Island of Venice Flood Study Update Section I - Introduction

SECTION 1. INTRODUCTION

1.01 Purpose

The Island of Venice Flood Study Update prepared to (I) characterize the existing hydrologic/hydraulic network; (2) delineate the existing floodplain resulting from a I 00-year/24-hour design storm event; (3) quantit'y existing homes/business that may susceptible to flooding from such a storm event; and (4) develop and evaluate conceptual solutions to address homes/businesses that may be susceptible to flooding. It should be noted that a chronic problem area located not located on the Island of Venice was also included in this work effort. This involved analysis of the Industrial Area located south of Venice A venue and east of the Island of Venice.

1.03 Description of Study Area

The Island of Venice actually consists of 29 drainage basins ranging in size from 3.10 acres to 474.13 acres. Eleven of these drainage basins or a total of937.40 acres outfall to the Gulf of Mexico, eight drainage basins or a total of 384.67 acres outfall to Roberts Bay, and ten drainage basins or a total of 1166.55 acres outfall to the Intercoastal Waterway. Table I lists each of these drainage basins and their respective acreage. The study area is located in the west central portion of Sarasota County as shown on Exhibit I. The Island of Venice is predominately developed. For the most part, drainage is accommodated by underground storm sewer pipes. The Venice Municipal Airport is located at the south end of the Island .

SECTION 2. BACKGROUND

2.01 Historic Perspective and Previous Works

The City of Venice was planned by John Nolen under the direction of the Brotherhood of Engineers in the 1920's. It saw rapid growth until the onset of the Great Depression which brought development of the plan to a standstill. By that time, reportedly 40 miles of ditches and 13 miles of underground storm sewer had been constructed. The advent of mosquito control and air-conditioning sparked a re-interest in development of the City of Venice in the 1940's. In 1967, the US Army Corps of Engineers constructed the ICW which essentially created the "Island" of Venice. Access from the east is provided by three bridges which cross the ICW.

2.02 Existing Flooding

A review of the City's repetitive loss list, which inventories claims that have been report to FEMA, revealed numerous property owners have suffered some sort of flood damage over the past 10 years. It is recognized that this is not a comprehensive list, as it only reflects those that have flood insurance and filed flood damage claims. The City has also reported numerous cases of flooding upstream of the Flamingo Ditch outfall, the north end of Industrial Park near Venice Avenue (not located on the Island), the Trophy Shop and the surrounding area, and the area around Osprey street. It should also be pointed out that a Beach Renourishment program that has occurred since the last major flood producing rainfall events may have further impacted some of the outfalls to the Gulf of Mexico. The existing conditions 100-year floodplain is presented on Exhibit 3.

2.03 Prior Studies

In February 1998, Applied Technology and Management, Inc. prepared and submitted a Stormwater Management Plan final report for the City of Venice. Some of the relevant portions of this final report are provided below:

Recommendations:

Based upon the evaluation of FEMA loss data, a complete engineering analysis of the stormwater conveyance system for the Bayshore Estates area to determine where specific improvements are needed was recommended. This area was identified as the highest priority.

An overview of the City of Venice Comprehensive Plan, Drainage Element was also provided in the ATM report. The Comprehensive Plan establishes the 25-year, 24-hour design storm per the SWFWMD as drainage Level of Service (LOS) standard. The Goal and Objectives of the Plan, relative to Drainage are summarized below:

Goal "To protect residents and their properties from flooding and to do so in a manner which will not incur negative environmental impacts"

Objectives • Minimize the loss of life and property due to flooding; • Support the preservation of aquifer recharge and wetland areas; • Protect surface water runoff from contamination; • Encourage the conversation of surface water runoff as a resource; • Ensure that the stormwater system is maintained, operated and constructed in a

cost-effective way; and • Pursue governmental coordination so that the City will have input regarding

drainage areas adjacent to the City .

SECTION 3. EXISTING CONDITIONS ASSESSMENT

3.01 Flood Protection Level of Service Objectives

As an initial point of reference, the flood protection level of service (FPLOS) objectives applied to the Island of Venice are based upon those adopted by the Sarasota County Comprehensive Plan. Table 3.01 presents the FPLOS standards for Sarasota County.

3.01.1 Approach

To quantify the existing FPLOS deficiencies in the Island of Venice, a detailed hydrodynamic computer model was first developed to predict flood elevations throughout the watershed. Version 2.2 of Interconnected Pond Routing (ICPR) software was used to model the watershed. The Island of Venice has been represented in the model by 335 subbasins, 440 nodes, 3 83 pipes, 18 channels, 445 weirs, 26 drop structures, and I bridges. An overview of the modeling parameters is presented below.

For a complete discussion of the modeling methodology, please refer to the Phillippi Creek Basin Master Plan Update. As-built engineering drawing available from the City of Venice were also reviewed in detail and used to construct the model. In addition, extensive field surveying was conducted to establish the existing stormwater conveyance system. Copies of the computer input as well as the node-reach diagram are available in

· digital format upon request from the Stormwater Environmental Utility. A copy of the basin/subbasin map is provided herein as Exhibit I. The node/reach diagram is also presented on Exhibit 1. Appendix B shows the Manning's "n" worksheets used on the calculations.

The computed flood elevations were then used to delineate the horizontal limits of the 100-year floodplain on Southwest Florida Water Management District (SWFWMD) !­foot contour interval aerial maps. Structures and roadways, which fell within the horizontal limits of the floodplain, were inventoried as potential FPLOS deficiencies. Roadway FPLOS deficiencies were determined by comparing roadway spot elevations on the SWFWMD aerials (or, if available, engineering roadway plans) to the computed flood levels. Finished floor elevations of structures horizontally located in the I 00-year floodplain were field surveyed to determine those that constitute FPLOS deficiencies (i.e. have their finished floor elevation below the flood stage) .

3.01.2 Results

The results of the existing conditions assessment indicated 78 residential/business structure FPLOS deficiencies in on the Island of Venice. In addition, several street segments are susceptible to flooding in excess of the FPLOS criteria. Exhibit 2 identifies the horizontal limits of the I 00-year floodplain .

SECTION 4. CONCLUSIONS AND RECOMMENDATIONS

4.01 Delineation of Existing Floodplain

As part of the Island of Venice Flood Study Update, the limits of the 100-year riverine floodplain have been identified and mapped consistent with FEMA's designations as shown on Exhibit 3. It should be noted that the FEMA "AE" zones, identified in dark blue, correspond to areas in the I 00-year floodplain typicalJy associated with moving and/or deep water while FEMA "AH" zones, identified in light blue, correspond to areas of ponding, as defined by FEMA, where average depths are between I and 3 feet. Exhibit 3 identifies these two zones, reflecting these differing floodplain functions that are recognized by FEMA. In addition, the detailed stormwater model developed for this Flood Study Update provides a valuable tool to evaluate the effects of modifications to the drainage system.

It is recommended that the Island of Venice Flood Study Update be utilized as a basis of review to evaluate proposed development and drainage modifications so that potential adverse increases in off-site flood stages are adequately mitigated. In addition, it is recommended that finished floor elevations be set a minimum of 2 feet above the tOO­year flood elevations computed by the Island of Venice Flood Study Update, if such elevations are higher than the base flood elevations contained on the current Flood Insurance Rate Maps.

4.02 Preliminary Investigation of Existing FPLOS Deficiencies

As indicated previously in Section 3, several existing structure and street FPLOS deficiencies exist on the Island of Venice. These structure and street FPLOS deficiencies are identified as purple squares and green diamonds on Exhibit 3, respectively. Preliminary analyses for stormwater improvements needed to address the existing structure flooding were conducted using the detailed drainage model developed for the Island of Venice. The stormwater improvements were evaluated for their effectiveness in addressing the City of Venice adopted level of service 25-year, 24-hour design storm. A description of each of these improvements is provided below and presented on Exhibit 3.

4.02.01 North Park Boulevard Outfall #13

The flood modeling effort identified fifteen (15) potential flooded structures and seven (7) street segments, which do not meet the selected FPLOS Criteria in this area. The majority of structures identified are located in the Parkside Drive and Parkdale Drive residential areas. The flooded street segments include N. Park Blvd, Cadiz Rd, Armanda Rd, Parkside and Parkdale Drives. Review of the existing drainage system indicated significant headlosses caused by the 24" storm sewer located along N. Park Blvd. to the basin's outfall. Conveyance improvements in this location were evaluated to determine their effectiveness in addressing the structure FPLOS deficiencies.

Based upon the alternative evaluation it is recommended that the existing pipes from node • 01500 to node 01550 be replaced with 1733' of 38" x 60" ERCP (or hydraulic equivalent).

This is identified as improvement No. 1 on Exhibit 3. The preliminary estimate of probable cost for this improvement is approximately $729,145.00.

4.02.02 Osprey Street Outfall #12

The flood modeling effort identified fourteen (14) potential flooded structures and seven (7) street segments that do not meet the selected FPLOS criteria. The majority of structures identified are located in the Madrid Avenue, Cadiz and Amanda Drive residential areas. Street systems identified include Madrid Ave, Cadiz Rd, Armanda Rd and Barcelona Avenue. Review of the existing drainage system indicated significant headlosses caused by the 60" storm sewer system along Madrid Ave. from Apalachicola Rd. to Amanda Rd. Conveyance improvements were evaluated to determine their effectiveness in addressing the structure FPLOS deficiencies.

Based upon the alternative evaluation it is recommended that the existing pipes from node 01400 to node 01420 (not including the open ditch segment between node 01403 and node 01410) be replaced with 958' of twin 5' x 8' box culverts (or hydraulic equivalent). This is identified as Improvement No. 2A on Exhibit 3. In addition, the existing pipes from node 01413 to node ·01411 should be replaced with 517' of 38" x 60" ERCP (or hydraulic equivalent), and the existing pipe from node 01415 to node 01414 should be replaced with 50' of 24" x 38" ERCP (or hydraulic equivalent). These proposals are identified as Improvement No. 2B and Improvement No. 2C on Exhibit 3, respectively.

• Finally, a second 289' of 42" RCP should be installed from node 01440 to node 01431. This is identified as Improvement No. 20 on Exhibit 3. The preliminary estimate of probable cost for these improvements is approximately $2,321,170.00

4.02.03 Venice Avenue Outfall

The flood modeling efforts identified one ( 1) potential flooded commercial structure and nineteen (19) street segments that do not meet the selected FPLOS criteria. The structure identified is an existing Trophy Shop on Miami Avenue. Street systems identified include Nokomis Ave., Miami Ave. U.S. 41, Tampa Ave., Venice Ave. and Bahama St. Review of the existing drainage system indicated significant headlosses are produced by the 24" storm sewer draining Venice Ave. Conveyance improvements at this location were investigated for their effectiveness in addressing the structure FPLOS deficiency.

Based upon the alternative evaluation it is recommended that the existing pipes from node 02100 to node 02130 be replaced with 771' of24" x 38" ERCP (or hydraulic equivalent).

Also 150' oftwin 38" x 60" ERCP (or hydraulic equivalent) should be installed between node 01930 and node 02130. These projects are identified as Improvement No. 3A on Exhibit 3.

Finally, a second 287' of36" RCP should be installed form node 01941 to node 01930. This is identified as Improvement No. 3B on Exhibit 3. The preliminary estimate of probable cost for these improvements is approximately $888,832.00.

4.02.04 Flamingo Ditch, Outfall #5

The flood modeling efforts identified potentially thirty-six (36) flooded structures and fourteen (14) street segments that do not meet the selected FPLOS criteria. The majority of structures are located adjacent to the main outfall. Review of the flood modeling efforts indicates that the beach renourishment outfall system has significantly restricted this basin's ability to drain stormwater. An enlarged stormwater outfall system is recommended for consideration to address the existing structure FPLOS deficiencies. City officials identified that this area and its associated outfall having a history of flooding.

Based upon the alternative evaluation it is recommended that if the Flamingo Ditch outfall needed to be sized to accommodate stomacher under the beach, it would need to be 600' of triple 6' x 5' box culverts (or hydraulic equivalent). This is identified as Improvement No. 4B on Exhibit 3. also, 390' of 27" x 43" ERCP (or hydraulic equivalent) should be installed to replace the existing stormwater outfall between node 00401 and node 00400. This is identified as Improvement No. 4A on Exhibit 3. The preliminary estimate of probable cost for these improvements is approximately $1,650,510.00. It should be noted that with respect to the box culvert outfall to the Gulf of Mexico, this estimate only includes a standard installation cost and does not consider the unique logistics for such an endeavor, as it was considered beyond the scope of this stormwater study. Even so this component still represents a significant cost. From a cost and probably permitability perspectives, consideration should be given to an open channel outfall.

4.02.05 Deertown Gully, Outfall #8

The previous flood modeling efforts identified that potentially seven (7) flooded structures and six (6) street segments do not currently meet the selected FPLOS Criteria. The majority of structures identified are located in the Cooper Street multi-family residential areas. Flooded street segments include Cooper St., Base Ave., Field and Corso St. Review of the existing drainage system indicated significant headlosses are produced by the existing twin 36" storm sewer along Field Avenue, from Nokomis Ave. to Cockrill St. A by-pass storm sewer system along Airport Avenue, from Cooper Street to the Deertown Gully/ Airport Lateral was evaluated for its effectiveness in addressing the existing FPLOS deficiencies.

Based upon the alternative evaluation it is recommended that if the Deer Town Gulley outfall needed to be sized to accommodate stomacher under the beach, it would need to be 1 000' of 6' x 5' box culvert (or hydraulic equivalent). This is identified as Improvement No. 5A on Exhibit 3.

To address the structure FPLOS deficiencies, it is recommended that the existing pipe between node 00820 and 00821 should be replaced with 80' of twin 38" x 60" ERCP (or hydraulic equivalent) and the existing pipe between node 00834 and 00833 should be replaced with 53' of 48" x 76" ERCP (or hydraulic equivalent). These projects are identified as Improvement 5B and Improvement 5C on Exhibit 3, respectively .

Island of Venice Flood Study Update Section 4- Conclusions and Recommendations

Finally, 2400' of 36" x 60" ERCP (or hydraulic equivalent) should be added between node 008701 and 00825; 400' of twin 24" x 38" ERCP (or hydraulic equivalent) should be installed between node 00864 and node 00826; and 200' of twin 24" x 38" ERCP (or hydraulic equivalent) should be installed between node 008711 and node 008703. These projects are identified as Improvement No. SD, Improvement No. SE, and Improvement No. SF on Exhibit 3, respectively. The preliminary estimate of probable cost for these improvements is approximately $2,006,745.00. It should be noted that with respect to the box culvert outfall to the Gulf of Mexico, this estimate only includes a standard installation cost and does not consider the unique logistics for such an endeavor, as it was considered beyond the scope of this stormwater study. Even so this component still represents a significant cost. From a cost and probably permitability perspectives, consideration should be given to an open channel outfall.

4.02.06 Industrial Area, Outfall #23

City representatives have identified flooding problems within this area, including street and structure flooding. This area actually outfalls to Hatchett Creek. The existing flood model for Hatchett Creek has been updated to include the recent stormwater improvements constructed in the area and better quantify resulting FPLOS deficiencies. An alternative analysis has been performed for the Industrial area east of the ICW to determine the extent of flooding.

Based upon the alternative evaluation it is recommended that the discharge control structure for the existing stormwater pond be modified to be more efficient once stormwater quality treatment requirements are satisfied. It is appears that the restrictive nature of this control structure is responsible for headwater build up and upstream flooding .
