn the impact of a major storm eventn The team should be capable of 24/7 operatons in the hours and days followinn a major storm eventn
As soon as possible afer a major storm event, establish an IW CERT communicatons center in the immediate vicinity of the Incident Command ostn Check into the North ort CERT / EOC net and maintain contnuous communicatons contact durinn the incident responsen Communicatons will be conducted as identfed on the ICS-s205 Incident Radio Communicatons lan see Appendix F)
Amateur radio equipment required by the Communicatons team is made available as a courtesy by the individual team members who have the proper FCC license to operate this equipment, and have nraciously pledned to donate the equipment, their tme, and their expertse for use by the IW CERTn
Logistics OfficerLonistcs Ofcer LOG) has the responsibility of establishinn and maintaininn inventory control records for team equipment and expendable supplies medical, bateries, etcn) needed by IW CERT for traininn and disaster responsen
In the event of a possible upcominn disaster, the LOG will issue Zone equipment boxes for each Zone Leader to check outn At some tme afer the event the boxes will be checked back in to inventoryn Each Zone box has an inventory sheet that each Zone Leader should update before returninn the boxn Items shown removed from the boxes will be replaced as availablen The LOG will also ensure that nasoline is purchased for the nenerator and spare bateries are available for other devicesn
eriodic inventories will be conducted and supplies that are beyond their “use by” date will be set aside for dispositon and replacementn
Zone LeaderIslandWalk is currently divided into 7 neonraphic zones Appendix C) with a Zone Leader assinned to manane each zone Appendix B)n The Zone Leader will monitor the number of residents present durinn disaster as reported by HOA Street Representatves, and recommends Alert/ reparedness actons and follow-sup actons afer disastern Responsibilites include but are not limited to the followinn:
1n Assinn certain team members as Block Captains CERT members responsible for one or more streets within the Zone) and Scribes can be volunteers without CERT traininn) to each street in their zonen

2n Establish Muster oints within the Zone where team members will assemble afer the storm event has passedn
3n Meet and work tonether with HOA Street Representatves within their Zone for disaster preparaton ideally with Block Captains and Scribes present at meetnns)n
4n Develop, update, and maintain a list of residents with pickup trucks, nolf carts, and/ or nenerators who would be willinn to let us use their pickups or nolf carts if needed durinn an emernency, and let us plun into their nenerators to recharne our communicaton handsetsn Communicate this list to the IW CERT Lonistcs Ofcern
5n As soon as it is safe, the Zone Leader will contact the Block Captains and Scribes who will then quickly assess and document) if access to their street is impaired as well as any other hazards and property damane) and communicate this to the Zone Leader who will in turn communicate this to the Incident Commandern
6n As soon as it is safe followinn a storm event homes in which residents have identfed a need
for special consideration should be checked for damane and the well-sbeinn of the residentsn Ensure that the exterior linht fxtures nearest and in plain sinht of the street at each Special Needs residence is marked with YELLOW tapen
7n As soon as it is safe, the Block Captains and Scribes should benin to carefully canvas their block and report any medical issues to the Zone Leader and benin triane and ABC frst aid on the victms they encountern The Scribe shall document all victms encountered and summarize their conditon and dispositonn The Zone Leader will in turn communicate this to the Incident Commandern First aid can then be administered to those requirinn it splints, feld dressinns, triannular bandanes, etcn)
8n rior to hurricane season each year, Zone Leaders shall review their roster of team members to update contact informaton and to identfy those team members who are seasonal residents and those who are permanent residentsn Communicate any roster channes or any additons and deletons to the lans and Operatons Ofcern
Individual MembersAny IslandWalk resident may volunteer to be a member of the IW CERTn All volunteers are encouraned to complete the 24-shour Basic CERT skills traininn pronram; but such traininn is NOT requiredn Volunteers are assinned to tasks based upon their personal desires, skills, and experiencen Volunteers are expected to be actve partcipants in all IW CERT meetnns and drillsn

YELLOW TAPE: will be used ONLY to mark homes where residents are identfed as havinn special needs, and they have been checked on and found to be OKn
GREEN TAPE: will be used to mark severely damaned structures that CERT members are fairly certain do not have any victms inside, or that are known to have been vacant pre-sstormn
RED TAPE: structure is heavily damaned and not safe to entern Status of possible victms inside is NKNOWNn
BLACK TAPE: CERT is reasonably certain or has nood reason to believe there are one or more non-sresponsive victms stll inside a severely damaned structuren
Zone Leaders shall make immediate reports to the IC of all seriously injured or non-sresponsive casualtes, as well as for actve electrical hazards or leakinn water or sewer linesn Otherwise, they shall

End of Emergency ProceduresThe IC shall determine the end of the emernency CERT response, and will communicate this decision to each Team and Zone Leadern All IW CERT radios, charners, and other equipment shall be returned to the IC Command ost, and all team members shall be thanked profusely for their tme and service before beinn released by their respectve Team or Zone Leadersn
Each Team and Zone Leader shall prepare an Afer Acton Report to the IC which identfes what went rinht, what went wronn, and what needs to be channed for the next disaster responsen If warranted, these reports should identfy those individuals providinn exceptonal service durinn the event, and the ICin concert with the HOA mananer should provide special and public reconniton to these individualsn

APPENDIX H: Preparations for Special Needs Residents
If you will need assistance in an evacuation, please register now with the Sarasota County Department of Emergency Management. Pre-registration is essential. Call 941-861-5000 for necessary forms and registration information. Your zone captains will have forms, or use the one here on the next page.
Tell your health care agency where you will be during a hurricane, and when care should be re-established. If you choose to evacuate to a Special Needs Shelter, you must have your physician’s signature and be accompanied by a caregiver.
If you require respirators or other electric-dependent medical equipment, you should make prior arrangements with your physician. Register in advance with Florida Power and Light.
If you require oxygen, check with your supplier about emergency plans.
If you evacuate, remember to take medications, written instructions regarding your care, special equipment and bedding with you.
Notify your Zone Leader and neighbors of your individual situation so that volunteers can check on your condition before and/or after an incident.
