Saturday, July 21

9 am - Noon -- Clean-up – All Clubs **This schedule is subject to changes. ** If a 4-H’er is unable to pick up an exhibit at release time, these steps will be followed: The 4-H’er needs to contact the superintendent and arrange pick-up time. The club assigned to clean the area will clean around delayed release exhibit. They may move the exhibit to facilitate cleaning. The 4-H’er will pick up the delayed exhibit and clean up area. 4-H’ers who cannot pick up their exhibits at release time need to inform the superintendents at the earliest possible time to make appropriate arrangements.

General Rules and Regulations 1. The Iowa County Fair Management reserves the final and absolute right to

interpret these rules and regulations and arbitrarily settle and determine all matters, questions, and differences in regard hereto or otherwise arising out of incidents connected with the Fair.

2. PARKING ON THE GROUNDS WILL BE ALLOWED IN

DESIGNATED AREAS ONLY. ALL VEHICLES ARE TO BE REMOVED FROM THE BARN AREAS BY 8:00 A.M. EVERY MORNING!

3. Camping will be allowed on the Fairgrounds during the Fair if the

following stipulations are met: a) camping will be allowed only in designated areas assigned and marked by the Fairboard, b) you must pre-register, be assigned a camp space and pay at the Fairboard Office in Zentmire Hall, c) there MUST be a parent or leader present at all times to supervise, and d) if electricity is used, there will be a $10.00 per night charge. To reserve a camping space call (319) 642-5406.

4. Fair visitors and exhibitors not conducting themselves in an appropriate

manner will be asked to leave the grounds. Exhibitors will lose premium money and awards.

5. Consumption of an Alcoholic beverages by 4-H and FFA exhibitors will

result in the forfeiture of all premiums and awards and exclusion from exhibiting the following year.

Judges and Judging 6. The judge's decision will be final in all cases. Judges shall report to the

superintendent any exhibitor who interferes with the judging. In case of any interference, the superintendent may demand a proper apology or withhold any premium previously awarded and exclude any further entries by such an exhibitor in classes yet to be judged.

Protests 7. The management will not be liable for errors of committees or clerks in

placing premium cards. All awards will be made as shown by the clerk's books.

8. ALL PROTESTS OF ANY NATURE MUST BE IN WRITING AND FILED WITH SUPERINTENDENT of the department from which the complaint arises before the end of the fair. Such complaints will be given consideration by superintendent and 4-H Committee.

Youth Division Should general and specific rules conflict, specific rules will govern. Any violation of listed rules and regulations will be sufficient reason for forfeiting all privileges and premiums. 9. The Iowa County Fair management will exercise all possible care to insure

the safety of animals and articles exhibited by 4-H'ers during the show, but under no circumstances will they be responsible for any loss, injury, or damage.

10. Exhibitor Conduct: Exhibitors are expected to be cooperative, courteous,

and be good 4-H and FFA representatives in the show ring, barns, and exhibit hall. They are also expected to treat their animals in a humane manner. Discipline problems can cancel premium money earned.

11. ALL livestock exhibits must be checked in by 8 p.m., Wednesday, July 11.

Exhibitors of livestock will be required to keep their stalls open from 9:00 a.m. to 9:00 p.m. for the duration of the Fair and must place their name and name of particular breed to which each animal belongs, in a conspicuous place on their respective stall or pen, on a card available at the 4-H office.

12. All exhibitors Family & Consumer Sciences, and Science, Engineering and Expressive Arts will check in on Tuesday, July 10. They will be judged by club that day. Exhibitors must wear a 4-H or FFA T-shirt on judging day.

13. For the safety of all, only exhibitors, only immediate family and 4-H Club leaders can handle livestock.

14. NO exhibits are allowed to leave Zentmire Hall before 4:30 p.m. on Sunday, July 15. NO livestock exhibits will leave the fairgrounds before 4:30 p.m. on Sunday, July 15. Exhibitors requiring late entry or leaving before 4:30 p.m. on Sunday, July 15 must submit a written request to the Extension Office by July 1st. Requests for early dismissal of any exhibit to attend other shows is highly discouraged. All written requests will be reviewed by the 4-H Committee and written permission granted or denied. Violation of this ruling will result in the forfeiture of all premiums and awards and exclusion from exhibiting the following year.

15. Livestock exhibits will unload by their respective barns (beef by the beef

barn, swine by the swine barn, etc.)

16. All exhibits must be removed from the Fairgrounds by 12 Noon, Monday, July 16.

Ownership Requirements 17. With the following exceptions, all animals and birds must be owned by the

4-H’er, or in partnership with a family member, and identified to an individual 4-H’er. When registration papers are involved (e.g. purebred beef heifer, dairy goats, etc) the papers must be in the 4-H’ers name or show a logical family relationship.

18. Exceptions to ownership: In classes where the primary emphasis of

evaluation is the skill level of the 4-H’er (e.g. horse classes with the exception of halter, and dog obedience classes when the 4-H’er is the trainer) ownership of the animal is not required; however, the 4-H’er should take an active role in the care of the animal. Animals in this category still must be identified on the appropriate form.

19. Exception to individual identification: If a family includes more 4-H’ers

than horses, more than one 4-H’er may identify a horse; however, in this situation a 4-H’er cannot identify more than one horse.

Eligibility of Exhibitors 20. Grade Divisions for Exhibitors:

Cloverbuds --- Under Grade 4 Junior --- Grades 4-6 Intermediate --- Grades 7-8 Senior --- Grades 9-12

21. Cloverbuds can show exhibits in Family & Consumer Sciences and S.E.E.

departments ONLY. NO pets or livestock. Cloverbuds will talk with the judge and receive a participation ribbon.

22. Eligibility of BOTH 4-H and FFA members ends the summer after

graduation. 23. In the case of judging contests, any school training above that of high

school rank will make the members ineligible for county competition. 24. A 4-H member must have completed grade 5-12 (or that equivalent) to

exhibit at the Iowa State Fair in S.E.E., Family & Consumer Sciences, and Livestock.

Set-up and Clean-up 25. 4-H Clubs and FFA Chapters that do not assist with set-up and clean-up will

forfeit premiums.

26. When you are scheduled for clean-up of various sites during the fair, you must report to the 4-H office to be marked off the schedule. Grounds clean-up people can pick up a garbage bag at the 4-H office when they check in.

27. Stall Clean-Up – Each club member is responsible for cleaning his or her

assigned stall at the close of the fair. The club designated for clean-up will complete final cleaning for the assigned club area.

28. If a 4-H event is held in the tent, 4-H'ers are responsible for clean-up.

Early Release 29. Any change in the schedule due to weather or unforeseen circumstances,

will be announced on WMT radio.

Entries 30. ALL ENTRY FORMS ARE DUE AT CHECK-IN. 31. Livestock Entries: You may exhibit an animal ONLY if it has been identified on the Livestock I.D. due to the Extension Office by May 15. 32. Horse Stall Fees - $50 per family will be charged for all horse exhibitors. A full refund will be given to all families who assist with both the set-up and tear-down of stalls. A $25 refund will be given to families who assist with either set-up or tear-down of stalls. Fees not refunded will be deposited in the Iowa County Fair horse account.

Iowa Youth Code of Ethics

Youth are expected to be sincere, honest and act in sportsmanlike ways at all times. Youth represent the entire program and their behavior reflects on their parents, leaders, club and the entire youth program. All adults involved with the youth program, leaders as well as parents, are expected to set positive examples and serve as positive role models by what they say and do. Any youth who breaks the code of ethics or allows another person (adult or peer) to talk them into violating the code of ethics agrees to forfeit all prizes, awards and premiums. The youth may also be prohibited from exhibiting at this and future exhibitions including the Iowa State Fair and other county, state or regional exhibitions. Youth agree to follow these guidelines:

1. I will do my own work, appropriate for my age and physical and mental development. This includes research and writing of exhibit explanations, preparing exhibits (such as sewing, cooking, refinishing, etc), care and grooming of animals, etc. Adult assistance should help guide and support me, not do it for me.

2. All exhibits will be a true representation of my work. Any attempt to take credit for other’s work, alter the conformation of animals, or alter their performance is prohibited. Copyright violation or allowing others to complete your exhibit is considered misrepresentation and is prohibited.

3. I will treat all people and animals with respect. I will provide appropriate care for animals.

4. I will present exhibits that are safe for consumption. All food exhibits will be safe to exhibit and for judges to evaluate. Other exhibits will be safe for judges to evaluate and for exhibition.

5. All food animals that may be harvested immediately following the show shall be safe for consumers, and shall have met all withdrawal times for all medications, and be free of volative drug residue.

6. If any animal requires medical treatment while at the fair or exhibition, only a licensed veterinarian may administer the treatment. All medications that are administered shall be done according to the label instructions of the medication used.

7. My animal’s appearance or performance shall not be altered by any means, including medications, external applications and surgical procedures. Any animal that is found to have changed its appearance or its performance shall be disqualified from the show, and have penalties assessed against the exhibitor, parent and/or guardian by the management of the fair or exhibition.

8. I will follow all ownership and possession rules and, if requested, will provide the necessary documentation.

9. I will follow all livestock health requirements for this fair or exhibition, according to the state health requirements as printed in the premium book of the fair or exhibition. I will provide animal health certificates from a licensed veterinarian upon request from the management of the fair or exhibition.

10. By my entering an animal in this fair or exhibition, I am giving consent to the management of the fair or exhibition to obtain any specimens of urine, salvia, blood, or other substances from the animal to be used in testing. If the laboratory report on the analysis of any sample indicates a presence of forbidden drugs, this shall be evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the exhibitor, parent and/or guardian to prove otherwise.

11. I am responsible for my exhibit and I will not allow others to violate this code on my behalf. By my entering an exhibit in this fair or exhibition I will accept any disciplinary action taken by the management of this fair or exhibition for any violation of this code of ethics and any other rules of competition of the fair or exhibition without recourse against the fair or exhibition.

12. I want my exhibit to be an example of how to accept what life has to offer both, good and not so good, and how live with and learn from the outcome.

13. I will not be involved in any illegal activities while participating in 4-H and FFA events, including but not limited to alcohol, tobacco or drug use.

Champion Salute Sunday, July 15

2:30 p.m. All Champion, Reserve Champion, Showmanship, Family & Consumer Sciences and S.E.E. State Fair Winners and Communication Winners will be asked to participate in the Parade of Champions. Exhibitors must wear clean blue or black jeans and a club/chapter or county 4-H or FFA T-shirt or a plain white shirt. Entry for the Parade of Champions into the show ring will be from the WEST end by club and exit to the east end, no projects or animals are necessary.

4-H and FFA Market Livestock Sale Sunday, July 15 3:30 p.m. General Rules: 1. 4-H & FFA members showing livestock at the 2007 Iowa County Fair can

participate in the sale. 2. Animals are to be weighed in according to the check-in schedule for fair.

All species must be a market/meat animal. 3. The weight recorded at the time of check-in at fair will be used for the sale. 4. Members must provide care (feed, water, cleaning of the stalls, etc.) for

their animals each day until they are released. 5. Exhibitors must be present and have their animals clean and groomed in

order to sell. 6. Each sale animal must be sound, healthy, and market ready. The weight

requirement for market beef animals will be at least 1,000 pounds. The superintendents, fair veterinarian, or a Livestock Sale Committee Member will make this determination.

7. The sale committee reserves the right to make any changes in the sale rules.

8. Any violation of these rules will eliminate the exhibitor from this year’s

sale and next year’s sale. 9. Selling at the Iowa County 4-H & FFA Livestock Sale is a privilege, and if

you have not met the requirements, you will not sell. 10. Each 4-H & FFA member is eligible to sell one large and/or one small

animal, unless a member has two (2) animals that receive Grand and Reserve Grand Champion – then both may be sold at the sale.

11. All animals that go through the sale arena are NOT eligible to participate in

any 4-H classes following the sale. 12. When an animal is sold through the sale, it shall change ownership at that

time and cannot be sold back to the 4-H or FFA member. 13. Order of the sale:

We will start the sale with flower buckets and continue to sell them throughout the sale

14. In each species the sale will follow in this order: Grand Champion, Reserve

Grand Champion followed by randomly drawn for remaining livestock. 15. There will be a $1.00 non-refundable entry fee for the sale. This will be due

at the time of sign-up for the sale. 16. The deadlines for the sale are as follows:

Rabbits & Poultry – Thursday at 5 p.m Sheep/Meat Goat – Thursday at 5 p.m. Hogs- Friday at 5 p.m. Beef – Saturday at 5 p.m.

17. Each exhibitor MUST wear a clean, white 4-H T-shirt and blue or black

jeans in the sale arena. 18. Copies of thank you notes to the buyers must be turned in to Sale

Committee within 30 days of sale to Dwight/Denise Heitman (1878 200th St, Marengo, IA 52301) or to the Extension Office to be eligible for next year’s sale.

General Rules and Regulations 1. Each livestock exhibit must be shown by the 4-H or FFA member who

enters it, unless sickness prevents or two animals owned by one member are shown in the same class. In either case, another 4-H or FFA member (as defined in Eligibility of Exhibitors) will be permitted to show for the owner.

2. 4-H and FFA animals are to be groomed by the 4-H/FFA exhibitor as much

as possible with assistance from immediate family members (Mother, Father, Brother or Sister) or other Iowa County Fair exhibitors.

3. All barns and pens must be cleaned by 9:00 a.m. each day. 4. All animals will be housed in barns for the entire fair. 5. Animals with disposition problems may be asked to leave the fairgrounds at

the discretion of the superintendents.

6. NO EXHIBITS MAY BE REMOVED UNTIL AFTER 4:30 P.M. SUNDAY, JULY 15, WITHOUT PRIOR APPROVAL.

7. Any exhibitor who removes an exhibit from the Fairgrounds prior to release

time without special permission from the 4-H Committee will lose premium money, any awards won by that exhibit and the privilege to show next year. If a Champion exhibit is disqualified, the Reserve exhibit becomes Champion and the 3rd place exhibit (if one is picked) becomes Reserve Champion.

8. An animal that is enrolled and identified as a 4-H or FFA project in any

other county may not be enrolled and identified as a 4-H or FFA project in Iowa County.

9. Any artificial means of removing or remedying physical defects of

conformation in animals exhibited will be considered as fraud and deception. No unnatural means of providing an animal feed, water, or other fluid (i.e. stomach pump, IV) will be allowed. All animals giving evidence of such treatment will be barred from exhibition at the Iowa County Fair and all fairs holding membership in the International Association of Fairs and Expositions.

10. FAIR EXHIBITORS, FOR YOUR SAFETY AND THE SAFETY OF

OTHERS ON THE FAIRGROUNDS, YOU MUST HAVE YOUR ANIMALS TRAINED SO THAT YOUR PROJECT WILL NOT BE A HAZARD TO YOU OR OTHER EXHIBITORS AND FAIR GUESTS.

11. ALL beef and dairy MUST BE double-tied -- neck straps as well as halter.

All goats must be tied or fenced in. 12. Livestock exhibits will receive blue, red, or white premium ribbons. First

and second place entries in each class will receive purple and lavender First Place and Second Place ribbons regardless of the premium ribbon received. As stated under "Selection of Champions," however, only animals receiving blue premium ribbons will be considered for Champion or Reserve Champion honors. Purple and lavender double streamer rosette ribbons will be awarded to the Grand and Reserve Grand Champion Market Beef, Grand and Reserve Grand Champion Beef Heifer, Grand and Reserve Grand Champion Dairy Animal, Grand and Reserve Grand Champion Market Lamb, Grand and Reserve Grand Champion Swine, Grand and Reserve Grand Champion Poultry, Grand and Reserve Grand Champion Rabbit, Grand and Reserve Grand Champion Meat Goat and Grand and Reserve Grand Champion Dairy Goat.

13. Exhibitor MUST be a blue ribbon winner to be eligible to win a trophy.

14. With the following exceptions, all animals and birds must be owned by the 4-H’er, or in partnership with a family member, and identified to an individual 4-H’er. When registration papers are involved (e.g. purebred beef heifer, dairy goats, etc.) the papers must be in the 4-H’ers name or show a logical family relationship.

15. Exceptions to ownership: In classes where the primary emphasis of

evaluation is the skill level of the 4-H’er (e.g. horse classes with the exception of halter, and dog obedience classes when the 4-H’er is the trainer) ownership of the animal is not required; however, the 4-H’er should take an active role in the care of the animal. Animals in this category still must be identified on the appropriate form.

16. Exception to individual identification: If a family includes more 4-H’ers

than horses, more than one 4-H’er may identify a horse; however, in this situation a 4-H’er cannot identify more than one horse.

17. All livestock barns will be CLOSED between the hours of 11 PM and 5

AM. No one will be allowed in the barns during that time.

Feed, Bedding, and Show Equipment All exhibitors will need to furnish their own feed and any show equipment necessary.

NO STRAW FOR BEDDING WILL BE ALLOWED ON THE FAIRGROUNDS!!

Herdsmanship Herdsmanship will be judged between 8 a.m. and 5 p.m. each day to observe the condition of each individual's Beef, Bucket/Bottle Calf, Dairy, Sheep, Swine, Horse, Rabbit, Poultry, and Goat exhibit(s). Exhibits will not be judged earlier than 2 hours after a show. Blue, Red or White markers will be posted on stall cards each time the exhibit is judged on the following criteria: 1. CLEANLINESS OF ALLEYS - Alleys swept clean, free of dust and

straw. 2. CLEANLINESS OF STALLS - Bedding adequate, bright, clean, and in

place; animals securely tied or penned; manure hauled out and deposited in proper place.

3. CLEANLINESS OF STORAGE AREA 4. ARRANGEMENT OF EXHIBITS AND STALL CARDS - Exhibits

lined up in attractive manner; big objectionable boxes out of the way; hay and bedding neat and orderly; cards readable from alley; cards neatly arranged; cards are clean and filled out properly.

5. APPEARANCE OF ANIMALS - Animals clean and brushed; animals in stalls or pens between 8 a.m. and 6 p.m.

After stall cleanup, cards with 3 or more blue markers may be redeemed for a blue ribbon at the 4-H office. A person does not need to be in attendance at the stall at all times.

Showmanship Junior, Senior, and Winner Showmanship classes will be conducted in the Beef, Dairy, Swine, Sheep, Rabbit, Dog, Goat and Horse Shows. You must exhibit in project area at the current fair to be eligible to show in any showmanship class. Junior Showmanship - All members exhibiting in the Beef, Dairy, Swine, Sheep, Rabbit, Dog, Goat or Horse Division, who have completed grade 4, 5, or 6, are encouraged to compete in the Junior Showmanship Class. Junior winners cannot compete again in the junior class they have won, but will be allowed to compete in the Senior Division the following year.

Senior Showmanship - Contestants are those who have completed grade 7-12, or who have won Junior Showmanship in previous years. Senior exhibitors in Dairy, Swine, Sheep, Horse, Rabbit, Dog, Goat and Beef are eligible to enter if they wish. Previous Senior Showmanship winners are not eligible to compete in the Senior Showmanship Class they have won. Ribbons will be awarded Champion Showman in each division where five or more members are competing. Winner’s Showmanship - Contestants are those who have completed grade 7-12, who are current and previous winners of Senior Showmanship, and previous winners of Winner's Showmanship. Showmanship ranking will be based on:

• Neatness of appearance. • Attitude and alertness in the show ring. • Manner in which the member shows their animals.

Selection of Champions Any animal receiving a red or white ribbon will not be considered for Champion or Reserve Champion honors, including ribbons and trophies. Market Beef - The first and second place winners in the blue ribbon group in each weight division will be eligible to compete for Grand and Reserve Grand Champion Market Beef. In order to be eligible to compete in the championship classes, the animal must have gained 2.00 pounds per day on feed. Beef Heifers - The age of beef heifers will determine class. The first and second place heifer of each class will compete for Champion and Reserve Champion in each breed. The Champion and Reserve Champion of each breed class will be eligible to compete for Champion Overall Beef Female and Reserve Champion Overall Beef Female. Market Lamb - The first and second place winners in the blue ribbon group in each weight division will be eligible for Grand and Reserve Grand Champion. Champion and Reserve Champion will be declared and ribbons awarded for Pen of Three. Market Swine - The first and second place winners in the blue ribbon group in each weight division will be eligible for Grand and Reserve Grand Champion. Champion and Reserve Champions will be declared and ribbons awarded for Pen of Three. Dairy Heifers - The age of dairy will determine class. The first and second place heifer of each class will compete for Champion and Reserve Champion in each breed. There will be a Senior Grand and Reserve Grand Champion Dairy Animal and a Junior Grand and Reserve Grand Champion Dairy Animal. Only

Breed Champions and Reserve Breed Champions are eligible to compete in Grand and Reserve Grand Champion Dairy Animal Classes.

Livestock Exhibitors Dress Requirements Fair exhibitors need to be clean and neat when exhibiting or when participating in Fair events. Requirements for appropriate dress:

• Clean, white 4-H or FFA shirts, or clean, white plain T-shirts • Blue or black jeans • No advertising on clothing • No hats/caps

Dairy - Clean T-shirts and white pants Equine - Western Classes: Long sleeve white shirts, blue jeans, helmet and western boots. English Classes: Long sleeve white shirts, hunt breeches or jodhpurs (jeans are also acceptable), English boots and helmet. Dress to be western or English according to specific class. Fun and game classes to follow western dress. The Fairboard will not assume any responsibility for any injuries caused as a result of not following the rules. Helmets SHOULD NOT be decorated! Iowa County Fair and Iowa State Fair: 4-H youth participating in all riding classes MUST wear an American Society of Testing Materials (ASTM) and Safety Engineering Institute (SEI) approved head gear with chin strap and properly fitted harness while mounted and riding. All youth are required to wear ASTM/SEI approved headgear whenever mounted. Iowa County Fair, Iowa State Fair and Iowa State University make no representation or warranty, express or implied, about any protective headgear, and cautions riders that death or serious injury may result despite wearing such headgear as all equestrian sports involve inherent dangerous risk and as no helmet can protect against all foreseeable injuries.

Back Numbers for Livestock Shows Each exhibitor will be issued one back number to be used in all livestock shows that he/she participates in. If a helper is needed, a second back number will be issued with the exhibitor’s number plus an (a) behind the number. If the back number becomes worn or not legible he/she should come to the 4-H office for a duplicate. Back numbers MUST be worn on the exhibitor’s BACK and be easily read by the judge, helpers, and show management. Failure to wear the correct number in a visible manner will result in disqualification.

Horse exhibitors are to have 2 numbers, one on each side of the saddle. Pick up numbers from the Superintendents table at the horse arena.

Produce of Dam Rules (Produce of Former 4-H or FFA Heifer For Market Beef, Beef Heifer, and Dairy Heifer) A Produce of Dam is an animal born from a female that was enrolled and carried by the exhibitor as a 4-H or FFA project. For beef exhibitors; a calf born from a former 4-H or FFA beef heifer could be shown in Market Beef Classes if a steer or heifer, or could be shown in the Beef Heifer Classes if a heifer. Animals that are produce of a former 4-H or FFA heifer will be shown in regular age group classes and then will be eligible to show later in the Produce of Dam Class. All ages will be shown together by breed. Livestock Judging Contest Rules All eligible 4-H or FFA members will be eligible and encouraged to enter. Beef, Sheep, Dairy, and Swine Classes will be judged. A participant MAY NOT represent both 4-H and FFA. One or the other must be designated before the contest, in order for the contestant to qualify for a team score. A team will consist of 3 or 4 members from one club or chapter. Top 3 highest scores on each team will be used in placing. You may also judge as an individual if you do not have a team. Health Requirements For Exhibition Of Livestock, Poultry, and Birds At County Fairs, 4-H and/or FFA Exhibitions

General Interpretation of Health Rules

• Veterinary Medical Center, Williamsburg will be the official show veterinarian. The Decision of the Official Show Veterinarian will Be Final!

• All animals will be inspected at the unloading area, or shortly thereafter by

a veterinarian for health eligibility. It is important to have your livestock checked by a veterinarian as soon as possible after arriving at Fairgrounds.

• Exhibits inspected by veterinarians on the grounds will not receive

individual health certificates.

• ANY EVIDENCE OF WARTS, RINGWORM, FOOT ROT, PINK EYE, DRAINING ABSCESSES, OR ANY OTHER CONTAGIOUS OR INFECTIOUS CONDITION WILL ELIMINATE THE ANIMAL FROM THE SHOW.

• No individual Certificate of Veterinary Inspection will be required on animals or poultry exhibited at a County Fair, 4-H and/or FFA Exhibition, but must be inspected when unloaded or shortly thereafter by an accredited veterinarian. Each show must have an official veterinarian.

• Quarantined animals or animals from quarantined herds cannot be

exhibited.

Swine • Swine exhibitors at county fairs that do not require a Certificate of

Veterinary Inspection, must sign and present an owner affidavit that the animals being exhibited did not originate from a quarantined herd and to the best of their knowledge; swine dysentery has not been in evidence in their herd for the past 12 months.

• All swine exhibited must be accompanied by a record of a negative pseudorabies test; the test having been performed within 30 days prior to show, for swine originating from a Stage 4 or lower status county, subject to 64.35(2). No pseudorabies testing is required for swine originating from a Stage 5 county. (Iowa is at the stage 5 level)

• All swine exhibited at the Iowa County Fair will be consigned directly to a

slaughter establishment from the exhibition.

• All swine coming to the Iowa County Fair shall be vaccinated for swine erysipelas.

Sheep and Goats • All sexually intact sheep must have an individual Scrapie Flock of Origin

identification tag. All sexually intact goats must be identified with an individual Scrapie Flock of Origin identification tag or by an official registered tattoo registered with USDA.

• Any evidence of club lamb fungus, ringworm, draining abscesses, foot rot,

sore mouth, or any other contagious disease will eliminate the animal from the show.

Poultry and Birds • All poultry exhibited must come from a U.S. Pullorum-Typhoid clean or

equivalent flock, or have had a negative Pullorum-Typhoid test within 90 days of public exhibition and the test must have been performed by an authorized tester. However, "Market Classes" of poultry consigned to a slaughter establishment are exempt from the Salmonella testing requirements. "Market Classes" of poultry must be separated from all other poultry by a distance of ten or more feet and/or an eight-foot high solid partition.

Dogs and Cats • Dogs and Cats - All dogs and cats exhibited must have a current rabies

certificate. Dogs must also have a certificate of one vaccination for Canine Parvovirus (CPV) and a negative heartworm check.

Livestock Rules Beef Division 1. Entries are open to all properly enrolled 4-H or FFA Market Beef Projects

which were weighed and identified on supervised scales during the weigh-in period at a time determined by the 4-H Committee. Maximum weight limit at winter weigh-in is 900 pounds.

2. All beef exhibitors must be certified through the Food Safety and Quality

Assurance (FSQA) program. 3. Rate-of-Gain - All market beef will be eligible for rate-of-gain award.

They must be identified and weighed at the location and time in December/January set by the 4-H Committee. Rate-of-gain will be determined by dividing the number of days on feed into the difference between the December/January weigh-in weight and Fair weight. 5. Maximum of 3 market beef animals per member per organization may be

shown and two Advance Cattle Feeder pens. 6. All market beef entries must weigh a minimum of 850 lbs. for market

heifers, and 900 lbs. for market steers to exhibit in the Market Beef classes. Any entries not meeting this weight requirement will be shown in a feeder class. Entries in the feeder class will not be eligible for division Champion or Grand Champion.

7. Exhibitors who certify with postcard to the Extension Office by May 15,

with the name of the breeder and that a calf was born in Iowa County are eligible for the Iowa County Born & Raised Market Steer Class. The 2 highest-ranking Iowa County Born & Raised calves in each weight class returns for selection of Champion Iowa County Born & Raised Market Steer. They will not be eligible for consideration for Grand Champion unless already qualified.

8. To be eligible for Market Beef Breed classes, steers and heifers must have

original registration papers presented at check-in time. Steers and heifers without original registration papers will be shown in the Crossbred Division.

9. Breed classes will be those recognized by the Iowa Junior Beef Breeds

Association (IJBBA). Additional classes will be at the discretion of the Superintendents.

10. Registered breeds according to IJBBA will be shown in Registered Breed

classes. First and second place blue ribbon winners in each Registered Breed will compete for Champion and Reserve Champion Market Beef Breed.

Class 1201 – Junior Bucket/Bottle Calf (grades 4-6) Class 1210 – Intermediate Bucket/Bottle Calf (grades 7-8) Class 1220 – Senior Bucket/Bottle Calf (grades 9-12) Guidelines: • Project open to 4-H and FFA members of any age. • 4-H'er must be enrolled in the bucket/bottle calf project. • Open to any newborn or orphan calf, steer, or heifer; dairy, beef, or

(c) General health and condition of the calf and 4-H'ers knowledge of this area. (d) Confirmation or quality of the calf will not be a major factor since purchase should not be based on this. Dairy Division 1. Entries are open to purebred or grade dairy animals. 2. All dairy exhibitors must be certified through the Food Safety and Quality

Assurance (FSQA) program. 3. Produce of Dam will be shown in the regular age group classes and then

will be eligible to show later in the Produce of Dam Class. All ages will be shown together by breed.

4. In all dairy projects a member is limited to two purchased animals for each

age group; (e.g. two heifer calves, two yearling heifers, two 2-year-old heifers, or two cows). There is no limit to the number of daughters of present or former project heifers which may be enrolled in dairy projects. Any heifer is considered to be purchased except daughters of present or former 4-H or FFA project heifers which were enrolled in club work by the member. Thus, a heifer given to a member by his father, even though it comes from the family herd, is considered to be purchased.

5. Purebred and grade heifers will show in the same class. Classes will be

shown as they are listed. 6. Breeds will show in separate breed classes. 7. The number of animals in a class will be determined by the number of

animals entered in a class. Junior and Senior Heifers and Junior and Senior Yearlings will not be combined.

8. All 4-H members who enter animals at the 2007 Fair in production who

have finished lactation, are eligible to enter the animal in the State 4-H Production Contest sponsored by ISU Dairy Extension. Forms are available at the Extension Office and are due July 1st.

9. Dairy In Production -- Dairy cows in production may be brought in the

morning of the show, and are released immediately after the show.

10. Dairy Herd -- Three females, all one breed, owned by one exhibitor. At least one animal that has freshened must be included in the dairy herd. All animals must be entered and shown in their respective individual class.

Swine Division l. All pigs must weigh at least 225 pounds and will go to slaughter regardless

of weight. These will be shown in market classes of approximately equal numbers; with the basis of division being the weights of the animals.

2. Exhibitors may show one (1) Pen of Three. 3. Exhibitors may show two (2) Individual Market Pigs. 4. All hogs must be tagged or ear notched to correspond with livestock I.D.’s. 5. All swine must be weighed in Wednesday, July 11 between 4-6 p.m. 6. ALL swine exhibitors will be required to be FSQA Certified.

Exhibitors will NOT be able to bring their swine to the Fair or show without this certificate!

7. All swine coming to the Iowa County Fair shall be vaccinated for swine erysipelas.

8. Due to packer demands and concerns, pigs are not clipped. Hair should

not be shorter than ½”. If a pig is found to be shaved and/or clipped shorter than ½” it will be excluded from the show, kept on the grounds and sent to slaughter with the rest of the swine.

9. Exhibitors must also turn in the “4-H & FFA Livestock Affidavit/

Statement of Disclosure with entry form - NO EXCEPTIONS!!!

Quality Pork Carcass Other than derby, all pigs are automatically entered in this class. Barrows and gilts compete separately. All hogs will be scanned at check-in using the latest NPPC formula; carcass percent lean will be calculated. These entries will be shown in other market pig classes for ribbons and premiums. There will be a scanning charge for each carcass evaluation deducted from the sale receipt.

Carcasses must meet the following certification standards: • Carcass must have 4.5 square inches of loin eye. • Maximum 10th rib back fat measurement of 1.30 inches.

Animals meeting the above requirements will be placed on the latest approved NPPC Index. Class 1610 - Market Pen of Three

Class 1620 - Commercial Gilt Each member may exhibit only one entry in this class. A pig exhibited in this class MAY NOT be shown in the Individual Market Pig class, but may be part of Pen of Three class. Class 1630 - Derby Class 1. Each Iowa County 4-H and FFA member may nominate a maximum of four

(4) pigs for derby competition. 2. These pigs must be barrows and must be identified with a special eartag

and weighed at the time and location established by the 4-H Committee. 3. At the time of nomination, these pigs:

• must be castrated; • must be ear notched -- no pig can be ear notched like any other pig

nominated by that member; • can weigh a maximum of 75 pounds.

4. Each member may exhibit a maximum of two (2) pigs in derby

competition. 5. All derby pigs must weigh a minimum of 225 pounds at the Fair weigh-in. 6. Derby pigs will be shown, placed, and awarded ribbons live. 7. Pigs exhibited in derby competition may not be exhibited in any other

class. 8. The Champion and Reserve Champion Live Derby Pigs will compete for

Champion and Reserve Champion Market Pigs. 9. In order to place, derby pig carcasses must meet these certification

standards: loin eye area - 4.5 square inches, maximum 10th rib fat depth of 1.3 inches.

10. Derby entries meeting certification standards will be placed using an index

Sheep Division 1. Entries are open to all properly enrolled 4-H or FFA Market Sheep projects

which were weighed and identified on supervised scales during the weigh-in period at a time determined by the 4-H Committee.

2. All sheep exhibitors must be certified through the Food Safety and Quality

Assurance (FSQA) program. 3. Market classes open to wethers or ewes dropped after January 1, 2007. 2. Exhibitors may show five individual market lambs. 3. Only one entry may be shown in the Pen of 3 Class by the same exhibitor. 4. Pen of 3 classes will be divided into weight classes by the superintendents. 5. Individual market lambs can be shown in Pen of 3. 6. Classes for individual market lambs will be based on ending weight.

Individual market lambs will be divided into four divisions of approximately equal numbers and with approximately equal number of classes in each division. Under 84 pounds would be in a feeder class and cannot compete for Champion Individual. Divisions for individual market lambs will be Lightweight, Mediumweight, Medium Heavyweight, and Heavyweight. Classes within each division will be divided at the discretion of the acting superintendents. Champion and Reserve Champion of each division will show for Grand Champion and Reserve Grand Champion Market Lamb.

7. Rate-of-Gain - All market lambs will be eligible for rate-of-gain award.

These lambs must be identified and weighed at the April/May weigh-in date set by the 4-H Committee. Rate-of-gain will be determined by dividing the number of days on feed into the difference between the April/May weigh-in weight and Fair weight.

8. Purebred Classes - Registration papers must be presented at check-in time.

Lambs without necessary papers will be shown in the Commercial Lamb Class.

9. All market lambs and breeding sheep must have been sheared over the

entire body with a regular comb. Suggested fleece length: • Market Lambs - 1/4 inch • Breeding Sheep - 1/4 inch with 3/4 inch maximum.

Exception: Wool breeds - no maximum length.

Equine Division 1. A Guide for 4-H Equine Shows in Iowa (4-H 511C) will govern the 4-H

horse show.

2. Horse arena will be closed 2 hours before special events at the track.

3. A helmet, boots and jeans must be worn and an adult must be present to ride in the horse arena.

4. Stallion colts must be born after January 1, 2007. 5. Members may not ride horse or ponies on the Fairgrounds. Horse and pony

exhibitors may ride only in the area designated as an exercise area.

6. Horses may NOT be ridden by non-horse exhibitors. 7. Leased animals are permitted IF the member has taken 75-80% active role

in care and training. Leased animals may NOT be exhibited in halter classes.

8. If a family includes more 4-H'ers than horses, more than one 4-H'er may

identify a horse; however, in this situation 4-H'ers cannot identify more than one horse.

9. Members may not exhibit more than 2 head or 2 units in halter, trail or

timed classes. 10. Pony and Light Horse designation:

• Ponies in the mature class (three years and older) will be under 14.2 hands.

• Light horses will be all mature entries 14.2 hands (58 inches) and over or colts coming from a mare of this size.

• Miniature horses will be 38 inches and under. • All horses and ponies will be measured at the horse barns

sometime between check-in time Wednesday, July 11 from 4:00 – 8p.m. All class entries will be checked at that time.

11. Aged classes will be all horses and ponies 3 years of age and over. 12. Any class with 12 or more exhibitors (12 units) may be divided by grade of

Trail Class – This class is open to all 4-H and FFA members riding western, English horses, hunter horses, or mules. Each horse will individually work through an obstacle course designed to test the manners, performance, and intelligence of a good trail riding horse. Class 2053 – Senior Trail Class (Grades 9-12) Class 2055 – Intermediate Trail Class (Grades 7-8) Class 2057 – Junior Trail Class (Grades 4-6) Driving Classes: All driving classes to be shown at walk, park gait, road gait, back and reverse. No Exhibitor shall drive a horse while standing in the cart, either in the arena or warm-up area. Parent may accompany exhibitor in cart, but may not assist without penalty. Class 2060 - Draft Horse or Pony Driving Breeds include: Clydesdale, Halflinger, Percherion, Belgian, etc. Single horse harnessed and hitched to a two-wheel cart. Class 2075 – Costume Class This class will be judge on Prettiness, Originality and Authenticity depending on the goal of the exhibitor. Performance of the horse and rider will be taken into account. Exhibitors will be asked to walk, trot and canter/lope both directions of the arena or show appropriate movement for the theme being exhibited. Each contestant should be appropriately attired in the costume of his or her choice and carry out a theme for the class. No skits or acts will be allowed. The exhibitor’s back number must be clearly visible by the judge. Each exhibitor must provide a written description of their outfit and the era or purpose of the outfit. The exhibitor’s goal in exhibiting in the class should also be stated in their write-up. Write-ups must be turned in at the time of check-in. Helmets will be required.

Fun and Games Classes The purpose of the fun and games classes is for the exhibitor to have fun. Ribbons will be awarded to the top five placing entries. 4-H Youth Team Grooming Contest This contest and the awards are sponsored by Lyle and Cherylann Stewart and Kimberly and Kenton Doehrmann. This contest will be held on Saturday, July 14 at 2:00 pm. Contest Guidelines

1. A Team consists of 4 members (3 groomers and 1 handler) 2. Team age groups: Junior Team (ages 9-13)

Senior Team (ages 14-18) 3. Team members must wear boots, long pants, hat or cap. 4. Each team is to bring a horse. Horses must walk and trot readily when

leading. Each animal must wear a properly fitted halter (not show halter) and lead strap/rope.

5. Teams will use their own horse to groom for the contest. The horses will be partially dirtied by a “dirt demon” team.

6. The contest will begin with each team allowed 15 minutes to groom their horse.

This individual will be a model for others to learn from based on an individual who displays the courage and has the determination to do the right thing even when others don’t; the strength to exhibit fairness, to be courteous, to gracefully accept the result of the contest, to attempt difficult things that are worthwhile. To have the integrity of inner strength to be fair and courteous during the horse show, to play according to the rules, acting positively and honorably to your competitors. To display kindness by being considerate, courteous and generous in spirit to other competitor; showing care, compassion and friendship in victory or defeat; treating others as they would like to be treated. Poultry All poultry exhibited must come from a U.S. Pullorum-Typhoid clean or equivalent flock, or have had a negative Pullorum-Typhoid test within 90 days of public exhibition and the test must have been performed by an authorized tester. However, “Market Classes” of poultry consigned to a slaughter establishment are exempt from the Salmonella testing requirements. “Market Classes” of poultry must be separated from all other poultry by a distance of ten or more feet and/or an eight-foot high solid partition. No birds may be caged until they are tested for pullorum or inspected. No exhibitor may show more than two entries in fancy bird, cockerel, rooster, pullet, or other poultry classes. Entry limited to one trio (composed of one cockerel and two pullets.) The exhibitor must be present during the judging of his or her poultry.

General Rules and Regulations 1. Exhibits must be the product of the current year's project. 2. Exhibits will be evaluated in conference judging. It is the member’s

responsibility to have their projects judged; members are strongly encouraged to be present to talk with the judges.

3. All exhibitors are responsible to read and comply with the Iowa County

Fair General Exhibit Rules for the exhibit to be eligible for Iowa County Fair participation. Entries can be any exhibit by an individual or group that

is an outgrowth from an Extension education program related to the (specific) class.

4. Youth must have completed 5th-12th grade (or that equivalent) to be

eligible to exhibit at State Fair. Exhibits for the Iowa State Fair can be prepared by an individual 4-H’er, team of 4-H’ers, or may be the result of a 4-H group effort. All 4-H’ers, individual or group, must meet the age requirements to be eligible for State Fair exhibiting, i.e. completed the 5th grade or above. For example, if a 4-H group wishes to enter a notebook describing their club citizenship effort, the documentation could recognize the contributions of those in 4th grade, but be prepared by those who meet the age requirements. Note Exception: Class 811L – 4-H Historical/ Family Heritage, the exhibit criteria includes active participation by both 4-H’er(s) and adult(s).

5. NO parental involvement will be allowed during judging. 6. Members may have only two exhibits from Science, Engineering and

Expressive Arts go to State Fair. 7. State Fair Winners will be asked to participate in the Champion Salute

on Sunday, July 15, at 2:30 p.m. Pictures of State Fair Winners will be taken at 1:00 p.m. on Sunday in Zentmire Hall.

8. All exhibits are to be entered at the judging building. The superintendents

will determine the appropriate display area for each exhibit. 9. A written explanation, an audio cassette, or video tape is to be included as

part of each exhibit, except photography. The exhibitor should respond briefly to the following questions about the exhibit:

What was your goal(s)? How did you go about working toward your goal(s)? What were the most important things you learned as you worked

toward your goal(s)? What would you like to do in this project area next year?

10. Photography Exhibits -- the Revised January 2002 4-H Photography

Exhibit" label MUST be completed and attached to each photo exhibit. 11. All exhibits, including every article in the exhibit, must be labeled. Include

Poster and banners are not to exceed standard poster board size of

22"x28" or foam core board size of 22”x30”. Exception: see Rule #2 in Poster Communications Class 811J.

Chart or graph boards and model displays, etc. are not to exceed 4'x4' in size. Maximum size is determined by measuring the flat (unfolded) dimensions.

Display boxes are not to exceed 28"x22" in height or width and 12" in depth. Exception: see Rule #9 for Food and Nutrition exhibits.

14. Endangered and threatened plants and animals (includes insects) should

NOT be used in any exhibit. Wildflowers taken from parks should NOT be used. It is illegal to possess songbird feathers or nests. Game animals “legally taken”, such as pheasant, goose, duck, or quail are acceptable. Purple loosestrife and Lythrum salicaria are plants that should not be planted in gardens. It has the potential of becoming noxious in Iowa. Other dried established noxious weeds are acceptable to use in exhibits.

15. Duplication of copyright material or design should not be used in a 4-H

exhibit that is presented as original work by the exhibitor. A copyright design cannot be displayed in a public setting (fair) without permission being granted from the owner of the copyright. When permission has been granted by the owner of the copyright, the exhibit will be displayed and labeled appropriately. Those without permission cannot be displayed.

16. All exhibits, activities and programs must represent appropriate safety

procedures in the development of the exhibit and during the evaluation process. This includes static exhibits and activities revolving around the communications program.

EXHIBITS WHICH DO NOT COMPLY WITH GUIDELINES 12, 13, 14, AND 15 WILL NOT BE ACCEPTED FOR ENTRY, EVALUATION, OR DISPLAY AT THE IOWA COUNTY FAIR. 17. Exhibits will receive blue, red, or white premium ribbons. Outstanding

exhibits will receive blue rosette Award of Excellence ribbons. 18. Exhibits entered at the county fair are strongly encouraged to be evaluated

at local achievement show or club tour. 19. All exhibits must be checked in Tuesday, July 10, at the time designated

for your club. Exhibitors must wear a 4-H or FFA shirt on judging day.

20. GROUP EXHIBITS are permitted at the Iowa County Fair; however to be considered for State Fair, the exhibit should be prepared by the age eligible 4-H’ers (5th grade and up). Refer to Rule #4.

21. An exhibit can show in only one class.

Horticulture Each Horticulture exhibit should include on a note card a list of all species and varieties (e.g. Tomato: Better Boy). Members may exhibit only one entry in each class in this division except for Individual Vegetable Class (4001) and Fruit Class (4011) where no more than three different vegetable or fruit species may be exhibited. For Individual Vegetable and Vegetable Display, prepare and exhibit vegetables as outlined in 4H-462, "Harvesting and Preparing Vegetables For Exhibit." All vegetables need to be displayed on paper plates unless otherwise specified. Vegetables are eligible for 4-H Horticulture Show at Iowa State Fair without being exhibited at county fair. * Class 4001 - Individual Vegetable Exhibit one kind of vegetable from your home garden project. Follow 4H-462 for quantity, quality, and uniformity. * Class 4002 - Vegetable Display The vegetable display must include five or more different vegetable crops grown in the exhibitor’s home garden. More than one variety of any particular vegetable can be displayed; however, not more than four items of the same vegetable can be displayed. For example: four tomatoes would constitute one vegetable, e.g., one large red slicing, one cherry tomato, one yellow tomato, and one processing tomato. The container display will be reduced one placing if it contains more than four vegetables of any one kind, e.g., more than four beans. The amount of produce exhibited should fit into the container and specimens may not overflow onto the table. The vegetables should be prepared for exhibit as instructed in 4H-462, “Harvesting and Preparing Vegetables for Exhibit.” Any decorative basket, box, or other decorative container, not larger than one-half bushel in size, can be used. The exhibit will be judged 75% for the cultural perfection of the vegetables and 25% for decorative arrangement. A special variety card will be provided and MUST accompany the exhibit with each crop clearly labeled as to the variety. * Class 4003 - Attractive Vegetable Basket An attractive display of vegetables from member's garden. Exhibit at least four different kinds of vegetables from your home garden project. The quantity of each kind of vegetable exhibited does not need to follow the recommendations in 4H-462. Exhibit vegetables in a box not larger than 5"x11"x18".

* Class 4004 - Market Vegetable Crop Exhibit one, but no more than three, vegetables from your market vegetable crop project. Exhibit one full box, not larger that 5"x11"x18". All market vegetable crop boxes must be accompanied with a folder containing a garden project plan. * Class 4005 - Unusual Arrangement of Vegetables Show a picture or tell a story with the use of vegetables from your garden project. The arrangement shall not exceed 24"x24" in size. Entries will be judged on originality and neatness of arrangement. * Class 4006 - Herbs 3 sprigs of an individual herb in a bottle of water. * Class 4011 - Fruit Exhibit three specimens such as three apples or three bunches of grapes. * Class 4016 - Flower and Ornamental Design Evaluation will be on the design elements and art principles, distinction, originality, and condition. * Class 4017 - Flower and Ornamental Specimen Evaluation will be on cultural perfection. The specimens should have an appearance of general good health, peak of perfection, and prime maturity. Choose from the following:

• Any zinnia - 3 blooms • Any marigold - 3 blooms • Petunia - 1 spray • Any other annual • Any perennial - 1 specimen or bloom • Houseplant or container-grown plant - one or more in one

container - must have been in grower's possession for at least three months

Class 101A - Animal Science Any exhibit (excluding an animal itself) that is an outgrowth of a small or large animal project or program including beef, dairy, goat, dog, horse, pets, poultry, rabbit, sheep, and swine. Ownership of an animal is not required for entry in this class. Exhibit topics might include, but are not limited to; selection, feeding, financial management, waste management, use of records, health care, housing, or career opportunities. Class 211A - Conservation Any exhibit that is an outgrowth of a conservation project or program such as soil conservation, creating habitats, wetland restoration, energy conservation, planting windbreaks, etc. Class 221A - Entomology A general or special collection from an entomology or bee project. (excluding live specimens) or any exhibit which is an outgrowth of an entomology or bee project or program such as life cycle, bee management products (honey, wax), equipment, diseases, pests, habits of insects, insect genetics, IPM scouting, etc. Class 231A - Veterinary Science Any exhibit that is an outgrowth of a veterinary science project or program such as maintaining health, cause and prevention of disease, internal parasites, public health, careers, etc. Class 301A - Other Agriculture and Natural Resources Ideas Any other exhibit that is an outgrowth of a 4-H agriculture and natural resources project or educational experience that does not fit any previous class listed.

Class 701A - Crop Production Any exhibit that is an outgrowth of participation in a corn, soybean, small grain, or forage project or program. If the exhibit involves a crop specimen, include the variety and planting date. Exhibit topics might include, but are not limited to; variety selection, plant growth, planting, plant nutrition, weed, insect or disease control, environmental protection, harvesting, storage, marketing, or career opportunities. Class 706A - Forestry General or special collection, i.e. leaves, seeds, etc. Class 706B - Forestry Any exhibit that is an outgrowth of participation in a forestry project or program such as insect or disease control, growth stages, type of tree for intended use, etc. Class 711A - Horticulture An exhibit that is an outgrowth of participation in flower gardening and ornamentals, home garden, small fruit crop and vegetable crop projects. Exhibits might include such ideas or concepts as cultivar selection, plant nutrition, insect, weed or disease control, harvesting, preservation, marketing, careers, etc. To exhibit vegetable specimen (project), refer to the 4-H Horticulture Show Department. Class 711B – Home Grounds Improvement An exhibit which is an outgrowth of participation in a home grounds improvement project or program. Exhibits might include ideas or concepts such as landscape plans, techniques, selection of landscape plants, garden design, garden features, careers, etc. Class 741A - Plant Science Any exhibit that is an outgrowth of a plant science project or program such as collections of plant growth, plant parts, soil structure, soil maps, germination, cross breeding, root systems, etc. Class 880A- Safety and Education Shooting Sports Any exhibit which is an outgrowth of participation in a SESS project or program such as archery, rifle, shotgun, muzzle loader, etc. Topics may include selection of equipment, record keeping in scoring, safety practices, care and storage of equipment, ethics, etc. Class 911A - Wildlife Any exhibit that is an outgrowth of participation in a wildlife project or program such as fish and wildlife identification, observation, habitats, fish and wildlife harvest, other activities, etc.

1. Open to all 4-H and FFA members. 2. To qualify for this award, 4-H members must have their exhibit entered on

Tuesday, July 10 in Small Engines, Tractor, or Welding; FFA members must have their exhibit entered in FFA Metal Projects.

3. Exhibit brought to the Fair will first be evaluated by Fair judges on

Tuesday, July 10. A committee of three other people from KINZE Manufacturing will evaluate the exhibits and hold interviews on Thursday, July 12, 10 a.m., at Zentmire Hall. Evaluations will be based on:

Personal Development Class 865A - Camping Any exhibit that is an outgrowth of participation in a camping project or activity such as camper safety, fire building, rainy day activities, outdoor cookery, day camp plan, selecting camping equipment, equipping a backpack, resource file of camping activities, etc. Class 806A - Citizenship Any exhibit that is an outgrowth of participation in a citizenship project or program such as responsibilities with family, club, community, world, plan community service activity, learn about local and county government, study family heritage, etc. Class 811A - Communication Any exhibit that is an outgrowth of participation in a communication project or program such as describing the communication process, methods of communicating, or a product based on a communications method which might include slide/tape, videotape (done in standard play), or feature news stories; or theater arts such as costuming, sound effects, props and staging, etc. Class 831A - Health Any exhibit that is an outgrowth of participation in a health project or program such as personal health analysis, physical fitness plan, home health hazard hunt, body systems and functions, daily food intake plan, minor injury treatment, community health services, effects of smoking, etc. Class 841A - Leadership Any exhibit that is an outgrowth of participation in a leadership project or program such as types of leadership, analysis of personal leadership styles and qualities, processes to determine the identification of community needs, resource analysis, activity plan, or youth as partners. Issues Class 950A - Societal Issues Any exhibit by an individual or group that is an outgrowth from an Extension 4-H educational experience. Exhibits might include, but are not limited to topics such as recycling, water quality, erosion, pollution, radon, substance abuse, teen pregnancy, animal welfare/rights, etc. Include information on:

What is the societal issue? How does my/our goal relate to the issue? What did I/we learn about the issue? How can I/we best communicate the importance of the issue? What did I/we do to educate others about the issue?

4-H History/Family Heritage Purpose: This class is designed to help participants gain a greater appreciation for and to focus on 4-H history and family heritage. Emphasis is also provided for an intergenerational focus. Participants (youth and adults) are encouraged to learn and share more about the history of 4-H in Iowa and/or their family heritage. This class is designed and intended to provide an opportunity for 4-H’ers and adults to form a team in planning and developing an exhibit to share together learning related to history and heritage. Exhibits related to 4-H and fairs are strongly encouraged. 1. Each county may enter two (2) exhibits in this class. If two exhibits are

selected, at least one (1) must be a 4-H history/4-H heritage exhibit. The 4-H youth exhibitor(s) will receive a special recognition certificate.

2. The exhibit must be an outgrowth of a 4-H learning experience planned and completed by one or more 4-H’ers, of eligible exhibitor age, with one or more adult(s).

3. The exhibit is to be an outgrowth of work done, through 4-H, to accomplish

a goal(s) determined jointly by all the participating 4-H’ers and adults. 4. Exhibits might be an actual product, poster, display, report, notebook,

model, video tape, audio cassette, etc. 5. The exhibit should include the following information:

6. Exhibitors are responsible to read and comply with the Iowa County Fair

and the Iowa State Fair “General Exhibit Rules” including size, copyright where applicable, safety, etc. to be eligible for entry.

Class 811L - 4-H History/Family Heritage Any exhibit by one or more 4-H’ers with one or more adult(s) which is an outgrowth of a goal identified by the participants. Topics might be related to the history of 4-H, a 4-H project, educational experience, activity, family heritage, Iowa, etc.

Photography 1. Photographs may be either black and white or color. Photographs may be

processed from negatives, slides, or digital cameras and computer manipulation programs. Photographs exhibited must have been taken during the current 4-H year.

2. If photos are mounted, they can be (a) flush-mounted (no mounting board

showing) on mounting board, or (b) with mount borders (window mat or flat mount directly on board). Exhibitors may cut their own mounting boards, use inexpensive ready-cut window mats, or have matting done professionally. In all cases 4-H'ers are responsible for design decisions such as border width, color, and size. If photos are not mounted, they may be exhibited in a clear plastic covering such as photo album pages. Framed photos including floating frames, will not be judged.

3. If photos are not mounted, they may be exhibited in a clear plastic

covering, such as photo album pages. 4. The “4-H Photography Exhibit Label” (Revised January 2002) must be

completed and attached to each photo exhibit entry. Tape to back of mounting or fold label, as appropriate, for each exhibit. Label is available at the Extension office.

Class 851A - Mounted Photograph or Series Individual or series photos where the exhibited photo is at least 5x7 inches (exposed area of print). Larger photos may be cropped if necessary for better composition, but to no smaller than 5x7 inches. Series entries should consist of three to five photos (each 5x7 minimum) mounted as one piece. Mounting is required for all entries in this class. See item number two above for mounting suggestions. Class 851B - Single Photograph or Series A photo of any size may be considered in this class. There is no minimum size. Series entries should include three to five photos. If the series is mounted, it should be done as one piece. See item number two above for exhibiting suggestions. Class 851C - Contemporary/Creative Photography A photograph that is understood to be a creative, imaginative, or experimental departure from realism. A photograph that is understood to be a creative, imaginative, or experimental departure from realism. Examples of Contemporary/ Creative Photography may include: abstracts, derivations, distortions, black light, bas-relief, diazochrome, posterization, solarization, multiple exposures, montages, kodalith, multiple images with trick lenses and similar processes. Special exhibit requirements:

Photograph must be mounted but not framed. Photo exhibit label must be attached to the back of the exhibit. A detailed report must be attached clearly stating the process used to

achieve the desired effect. Each step and materials or equipment used must be included in this report.

Where possible, a copy of the photo before manipulation should be included with the report.

Class 851D - Photography Idea This class is designed for creative photography and experiments that do not fit into the previous classes. Photos or educational displays in this class may make use of creative camera techniques, darkroom techniques, mounting and exhibiting techniques, or computer enhancement, just to name a few possibilities. Above all, creativity and originality are valued. If exhibit is a photo or collage of photos, it must not be framed and must have the photo exhibit label.

Visual Arts 1. Articles made from kits or preformed molds are not be accepted.

Exception: See class 821B item # 2. (Kits are defined as any prepackaged item where the materials and the design are predetermined by the manufacturer. Examples of preformed molds would be purchased greenware or whiteware.)

2. If the exhibit results in a finished art object, you must include the picture

of the source of the design, the design sketches, or process for creating the design. This might include cut paper designs, sketches, a piece of tree bark, doodles, or magazine pictures (identify the magazine and issue.)

The written description of the exhibit must identify the design element(s) and/or art principle(s) used in this particular exhibit and how it is used. (Example: “I used the primary colors of red, blue, and yellow to emphasize the geometric shapes” not just “the element I used was color”.) Design elements are line, shape, color, texture, and space described in the project manual “Celebrate Art” Unit 1, pages 11-13. Principles of design are rhythm, proportion, emphasis, balance, and unity described in the project manual “Art in Your Future” Unit 2, pages 10-14. 3. Copyright logos, designs, or trademark materials should not be used for

visual art exhibits on public display at a fair or other setting without written permission. If written permission has been obtained for an exhibit in the technique class, it should be included in the written support materials of this exhibit. For display purposes, exhibits will then be labeled “Copyright permission granted”. These materials are never appropriate for the Original Art class.

4. Every exhibit, except photo, MUST have attached a written or audio

cassette tape recorded statement responding briefly to the following questions about the exhibit:

What would you like to do in this project area next year? Class 821A - Original Art Original art should be an exhibit that has a design unique to you. By using one medium or a combination, an individual creates an object that is not recognizable as another’s work. Trademarks, logos, and other copyrighted images cannot be original since some other artist has already designed and created it. An explanation of the application of design elements or art principles used when making the exhibit must be included. Does one (or more) of the following questions help describe what your exhibit is about? If it sounds like your exhibit, it should be in the Original Art Class.

1. Did your idea come from something you thought up, the placement of geometric shapes, or something viewed in nature?

2. Did you see a design, magazine picture, painting, etc., that gave you an idea and you made at least 3 major changes to that idea? (Include the source of design and explain the major changes.) You know it is a major change if you quickly look at your original source and your exhibit and they DO NOT seem similar.

3. Did you create your exhibit by observing things around you like looking at a still life or from a photograph you took of a scene?

4. Are the people in your exhibit (drawing, painting) ones you observed, studied, sketched, or photographed and not people you saw in a magazine or other photograph? (If the person is identifiable from your picture, did you request their permission to use them in your art work?)

Class 821B - Design and/or Technique Exploration Technique Exploration is an exhibit that provides an individual the opportunity to explore a new medium, practice a skill, or study a design element or art principle. This exhibit may be an object, portfolio, display, poster, or organized sketch book. If a non-original design source is used, its origin (where you found the idea, any pictures, sketches, etc.) must still be credited. Logos, designs, and trademarks that are copyrighted may only be used if permission for this specific use has been granted from an authorized authority. The written permission must be included in the support materials provided with the exhibit or the piece is not legal for public display and will be disqualified. For display purposes, those exhibits with written permission will be labeled “Copyright permission granted”. You must identify and explain the application of the design element(s) and art principle(s) that were featured in this exhibit.

In this class

1. Directions may be used to make the exhibit (basket weave pattern, quilt pattern, process instructions i.e. tie dying). Include the source of instructions or copy of the instructions. In your write-up be sure to focus on the design elements or art principles used in making decisions to develop the exhibit.

2. It may be a process evaluation shown by examples that demonstrate a different step of the process needed to complete a finished product. This process evaluation is the only acceptable place to exhibit portions of greenware or whiteware to provide the appropriate surface to illustrate the process techniques being explored. Processes could include glazes, paint blending, surface preparation to the final product. A finished product will only be used in the evaluation to determine level of accomplishment of the goal.

3. A portfolio showing several examples of practicing techniques of a medium where you used design ideas from photos, magazines, pictures. You must credit the sources of design ideas.

4. You may use a series of rubber stamps, stencils, etc. to create a design, develop technique or study color and texture. Detailed explanation of the use of the design elements/art principles is required.

Create a picture while practicing and improving your technique(s) of drawing, shading, blending, etc. The write-up focuses on the techniques practiced to demonstrate skills in applying the design elements and/or art principles. Class 821C - Other Visual Art Topics Exhibits might include study on an individual artist, style, craft business or marketing process, planning group tour, career options, etc.

Kits or Preformed Molds (Not eligible for State Fair) * Class 4134 - Kits or Preformed Molds Any exhibit made from a kit or preformed mold -- not eligible for State Fair. Each exhibitor may enter only two (2) exhibits in this class. Each exhibit must be a different technique (e.g. macramé, candlewicking, quilting, pottery, ceramics, etc.)

7. Each exhibitor may enter any number of exhibits at the Iowa County Fair. 8. Exhibits will receive blue, red, or white premium ribbons. Outstanding

exhibits will receive Blue Rosette Award of Excellence ribbons. 9. Exhibits for State Fair will be selected from youth who have completed

grade 5th-12th (or that equivalent) who have received Awards of Excellence.

10. The management will not be responsible for loss or damage to exhibits

though it will use care to protect them. 11. Exhibits will be judged using conference judging at a time assigned to each

club. 12. NO parental involvement will be allowed during judging. 13. An exhibit can be entered in only one class. 14. All exhibits must be carefully labeled; giving name, name of local club,

and class number. If an exhibit consists of several items, all must be labeled.

15. GROUP EXHIBITS are permitted at the Iowa County Fair. However to

be considered for State Fair, the exhibit should be prepared by the age eligible 4-H’ers (5th grade and up). Refer to #4 in S.E.E. Department.

16. Maximum size guidelines:

Poster and banners are not to exceed standard posterboard size of 22"x28" or foam core board size of 22”x30”. Exception: see rule #2 in Poster Communications.

Chart or graph boards and model displays, etc. are not to exceed 4'x4' in size.

Display boxes are not to exceed 28"x22" in height or width and 12" in depth. Exception: see rule #9 for Food and Nutrition exhibits.

DUE TO SECURITY, WE DISCOURAGE 4-H'ERS FROM ADDING ITEMS THAT HAVE SPECIAL MEANING AND VALUE TO THE DISPLAY FOR AESTHETIC VALUE. 17. A poster is an exhibit that consists of a flat place card on which information

20. Original use by a 4-H’er of copyright materials should not be used in

4-H exhibits. A copyright design is not allowable because in the Fair setting the exhibit is on public display and that infringes on copyright laws. If copyright material is used, the exhibitor should request in writing permission to use the copyrighted items, and include a letter of permission with the write-up.

21. * Marks exhibits not eligible for State Fair. 22. Products that require refrigeration (cream fillings, cream pies, meat or

broth, relish or fruit trays, cheeses, eggs, custard, egg noodles, and friendship starters, etc.) are not acceptable entries for the fair. These items do not hold up well at room temperature and often pose a food safety hazard. Such items will not be accepted, judged or displayed.

23. State Fair Winners will be asked to participate in the Champion Salute

on Sunday, July 15, 2:30 p.m. Pictures of State Fair Winners will be taken 1:00 p.m. on Sunday in Zentmire Hall.

Food & Nutrition Refer to your Project Manual for project ideas. Special Rules -- In addition to the general rules, 4-H’ers entering Food And Nutrition exhibits must follow these special rules. 1. The recipe (ingredients, preparation instructions, time, temperature) MUST

be included for any prepared food exhibit. Source of recipe MUST be credited.

2. Preserved foods must include the Food Preservation Exhibit Label,

VI-991201-WB/SAS. Only food processed after August 1, 2006 is acceptable.

be opened for evaluation and then discarded. The second will be on display and then will be returned to the exhibitor. Perishable food products will be discarded when removed from display.

4. Prepared foods should be placed on a firm disposable plate or flat

cardboard. Consider this recommendation rather than pans, plates, china, or baskets due to potential damage or loss. Place exhibit in a recloseable plastic bag with entry tag fastened outside the bag.

5. Products that require refrigeration (cream fillings, cream pies, cream cheese

frosting, meat or broth, relish or fruit trays, cheeses, eggs, custards, egg noodles, and friendship starters, etc.) are not appropriate entries for the Fair. These items do not hold up well at room temperature and often pose a food safety hazard. Such items will not be accepted, judged, or displayed.

6. Due to safe handling concerns during processing, no meat jerky product

exhibits are allowed.

7. All food products and food preparation procedures used, illustrated, or described must be unquestionably safe. Any exhibit considered to be or to portray a food safety risk will not be accepted, judged, or displayed.

8. The use of alcoholic beverages in the preparation or production of 4-H food

exhibits is NOT permitted.

9. If you choose to use a display box, the dimensions are not to exceed 10”x12”x14”. (The three dimensions can be applied to best fit the exhibit size for height, width, or depth.) Poster size maximum: poster board 22”x28” or foam core board 22”x30”.

10. Food product exhibits need to include complete product (e.g. whole cake or

loaf) or six individual servings (e.g. cookies, biscuits, muffins, bars). 11. Choose one or more methods for exhibiting (note cards, notebooks, posters,

photos, cassette tapes -- audio or video, and products). 12. Every exhibit MUST have attached a written or audio cassette tape

recorded statement responding briefly to the following questions about the exhibit:

What was your goal(s)? How did you go about working toward your goal(s)? What were the most important things you learned as you

worked toward your goal(s)? Do you have ideas of what you would like to do in this project

area next year? 13. The complete exhibit or a picture will be on display for the entire Fair. 14. At the Iowa State Fair, preserved foods will be returned to the exhibitor.

All other perishable food products will be discarded when removed from display.

15. All food products/exhibits should be appropriate for human consumption/

2007 4-H Go The Distance! Special Exhibit Class Rules This class is designed to help participants gain a greater appreciation for and understanding of the role nutrition and physical activity has in promoting health and well-being. Participants are encouraged to learn about how nutrition and physical activity affect the overall health (including physical performance and disease risk) of an individual or group. This class is intended to provide an opportunity for 4-Hers, as an individual, club or team, to plan and develop an exhibit that shares what they have learned about nutrition and physical activity in relation to health. Clothing Selection Contest - Purchased Garment Class 5061 - Junior Clothing Selection Class 5062 - Intermediate Clothing Selection Class 5063 - Senior Clothing Selection 1. This contest is for junior, intermediate, and senior 4-H'ers. The entrants

need not be enrolled in the clothing project. One boy, one girl, and one minority may be selected for State Fair; must have completed 9th – 12th grade. A 4-H member may participate in the State 4-H Clothing Selection program once as a senior.

2. Each entrant will select one outfit for the county contest that includes one or

more garments, shoes, and accessories. Undergarments will not be considered part of the outfit except as they affect outer appearance.

3. Garments must be purchased. The entrant must know the purchase date and

price for major garments and shoes, and the fiber content and care instructions for major garments. Outfits may be purchased from any source, including consignment shops, used clothing stores, etc. Clothing items which are home-sewn are not eligible unless the completed garment was purchased from a used clothing source. Clothing items which are custom sewn specifically for the participant are not eligible.

4. Each entrant will complete a report form in which they explain their

selections. Seniors will use the State Fair form; juniors and intermediates will use a simplified version of the form.

5. Each entrant will have a conference evaluation in which the evaluation

criteria will be: (a) The individual (b) The outfit on the individual (c) The outfit for the intended purpose.

6. Entrants will be placed in a blue, red, or white group. Outstanding exhibits

will receive an Award of Excellence ribbon. 7. All entrants are strongly urged to participate in the Fashion Awards Show at

the 2007 Iowa County Fair. 8. Contestants at the Iowa State Clothing Selection Contest need to meet the

following qualifications:

Select and/or purchase an outfit that represents the 4-H’ers goal or intended use for the selected outfit.

Have had individual planned or county experience(s) in choosing shopping alternatives, evaluating fit, quality and construction features, price and cost comparison.

Must have completed the 9th grade and has not participated in the State Clothing Selection contest in previous years.

State Fair Clothing Selection is scheduled for Thursday, August 9 for the Southeast Area.

Participants must participate in the entire program.

Fashion Revue - Constructed Garment Class 5071 - Junior Fashion Revue Class 5072 - Intermediate Fashion Revue Class 5073 - Senior Fashion Revue Members do not need to be enrolled in the clothing project to enter the Iowa COUNTY Fashion Revue Contest. All contestants will need to present a Fashion Revue report to the judge at the time of the contest. The major garment of the costume is to be cut and constructed by the entrant. Communication Programs Superintendents Educational Presentations, Share-the-Fun & Working Exhibits ....................Patty Miles & Diana Roberts Pride of Iowa Contest ............................................................. Heidi Gingerich The Communication Department is designed to provide opportunities for youth to select a method by which they might develop their personal communication skills in sharing knowledge or information with others. The classes are designed to provide a series of developmental experiences for various age levels. The ability to communicate will be the major criteria for evaluating this department.

Educational Presentations Class # 8100 --- An opportunity for 4-H'ers to personally demonstrate their communications skills by presenting knowledge, information, or a process to gain a desired response from an audience. The youth's subject should be an outgrowth of his/her 4-H experience. 1. Educational presentations may be given by one or more 4-H members. A

4-H member may participate in only one educational presentation per year at the Iowa State Fair. The topic of the presentation should determine it's length, but must not exceed 20 minutes for Intermediates and Seniors; 15 minutes for Juniors.

2. All participants will be given certificates and State Fair Ribbons. Only

one premium will be paid per presentation. 3. A team consisting of youth that are of mixed grades must be entered in the

class of the highest grade level team member.

4. Members must have completed 5th grade (or that equivalent) to be selected for State Fair. Up to six Educational Presentations may be selected to go to the Iowa State Fair.

compete on August 9th, 13th, 14th, 18th.

Working Exhibits Class # 8200 -- Working Exhibits provide an opportunity for youth to communicate and interact with an audience in an informal way. Many stages of the exhibit or product should be ready so that any step can be discussed. No set format should be used. The best subjects involve action by the 4-H'er or involve the audience in some doing; feeling, tasting, smelling, or judging. The youth's subject should be an outgrowth of his/her 4-H experience. All Working Exhibits must not exceed 45 minutes. 1. Open to any 4-H'er. To be eligible to participate at State Fair, a youth

must have completed 5th grade (or that equivalent). Working Exhibits may be given by one or more 4-H'ers. Up to 4 Working Exhibits may be selected to go to the Iowa State Fair. A 4-H member may participate in only one working exhibit per year at the Iowa State Fair.

2. All participants will be given certificates and State Fair Ribbons. Only

one premium will be paid per exhibit. 3. Those selected to represent Iowa County at the Iowa State Fair will

compete on August 9th, 13th, 14th and 18th.

Share-the-Fun Class # 8300 -- Share-the-Fun presentations will provide an opportunity for 4-H members to perform before an audience, purely for the sake of enjoyment and to encourage and help leaders put "fun" into the 4-H and Youth Program. 1. Any age 4-H’er may participate at the Iowa County Fair.

2. To be eligible to participate at State Fair, 4-H members must have

completed 5th grade (or that equivalent). They must be an active member of an Extension sponsored youth group in the current year. If the presentation involves a whole club or a group from a given club, at least 80% of the performing group must have completed grade five. Up to three (3) quality presentations will be given the opportunity to perform as a Share-the-Fun act at the Iowa State Fair.

3. The presentation must not exceed 8 minutes in length. This time limit

will be enforced. 4. Skits, songs, stunts, short one-act plays, dances (folk, square, modern, tap),

magic, and other entertainment will be acceptable.

Pride of Iowa Contest Class # 8400 1. The “Pride of Iowa” contest will be held Saturday, July 14, beginning at

10:00 a.m. in Zentmire Hall. Participants will be notified prior to the contest of their assigned time.

2. Open to all current 4-H members in Iowa County. Cloverbuds may

participate in the Pride of Iowa contest. 3. Participants may select any recipe using at least one ingredient that is an

outstanding product of Iowa, such as pork, beef, turkey, lamb, dairy, eggs, or corn.

4. Participants must provide their own ingredients and equipment. Mixes

cannot be used for the “Pride of Iowa” product; however, a mix may be used as an ingredient. Participants will provide their own small appliances that they intend to use in the preparation of their product. (A second purpose of the “Pride of Iowa” contest is to promote the use of small appliances.)

5. Each participant must make a poster that includes the recipe used, their

name, and club name. Posters will be used during the presentation and must be left with the finished product. Underline all Iowa products.

6. Cloverbuds, Juniors and Intermediates will have 10 minutes and Seniors

will have 15 minutes to prepare their recipe as they would at home. (Time limits will be enforced.) There is no public speaking required.

7. All members will participate in clean clothes. Hair will be pulled back or

covered. An apron should be worn. A 4-H emblem is recommended. 8. A sample serving of the product will be evaluated by the judge, in a brief

conference judging, immediately following the presentation. The remainder of the product or an additional finished product is to be left at the serving table for the audience to sample.

9. Participants will receive blue, red, or white ribbons. One premium will be

paid per entry.

10. Judges will pick an overall from each age group. 11. Participants’ recipes and entry forms are due to the Extension Office

by Friday, June 15th at 4:30 p.m. Indicate on the recipe in which category (pork, beef, turkey, lamb, dairy, eggs, or corn) you wish to compete. Late entries or recipes will not be accepted.

4-H Extemporaneous Speaking Contest This program is designed to encourage the development of the communication life skill through enhancing the ability to think, to organize, to speak, and to answer questions readily by anticipating 4-H’ers before an audience. 1. Participants must be senior 4-H’ers – completed 9th through 12th grade (or

that equivalent) in 2007. 2. Program format:

a. Thirty minutes before the program, each participant will draw three of the available topics, selecting one to speak on. The selected topic will not be available to the other participants in the speaker’s assigned room. The general nature of the topics will relate to 4-H. The other two topics drawn but not chosen will be returned to the available topics for the other participants. b. A preparation room is to be used with one participant per speaking site. A participant may not leave the preparation room until it is time to speak, nor may a participant receive help from a parent, leader, other adult, or any other youth. A program official will assist participants with the time requirements. c. All reference material will be screened by a program official on the following basis: i. Participant may bring his/her own books, magazines, or newspaper clippings for reference during the thirty minutes of preparation. ii. Reference material must be printed material such as books or magazines (cannot be notes, outlines, or speeches prepared by the participant or by another person for use in this program). iii. Some relevant reference material will be available in the preparation room. This material will consist of historical material related to the 4-H program.

d. Each speech shall be the result of the 4-H’ers own efforts using approved reference material that a participant may bring to the preparation room. No other assistance may be provided. Plain 3”x5” note cards will be provided for each participant in the preparation room. If notes are used, the 3”x5” note cards provided must be used in delivering the speech. e. Only notes made during the preparation period may be used. f. Each speech shall not be less than four or more than six minutes with five minutes additional time allowed for related questions, which shall be asked by the judge. The participant will be shown time cards in an ascending order (1, 2, 3, 4, 5) by the timekeeper. “Stop” will be said at six (6) minutes. g. The program timekeeper will introduce each participant by name and the club he/she represents. The participant will be expected to introduce his/her speech by title only. h. Participants are not permitted to use any props, gadgets, posters, or

audiovisuals of any sort. A podium will not be available. 3. Speeches will be evaluated using the following criteria:

a. Content related to topic. b. Knowledge of the subject. c. Organization of material. d. Power of expression. e. Voice. f. Stage presence. g. General effect. h. Response to questions.

4. A judge’s critique/conference with each participant will be included as part of the program.

4-H Poster Communications 1. Any 4-H'er who has completed 5th - 12th grade (or that equivalent)

may enter exhibits at the Iowa State Fair. This includes 4-H'ers of organized 4-H clubs, EFNEP, CRD, Urban and 4-H special interest groups, and 4-H school enrichment programs.

2. Iowa County may submit 2 entries in the 4-H Poster Communications to the

Iowa State Fair. No more than one entry per member. 3. All entries are to be entered at check-in on Tuesday, July 10th and do not

need to be entered ahead of that day. 4. All entries will receive blue, red, or white ribbons and a State Fair ribbon if

chosen to go to State Fair. Communicating Through 4-H Posters This component of the Iowa County and Iowa State Fair 4-H Communications program is to provide the opportunity for 4-H’ers to communicate to the public using the non-verbal form of communication on a poster. The objective of this class is to provide the opportunity for 4-H’ers to tell a story or idea visually about 4-H to the general public. Class 811J – Poster Communication 1. Only one poster per 4-H'er. 2. All posters must be designed on, or affixed to poster board, 14”x22”, or

foam core board, 15”x22”. Posters may be vertical or horizontal. Posters may be any medium: watercolor, ink, crayon, acrylic, charcoal, oils, collage. Posters cannot be 3-dimensional. Materials used to make the poster may not extend more than 1/8” above the poster or foam core board.

3. Each poster should have a completed exhibit entry form attached to the

back. Entry forms are available at the Extension Office. 4. Posters cannot incorporate copyright material or exact copies of other

promotional designs, such as the Iowa 4-H Youth Conference theme logo. 5. The 4-H Clover is a protected emblem. 4-H’ers can include the clover, but

General Rules and Regulations 1. All exhibitors may be residents of Iowa County or a surrounding county.

2. All exhibits will be placed in the meeting room at Zentmire Hall.

3. All exhibitors must be checked in Tuesday, July 10 from 6-8 p.m. and Wednesday, July 11, between 8-10 a.m. All exhibits will be judged on Wednesday.

4. Open House will be held Thursday, July 12 through Saturday, July 14 from 9 a.m. – 9 p.m. (9 a.m.-2 p.m. on Sunday, July 15).

5. Blue or red ribbons will be awarded to all entries. Blue Award of Excellence ribbons will be given to all outstanding entries, out of which, one exhibit in each department will be chosen “Best of Show”, and will receive a purple “Best of Show” ribbon.

6. All entry fee money and proceeds from the bake sale will be used to fund Open Class expenses and improvements. No premiums will be paid out. Each "Best of Show" winner will receive a $10.00 gift certificate. All blue ribbon winners will be eligible for a drawing for several $10.00 and $5.00 gift certificates.

7. All exhibits MUST be picked up on Sunday, July 15, after 4:30 p.m. Entries must be checked out with an Open Class Attendant before removing from the room.

Department 16 - Flower Show Each exhibitor may enter one (1) exhibit per class. Only fresh materials are to be used unless otherwise stated. When dried materials are called for, they MUST be natural materials -- no artificial flowers or greenery may be used, unless otherwise stated in a particular class. Professionals are invited for educational exhibits, but may not compete.

Class 01 – Christmas Memories May be a wreath, wall hanging, or an arrangement in a container. May use dried or fresh materials.

Class 02 – Be My Valentine Companion arrangement. Class 03 – St. Patrick’s Day Predominately green -- a happy

arrangement. Class 04 – Easter Sunday An arrangement appropriate for

your church altar OR a flower decorated bonnet or hat.

Class 05 – May Day An arrangement in a basket. Class 06 – Fourth of July An arrangement of red, white,

and blue OR all red, OR all white, OR all blue. Do NOT incorporate a flag into the arrangement.

Class 07 – Celebrate A Bountiful Harvest

An arrangement of fruit or vegetables in an antique container, with or without flowers.
