What is an Energy Performance Contract ( EPC )
• The important principal of an EPC is that energy efficiency investment is paid for over time by the value of the energy savings delivered.
• The EPC undertake to improve energy efficiencies
• The EPC guarantees the performance.
• There is an agreed method of measuring and verifying the performance

• Upgrade heating system secondary controls and delivery systems
• Provide for the potential of CHP for heat generation to Cloverhill
• Replace existing gas detection and R22 air con systems
• Project plan • Site energy evaluation completed.
• Feasibility report carried out on approved site.
• Scope of works and indicative cost developed for project
• Potential for EPC developed in partnership with SEAI
Project Status • Meetings held with a number of providers.
• IPS minimum requirements identified.
• Metering systems in place for the last 12 months.
• Base line information completed.
• Project stage 1 to 4 completed.
• 4 companies through PQQ stage
• Requirements for ITPCD developed for issue in October

• To upgrade heating infrastructure.
• To develop a partnership with the appropriate EPC, to enable correct solutions to be provided and managed to ensure energy reductions can be achieved over the life time of the contract.
What is the aim of this strategy
The Energy performance contract would provide the guaranteed energy savings . It will also provide the necessary expertise to manage those services to ensure their capital return
What will this achieve •Reduce the dependency on the facility maintenance service contract •Provide the necessary training and exposure to capital return for on site staff. •Provide the asset management expertise to ensure KPI are achieved in accordance with contract requirements •The aim of this pilot project is to identify the potential for this financing and services management model across the Irish Prison Service Estate
