WORD OF INTRODUCTION Have you ever said ‘I am fed up’? A 92-year old president, ruling for the past 36 years, organised a banquet for his birthday with 50'000 guests. Price of the party: 800'000 US dollars, when half of his people are starving. Davos forum in Switzerland: 1600 private jets to talk about global warming, millions spent to talk about inequalities in the world. Heard yet about the concrete results? COP 21 in Paris: 13 days of ‘negotiations’, millions spent by the 196 national delegations and the final resolution signed: to limit the rise in the global temperature to less than 2 degrees Centigrade from now until 2100. At the same time, who cares about what is called the Great Pacific Garbage Patch, also known as the ‘7th continent ‘, 3.43 million square kilometres (1/3 of the size of Europe). Its size has tripled since 1990! Migrant crisis: more than a million migrants and refugees crossed into Europe in 2015. How many summits will it take and millions spent without finding any solutions! I could go on and on and on, those are just a few examples… My idealistic side is often hurt, because I still want to believe in the goodness of human beings and in their will for a better world, for a global peace… although I was often told, when trying to figure what was going on : ‘follow the money’… I guess it is so true. ‘Two things are infinite. The universe and human stupidity…. and I’m not sure about the universe!’ Thanks Mr Einstein. But not within the IPA, right? Don’t we all deeply believe in the values promoted by our association? We put our energy into positive actions and projects that help at our modest level, don’t we? Let’s question ourselves and try to follow our motto ‘Service through friendship’ every single day. AROUND THE WORLD

IPA New Zealand cordially invites you to the 61st World Congress and Friendship Week 2016!

Diverse landscapes, bubbling hot mud pools, hobbits and new friendships await visitors to the 2016 World Congress and Friendship Week in New Zealand in October 2016. IPA New Zealand President, Paul Visser, says ‘We know it’s a long way for members to come to our shores so we are going to make sure they get a real taste of New Zealand during their time here and we look forward to showing them ‘Kiwi’ hospitality’.

With the Congress being held in the centre of Auckland, New Zealand’s largest city, delegates and visitors will enjoy a diverse melting pot of culture. Nestled between the Pacific and Tasman Oceans, Auckland is also home to 48 volcanic cones, where a trek to the top of one will provide you with 360 degree views over the city. Commonly referred to as the ‘City of Sails’ Auckland is renowned for its beautiful harbor and beaches which are just a short drive away from the central city. President Paul Visser says Auckland is a compact city so there will be plenty of time for delegates and visitors to experience all that Auckland has to offer. ‘Visitors may want to hop on a ferry and visit the beautiful Waiheke Island where they can sample some of the best wines in the world, or perhaps for the more energetic try the Coast to Coast walkway which takes you from the Tasman Ocean to the Pacific Ocean giving you not only the chance to climb a volcano or two but also provides a glimpse into Maori and colonial history.’

Or visitors can simply relax and enjoy the sights and sounds of the Auckland Viaduct where restaurant diners can enjoy world class cuisine and watch the busy waterfront happenings, Paul says. For those lucky enough to stay on or come for Friendship Week, Paul says New Zealand’s diverse landscape will be on full show.

Visiting the central North Island city of Rotorua, visitors will explore an area of stunning geothermal activity. Sculptured out of volcanic activity and thousands of years in the making, Wai-O-Tapu is considered to be New Zealand’s most colourful and diverse geothermal sightseeing attraction. An evening of cultural performance will allow visitors to experience an introduction to Maori culture and enjoy a traditional ‘hangi’ meal. New Zealand’s agricultural story will be on display with a fun and interactive show and whether you’re a fan of Lord of the Rings or not you will enjoy a trip to Hobbiton to experience first-hand the fascinating “Middle-Earth” set in some of New Zealand’s most picturesque countryside. No visit to New Zealand is truly complete without a trip to the North Island’s most northern point, Cape Reinga. The first IPA Choir in the World celebrates its 15th Anniversary The first IPA Choir in the World started off on a whim, during a trip organised by IPA Austria’s Imst branch (Tirol) 15 years ago. The choir was launched by the chairman at the time, Reinhard Wieser, and Burgi Atzenhofer. There are, of course, many IPA members who like singing, but it was nevertheless not an easy task to set up a choir under the leadership of a

conductor. Many experienced ‘choir professionals’ predicted the quick demise of the mixed ensemble; however, we are pleased to say that this was not the case! All members enjoyed the experience, and performances became more frequent: everyone remembers with fondness when the IPA choir sang in front of a congregation of 2000, as well as events in Upper Austria and Italy. And as you can see from the photo, the choir members’ elegant outfits are also something to be proud of. Nowadays, the IPA choir with its 27 members is a permanent feature of the IPA advent event in Tirol, which is the largest of its kind in the Alps. Klaus Herbert, press officer IPA Austria

OBITUARY JEAN VALLOIS An IPA France 'ELDER' has left us. Mr Jean Vallois has passed away at the age of 91.

Since 1981, when he joined IPA Paris, this Paris police chief gave his unwavering support to our association. Thanks to his position, he was able to help IPA Paris gain recognition with Mr Chirac, the mayor of Paris at the time, as well as with the Police Prefecture. He also facilitated meetings and functions between the authorities and foreign delegations, in particular during the 1985 World Congress in Paris. Mr Philippe Goujon (deputy mayor of Paris in charge of security), successor to Ms Nicole de Hautecloque (sponsor

of IPA), always responded positively to Mr Vallois' requests.

Mr Vallois was technical adviser for IPA France, and was a member of the Council of Elders, which was founded around the same time. He was also one of the 'veterans' at Gimborn Castle where, every year, his poems would be the highlight of the French soirées. He will remain in the memories of everyone who knew him for his discretion and his kindness, and will be remembered as a great man – a visionary for the problems faced by the police – who had the ability to get to the heart of our society's needs. ON THE TABLE OF THE IEB

The Socio-Cultural Commission’s work plan and goals for the term 2015-2019

The main goal of the Socio-Cultural Commission (SCC) will be to maintain close contact with all sections to lead co-operation, promote, assist, initiate, change, and set out new targets to contribute to every section and every IPA member. The SCC is a new commission, but relies on two previous commissions: the International Social Commission (ISC) and the International Cultural Commission (ICC).

Our major task is to lead and make a change, not necessarily taking sections where they want to go, but ought to be. The SCC will empower the sections and the national IPA leadership by initiating international co-operation between sections and within the sections for issues related to social and cultural activities: IPA houses and other accommodation - Vossie Vos (South Africa) By June 2016 we would like to have a complete and accurate list of IPA houses and ‘other accommodation’ that will be published on the international website and on all national ones. Since it is a dynamic issue, Vossie will be responsible for updating the webmaster Andy and the IAC. Vossie will also be responsible for authorising IPA houses according to the rules. In South Africa, we have some of the best IPA houses, and this experience will assist internationally.

Hosting and travel - Zina Gantcheva (Bulgaria) The SC held an international survey and recommended changes regarding the travel form and the procedure. This is one of the major tasks of IPA internationally. We will need to monitor the implementation of the procedure, use of the form and assist sections in making travel and hosting easy for IPA members.

International Youth Gathering - Manel Castellví (Spain) Manel has been dealing with the IYG for many years in the ICC, and his experience and knowledge is unique. Last year he led the IYG in Spain, with great success. Manel will continue to lead this project.

Media, social media and commission secretary - Dr. Eran Israel (Israel) Eran will be responsible for the media and all information that will go in and out of the SCC, including the correspondence with the IAC.

Sports and IPA Games - Vytautas Piluskus (Lithuania) This is one of the major activities in the IPA and the most appealing to young police officers. We will assist sections in initiating international games and activities. In this term, the SCC will start with the IPA Games. We have some options that we will check in 2016, and we hope to start with the IPA Games in 2017.

Initiating international social activities - Kyriakos Karkalis (Greece) Social activities form the major part of the IPA. We want to use the social activities for international co-operation and collaboration. Kyriakos has a lot of experience with large international events, and we would like to use his expertise as well as Section Greece’s knowledge in this area internationally.

Video, photo, websites awards - Kikis Pericleous (Cyprus) We will continue with these and use the expertise of our SCC members. We will initiate 2 photo competitions in the current term as well as 1 video competition, plus website awards each year:

Special projects - Anabela Alferes (Portugal) The ICC initiated beautiful and important projects like the international cookbook. Social and cultural fields offer many possible initiatives. We will examine these possibilities and recommend new projects of interest to the sections.

Projects regarding recruiting young police officers and liaison officer to sections - Denis Nadeau (Canada) We found out in the ISC that some of the major social projects are appealing to young police officers especially, such as sports, WPFG, EPFG, travel and hosting, IPA houses and other accommodation. Initiating the recruitment of young police officers is one of the major goals of the IPA internationally, and we would like to use these activities, and many more, to assist sections in their recruiting operations. Denis will also deal with IPA sections of interest that are under my responsibility: Andorra, Bulgaria, Canada, Cyprus, Israel, Mexico, Portugal, Spain, USA. As you can see, all of these sections are also represented by our SC members, except for the USA and Andorra, to explain what we are looking for and Denis will be our liaison officer to these sections.

IPA heritage - Dr.Humerto García Gómez (Mexico) We want to translate the IPA history into Spanish and use Humberto’s expertise for this. We also want to start a history project which can start in a digital version and if we will find a budget and participation of the sections, in a printed version.

Hobbies - Denis Dunne (Ireland) A lot of IPA friends are involved in hobbies such as collecting police items, including police badges, emblems, police caps, models of police cars and many others. We also have radio enthusiasts. We want to create international co-operation and create a virtual market place where it will be possible to meet, swap items, share collections and models, including the possibility of meeting up in person.

Looking into the future As we look into the future of IPA we can assume that the future relies on our ability to recruit young police officers and maintain a close relationship with each national police force. The SCC will empower projects and issues that will contribute to the efforts to reach young police officers, especially in social activities, sports, hosting, travel and social media. To maintain close and personal contact with each section, the SCC will appoint one commission member to liaise with nine sections that are under the responsibility of the chairperson of the SCC. In this way the sections will be in contact with the SCC and with the professional commission member. The success of the commission will rely on close contact with all sections, and we hope to be able to reach out and touch every section and IPA member. Gal Sharon, Chairperson Socio-Cultural Commission Attending Cologne Carnival and a reception at the City Hall

Cologne Carnival is famous for staging one of the largest carnival events in the world, attracting around 1.5 million visitors each year. For many years, IPA Cologne has been actively involved in the carnival and this year arranged an extended weekend programme, including the 49th Carnival Ball in the ‘Brunosaal’, with many international IPA guests attending.

For the 2016 festivities, IPA Cologne included its 60th anniversary in the programme, and was able to welcome IPA members from Canada, Belgium, Luxembourg, Romania, Sweden, the UK and the USA. After the events involving the sexual harassment of hundreds of women outside of the railway station on New Year’s Eve 2015, Cologne unfortunately became known for something else rather than carnival happiness and friendship, and many IPA guests had cancelled their plans to participate in the IPA event as well as celebrating ‘Rosenmontag’. In relation to this, Deputy Mayor Elfi Scho-Antwerpes invited all IPA members to a reception at the City Hall of Cologne. In my capacity as Chair of the PC, I was presented with the Mayor’s Carnival Award and invited to hold a speech, in which I greeted all IPA members present as well as the representatives from the Police of Cologne and the City of Cologne with encouraging words regarding the presence of many extra ‘Police eyes’ during the carnival days. Police Officers from all over Germany who had been summoned to work 12-hour shift were present. I reminded all IPA members how important it is to stand together in difficult times and to support each other.

‘IPA is an off-duty association, however we all meet under the umbrella of our profession and that is why during today’s reception we dress in our uniform to stand by Cologne and our fellow Police officers’. Norbert Wagner, Leitender Kriminaldirektor (Commissioner) and Head of Criminal Investigation of Cologne, Mr. Winrich Granitzka, former Chair of IBZ Gimborn and deputy mayor Elfi Scho-Antwerpes all forwarded greetings to the IPA group. In summary, all the IPA events were full of joy and the possibility to reconnect with IPA friends as well as forge new friendships. Congratulations to IPA Cologne! To give you an impression of the police involvement during the carnival period, here are a few statistics: Crime prevention measures in Cologne from the 4th - 10th February

x Approx.: 3,000 Police officers on the streets every day from the Länderpolizei and Bundespolizei

x 1,389 persons were removed from locations to prevent them from criminal acts (in 2015: 544)

x Robbery, theft, domestic burglary and pickpocketing decreased x Overall crimes decreased by more than 7 % x Unfortunately incidents of sexual harassment increased by more than 260 %

and drug offences by 67 % x Video observation of the city centre x Light installations at dark spots around the central station

LAST WORD

I frequently get asked what my job entails and what qualities I think are important to fulfil my role. No problems explaining the job contents, but slightly more difficult to determine the required qualities. Looking at it more closely, the words ‘flexibility’ and ‘spontaneity’ spring to my mind. I can honestly say that no matter what my plans are for any working day, I often end up doing something completely different, and have to be able to deal with this efficiently. Thinking about it a bit longer, being flexible and spontaneous are qualities I think are of value to most IPA members, whether they are organising events, hosting other members, or are visitors or participants themselves. ‘Expecting the unexpected’ and being able to cope with change quickly requires a positive mindset and a helpful disposition. Today has certainly proved to be a day where I have had to rely on being flexible and spontaneous … so I wish all of you a day full of positive surprises - Elke
