The United States yesterday pressed for the

International Atomic Energy Agency (IAEA) to carry out more nuclear inspections in Iran, warning that failure to do so would make the nuclear deal with Tehran “an empty promise.”

US Ambassador to the United Nations, Nikki Haley, said that some countries were trying to shield Iran from more inspections by the IAEA, which is charged with verifying Tehran’s compliance with the 2015 nuclear accord.

“Without inspections, the Iran deal is an empty promise,” she said in a statement. Haley’s push for more inspections comes just

15 days before Trump must certify to the US Congress whether Iran is in compliance with the agreement.

“If the Iran nuclear deal is to have any meaning, the parties must have a common understanding of its terms,” Haley said in a statement.

“Iranian officials have already said they will refuse to allow inspections at military sites, even though the IAEA says there must be no distinction between military and non-military sites.

“Now it appears that some countries are attempting to shield Iran from even more inspections.” Although she named no countries, diplomatic sources said she was referring to Russia.

Shona Miah wept as he gently closed the lifeless

eyes of his three tiny daughters, young Rohingya refugees he could not save from the huge surf that upended their rickety fishing boat a stone’s throw from safety in Bangladesh.

Their bodies washed up on the beach along with 17 others, all women and children risking a dangerous voyage to escape ethnic violence in Myanmar that has driven half a million refugees into Bangladesh by land and sea. Dozens more are missing, feared drowned after their boat capsized Thursday.

Four weeks after the outbreak of fighting that sparked the exodus, Rohingya are still dying trying to flee Myanmar, where a military crackdown on the stateless Muslim minority has been likened by the UN to ethnic cleansing.

More than 130 refugees have drowned on ill-fated voyages to Bangladesh since violence erupted in Myanmar’s western Rakhine state on August 25, police say.

The survivors of Thursday’s capsize came from Mwai Daung, a village two days’ walk from the coast in Rakhine’s inland Buthidaung township, Miah said.

Among the latest victims to perish at sea was Saiful Rahman, a one-year-old Rohingya boy lying on the concrete floor of a southern

Bangladesh primary school Friday near the beach where he washed up.

His mother Nur Fatemah unwrapped the yellow plastic covering her son and stared blankly at his tiny corpse covered in sand, too exhausted for tears.

She barely survived herself after two days at sea with little food or water and a devastating monsoon storm that smashed their vessel against rocks.

Police rush into the school courtyard carrying yet another corpse, a woman in an orange sarong who washed up early Friday and had been left on the roadside for three hours.

It is Fatemah’s sister-in-law. She weaves past the corpses on the floor and squats next to the body, gently removing sand clotted in her black hair.

Her husband Abdus Salam said a monsoon gale was kicking up enormous waves late Thursday as the boat veered dangerously along the Bangladesh coastline.

“The captain couldn’t steer the boat. He didn’t see the rock underneath the water and hit it,” he said.

The boat was smashed in two, tossing upwards of 100 people -- mainly children --  into the raging grey ocean, Salam said.

“I lost two children,” wailed Lal Miah, gesturing to a row of lifeless infants uncovered on the muddy concrete floor.

“My two others are still missing.”

By morning, the high tide had churned out more victims but the vast majority remain missing, said coastguard commander Nasir Uddin, whose men found two dead boys early Friday and brought them to the school.

The UN migration agency said the death toll could pass 60, with 40 missing and presumed drowned.

As humidity rose, Bangladeshi women began preparing the bodies for Islamic burial, weeping as they carefully cut away clothing and washed the children before wrapping them in white shrouds.

As the wrapped bodies were laid out on an orange tarpaulin, one stood out as larger than the others -- a heavily pregnant woman.

Police assistant inspector Chotan Chandra Das counted the bodies -- 12 children and eight women, he said -- attaching post-it notes with identification details where possible.

As the wrapped remains were taken to a nearby clearing for burial rites, the body of a small boy, long drained of colour, was rushed into the schoolyard.

Washed and prepared, he was laid alongside the others and blessed by an imam, who offered prayers as hundreds of local Muslims stood in silent rows, heads bowed. (AFP)

According to Southern

Governorate Police General Director Colonel Mubarak Al Merri, the suspect was arrested for stabbing several passers-by using a sharp instrument.

The man, who’s in his early fifties, was referred to the Public Prosecution, which

interrogated him and ordered the accused to consult the Psychiatric Hospital considering his mental condition.

According to sources, the suspect recently assaulted five people including four children in East Riffa.

The man’s criminal record also showed that he had committed several felonies such as assault, insult and drug abuse.

However, the prosecution’s investigations will continue until the case is referred to the criminal court.

the department acted on a tip-off, following which an investigation was made, leading to the identification and arrest of the culprit and the confiscation of the narcotics. He added that legal proceedings are being taken to refer the case to the Public Prosecution. The directorate also released picture of the man along with the confiscated narcotics.

World Habitat Day (WHD) is observed every year on the first Monday of October throughout the world. It was established in 1985 by the

United Nations General Assembly through Resolution 40/202 and was first celebrated in 1986 with the theme “Shelter is My Right”. The purpose of the day is to reflect on the state of our urban areas and the basic human right regarding provision of adequate shelter to all human beings. WHD also aims to remind the planners and government officials of the collective responsibility for the habitat of future generations and a day to encourage grassroots action from civil society organizations to advocate for universal decent housing.

Each year, World Habitat Day takes on a new theme chosen by the United Nations based on current issues relevant to the Habitat Agenda. The themes of WHD are selected to bring attention to UN-Habitat’s mandate to promote sustainable development policies that ensure adequate shelter for all. These themes often promote important subjects such as housing and social services, a safe and healthy living environment, affordable and sustainable transport and energy, promotion, protection and restoration of green urban spaces, safe and clean drinking water and sanitation, healthy air quality, employment generation, improved urban planning, slum upgrading and better waste management.

The theme for WHD 2nd October 2017 is Housing Policies: Affordable Homes. The purpose of WHD is to reflect on the conditions of our cities and towns and on the basic right of all to acquire an adequate shelter. It is also intended to remind the world that we all have the power and the responsibility to shape the future of our cities and towns.

This year WHD will focus on promoting at all levels of decision making on how to implement concrete initiatives to ensure adequate and affordable housing for all socio economic groups of people in the context of implementation of the New Urban Agenda based on Sustainable Development Goals.

An analysis of housing affordability over the last two decades reveals that despite increasing demand, owned and rental housing has been largely unaffordable for the majority of the world population mostly in developing countries. Around 1.6 billion people globally live in inadequate housing, of which 1 billion live in slums and informal settlements. While millions of people lack suitable homes.

Ensuring housing availability and affordability is a complex issue of strategic importance for development, social peace and equality. Addressing the housing needs of the poorest and most vulnerable, especially women, youth and those who live in slums must be a priority in the development agendas. The WHD is aimed at drawing the people’s attention towards the basic desire and need of poor people for an adequate housing.

We need to understand that promoting sound housing policies is also crucial for climate change, resilience, mobility and energy consumption. For housing to contribute to national socio-economic development and achievement of the Sustainable Development Goals, the New Urban Agenda calls for placing housing policies at the center of national urban policies along with strategies to fight poverty, improve health and employment.

The purpose of celebrating the WHD is to pay serious attention towards the need for better shelter all over the world, to share the priority of affordable and adequate housing, to bring the positive changes in the systems including policies and attitudes, to reflect on the states and towns and pay attention on the basic human rights for adequate shelter and to increase the awareness worldwide of joint responsibility for the future generation’s shelter.

Providing and improving housing is a gigantic task and cannot be dealt only by the governmental authorities. It require involvement of all stake holders including communities, NGOs and experienced developers to optimize urban densities and provide land zoning with efficient services and utilities that are environmental friendly and have minimum carbon footprint. With the shortage of urban space, we need to develop in a sustainable manner to keep room for future growth and accommodate population in the coming decades.

In the GCC countries including Bahrain, the concerned authorities are giving due attention to the subject of planning and providing decent housing to citizens and to avoid any social, health and environmental problems.

Let us whole heartedly support and celebrate the WHD and organize any activity or event in our own community including an awareness campaign, a fun activity, area cleanliness and get together in parks and public spaces.

2018 Formula 1 calendar revised

Chinese and Bahrain GPs swapThe 2018 Formula 1 calendar

has been revised, with the Chinese and Bahrain Grands Prix swapping dates.

The long-anticipated change was finally officially confirmed by the F1 organisation yesterday.

China has now moved to April 15, with Bahrain taking the April 8 slot.

It had been expected that the swap would be rubber-stamped at the World Motor Sport Council meeting last week, but no changes were announced at that time.

Instead it was confirmed

when F1 announced that the Shanghai event, which had been listed on the provisional calendar as ‘subject to confirmation’, had extended its contract.

Chinese GP organisers had been keen for the date change to avoid a national holiday.

Formal approval of the change still has to come from the World Motor Sport Council, which next meets in Paris on December 6.

With Singapore having  also secured its future into 2018 and beyond, next year’s schedule now appears to be firm. (autosport)

The Bahraini man facing domestic violence charges for brutally

assaulting his Syrian ex-wife earlier this month will remain in custody after the Third Lower Criminal Court on Thursday adjourned the case to October 3.

The 52-year-old accused denied assaulting Zahra Subhi, the 35-year-old mother of five, before the judges, claiming innocence and pleaded not guilty.As reported earlier, the victim’s daughter told the Public Prosecution that she saw her father assaulting her mother.

The woman, who is recuperating at Salmaniya Medical Complex (SMC), said in a video message that the man frequently assaulted her during the ten years of their previous marriage and claimed that the recent attack was an attempt to murder her so he could marry another woman.

The incident had sparked a public outrage after the incident went viral on social media raising the issue of domestic violence in Bahrain and pushing civil authorities to take immediate action.

‘Toughen penalties’Head of the Child and Mother

Affairs Committee in the House of Representatives Roua Al Hayki said in a statement that she had submitted a parliamentary proposal to toughen penalties against those who assault women, especially pregnant women, causing miscarriage.

World Habitat Day (WHD) is observed every year on the first Monday of October throughout the world. It was established in 1985 by the

United Nations General Assembly through Resolution 40/202 and was first celebrated in 1986 with the theme “Shelter is My Right”. The purpose of the day is to reflect on the state of our urban areas and the basic human right regarding provision of adequate shelter to all human beings. WHD also aims to remind the planners and government officials of the collective responsibility for the habitat of future generations and a day to encourage grassroots action from civil society organizations to advocate for universal decent housing.

Each year, World Habitat Day takes on a new theme chosen by the United Nations based on current issues relevant to the Habitat Agenda. The themes of WHD are selected to bring attention to UN-Habitat’s mandate to promote sustainable development policies that ensure adequate shelter for all. These themes often promote important subjects such as housing and social services, a safe and healthy living environment, affordable and sustainable transport and energy, promotion, protection and restoration of green urban spaces, safe and clean drinking water and sanitation, healthy air quality, employment generation, improved urban planning, slum upgrading and better waste management.

The theme for WHD 2nd October 2017 is Housing Policies: Affordable Homes. The purpose of WHD is to reflect on the conditions of our cities and towns and on the basic right of all to acquire an adequate shelter. It is also intended to remind the world that we all have the power and the responsibility to shape the future of our cities and towns.

This year WHD will focus on promoting at all levels of decision making on how to implement concrete initiatives to ensure adequate and affordable housing for all socio economic groups of people in the context of implementation of the New Urban Agenda based on Sustainable Development Goals.

An analysis of housing affordability over the last two decades reveals that despite increasing demand, owned and rental housing has been largely unaffordable for the majority of the world population mostly in developing countries. Around 1.6 billion people globally live in inadequate housing, of which 1 billion live in slums and informal settlements. While millions of people lack suitable homes.

Ensuring housing availability and affordability is a complex issue of strategic importance for development, social peace and equality. Addressing the housing needs of the poorest and most vulnerable, especially women, youth and those who live in slums must be a priority in the development agendas. The WHD is aimed at drawing the people’s attention towards the basic desire and need of poor people for an adequate housing.

We need to understand that promoting sound housing policies is also crucial for climate change, resilience, mobility and energy consumption. For housing to contribute to national socio-economic development and achievement of the Sustainable Development Goals, the New Urban Agenda calls for placing housing policies at the center of national urban policies along with strategies to fight poverty, improve health and employment.

The purpose of celebrating the WHD is to pay serious attention towards the need for better shelter all over the world, to share the priority of affordable and adequate housing, to bring the positive changes in the systems including policies and attitudes, to reflect on the states and towns and pay attention on the basic human rights for adequate shelter and to increase the awareness worldwide of joint responsibility for the future generation’s shelter.

Providing and improving housing is a gigantic task and cannot be dealt only by the governmental authorities. It require involvement of all stake holders including communities, NGOs and experienced developers to optimize urban densities and provide land zoning with efficient services and utilities that are environmental friendly and have minimum carbon footprint. With the shortage of urban space, we need to develop in a sustainable manner to keep room for future growth and accommodate population in the coming decades.

In the GCC countries including Bahrain, the concerned authorities are giving due attention to the subject of planning and providing decent housing to citizens and to avoid any social, health and environmental problems.

Let us whole heartedly support and celebrate the WHD and organize any activity or event in our own community including an awareness campaign, a fun activity, area cleanliness and get together in parks and public spaces.

2018 Formula 1 calendar revised

Chinese and Bahrain GPs swapThe 2018 Formula 1 calendar

has been revised, with the Chinese and Bahrain Grands Prix swapping dates.

The long-anticipated change was finally officially confirmed by the F1 organisation yesterday.

China has now moved to April 15, with Bahrain taking the April 8 slot.

It had been expected that the swap would be rubber-stamped at the World Motor Sport Council meeting last week, but no changes were announced at that time.

Instead it was confirmed

when F1 announced that the Shanghai event, which had been listed on the provisional calendar as ‘subject to confirmation’, had extended its contract.

Chinese GP organisers had been keen for the date change to avoid a national holiday.

Formal approval of the change still has to come from the World Motor Sport Council, which next meets in Paris on December 6.

With Singapore having  also secured its future into 2018 and beyond, next year’s schedule now appears to be firm. (autosport)

The Bahraini man facing domestic violence charges for brutally

assaulting his Syrian ex-wife earlier this month will remain in custody after the Third Lower Criminal Court on Thursday adjourned the case to October 3.

The 52-year-old accused denied assaulting Zahra Subhi, the 35-year-old mother of five, before the judges, claiming innocence and pleaded not guilty.As reported earlier, the victim’s daughter told the Public Prosecution that she saw her father assaulting her mother.

The woman, who is recuperating at Salmaniya Medical Complex (SMC), said in a video message that the man frequently assaulted her during the ten years of their previous marriage and claimed that the recent attack was an attempt to murder her so he could marry another woman.

The incident had sparked a public outrage after the incident went viral on social media raising the issue of domestic violence in Bahrain and pushing civil authorities to take immediate action.

‘Toughen penalties’Head of the Child and Mother

Affairs Committee in the House of Representatives Roua Al Hayki said in a statement that she had submitted a parliamentary proposal to toughen penalties against those who assault women, especially pregnant women, causing miscarriage.

Iraq’s government cut the autonomous northern

Kurdish region’s direct air links with the outside world indefinitely yesterday after it voted a massive “yes” in a referendum on independence.

The move effectively isolates and increases the pressure on the Kurds amid soaring regional tensions following Monday’s contentious vote.

The central government in Baghdad had ordered the halt to all foreign flights to and from the region from 6:00 pm (1500 GMT).

Foreigners scrambled to fly out of Iraqi Kurdistan from the region’s capital

Arbil and its second largest city Sulaimaniyah before the ban took effect.

Arbil airport is a key gateway for humanitarian aid workers helping Iraqis affected by the battle against the Islamic State group (IS).

The Kurds have condemned the flight suspension as “collective punishment”. Iraq’s Prime Minister Haider al-Abadi said it was not “punishment” but a legal measure that would be reversed if the transport authority was transferred to Baghdad in line with the Iraqi constitution.

The ban has seen people, many of them foreigners, flock to the airport in the regional capital Arbil to

Bahrain has called for adopting stringent measures to fight the battle against the

scourge of human trafficking. “There is an urgent need to enhance public

awareness on the importance of combating all forms of human trafficking,” said Bahrain’s Permanent Representative to the UN, Ambassador Jamal Fares Al-Ruwaie.

He was speaking at the High Level Meeting of the United Nations General Assembly on the Evaluation of the United Nations Global Plan of Action against Trafficking in Persons, held from 27 to 28 September 2017.

In his address to the General Assembly, Al Ruwaie insisted that there is an urgent need to enhance cooperation between member states and various UN agencies to tackle the issue of human trafficking.

“The United Nations Office on Drugs and Crime, the United Nations High Commissioner for Refugees and the International Labour Organisation and member nations should join hands in this regard,” he said

In this regard, he also pointed out that Bahrain was one of the first countries to support the call for action to put an end to forced labour, modern slavery and trafficking in people.

In his speech, Ambassador Al-Ruwaie reflected upon the negative impact of armed conflicts around the world on exacerbating the problem of human trafficking, and on the importance of resolving conflicts as an essential tool for the preservation of human rights and effective reduction of trafficking crimes.

Routine visa operations will also be suspended indefinitely

in response to the mysterious “health attacks,” which have soured ties between Havana and Washington two years after they fully restored diplomatic relations.

“These employees have suffered significant injuries as a consequences of these attacks,” including “hearing loss, balance problems, visual complaints, headache, fatigue, cognition issues and difficulty in sleeping,” the official said.

US officials had previously told reporters they believed

some kind of inaudible sound weapon was used on American staff either inside or outside their residences in Havana.

Washington has not accused Cuba of being behind the incidents, but has repeatedly warned that Havana is responsible for the safety of foreign envoys on its soil.

Relations between the United States and Cuba were restored by then president Barack Obama and his counterpart Raul Castro in 2015, half a century after the

An Australian detained by Turkey last year on charges of joining

Islamic State (IS) in Syria said at his trial Thursday he regretted his involvement with the organisation after seeing its “true face”.

Neil Prakash, who was detained one year ago inside Turkey close to the Syrian border, is jailed in the Gaziantep region of southern Turkey.

However, his trial, which got under way earlier this year, is being held in the neighbouring Kilis region with Prakash being cross-examined via video link.

In his testimony, Prakash said he said received training from IS in their de-facto capital of Raqa in Syria before moving north to the town of Kobane to fight Kurdish militia.

He was wounded in the fighting and then requested to be moved to another area where he did not have to fight.

“But I went to Raqa and was told I had to fight,” he said, quoted by the Turkish-language Dogan news agency. “I was also made to speak in propaganda videos.

“I decided to escape after seeing the true face” of IS, he added. “I very much regret joining the organisation,” he said.

Prakash denied being the Australian “representative” of IS in Syria and asked to be released and deported to a Muslim country and not Australia. However the court decided to keep him in custody, Dogan news agency said.

The trial was adjourned to an unspecified later date.

Australia last year had asked Turkey to extradite Prakash, who Canberra previously had reported as having been killed in a US airstrike in northern Iraq.

Prime Minister Malcolm Turnbull has called Prakash the senior Australian operative in IS. He was reportedly on a list of high-value IS recruiters targeted by the US in drone attacks in Iraq.

The Islamic State group has killed at least 73 Syrian

government troops and allied fighters in surprise attacks on their positions in a desert region, a monitor said yesterday.

The deaths came in Thursday attacks launched as the jihadist group faces a Russian-backed regime offensive against some of its last bastions.

The extremist group claimed the attacks against several positions south of the town of Sukhna in central Homs province, saying its fighters had killed dozens of regime troops.

The attacks come a day after IS released what it said was an audio recording of its leader Abu Bakr al-Baghdadi, the first in a year, in which he urged resistance.

Thursday’s attacks targeted government forces around Deir Ezzor and on their supply lines through the Sukhna area from the west, the Observatory said.

“The first attacks were carried out against checkpoints manned by loyalist troops in Al-Shula,” a village near Deir Ezzor, the Britain-based monitoring group said.

“IS then carried out a series of attacks against checkpoints along the length of the motorway from Al-Shula to south of Sukhna.”

Syrian state media made no mention of the army’s losses, but said its troops “confronted an attack by the terrorist Daesh group on the highway between Deir Ezzor and Palmyra, deep in the Badia desert.”

A Saudi man was arrested for allegedly threatening to attack

women drivers, the Interior Ministry said yesterday, following a royal decree that ends a ban on women driving in the kingdom.

The ministry said on Twitter that police in the kingdom’s Eastern Province had arrested the suspect, who was not identified, and referred

him to the public prosecutor.“I swear to God, any woman whose

car breaks down - I will burn her and her car,” said a man wearing a traditional white robe who appeared in a short video distributed online earlier in the week.

Saudi media, including the Arabic-language Okaz newspaper, quoted the Eastern Province’s police spokesman as saying the man in custody was in

his 20s and that the arrest had been ordered by its governor.

Separately, Okaz reported late on Thursday that authorities directed the interior minister to prepare an anti-harassment law within 60 days.

The directions cited “the danger posed by harassment ...and its contradiction with the values of Islam”. (Reuters)

Tata to make electric cars for IndiaNew Delhi

India’s Tata Motors has won a bid to manufacture thousands of

electric cars for the government as part of a push to promote battery-powered vehicles as the nation grapples with soaring pollution levels.

State-owned energy efficiency services limited (ESSL) will procure 10,000 cars from Tata Motors, with the first batch hitting roads later this year, the company said in a statement.

The cars, priced at nearly $15,500, are the first attempt by the Indian government to replace

its half-a-million fleet of diesel and petrol cars -- used by high ranking government employees -- with electric vehicles. 

“First 500 e-cars will be supplied to EESL in November 2017 and the rest 9,500 EVs will be delivered in the second phase,” ESSL said.

Tata’s rival in the market, Mahindra -- currently the only company manufacturing electric vehicles in India -- lost the bid. 

Japanese Nissan Motor also failed to win the contract. 

Most foreign car majors are not ready to bring their electric offerings to India. 

Mercedes said it needs a reasonable timeline and improved incentives for motorists, while Tesla boss Elon Musk has postponed entry to the Indian market.

New Delhi has said it wants all new vehicles to be electric by 2030. In addition to the 10,000 electric cars, it will also roll out nearly 100,000 electric auto rickshaws and buses in the next few weeks.  

A government report in May said the mobility of passengers through shared and electric vehicles can cut India’s energy demand by 64 percent and carbon emissions by 37 percent in 2030.

Futurist and inventor Elon Musk unveiled ambitious plans yesterday to send cargo ships to Mars in five years and use rockets to carry people between Earth’s major cities in under half-an-hour. The rockets will also be used for inter-city travel.

SpaceX rockets, Musk claims, are capable of reach-ing Bangkok from Dubai in 27 minutes and Tokoyo to Delhi in 30 minutes.

“It’s a risk-on end to the week, in Europe anyway,” said Accendo Markets analyst, Mike van Dulken. 

Wall Street stocks were slightly lower as weak US inflation data for August raised questions about the odds of another Federal Reserve interest rate hike in 2017.

William Hamlyn, investment analyst at Manulife Asset Management, said European

investors were waiting to see whether the eurozone’s economic strength would

translate into higher corporate profits as the quarterly earnings season gets underway. 

“Economic activity and corporate earnings generally looks robust, and investors will be waiting for confirmation of that (in) third-quarter results,” he said. “We will also be waiting for clarification of the European Central Bank’s intentions.”

The Frankfurt-based ECB has strongly hinted that it will begin winding down bond-buying in October, although

inflation in the eurozone remains well short of its target.

The London market was boosted Friday by rising oil prices -- which benefits the energy and resources sector  -- and the softer pound.

Investors also digested news that the British economy grew 0.3 percent in the second quarter, matching its expansion in the previous three months. (AFP)

Poland to roll out mobile phone ID cards in 2018Warsaw

Polish citizens will be able to carry around

electronic versions of their ID cards on their mobile phones starting next year, Digital Minister Anna Strezynska said yesterday. 

“I hope that Poles, who are known in Europe for their open-mindedness regarding new technology, will be leading users” of the system, Strezynska said, as quoted by Polish news agency PAP.

She spoke during a visit to the southern town of Nowy Wisnicz, one of the locations where the technology is currently being tested.

Nissan Motor said it would temporarily halt new vehicle registrations in Japan after learning that thousands of

models had been shipped out from factories after receiving final inspections by unauthorised employees. The firm estimates that at least 60,000 vehicles may have been affected, but the number could rise following a full investigation, a Nissan spokesman said.

Eurozone inflation was stable at 1.5 per cent in September, still well below the 2.0pc target.  The figure published

The Philippines will receive a loan of $415.2 million from

the World Bank and the China-backed Asian Infrastructure Investment Bank (AIIB) to help it solve chronic flooding in its capital city.

The lenders will put up $207.6 million each for a $500m project in Manila, with the government footing the balance, the banks said in a joint statement Friday.

Over the next seven years, the government plans to rebuild or construct 56 stations to pump

floodwaters from the coastal metropolis of 13m people.

The current system was built for the typhoon-prone city four decades ago.

“Recurrent flooding has made life more difficult for the poorest populations who live in low-lying areas, on riverbanks, and in other danger zones,” said Mara Warwick, World Bank country director for the Philippines.

“The floods disrupt business and commercial activities, causing unnecessary economic costs,” added

Supee Teravaninthorn, AIIB director-general for investment operations.

Flooding from Tropical Storm Ketsana wreaked havoc in Manila in 2009, with damage and losses equivalent to around 2.7 percent of the economy, according to the banks.

“The master plan will take 25 years to implement, but this phase of modernising Metro Manila’s pumping stations will ensure that several million residents will be less vulnerable to floods,” Public Works Secretary Mark Villar said.

European and US equities scored gains -- with the S&P 500 edging to a fresh record -- as details of Trump’s plans were unveiled, including a proposal to cut the corporate tax rate from 35 per cent to 20pc.

Trump’s promise to reduce taxes, ramp up infrastructure spending and slash red tape helped drive a global market rally in the months after his November election win.

But those gains fizzled as his legislative agenda suffered a series of blows and the White House has become embroiled in a host of crises.

Analysts took comfort from the fact that Trump has worked more closely with Republican congressional

leaders on the tax issue than on the failed health care reform they attempted. 

Still, the tax bill is expected to face a tough passage through Congress, with both sides of the aisle likely to question its affordability.

Investors were also keeping

a close eye on Chinese manufacturing data due Friday. Mainland Chinese markets rose with Shanghai up 0.4pc, while South Korea’s benchmark index gained 0.6pc and Hong Kong added 0.2pc.

Taiwan fell 0.1pc and Singapore dropped 0.8pc. 

‘Abenomics’ under threat?In Japan, where the benchmark Nikkei 225 ended the morning session 0.3pc lower, investors were largely unmoved by broadly upbeat data, including better-than-expected factory output, as a stronger yen dented sentiment.

While the dollar was higher at 112.63 yen from 112.29 yen in New York, it was still down from 112.99 yen where Tokyo investors left off on Thursday.

A pick-up in Japan’s currency hits the profit outlook for major exporters, including automakers like Toyota and Nissan, which hurts demand for their shares.

Meanwhile, Japan’s prime minister Shinzo Abe is facing an unexpected and formidable challenge in snap elections called for later this month from popular Tokyo governor Yuriko Koike, who stole Abe’s limelight with her newly launched “Party of Hope.” (AFP)

Uber’s new boss to meet London transport chief over riding banLondon

New Uber boss Dara Khosrowshahi will

visit London on Tuesday to meet with the city’s transport chiefs “to make things right” following their decision not to renew the firm’s licence, the company said.

Khosrowshahi will meet Mike Brown of Transport for London (TfL) as the ride-sharing service attempts to overturn the ban. “Our new CEO is looking forward to meeting with the commissioner next week,” said a spokesman.

“As he said on Monday, we want to work with London to make things right.”

A TfL spokesman responded: “Following an approach from

Uber, and at the mayor’s request, London’s transport commissioner will meet with Uber’s global CEO in London next Tuesday.”

TfL highlighted the company’s approach to reporting serious criminal offences and to obtaining criminal record checks for drivers as factors in its decision.

Uber, which has about 40,000 drivers and some 3.5 million customers in the British capital, has 21 days to lodge its appeal and can continue to operate until that process has concluded.

Putting an end to the unnecessary burning of

biodegradable waste, one restaurant at a time, has become the forceful mission of a team of French cyclists.

Their creative initiative, which relies largely on volunteers, has even impressed the United Nations.     

La Tricyclerie, a neat play on the French words for sorting out rubbish, recycling and biking, turns vegetable, coffee, and other organic waste into compost. 

C o o r d i n a t o r V a l e n t i n e Vilboux, 29, travels on her electric bicycle to restaurants in the western city of Nantes, collecting peelings otherwise destined for the bin. 

“It’s simple; we take everything, even the eggshells and citrus fruits. Everything

apart from bread, meat and fish,” she

says. “It’s a lot! It proves the food is

fresh and homemade,” she says, of one cafe after weighing out 20 kilos (44 pounds) of vegetable peelings.

Launched at the end of 2015 with just eight restaurants on board, the anti-waste tour has grown to include 23 restaurants and nine businesses, catching the attention of the United Nations.

Black goldWhile paper and glass recycling is becoming automatic to many, biodegradable waste generally ends up in landfill or incinerators in France.

This “black gold” could serve as fertiliser for farmers once it’s been composted, and currently represents a third of French household rubbish. 

Salad bar manager Colette Marghieri wanted to join the scheme, even though there is no legal obligation to separate biodegradable rubbish.

“At the start, I had some doubts about the sorting but it’s easy and it doesn’t disrupt the service at all,” she said.

Fellow restaurant manager Guenole Clequin said: “It’s simple and very effective. We can see how much used to be thrown away.”

La Tricyclerie, which has two paid staff and about 10 volunteer collectors on bikes, receives a financial contribution of 40 euros per month and an annual membership fee of 50 euros from each business.

“A real community with the restaurants has built up around the reduction of rubbish and the creation of compost -- we are real environmental actors,”

said one of the volunteers, Pierre Briand, stirring smoking compost.

Cyclists call at each restaurant twice a week to pick up the waste.

The compost is redistributed free of charge to community gardens or to students of the Nantes horticultural school.

La Tricyclerie, which collects around 1.5 tonnes of waste a month, has set itself an objective of reducing the volume of restaurant food waste in the city by 40 percent. 

And the impact could spread out of town. 

The initiative has already been contacted by interested individuals in the southern French city of Perpignan, the Belgian capital Brussels, and the Indian Ocean island of La Reunion. “It’s a little drop, but the potential is enormous,” Vilboux said gently. (AFP)

US fines HSBC $175mn for lax forex oversight

The US central bank yesterday fined global banking giant HSBC $175 million for failing

to oversee foreign exchange traders who misused confidential client information and colluded with traders at competing banks.

Between 2008 and 2013, the bank failed to detect misconduct by senior traders, including its global head of foreign exchange cash trading, according the Federal Reserve.

Traders used “confidential inside information” to execute trades that benefited the bank but hurt a corporate client, conduct that resulted in traders’ federal indictment in New York on fraud charges.

An internal review by HSBC, which cooperated with authorities, also found traders attempted to manipulate foreign currency benchmark fixes and market prices generally by colluding with traders at other banks.

In an order, the Fed also directed HSBC to improve internal oversight measures and compliance with risk management requirements in its foreign exchange trading.

The enforcement action comes two months after the Fed also fined BNP Paribas $246 million over similar violations. 

HSBC was one of six major US and European banks fined a total of $4.2 billion by global regulators in a November 2014 crackdown for attempted manipulation of the foreign exchange market. 

The bank in 2012 paid $1.9 billion in fines and other charges after settling with US prosecutors over allegations it had deliberately moved money for drug cartels, clients tied to terrorist organizations and sanctions-barred countries, or failed to prevent this.

The agreement, due to expire this year, requires the bank to cooperate with US law enforcement and avoid further violations or risk seeing reinstated charges linked to money laundering. (AFP)

The EU will propose a new tax on tech giants such as Google and Facebook next year despite

opposition by several states that fear a blow to their economies, European Commission chief Jean-Claude Juncker said Friday.

Championed by French President Emmanuel Macron, the new tax on digital multinationals will target revenue generated in an EU country, instead of on profits that are booked in a low-tax EU headquarters, often Ireland or Luxembourg.

The hope is to have a formal proposal by EU ministers in December, that would become a draft law by the commission, the EU’s executive arm, in 2018.

“Tax has to be paid where it is due, be it offline or online,” Juncker said after an EU summit in Tallinn, Estonia. 

“The commission will propose next year new rules on fair and effective taxation that provides legal certainty and a level playing field for all.”

Juncker made the commitment after Macron pressed the issue at the second day of the summit, where the leaders discussed the opportunities and dangers of the digital economy.

The push by France, already backed by powerful Germany, is part of a wider onslaught by the EU on Google and other US tech behemoths as Europe seeks ways to regulate Silicon Valley more tightly.

In a closely watched speech on Europe Tuesday, Macron thundered against high tech companies that had become the “freeloaders of the modern world.”

So far about a dozen of the EU’s 28 member states have signed on to the idea, though many urge action to take place on a global level, such as the G20, instead of just in Europe.

The hypnotic “Gett: The Trial of Viviane Amsalem” is the story of a woman wronged by

men and God, if finally, in a sense, redeemed by cinema. Under Israeli law, a woman can be divorced only if her husband presents her with a religious bill of divorce called a gett. No gett, no divorce. The long-suffering title character desperately wants to be free of her husband, who refuses to let her go. So year after year, Viviane pleads her case before a rabbinic court, waiting for her divorce as days slip into weeks and then months, her pacific face glazed with tears and her body occasionally rocked by a laugh tinged with knowing and madness.

Viviane — brought to powerful life by Ronit Elkabetz — is at once a fleshed-out character, a political metaphor, a shout to heaven and earth. The movie’s title brings to mind all those novels named after their protagonists, especially women with tribulations, but the word trial also almost predictably suggests Franz Kafka. It soon becomes clear why. In Israel, all divorces and marriages, even secular ones, are under the power of rabbinic courts and therefore Orthodox Jewish law. A wife who doesn’t receive a gett from her husband becomes an “agunah” — chained or anchored woman. A husband can be chained, too, although this is apparently rarer.

Set in the present, “Gett” focuses on Viviane’s determined efforts to divorce her longtime husband, Elisha (Simon Abkarian), a pious man with whom she has had several children and an apparently unhappy life. (nytimes)

No gett, no divorce. The long-suffering title character desperately wants to be free of her husband, who refuses to let her go. So year after year, Viviane pleads her case before a rabbinic court, waiting for her divorce as days slip into weeks and then months, her pacific face glazed with tears and her body occasionally rocked by a laugh tinged with knowing and madness.

Viviane — brought to powerful life by Ronit Elkabetz — is at once a fleshed-out character, a political metaphor, a shout to heaven and earth. The movie’s title brings to mind all those novels named after their protagonists, especially women with tribulations, but the word trial also almost predictably suggests Franz Kafka. It soon becomes clear why. In Israel, all divorces and marriages, even secular ones, are under the power of rabbinic courts and therefore Orthodox Jewish law. A wife who doesn’t receive a gett from her husband becomes an “agunah” — chained or anchored woman. A husband can be chained, too, although this is apparently rarer.

Set in the present, “Gett” focuses on Viviane’s determined efforts to divorce her longtime husband, Elisha (Simon Abkarian), a pious man with whom she has had several children and an apparently unhappy life. (nytimes)

A top Malaysian opposition MP was

jailed for one month yesterday after he withdrew an appeal for a “petty” offence that his lawyer said highlighted the “absurdity” of the government.

Chua Tian Chang, better known as Tian Chua, had appealed the sentence handed to him in January 2014 after he was found guilty of trespassing for refusing to leave a restricted police training centre in 2012. Chua, 53, is vice-

president of the opposition People’s Justice Party and his jailing comes just months ahead of elections due to be called by August 2018 in which a fractious opposition coalition faces a strong challenge in its attempt to topple Prime Minister Najib Razak.

The 2012 incident saw Chua and hundreds of others detained at the Police Training Centre during massive protests in which thousands marched in the capital to demand sweeping electoral reforms.

A rumbling volcano on the holiday island of

Bali is spewing steam and sulphurous fumes with more intensity, heightening fears of an eruption as officials said the number of evacuees had topped 144,000.

Mount Agung, 75 kilometres (47 miles) from the resort hub of Kuta, has been shaking since August and threatening to erupt for the first time since 1963 -- a potential blow to the island’s lucrative tourism industry.

The Indonesian Centre for Volcanology and Geological Hazard Mitigation said

Friday that remote satellite sensing had picked up new steam emissions and thermal areas within the crater.

White steam clouds -- which contain sulphurous fumes -- have been observed rising 50 to 200 metres above the summit, the centre said.

“At this moment, the probability of an eruption is higher than the probability of no eruption; however, the probability may change,” said Kasbani, the centre’s head volcanologist who like many Indonesians goes by one name.

Another of the volcanologists at the centre,

Gede Suandika, said the more frequent emission of sulphurous fumes in the past three days indicated the volcano was changing.

“This morning the steam billowed from the crater like the smoke that comes out of a factory chimney,” he said.

“Since the sulphurous fumes are out, the possibility of an eruption is getting more real.”

Bali’s disaster mitigation agency said 144,389 people had now been evacuated, compared to a tally of some 122,490 by Thursday. (AFP)

President Donald Trump’s health secretary, seeking

to tamp down a broadening scandal over his use of costly private jets for government travel, said Thursday he would reimburse federal coffers for the expenses.

“I regret the concerns this has raised regarding the use of taxpayer dollars,” Tom Price said in a statement, a day after Trump issued a forceful public rebuke about his flights on private aircraft.

“Today, I will write a personal check to the US Treasury for the expenses of my travel on private charter planes.”

In all, Price has flown on 26 separate trips this year on private aircraft, totalling some $400,000, according to Politico.

Price’s job as head of the Department of Health and Human Services (HHS) appeared to hang in the balance in recent days, amid an internal probe into his use of the costly jets instead of commercial travel.

The trips were for

government business, HHS said, but some of the flights were to destinations where Price owns property, or where he met relatives.

A stampede on an overcrowded Mumbai railway bridge lashed by a monsoon storm killed at least 22 people

yesterday. Some were crushed to death, some suffocated and others

just fell from the bridge, witnesses said. Shoes, slippers and bags were left strewn over the steps of the bridge after bodies were cleared.

Hundreds of people took shelter on the bridge from a sudden downpour and the deadly crush started as they emerged, an Indian Railways spokesman said.

Seventy-eight-year-old newspaper seller Dadanand Parab told how victims tumbled over the side of the bridge onto his stall.

“They were breathless and shocked and I tried to help by giving them water but there were just so many people,” Parab, who has sold newspapers at the station since 1975, said.

“It was a nightmare situation. I saw many women and men just collapsing due to overcrowding and suffocation.” 

Indian Railways spokesman Ravindra Bhakar said more than 400 passengers took shelter from heavy rains on the footbridge.

“People at the front slipped and the huge crowd toppled over leading to the stampede,” Bhakar said.

He said 14 men and eight women were killed and another 36 people injured.

A hospital official said at least six people were in critical condition due to internal injuries and asphyxiation.

“Some had head injuries but most had signs of internal organs being damaged by pressure,” said Avinash Supe, dean of the Mumbai’s KEM hospital.

Trains were briefly halted and a formal inquiry was started into the tragedy as authorities announced compensation of about $7,500 for the family of each victim.

The stampede broke out at 10:30 am near a ticket window on the bridge that connects the Elphinstone -- recently renamed Prabhadevi -- and Parel stations in central Mumbai.

TV footage showed commuters trying to revive the injured by pumping their chests and  carrying some down stairs to street level.

Clothes rippedLocal resident Dhanashree Dhananjay Dagare, who lives opposite the bridge, said he saw commuters pushing forward towards a narrow exit on the bridge.

“Many people fell over with their clothes ripped off,” Dagare said.

Prime Minister Narendra Modi in a tweet expressed sympathies with the families of those killed and assured all possible assistance.

Last month, 23 people were killed after a train derailed in a northern city. Nearly 150 died in November in a crash. 

A series of accidents on the rail network forced Modi last month to replace the railway minister. He has pledged to invest billions of dollars to make railways safer.

Nearly $8 billion has been promised to upgrade the suburban trains in Mumbai that are a lifeline for city’s 20 million people.

Some 7.5 million passengers commute in nearly 2,500 trains daily.

Captain Dinesh Chandimal made an unbeaten 155 as

Sri Lanka put the pressure on Pakistan on the second day of the first Test in Abu Dhabi yesterday.

Openers Sami Aslam (31 not out) and Shan Masood (30 not out) negotiated 23 overs to take Pakistan to 64-0, still trailing Sri Lanka’s first-innings total of 419 by 355 runs.

They need another 156 to avoid the follow-on, a task which should be simple on a flat Sheikh Zayed Stadium pitch.

Both Masood and Aslam, opening for the first time together, looked assured as Sri Lanka attacked through all their three spinners and two seamers in short spells.

But it was a memorable day for Sri Lankan skipper Chandimal, whose marathon knock of over nine hours in hot conditions propelled his team to a strong total.

He came in to bat with his team in trouble at 61-3 on Thursday, but led the fightback in a fourth-wicket stand of 100 with Dimuth Karunaratne (93).

On Friday, after Sri Lanka resumed at 227-4, Chandimal added 134 for the fifth wicket with Niroshan Dickwella (83)

and another 92 for the sixth with Dilruwan Perera, who made 33.

Chandimal faced 372 balls and struck 14 boundaries to leave Pakistan toiling for wickets, before the tail succumbed to some good pace bowling by Mohammad Abbas, who took 3-75.

Dickwella stand was only broken in the 22nd over of the day when Dickwella played on to fast bowler Hasan Ali, spurning a good chance to post his maiden Test hundred.

previous best Test effort of 81, made against Zimbabwe in Colombo earlier this year.

Chandimal reached his ninth Test century -- his first in four matches as captain, and first against Pakistan -- by driving left-arm paceman Mohammad Amir through the covers for his 11th boundary.

South Africa claimed three top-order Bangladesh

wickets to take a firm grip on the second day of the first Test at Senwes Park yesterday.

Bangladesh were 127 for three at the close, still trailing by 369 runs after South Africa declared their first innings on 496 for three.

Dean Elgar made 199 and Hashim Amla scored 137 as South Africa batted remorselessly until tea before captain Faf du Plessis declared.

The declaration caused a problem for Bangladesh because regular opener Tamim Iqbal had been off the field towards the end of South Africa’s innings, which meant he had to wait for 48 minutes before he could bat.

Basque Rider Mikel Landa feels his impulsive style of

racing isn’t always compatible with Team Sky, who like “to have everything controlled.”

Landa will race with Spain’s WorldTour Movistar team in 2018, first closing out 2017 with races like the Il Lombardia.

“It’s not easy,” Landa said in a Eurosport interview when asked about racing in Team Sky.

“It’s a team that likes to have everything very controlled, very tied up, and maybe I’m a little different rider than that. I like to follow my impulses a little, to move more by feelings and sometimes we are not compatible.”

Landa, however, delivered Sky a summit stage win and the mountains overall classification in the Giro d’Italia and turned around to help Chris Froome take a fourth Tour de France title.

France this July, it seemed as though Sky needed to reel in the 27-year-old while Froome was still coming up to speed.

Manchester City striker Sergio Aguero has suffered a broken

rib in a car crash in the Netherlands, dealing a major blow to the Premier League leaders’ title aspirations.

Aguero had established himself as the driving force behind City’s surge to the top of the table with six Premier League goals this season, but now the Argentine ace could face a lengthy spell on the sidelines.

The 29-year-old sustained the injury after a taxi taking him to an Amsterdam airport following a music concert was involved in an accident on Thursday night.

City manager Pep Guardiola said Aguero will miss City’s clash at champions Chelsea today, and is also set to be sidelined for Argentina’s World Cup qualifiers early in October.

British media reports claim Aguero will be out of action for at least two months, but Guardiola did not have an exact time frame for how long his star would spend recovering from the injury.

“The first impression is he has broken a rib but the number of days he will be out, I don’t know,” Guardiola told reporters in Manchester yesterday.

Aguero was due to return to Manchester yesterday morning,

with Guardiola insisting he had no problem with Aguero being in Amsterdam on his day off.

“A day off is to be happy,” he said. “I am a trainer who doesn’t want to train every day because they (the players) need to rest, mentally and physically.”

Amsterdam police spokesman Frans Zuiderhoek said that officers attended an accident in the city at around 11:00pm (2100 GMT) on Thursday after “a taxi-cab hit a lamp-post”.

He could not confirm the identities of the two passengers and the driver, who all asked to remain anonymous.

“No other vehicles were

involved,” he said early yesterday, adding that three people in the taxi “have been transferred to hospital for observation... but there were no bad injuries”.

The accident occurred on De Boelelaan street, said Zuiderhoek, not far from the Arena A where Colombian singer Maluma performed on Thursday.

Television images showed a black cab, mounted on the grassy middle of a busy four-lane highway, the front staved in after it apparently ploughed front first into a tall blue-and white striped lamppost.

It was surrounded by at least two ambulances and two police cars. (AFP)

Pogba injury is ‘long-term’ admits Jose MourinhoManchester

Jose Mourinho has finally admitted Paul Pogba’s injury absence will be

“long-term” amid fears the Manchester United star could be out until after the November international break.

Pogba injured his hamstring in a Champions League tie against Basel earlier this month and initial reports suggested the France midfielder could be out for 12 weeks.

United manager Mourinho had previously refused to comment on those reports and claimed he had not even asked for an update about Pogba’s status.

But, while Mourinho will still not address those claims, he has finally conceded there is no return for his midfield ace in the near future.

Speaking at a press conference yesterday, Mourinho said: “He’s injured, he cannot play tomorrow and it’s not an injury that I can have the hope I have with (Antonio) Valencia or (Phil) Jones.

“I have the hope to see them in training. Long-term injuries I don’t speak about them.

“(Zlatan) Ibrahimovic, Pogba, (Marcos) Rojo, I don’t think about these players.”

Mourinho listing Pogba along with Ibrahimovic and Rojo, who have been

out since suffering knee ligament injuries in April, does appear worrying for United.

Rojo, at least, is in training with the United squad and is making good progress while Mourinho has refused, as in the case of Pogba, to reveal any details about the knee ligament injury Ibrahimovic suffered before signing a new contract with the Manchester club.

Meanwhile, Mourinho, whose side face bottom of the table Crystal Palace on Saturday, has revealed he is more concerned about United’s gruelling schedule than the standard of opposition they face. (AFP)

British rivals Tony Bellew and David Haye have

agreed to a second instalment of their heavyweight grudge match in December.

Former light-heavyweight and cruiserweight Bellew stepped up to the heavyweight class to hand former world champion Haye just the third defeat of his career in London in March.

But Haye fought for five of their 11 rounds with a ruptured Achilles leading to more questions than answers and leaving many hoping for a rematch.

There was plenty of bad blood between the pair in the build-up to the first fight and now,

with Haye fit again, the pair will have a rematch at London’s 02 Arena on December 17.

“I will have the exact same attitude I had going into the first fight -- win at all costs,” Bellew said yesterday. “I will be victorious on December 17 and I will end David Haye’s career. Another loss to me closes the curtain on the Hayemaker. “This isn’t personal anymore, it’s strictly business. This is just another fight.”

Haye, a heavyweight title-holder between 2009 and 2011, has rebuilt both his body and his team since the loss to Bellew, with Ismael Salas taking over from Shane McGuigan as his trainer.

“I’m excited to give the

public the rematch they truly crave, ever since the explosive first showdown earlier this year. On March 4, the script was

thrown out the window and the unpredictability of sport revealed itself in its most raw form,” he said.

Barty, ranked 37th in the world, snatched an early break in the first set to lead her normally fiery opponent 2-0. Ostapenko broke back but the Australian moved ahead again in the sixth game and held on to close the first set in just under an hour.

After breaking early in the second, Barty stormed ahead to the finishing line in less than 30

In the other semi-final, Garcia dominated qualifier Sakkari to reach her first final of the year and the first Premier 5 level final of her career.

“It feels good, it was a long

time without a final,” Garcia said in an interview on court after the match.

“It was such a fight today, and she had a great week coming from qualifiers, and I’m very happy with the way I played.”

Garcia had earlier triumphed over Dominika Cibulkova, seeded seven, and number 12 seed Angelique Kerber. The shock-prone Wuhan Open has delivered surprise results from the get-go. Toto Wolff slams ‘worst Friday I can remember’

Disappointed Mercedes team principal Toto Wolff described

his team’s woeful performance in practice for the Malaysian Grand Prix as “the worst Friday I can remember”.

Wolff did not pull his punches after championship leader Lewis Hamilton and Valtteri Bottas could manage only sixth and seventh fastest respectively in both of yesterday’s practice runs.

“Whether it was in the wet, the dry, long runs or single lap, we lacked pace today,” team principal Wolff told a press conference. “We only have 12 hours to get it right.”

“The lap time is reality. The

lap time showed we are not quick enough. It is one of the worst Fridays I can remember,” said Wolff.

Hamilton sat in the garage for most of the morning as the rain teemed down.

And the three-time world champion was on just his 10th lap of the afternoon when he took too much speed into turn eight, resulting in a sideways excursion into the gravel.

“It’s been a very difficult day,” said Hamilton.

“I’ve been struggling with the car, so we have to review and try to understand where we have gone wrong with the balance.

“We’re hoping that we’re able

to find our bearings overnight and regroup for tomorrow.”

Bottas was optimistic the team could have a better Saturday.

“We’re definitely lacking some performance, it seems like Ferrari and Red Bull are very strong,” said the Finn.

“So we have some work to do if we want to be on the front row tomorrow. The key area we are going to need to focus on tonight will be getting the maximum out of the tyres over one lap.”

Drain cover blow-out prompts track safety check at circuitSepang

Formula One officials launched an inspection of every drain

cover at the Sepang circuit yesterday after Romain Grosjean suffered a frightening tyre explosion during Malaysian Grand Prix practice.

A drain grille, which should have been welded down securely, popped up at a kerb on turn nine after Kimi Raikkonen’s Ferrari drove over it.

A few seconds later Grosjean hit the same spot at more than 200 kilometres (124 miles) an hour, with disastrous effect. The impact instantly ripped his right rear tyre from its rim and threw his Haas into the barriers.

Happily Grosjean was able to walk away, and declared “I’m all right” as the second practice session was red-flagged with 20 minutes remaining with a gaping hole left in the track.

Haas team principal Guenther Steiner later slammed the incident as

“unacceptable”.“Thank God he didn’t get hurt

or anything,” Steiner told a press conference.

“In my opinion, things like this in 2017 shouldn’t happen on a permanent circuit, they shouldn’t happen on any circuit.

“This is in my opinion not acceptable, it is not up to the standards... in the race this would have been a bigger disaster.”

Grosjean had no idea what had caused his crash until he saw TV replays.

“I’ve just seen the footage. I didn’t see anything,” Grosjean told reporters.

“The next thing I knew was that the car was not there any more. It was just spinning and heading for the wall.”

lap record as Ferrari put the pressure on Lewis Hamilton before a track fault brought an early halt to Malaysian Grand Prix practice yesterday.

Vettel clocked 1min 31.261sec around the 5.543-kilometre circuit on his qualifying simulation run in the second session to smash the old record

of 1:32.50 set by Fernando Alonso in 2005.

His Ferrari team-mate Kimi Raikkonen was second, six-tenths of a second adrift.

“It’s been a decent day,” Vettel told Sky TV.

The Red Bulls of Daniel Ricciardo and Max Verstappen were third and fourth on a frustrating day for Mercedes’ championship leader, Hamilton who was only sixth fastest with Valtteri

Bottas seventh.“Red Bull looked very fast

in the mixed conditions this morning, in the damp and wet on the intermediate tyres,” added Vettel.

Hamilton had been on just his 10th lap of the afternoon when he took too much speed into turn eight, resulting in a

sideways excursion into the

gravel and a wrecked set of soft tyres. Hamilton did manage to avoid beaching the car and was able to limp back to the pits, where his mechanics removed the nose and started making frantic changes to the set-up.

When he did re-emerge with 40 minutes of the session remaining his car appeared still to be handling erratically,

and his first timed lap was fully 1.4 seconds down on Vettel.

“Fridays are when you play around and try some things,” Vettel said. “It looked like both Mercedes were struggling in morning and afternoon so I’m pretty sure they will be fine tomorrow.”

Ricciardo added: “I think Mercedes were quite heavy today. I don’t know if it’s legit or they’re playing some games.” (AFP)
