EAP is for deserving IP youths, says NCIPISABELA CITY, Basilan – The National Commission on Indige-nous Peoples (NCIP) is granting scholarships to IP youths to help them pursue their college education through a financial assistance dubbed Educational Assistance Program (EAP).

By Jocelyn P. Alvarez

Speaking before some 30 IP college student-participants in a journalistic writing workshop, Abdurasid Buddick, regional EAP focal person of NCIP-9 said “you are very lucky to avail of this program. Huwag n’yo lang kami bibigyan ng rason at pagkakataon na tanggalin kayo sa master list (don’t give us a chance to strip you off from the master list.)” Buddick advised the grantees to maintain their weighted average of 80 to be able to keep the scholarship until they graduate “huwag na huwag bababa ang grado nyo ng 80 sa general average, kahit na 1 point, or else I’m sorry, you will be out (Never let your general average be lower than 80, or else, you’re out.)”

Buddick also challenged the IP youths to have a grade of 92 or above for them to be accelerated to merit list and enjoy the benefit of a full scholar. “If you are going to have a good grade of 92 and above, I can accelerate you to merit list, a full scholarship, so you will be receiving 25,000 per semester.” Regular EAP scholar receives only P10,000 per semester while full scholar gets 25,000 per semester. “Normally, the grant is only good for four years. However, if you are enrolled in a five-year course, we will give you until your fifth year so long as you can maintain your weighted average,” Buddick emphasized.

Buddick informed that the NCIP’s new system when it comes to the releasing of scholarship funds/allowance, it allows NCIP to pay directly to the school of the IP-grantee and any excess (allowance) will be deposited directly to the grantee’s account. “That is why we need your bank account details and for those na wala pa, you need to open one.” Poor but deserving members of the Indigenous Cultural Communities or Indigenous Peoples (ICCs/IPs) who are high school graduates or college level within or covered by the jurisdiction of NCIP Regional Office may avail of the EAP.

The Philippine Information Agency (PIA)-9 in partnership with the National Commission on Indigenous Peoples (NCIP)-9 and the US Embassy in Manila has conducted a two-day journalistic writing workshop for IP (Indigenous People) college students in Zamboanga Sibugay on June 17-18, 2015 at Ricomar Hotel, Ipil, Zamboanga Sibugay.

Twenty-two students enrolled in the different college programs attended the training, which puts emphasis on newswriting and editorial writing. A writing workshop ensued after each lecture.

Besides, the participants were also given lectures on social media with PIA-9 Regional Director Noemi B. Edaga as resource speaker.

Video presentations on the Bangsamoro Basic Law (BBL) and climate change adaptation have also been featured during the seminar.

One unique feature of the said training is the writing workshop in which the participants would write their own articles for critiquing.

By and large, the facilitators found the participants attentive and participative in the whole duration of the training. In fact, they were thankful to the NCIP, PIA and the US Embassy for giving them such kind of training.

“Unload everything, your problems in school, at home, frustrations, disappointments, all of them. Concentrate on this training because not everyone is given this opportunity. Other EAP grantees have not been given this experience so you should be grateful and learn much from this training,” said Ms. Marita L. Minao, NCIP Interim Provincial Officer for Zamboanga Sibugay. NCIP Regional Director Timuey Woy Lim P. Wong shared an inspiring story of his life to the participants when he was still a working

student. He endured all hardships and did not consider it a hindrance in acquiring valuable education. “This training is an opportunity to develop your personality and train you to write, to increase your knowledge. In the future, this will be very useful when you apply for a job and whatever you endeavor in life,” Dir. Wong said. PIA-9 Asst. Regional Director Franklin P. Gumapon lectured on the essential points in Basic Newswriting, the attributes of news including the news structure.

Participants were in deep thought after the lecture when they were asked to write a news story about the activity applying the attributes that they have learned in Basic newswriting as discussed by ARD Gumapon. The stories were later critiqued to conform with the basic standards. The newly-elected officers during the IP journalistic workshop in Zamboanga Sibugay were : President – Sheila M. IP youth in Sibugay found active in social media By Franklin P. Gumapon

IPIL, Zamboanga Sibugay - Like most youth in the country, the young belonging to the Indigenous Peoples (IP) in Zamboanga Sibugay are also active in social media. This was what Regional Director Noemi B. Edaga of the Philippine Information Agency (PIA)-9 discovered when she talked on social media during a journalistic writing workshop held here for IP college students on June 17-18. Director Edaga started her lecture on social media by asking the participants about their time spent for facebook, twitter, skype and other social media accounts. It was also discovered that all the

participants have been using the internet to do their research for their lessons in schools. Meanwhile, Edaga reminded the students to be responsible enough in using the social media. “You are free to post any thing [in your social media account] but not everything is beneficial,” she said. The PIA-9 chief also encouraged the participants to visit the PIA website, facebook and other social media platforms to get the recent news about the region as

well as the government programs, policies and pronouncements. Social media is one of the topics in the two-day journalistic writing workshop jointly sponsored by the National Commission on Indigenous Peoples (NCIP)-9, PIA-9 and the US Embassy in Manila for the IP college students in Zamboanga Peninsula with the theme, “IP youth for climate change adaptation and peace promotion.”

In her closing remarks, PIA - Zamboanga Sibugay Information Manager Alma Tingcang urged the participants to the journalistic writing workshop for IP college students in Ipil, Zamboanga Sibugay to keep reading to improve their vocabulary and writing skills.

They were able to gather all of you here, and, at least for the two days, you will be able to learn something out of this activity. She also commended PIA-IX that among the 17 regions in the country,” it’s only region 9 that is implementing this project (for the second year) and we are happy to support this initiative for the IPs.”

“This is very unique, because the participants are really IPs representing the different tribes in the province,” De Guzman said. NCIP-IX EAP Focal Person Abdurasid Buddick also told the grantees “you are the luckiest among your peers because you are chosen to be here.” “This is once in a lifetime opportunity, grab it,” Buddick encouraged the scholars. He also urged the grantees to study hard to avoid getting failing grades in order to maintain their scholarships.

NCIP-9 chief to IP studes: Make up yourself, love your tribeBy Claro A. Lanipa

Director Wong said this project, which is jointly implemented by Philippine Information Agency (PIA)-9, NCIP-9 and the US Embassy in Manila, seeks “to help you enhance your knowledge, talent and skills in writing.”

“In the market of job placement and employment today, competition is very

high, so you have to compete with your peers. If you don’t have the capability, talent and skills you will hardly find a job,” Wong said.

This is a very rare opportunity for you, because not all of the grantees under the Educational Assistance Program (EAP) of our office were called to participate in activity such as

this,” Wong added.

On the other hand, Director Wong appealed to the IP students to preserve their culture. “I saw there is a continuous erosion of your culture. Many of you are no longer speaking your dialect or you do not know anymore how to speak your own dialect. So, make up yourself and preserve

your tribe,” Wong challenged them.

“You cannot claim as Subanen if you do not know how to speak Subano. You need to, so that you will feel your belongingness to your tribe. Please learn how to love your tribe,” Wong concluded.

DIPOLOG CITY – “Make up yourself and love your tribe because that is where you belong,” Regional Director Timuey Woy Lim Wong of the National Commission on Indigenous Peoples (NCIP)-9, has challenged today the IP (indigenous peoples) college students attending the journalistic writing workshop held at Mibang Hotel this city.

The two-day training consists of lectures and workshops on newswriting and editorial writing interspersed with topics on social media, climate change adaptation and the government’s peace process.

All the 32 participants belong to the Subanen tribe with 12 males and 20 females.

They expressed their gratitude to the NCIP for giving them the opportunity to be trained on journalistic writing, to the PIA for the free training, and to the US Embassy for the equipment and supplies used during the workshop.

Ms. Margarita Baya, chief, Administrative Division, NCIP-9 who represented Regional Director Timuey Woy Lim Wong said the programs of NCIP are geared towards the development of our youth. “NCIP is looking at our youth especially our EAP grantees that they will be guided in the right path, so that … you will be able to achieve your dreams,” Baya said. “While we are giving you all the assistance you need, you have also a responsibility to pay back the

assistance given to you. As an IP, or as an EAP grantee you have to maintain your grade - at least an average of 80 percent for the regular grantee and 85 percent for the merit-base,” Baya reminded the scholars. “Remember your mission is not only for yourself, but for other people who need your help,” Baya stressed. “There are so many IPs in the country, but only a few are willing to stay or willing to be tapped to the community, where the IPs are waiting for them,” Baya

added. She also challenged the grantees to do their responsibility, as “the NCIP is doing its best to help you.” “Please learn to speak your dialect, because your dialect is your identity. Reach out to your community, know your culture (our attire, rituals) and know your forefathers,” she continued. “These are the challenges that NCIP is giving you now, because if we do not preserve our culture, 10 years, 15 years, 20 years from now, the IPs

particularly the Subanens will perished in the map,” Baya warned. “You have to dream high, remember your dream will only come true if you have the determination especially so the government has several programs in store for you,” Baya encouraged the youth. NCIP and your parents will provide you with wings so you could fly, but to fly low or fly high is your choice. Your choice depends on you because you shape your own destiny, the choice is yours, Baya pointed out.

This was the closing message of RD Edaga during the IP Journalistic Writing Workshop yesterday at Chandler Suites, to the 31 participants and grantees under the Educational Assistance Program (EAP) of the National Commission on Indigenous Peoples IX (NCIP-9) in Zamboanga del Sur. “PIA can only teach you to write, and we hope that the knowledge we shared will be kept alive in you by writing, re-writing and reading,” Edaga said. “You are the only one who can write from the heart, from the IP’s point of view, ours is just to give you the tools,” Edaga pointed out.

She added, “this workshop will end up today, but I hope our connection would not end here because we are virtually connected through the internet.” The lady chief encouraged the newly-elected officers and EAP grantees to unite, meet every now and then, send text messages to the group and encourage them to write or do something for their IP community. “We want to see you shine through this workshop,” Edaga said. Meanwhile, Mercilyn Hatad, NCIP Provincial Officer was optimistic that participants have learned much through this two-day training workshop given by PIA. “For

those of you who have the skills and talent in writing, this training will help enhance and improve it,” she encouraged. Hatad was also grateful to PIA for helping the IP youths because this is one way to hone their skills and talents. “I am pretty sure that this training will be a great help to the EAP grantees,” Hatad declared. “I challenge everyone to show me your write-up or output and I will exchange it with a reward. So that the effort of PIA and our office will not be in vain, it will pay-off,” Hatad inspired the grantees.

“Love yourself, your tribe, preserve your culture,” says PIA-9 headBy Claro A. Lanipa

PAGADIAN CITY – “In the five workshops that we have conducted throughout the region, we always instill in the mind of the participants the importance of loving yourself first, your tribe and preserving your culture,” PIA-9 Regional Director Noemi B. Edaga emphasized.
