IRE Expertise

A selection of rail infrastructure projects that display the depth of IRE’s skills and experience.

Regional Rail Link

Client: V/Line and Metro Trains MelbourneThis award-winning iconic $4.8 billion project included 90 km of new track 2 new stations, upgrading of 4 existing stations and 13 road and rail grade separations and a wide variety of new structures including construction of a new rail bridge over the Maribyrnong river.

V/Line was the recepient Rail Infrastructure Manager (RIM)/ Accredited Rail Operator (ARO). As V/Line’s representatives on the project, IRE provided track and civil engineering services, project management, interface management and surveillance on all major work packages.

IRE also provided services of Senior Surveillance Officers to MTM who were the delivery managers for the Work Package A, which included track, civil and signalling works at Southern Cross Station.

Maryborough Passenger Rail Services Project/Ballarat Maryborough Level Crossing Upgrade Project

Client: V/LineThis project was a Department of Transport initiative delivered by V/Line and involved track works between Ballarat and Maryborough; a new station, car park and bus interchange at Creswick; upgrading of the existing heritage listed Maryborough station; staff facilities, car park, a bus interchange and stabling facilities at Maryborough; signalling works; upgrading of 26 level crossings from passive to active protection and closure of 5 level crossings.

IRE provided project, contract and design management services through the life of the project including development of project functional specifications, scope and specifications development, project staging and works packaging, stakeholder consultation, design reviews and design management, change and risk management, quality assurance, and management of completion and handover of works to the operations and maintenance staff.

IRE also provided contract construction management and surveillance services on various work packages delivered under the project.

Mildura Rail Corridor Freight Upgrade Project

Client: Pacific National & V/LineThis project involved track renewal works of over 525kms from Gheringhap to Mildura. The project involved sleeper and ballast procurement, formation restoration, tie renewal, ballast cleaning, track surfacing works, re-railing works, rail joint rehabilitation, level crossing track upgrade works for 200 level crossings affecting nine councils/shires and VicRoads, track side signage improvement (road and rail), track drainage improvement works, turnouts refurbishment, straight railing of turnouts and rail stress adjustment works.

IRE provided services of project scoping and specifications development, rail access management, interface management and surveillance of construction works.

Regional Fast Rail Project

Client: Pacific National & V/Line The project comprised of an upgrade of 500 km of existing track in order to increase line speed up to 160 km/h in four regional corridors – Ballarat, Geelong, Bendigo, and Traralgon Lines. The works included new track construction, concrete re-sleepering, re-railing, formation restoration, major earthworks, main cable route construction, level crossing upgrades, ballast renewal, ballast cleaning, track drainage works, platforms upgrade works, signalling and train control works.

IRE provided services of a Track & Civil Manager for all four corridors. The services included surveillance of track and civil works delivered by contractors to the Department of Infrastructure, accepting handback of occupations, operational interface management on the field, works verification, quality assurance, and management of final handover of works to operations and maintenance.

South Dynon Maintenance Facility

Client: V/LineThis project involved construction of regional train stabling and maintenance facilities at South Dynon including construction of earthworks, building facilities, train wash and maintenance facilities, trackworks and pathways.

IRE managed delivery of works on site included surveillance and verification of works, condition assessment of rail infrastructure, implementation of rail safeworking, review and accept handback documentation and management of operational interface.

Regional Rail Network Baseline Infrastructure Condition Assessment

Client: V/LineThe project required assessment of the rail infrastructure condition across the V/Line Regional Rail Network (passenger and selected freight lines) to develop a consistent base line of the existing infrastructure condition in order to monitor degradation and to assist in prioritising works for future annual works programs.

IRE developed a methodology and carried out the assessment across the Victorian regional passenger network and on select freight lines.

Navjot ChhabraPrincipalBE(Civil), MIEAust

Navjot has over 20 years experience of successfully managing delivery of many complex rail projects in India and Australia. Navjot has an input

into every IRE project and enjoys the challenge of multi-disciplinary rail projects. He is well respected as an effective communicator and negotiator and is able to drive complex projects forward through his ability to maintain good working relations with both clients and key stakeholders. He has significant experience in project and program delivery, construction management, track and civil works and rail maintenance.

He has recently been involved as the Engineering sub-committee member for the Regional Rail Link Project as a V/Line representative. He has also been involved as the V/Line Project Interface Manager, Regional Rail Link Project - Deer Park - West Werribee Junction (Work Package E)

Jim LiuSenior Project ManagerBE (Civil), MTech, MIEAust

Jim started his career as a structural design engineer and has worked for both design consultants and contractors over the last 25 years. He is a specialist

in the management of multi- disciplinary greenfield and brownfield projects involving railway construction, upgrades and maintenance works under stringent time, operations and cost constraints.

Chris Amunugama Senior Project Manager OHLE & Traction Power

Chris has over 30 years of engineering work experience including management of various projects from concept to final design and delivery. Chris

has worked in the rail industry on Overhead Power, Substation and Signalling projects and has successfully managed a number of Signalling and Power projects in Australia and New Zealand.

John Scaife Senior Project Manager / Senior Track Engineer / Design PrincipalBEng(Hons)

John has worked on a number of major rail projects in the UK and Australia and is very experienced in the use of Microstation and

InRail for the delivery of track and platform design. In Australia, he has worked across a range of projects including several projects as a Permanent Way Design Manager. He has recently worked as interface manager on Regional Rail Link - Southern Cross (Work Package A) and as a specialist Senior Track & Civil Engineer across all Regional Rail Link Project packages.

Dinesh BatraProject Manager / Senior Engineer - Track Civil & StructuresBTech, MBA, MIEAust

Dinesh brings 18 years’ experience in Civil and Rail Construction Projects to the IRE team. He has worked in a range of roles for

Delhi Metro Rail Corporation, Dubai Metro Rail and has recently worked as a Senior Project Engineer/Interface Manager representing V/Line on the Regional Rail Link- City to Maribyrnong River (Work package B).

His experience includes project management, construction management, project planning, estimation, scheduling, design review and monitoring delivery.

Dhaval Mehta Project Manager / Senior Engineer - Track & CivilBE(Civil), MTech, MIEAust

Dhaval has worked on many civil and rail projects in various roles in both India and Australia. His recent engagement has been as a Senior

Project Engineer representing V/Line on the Regional Rail Link - Footscray to Deer Park (Work package C).

He is experienced in construction management, preparing project plans, scheduling and planning, project monitoring and reporting, managing site teams, cost control, writing and reviewing work method statements, design review, work risk assessments and quality assurance.
