4 THE IPLOCA NEWSLETTER

Letter from the President

As we approach the end of the first quarter of 2013,

arrangements for our Washington DC Convention are

in full swing. In anticipation of the event and along with

members of the Secretariat staff, I visited Washington in

early February and some of the venues we intend to use

for various events during convention week.

You will find more details about the Convention on page 14

of this Newsletter. Be sure to start planning now to ensure

that you keep the week of Sunday 22nd September free.

Watch for the opening of registration on 1 May and sign up early.

The Health and Safety statistics are due right away - on 8 March. The submission form

is available at www.iploca.com. The submission of Environmental Statistics was a

new initiative introduced in 2011 and we strongly encourage everyone to submit those

statistics at the same time. Last year we received Health & Safety statistics from 97

percent of our member companies and we hope to achieve a similar result for the

Environmental statistics this year.

Along with the convention come this year’s awards. The winners of the IPLOCA Health &

Safety Award, sponsored by Chevron, the IPLOCA New Technologies Award, sponsored

by BP, and the IPLOCA Corporate Social Responsibility Award will be announced in

Washington in September. Further details and deadlines will be communicated via email

and award entry forms will also be posted on the website.

Our work in HSE, New Technologies and Training continues, and you will find more

information about it in this newsletter.

If you have questions, comments or ideas regarding IPLOCA, please get in touch at

[email protected]

Sincerely,

Doug Evans

continues co-funding on CNST-2-2 Lowering-in Stresses

and CNST-2-3 Route Selection Best Practice. PRCI is

managing the research. INGAA Foundation and IPLOCA are

represented, but PRCI is the major funding agency.

The draft minutes from the Istanbul Board Meeting were

reviewed and approved.

Treasurer’s ReportThe Treasurer’s Report presented the Forecast to Complete

2012, Convention Results and the Budget for 2013.

IPLOCA finances are strong, with funds set aside for

emergency situations such as unexpected cancellation of

the Convention, or dissolution of the Association. It was

noted that we expected to complete 2012 with a slight cost

overrun of CHF 8,828, as a result of the funding of research

and costs involved in the production of the Safety DVD.

The budget for 2013 showed costs and income both slightly

reduced and we are expecting some cost underrun in 2013.

The accounts and the budget for 2013 were approved by

the Board of Directors as stated.

Workshop Preventing Catastrophic LossesThursday, 11 JulyIPLOCA’s HSE Committee has scheduled a workshop

in Geneva, Switzerland, for Thursday, 11 July 2013, to

tackle the topic of how to prevent catastrophic losses.

The conventional wisdom that “recordables” are a sound

predictor of fatalities is really coming under assault

across the occupational safety and risk management

professions. We now have to re-wire how we approach

high consequence/low probability events (for example,

fatalities) versus low consequence/high probability safety

events (e.g. Total Recordable Injury Frequencies).

The committee’s goal is to engage the IPLOCA

membership in these discussions, invite speakers to

address the topic and provide thought leadership in

this area. The agenda is being developed, but will likely

include discussions on “Debunking the Injury Pyramid”

and “Preventive Systems & Predictive Metrics for

Catastrophic Losses” More information will be available

soon at www.iploca.com.

Health, Safety & the Environment Health & Safety Statistics Required from all Regular Members

As a condition of membership, Regular Members are

required to submit their annual health & safety statistics to

IPLOCA, such that aggregate statistics for the industry can

be collected and monitored.

We welcome this information also from our Associate

Members who have field construction activities. The

returns should cover pipeline construction sites or offshore

operations and all infrastructure-related projects.

Please note that Main Construction and EPC Contractors

and EPCM Contractors should report all incidents, including

those related to their subcontractors. In case of integrated

JVs, the Technical Leader should report the totality of the

JV incidents. The accidents, incidents and near misses

taken into account are those that happen within the jobsite

perimeter, or when travelling from camp to jobsite or

during any other transportation. Travel accidents, incidents

and near misses from home or from any other private

location to the worksite must be included.

If you already have ISO, OHSAS or any other accreditations,

please advise us when you submit your return. Your return

is a confidential document and is not shown or passed to

any third party, other than the HSE Committee working

within the IPLOCA Office.

Environmental Statistics Strongly Encouraged

IPLOCA has recently established an Environmental

Statistics Return Form. Last year the return response rate

was 63 percent and this year we wish to improve upon this,

so please ensure we receive your fully completed form as

soon as possible.

The goal of this form is to respond to growing worldwide

trends in environmental accountability. IPLOCA’s hope

is that this form will serve members who are already

active in the environmental assessment domain, and serve

as an example to those who have yet to undertake any

such action. We strongly encourage all Regular Members to

provide this information so that the entire membership can

benefit from the aggregated information and we welcome

this information also from our Associate Members who

have field construction activities. The returns should cover

pipeline construction sites or offshore operations and all

infrastructure-related projects.

Please note that reporting by main construction and EPC

contractors follows the requirements above for Health &

Safety statistics. Submissions will be used to determine

IPLOCA’s environmental aggregate statistics related to

onshore and offshore construction.

Health & Safety Statistics Return If you have not already done so, please be sure to

complete and submit your 2012 Health & Safety

In the HeadlinesOil Market Tightened in December, IEA Monthly Report Says Chinese demand increased while Saudi output eased, January Oil Market Report FindsThe global oil market tightened in December as Chinese

demand increased and Saudi output declined from 30-year

highs, according to the International Energy Agency’s

Oil Market Report for January. The report warned against

making hasty interpretations about the shifts in Saudi

production and Chinese demand. It noted that the dip in

Saudi supply seems driven less by price considerations

than by the weather. “A dip in [Saudi] air conditioning

demand – as well as reduced demand from refineries

undergoing seasonal maintenance – likely goes a long

way toward explaining reduced output,” the report said.

“Nothing for the global markets to worry about.” The report

also cautioned that although manufacturing has picked

up in recent months in China, elevated debt levels and

economic uncertainties could lead to swings in Chinese

demand, in both directions, throughout 2013. Amid the

shifts in Saudi production and Chinese demand, crude

prices built on their late-2012 gains to hit three-month

highs at the start of this year. While the Oil Market Report

noted that the rally looked overdone, it said that higher oil

prices are underpinned by the reduced risk of a recession

in the United States.

Russia to Build Pipeline with CroatiaGazprom and Croatia’s Plinacro have agreed to build a

natural gas pipeline to ship Gazprom gas to European

markets. Gazprom and Plinacro signed an agreement in the

Croatian capital Zagreb to build a USD 79.9 million, 62 mile

long extension to Gazprom’s South Stream gas pipeline.

Both Gazprom and Plinacro are state-owned companies. The

project provides for creating a joint venture to contribute to

the construction of South Stream’s extension for delivering

Russian natural gas to Croatia by 2016. The pipeline’s annual

capacity is for 2.7 billion cubic meters of gas, Golos Rossii

news agency reported. As part of the agreement Gazprom

will also construct a power plant in Croatia to maintain its

domestic market for the fuel. The pipeline is tentatively

scheduled to come online by December 2016.

Belgium Plans Artificial Island to Store Wind PowerBelgium is planning to build a doughnut-shaped island in

the North Sea that will store wind energy by pumping water

out of a hollow in the middle, as it looks for ways to lessen

its reliance on nuclear power. One of the biggest problems

with electricity is that it is difficult to store and the issue is

exaggerated in the case of renewable energy from wind or

sun because it is intermittent depending on the weather.

Excess energy would be used to pump water out of the

centre of the island, and then the water would be let back in

through turbines when demand outpaces supply.

TransCanada Plans $5.1 Billion Pipeline to LNG TerminalTransCanada Corp., builder of the Keystone XL oil

pipeline, was selected to construct and operate a CAD 5

billion (USD 5.1 billion) natural-gas conduit to Petroliam

Nasional Bhd’s planned export terminal in British

Columbia. The Prince Rupert Gas Transmission project

has a proposed initial capacity of 2 billion cubic feet a

day from the Montney region to the planned liquefied

natural gas terminal in Port Edward, British Columbia,

TransCanada said today in a statement. The pipeline

may begin operation in 2018, subject to government and

corporate approvals. Progress Energy Canada, purchased

by Petronas last month for CAD 5.2 billion, selected

Chevron Announces Two Discoveries Offshore Western AustraliaChevron Corporation has announced further drilling

success by its Australian subsidiary in the Exmouth

Plateau area of the Carnarvon Basin, a premier

hydrocarbon basin. The Pinhoe-1 exploration discovery

well encountered approximately 197 feet (60 meters)

of net gas pay in the Barrow and Mungaroo Sands.

Pinhoe-1 is located in the WA-383-P permit area, located

approximately 124 miles (200 kilometers) north of

Exmouth off the Western Australia coast. The well was

drilled in 3,048 feet (929 meters) of water to a total depth

of 13,396 feet (4,083 meters). The Arnhem-1 exploration

discovery well confirmed approximately 149 feet (45.5

meters) of net gas pay in the upper Mungaroo Sands.

Arnhem-1 is in the WA-364-P permit area, located

approximately 180 miles (290 kilometres) north of

Exmouth off the Western Australia coast. The well was

drilled in 3,963 feet (1,208 meters) of water to a total depth

of 9,557 feet (2,913 meters). Chevron has now announced

a total of 19 discoveries in Australia since mid-2009.

Norway Unveils USD 10 bln Arctic Gas ProjectsNorway’s energy industry shifted its focus further north

as oil and gas companies announced over USD 10 billion

worth of projects in the Arctic to extract and transport

offshore natural gas. Statoil unveiled plans to develop

its 47 billion cubic metre Aasta Hansteen gas field in the

Norwegian Sea for USD 5.7 billion, and a consortium of

10 firms agreed to spend a further USD 4.5 billion to build

the 480 kilometre Polarled pipeline to bring the gas to

an onshore processing plant. The investments are likely

to lead to further investment in the Arctic and have set

the stage for this summer’s licensing round, in which

Norway plans to sell 86 blocks, mostly in offshore Arctic

areas. Polarled, Norway’s biggest offshore gas pipeline

since Langeled started to deliver Norwegian gas to

Britain in 2007, will be finished by late 2016 and will also

collect gas from several smaller fields, including Royal

Dutch Shell’s Linnorm and RWE’s Zidane. It will bring

gas to the Shell-operated Nyhamna processing plant on

Norway’s western coast for export primarily to Britain,

while possible tie-ins to other pipelines could open other

export routes.

agreement on the construction of the Trans Adriatic Pipeline

(TAP) on 13 February in Athens. This was announced

by Greek Foreign Minister Dimitris Avramopoulos after

a meeting with Azerbaijani Foreign Minister Elmar

Mammadyarov on the sidelines of the Munich Security

Conference. It is planned to transport Azerbaijani gas to

Western Europe via TAP. The estimated capacity of the

pipeline will be from 10 to 20bn cubic meters a year. The

negotiations on the details of the agreement between

Greece, Italy and Albania are still pending, the Athens News

Agency reported, citing the Greek Foreign Ministry.
