THE NEXT LANE SPACE IMMEDIATELY ABOVE THE BLOCK SHALL BE OCCUPIED BY AN OPPONENT OF THE FREE THROWER.ONLY THREE LANE SPACES ARE AVAILABLE ON EACH SIDE OF THE LANE. • Head coaches are required to attend a rules meeting.

• GIRLS TEST MUST BE TAKEN ON-LINE STARING OCTOBER 22ND.

• WHEN PASSED, TOURNAMENT AVAILABILITY FORM WILL THEN BE PROVIDED ELECTRONICALLY.

• CORRECT ANSWERS WILL BE POSTED ON DECEMBER 4TH.

• Girls only basketball officials must attend a rules meeting at least every other year.

• Qualified tournament official, must be registered and paid.

RULES CHANGES

TEAM-CONTROL FOULS (7-5-5, 4-19-7)

Team Control foul: Applies only when foul is by team in control.

By rule, there is NO team control during a throw-in during a jump ball while ball is in flight during try/tap for

goal Bonus rule applies to fouls committed

during these situations.

GUIDELINES FOR HEADBANDS, WRISTBANDS

ESTABLISHED (3-5-3, 3-6) If worn, headbands/wristbands

must: Be unadorned (except for a

permissible logo). Have only one visible manufacturer’s

logo/trademark/reference OR a school logo/mascot.

Be the predominant color of the jersey or white.


ESTABLISHED (3-5-3, 3-6) If worn, headbands/wristbands

must: Be the same color for all players. Be worn as intended, below the elbow. Be limited to only a single item on the

head and/or on each wrist and must be the same.


ESTABLISHED (3-5-3, 3-6) If worn, Sweatbands –

must be worn below the elbow. be a maximum of four inches.

Headband – must be no wider than two inches.

UNIFORMS - UNDERSHIRTS

Increase in illegal undershirts being worn

If visible, the undershirt… Shall be similar in color to the torso of the

jersey. Shall be hemmed and not have frayed or

ragged edges. Sleeves must be the same length.

Visible markings are NOT permitted manufacturer’s logo/trademark/reference school’s mascot/logo.

UNIFORMS – COMPRESSION

SLEEVES Increase in players wearing sleeves

for various reasons. Legal(With Doctor’s Approval)–

Guards, casts, braces, and compression sleeves. [Doctor’s Letter must be shown to referee prior to contest.]

LAG TIME ELIMINATED (5-10-1)

Change necessary due to new clock technology and the ability to observe tenths of a second.

Change eliminates need for lag time or reaction time on part of clock operator.

When official has definite knowledge of time involved – correct time may be put back on game clock.

• Timer is not permitted to put time back on the clock, unless authorized to do so by a game official.

• Officials should always pay close attention to the clock whenever the clock should be stopped or started.

ONLY ONE DELAY WARNING PER GAME

(4-47-4, 10-1-5) Only one team delay warning issued per

game for any one of four delay situations. Any subsequent team delay in any one of

the four categories will result in a team technical foul.

Change assists with flow of game and administration of rule by officials/scorers.

DELAY WARNING ADDED (4-47-4, 10-1-5)

Fourth delay situation added for failure to have court ready to play following any time-out.

Court may not be ready from water on court or chairs/stools not removed.

Delay warning reported by official and recorded by scorer in scorebook, and coach notified.

GRANTING TIME-OUTS

Coaches attempting to call a time-out during playing action are a continuing problem.

When player control is lost, officials must concentrate on playing action while. attempting to determine if a time-out should be granted.

GRANTING TIME-OUTS

A request for a time-out does not guarantee that a time-out will be granted.

Player control must be clearly established.

Officials should not grant a time-out until player control is obvious.

INTENTIONAL FOULS

Contact specifically designed to stop or keep the clock from starting. Away from the ball. When not making a legitimate attempt

to play the ball or player.

IHSAA OFFICIALS

• PART 1 EXAM MUST BE TAKEN ON-LINE.• SPORTSMANSHIP RATINGS WILL BE

DONE ON-LINE BY MARCH 17, NO LATER THAN 5:00 P.M., 2008.

• TOURNAMENT REQUEST FORM MUST BE FILLED OUT ON-LINE BY NOV 27. EACH INDIVIDUAL OFFICIAL MUST COMPLY WITH THIS DUE TO CONFLICTS.

PRE-GAME CONFERENCE

• Head coach of the level of competition being played is required to participate at the pre-game conference. Officials, if the head coach refuses to attend you are to notify the IHSAA/IGHSAU office of any non compliance.

PRE-GAME CONFERENCE

• Any unusual court markings (restraining line and/or gymnasium configurations.

• Points of emphasis: Illegal screens, post play, hand checking & principles of verticality.

• Head coach: Any communication will be done between you and the officials. Assistant coaches are not to communicate with officials once the game begins, unless the head coach is ejected or replaced. Then only the assigned head coach has this opportunity.

IHSAA/IGHSAU Tournament Basketball

Starting in 2009, the basketball used in the tournament series for the boys will be: Spalding ZK PRO,

and for the girls it will be: Spalding 28.5 ZK PRO

Schools are still allowed to choose the basketball they desire for the regular season.

IHSAA & IGHSAU 2007 BENCH DECORUM RULE

A coach will be allowed to stand and confer with a player(s) whenever the clock is NOT running. Communication with the player(s) only shall be done in a positive manner and shall take place directly in front of where the coach was seated.


• This rule will allow coaches additional opportunities to stand-up and instruct players while the clock is NOT running during the game.

• Standing up and questioning the calls of the officials will result in a technical foul.


• During a charge time-out, coaches may leave the bench to confer with players.

• In case of an injury, the coach may leave the bench if beckoned onto the court by an official.

• During intermission, leave the bench to attend their team.


• Go to the scoring bench for a correctable error.(ie, wrong person shooting free throws).

• Stand to show approval of an exciting play, then immediately return to the bench.

• Stand up to call a time-out when your team is in possession of the ball, regardless if the clock is running or not.


• Go to the bench regarding a possible timing, scoring, or alternating possession error. (If not corrected, the team will be charged with a time out.)


• When the clock starts following a throw-in or last missed free throw, the coach shall immediately return to his/her seat. The officials will not delay a throw-in administration to permit a coach additional dead clock time to visit with player(s).


• Disqualified player: Upon the head coach’s notification of a disqualified player, the coach may stand to congratulate the disqualified player and may walk the confines of his/her bench to select a replacement for the disqualified player.


• The rule states that a disqualified player must be replaced within 20 seconds from the time the coach was notified. Any unsporting acts by the coaches are subject to being assessed a technical foul.


• After receiving a technical foul (direct or indirect) the result will be the coach being restricted to the bench.

•Timeframe often used as an “unofficial” time-out.

•Interval reduced from 30 seconds to 20 seconds.

•Results in all warning horns to be the same – 15 seconds remaining.

•Includes intermissions, time-outs and replacement interval for a disqualified or injured player.

Ending a Dribble(4-15-4d, 9-5-2)

•Definition of when a dribble ends changed.

•When dribbler’s loss of control is caused by the opponent touching, or being touched by, the ball.

•Rule changed to reflect long-standing interpretation.

Ending a Dribble(4-15-4d, 9-5-2)

•That any touching of a dribble by a defender (intentional or otherwise, by the hand or otherwise) ends the dribble.

•Previous rule implied that the touching must be by the hand and must be intentional.

Ending a Throw-in(4-42-5)

• The word “legally” added to definition of when a throw-in ends.

• It now states: “The throw-in ends when the passed ball touches,

or is legally touched by, another player who is either inbounds or out of bounds.”

• Previous rule could reward defensive team for committing a violation – especially during an AP throw-in.

•Clearly communicates the official is aware defender has not met the six-foot distance required to establish or continue a count.

Uniforms – Enforcement

•Team members may not participate: –If uniform is not worn properly – if the jersey is not tucked in and pants worn above hips.

–If wearing items such as jewelry, illegal undershirts or undergarments that extend below the pants/shirt.

•Players in violation of uniform rules may not enter or shall be directed to leave the game.

•Coaches bear a great responsibility to ensure uniforms are properly worn.

•Officials must enforce the rule as written.

Free Throws – Rough Play

•The block between players continues to serve its initial purpose.

•The same is true for player restrictions ending when the attempt hits the ring or backboard.

•Coaches must not teach players to “lock up” arms along the lane line, nor drive players further under the basket with brute force.

•Officials must call fouls for illegal contact and displacement on free throws.

•A free throw is the same as any other try and must be treated as such.

•If rebounding contact is illegal – a foul must be called.

Free Throws – Violations

•Officials must review and enforce the rules regarding offensive and defensive free-throw violations.

Displacement

•Displacement is a foul and must be called.

Displacement – Post Play

•A foul must be called without warning when the offensive player uses the “swim stroke,” pushes, pins, elbows, forearms, holds, clears with the body, or just generally demonstrates rough physical movements or tactics.


• The defense may assume a legal guarding position at the side, in front or behind the offensive post player.

• A foul must be called without warning when the defense undercuts (initiates lower-body non-vertical contact), slaps, pushes, holds, elbows, forearms or just generally demonstrates rough, physical movements or tactics.


•When a player dislodges an opponent from an established position by pushing or “backing in” – It is a foul.

Displacement – Screening

•A legal screener must be:–Stationary prior to contact .–Within his/her vertical plane (hands, arms, legs and feet no more than shoulder width apart).


•When these two requirements are NOT met – and when there is sufficient contact delivered by the screener to bump, slow or displace – it is a foul on the screener.


• Blind screen – outside visual field or a rear screen – only legal when screened player permitted a normal step backward.

• Screened player must make attempt to get around screen without forcing rough or “displacing” contact.

• If not – foul on the screened player.


•Screener illegally moving in an attempt to set a screen – no contact occurs with the opponent – NO foul has occurred.

Ball Handler/Dribbler – Traveling

•Areas of specific concern are: –Post-players spin moves.–Post-players step-through moves. –Rebounders repositioning for put-backs. – Jump stops.–Perimeter shooters taking an extra “hop”. –Ball handlers lifting the pivot foot before

releasing the ball on the dribble.

Ball Handler/Dribbler – Traveling

• Only way to determine legality of those moves – first find the pivot foot.

• If the player moves a foot or the feet in any direction in excess of prescribed limits – a traveling violation has occurred.

• Officials must challenge themselves to improve their accuracy in this area.

• Players’ skills will then improve as a result.

Ball Handler/Dribbler – Palming

•Offensive players “palming” the ball continue to gain a tremendous advantage.

•Emphasis must be given to: –Dribbler’s hand position.–Activity of the ball while the dribble is occurring.

after the meeting. • First time registered officials receive a

manual when they register with the IHSAA.

•Referee may designate the official to toss the jump ball.

•Permits best tosser to properly start game or overtime.

•Referee still administers AP throw-in to begin each period.

EJECTIONS• EJECTIONS:• OFFICIALS THESE ARE 110% DECISIONS ON YOUR PART.

THE MAJORITY OF THE EJECTIONS SHOULD BE OBVIOUS TO EVERYONE.

• OFFICIALS IF YOU EJECT ANY PLAYER GRADE 7-12, IT MUST BE REPORTED TO THE IGHSAU/IHSAA.OFFICIALS: PLAYER EJECTION, FILL OUT THE FORM ON OUR WEB-SITE (IHSAA ONLY) OR CALL IN THE EJECTION TO THE IHSAA. ANY EJECTION REPORTED TO THE IGHSAU MUST BE IN WRITING. COACH EJECTIONS MUST BE REPORTED IN WRITING.

COACH, IF YOU OR ONE OF YOUR PLAYERS ARE EJECTED, YOU MUST GET WITH YOUR A.D. AND FILL OUT THE APPROPRIATE PAPER WORK.

SPORTING BEHAVIOR – SPECTATORS

Officials: Never directly confront fans. Find the game administrator to

take care of the problem. In extreme cases, delay the game

until the offending fan is removed. If a game administrator is not

present, the head coach serves in this capacity.

Attendance Forms

• Coaching authorization Attendees: You are responsible for site & date.

• Out of state officials: If you want us to notify your state. Please indicate this on your attendance form. Any Iowa official wanting another state to be notified must note this on your attendance form. Out of state officials desiring to register in Iowa, you will need to fill out a reciprocal agreement. Call or email our office, but do not wait until the week of the contest and expect our office to fulfill this requirement for you.
