Fifteen-Year-Old Students with Disabilities (IEP) in Elementary School Districts

• The following policy for testing pertains to 105 ILCS 5/14-6.01 of the Illinois School Code: Fifteen-year-old students with disabilities who are enrolled in an elementary school district become accountable to the high school district (according to the Illinois School Code). The high school district is responsible for the educational program of the student and also becomes financially responsible for the student.

• The law pertains only to elementary school districts that feed into separate high school districts. It does not pertain to unit districts.

DLM-AA: Prior to Testing (DTC's)• Verify the following:

•1,145 new teachers and 2,309 returning teachers

• Users have agreed to the security agreement.

•3,184 accepted, 516 rejected, 5,849 not attempted

DLM-AA: Training: Important Reminder

• Teachers must print the certificate of achievement that's generated when all Moodle training has been completed.

• If the certificate is not printed, the test administrator will be reflected in Kite Educator Portal as having not completed training.

• Testlets will not be issued for test administration if teacher has not completed training.

DLM-AA: Student Uploads

• Student uploads must be completed by ISBE.

• All requests must be sent to Pam Hartwig, who will be sending the requestor an email with the steps to upload the secure file.

• Please do NOT submit personally identifiable information when emailing.

• Districts are NOT to do manual uploads.

ISA Secure DocumentsISA SECURE DOCUMENTS

ISBE will only grant access to secure materials to principals, directors, assistant superintendents, and superintendents.

To gain access:

• Read the Professional Testing Practices for Educators (ISA) document found at https://www.isbe.net/Documents/prof-test-prac.pdf

• Sign and scan the Test Security Agreement (TSA) found on page 13.

• Email the signed TSA document to [email protected]. NOTE: The email must contain your formal signature block including title, school, district, and contact information.

• ISBE staff will respond with two emails: one with the username and a second with the password. The username and password are CONFIDENTIAL. It is the individual’s responsibility to maintain the security of the confidential username and password.

Illinois Assessment of ReadinessStudent Accommodation information will be sent/loaded to Pearson Accessnext by school staff this year – not SIS.• Student records are posted in PAN.• Test format for all students will be defaulted to Online.• After initial load of all student records, district/school staff will need to log

into PAN and complete the following steps:– Add any accommodations and accessibility features (must be added to the student

registration file in PAN - including paper), either manually (through the user interface) or through the student registration import (SRPNP – template to come).

• Students receiving a paper test as an accommodation, or an online test with the proctor reading the math assessment, needed to be listed in PAN by January 24, 2020, to receive the paper test(s) with the initial shipment.

Illinois Assessment of Readiness– School staff at serving schools will need to enter

student accommodations in PAN.– Some commercial software vendors (e.g., Skyward, TeacherEase)

are creating a process for sending student accommodations to PAN.

– Initials orders (paper material) have been delivered.• March 16 (districts/schools testing in April).

– Additional orders for paper material can now be placed PAN.

• Students with Dual Enrollments– The SIS uploads are not always putting these student records in

the correct testing school. Please check the school placement for these students and make sure the test records are assigned to the correct school.

Illinois Assessment For ReadinessThe API tool is scheduled to be functional on March 9.• Beginning March 4, district/school staff can use the transfer request tool in PAN.• SIS staff is sending student updates on March 7.• If you have questions regarding student records, please contact the Student

Assessment Department.

After a student starts a test (and moves to a new district), to move the test, the staff at the new district will need to make a transfer request in PAN.

Illinois Assessment of ReadinessPlease resolve critical warnings associated with student records in PAN. A critical warning flag usually means there is student demographic information missing. However, critical warnings will not stop the test from being administered.

If a student test is started with the incorrect accommodations, the test units must be marked complete, the test voided, and a new test created with the correct accommodations attached to the new test.

In PAN, the student test session roster, in Students in Session, an acronym will be present besides the student’s name, if a special format test form has been assigned (e.g., TTS for Text-to-Speech). A listing of all acronyms for special test formats is on the back cover of the Test Coordinator Manual.

Illinois Assessment of ReadinessStudents Moving to a New District/School

If you have students that move to a new school (and the student has not started any test units), and they have a test(s) in a test session at your school, please remove the test(s) from the test session. It will make the transfer of the student tests to their new school easier.

Students Receiving the Read-Aloud Accommodation (Online Format)

The test session for students receiving the read-aloud accommodation must be identified in PAN as being a read-aloud test session. Please note: For a math read-aloud session, the proctor needs a paper script to administer the test.

There is a small box that needs to be checked.If the check box is not marked, the test the student receives and the test the proctor receives will not match.

Manually Editing Student Accommodations in PANStudent tests accommodations can be manually edited in PAN. Note: after a test session has been prepared, to manually adjust the accommodations, the test must be removed from the session to make the edits. The test can then be placed back in the session.After a test has been started, the accommodations cannot be edited. The test units must be marked complete, the test voided, and a new test assigned with the correct accommodations.

Illinois Assessment of ReadinessTest IrregularitiesSchool staff need to complete a test irregularity report and send to ISBE if there is an issue with the administration of the test(s) to a student(s). If an issue arises, and school staff can remedy the issue (e.g., the student was assigned an incorrect test form, but the test was voided and a new test with the correct accommodations was administered), then school staff do not need to complete and submit an irregularity report. The agency needs a report for test irregularities that arise that could not be corrected by school staff.

Temporary Student State ID records (11-digit number) will be deleted in PAN.

– If district/school staff create a student record directly in PAN it will be deleted (for public schools).

– SIS staff will send a student record file to PAN on March 7.

– Make sure student record/enrollment is updated in SIS.

– The transfer request tool in PAN will be operable on Wednesday, March 4.

TestNav Updates

• TestNav App OS support changes– Chrome OS – TN supports versions 74 – 79

• Pearson is still testing Chrome OS 80.

– iOS – TN supports versions 12.X and 13.X.• For Chrome and iOS we recommend turning off

automatic updates until after your testing is completed.

– Mac OS – TN supports versions 10.12 – 10.15

– Windows - TN supports versions 7, 8.1, 10

Tips when Adding Accommodations and Sessions with File Export/Import

Accommodations• Always start with a "fresh" Student Registration Export

– So you have the latest data (transfers and manual updates)

• You can import any number of students

– You can import a file of only the accommodated students

• You can do multiple accommodations imports

– Only the "New" data will change

Sessions• Start with a "fresh" Student Registration Export

• You can only import sessions ONCE (per student)

– Decide when you want to load sessions and how to manage changes

• After the initial session import, changes must be made in PAN

– "Easy" to add sessions and move students but it is manual

• If you are using Proctor Caching, you can precache the tests beginning Wednesday, March 4.

• Settings/Precache By Test

– Select up to 10 tests.

– Select the server(s).

– Click Precache.

• The SAT, PSAT™ 10 and PSAT™ 8/9 Test Day training has been updated for spring 2020 to cover various changes in how you plan for the test, administer the test, and return your test materials. Trainings for the SAT, PSAT 10, and PSAT 8/9 have been combined into a single course; there are no longer separate modules for these three assessments.

• You'll need to add the course to your Learning Management System (LMS) account by following the online prompts. You're required to complete the training before your test date.

• Forward the email to staff members who are supporting the administration, including proctors as well as SSD coordinators who may be assisting accommodated students, to supplement your local training efforts. Note that if you select the SSD coordinator role, you'll be presented the same content as a test coordinator-it's not a different training. The proctor training focuses only on test day activities and administering the test.

IL School Code and Participation in Testing

• The IL School Code requires that all Illinois public school students participate in the state's accountability assessments, unless exempt.

• Additionally, the IL School Code requires that all Illinois public school students participate in the state's final accountability assessment or its approved alternate assessment in order to receive a regular high school diploma.

Note: Participation in a national SAT does not satisfy this requirement; ISBE cannot utilize national SAT data for accountability purposes. Students may "cancel" their SAT scores, which allows scores to be used for accountability but not be retained in College Board's reporting system.

• The initial transmission of the SAT/PSAT pre-ID data is used to determine standard test book orders and quantities for manuals and ancillary materials (e.g., student guides) to be shipped to the identified Testing RCDTS.

• For students who need accommodations, requests must be made in College Board’s Services for Students with Disabilities (SSD) Online system for PSAT 8/9, PSAT 10, and SAT. Once approved, accommodations remain in SSD Online.

• Students will receive 50% extended time on each section of the SAT, PSAT 10, or PSAT 8/9. Students must be given the entire time and cannot go ahead in the test even if they are the only one testing.

• Students will be automatically approved, and no supporting documentation is required. More information about the process for entering student information will be available this winter.
