IOM’s Shelter and Non Food Item (NFI) distribuons reached 9,300 flood affected families in April. With support from implemenng partners IOM distributed blankets, shawls, plasc sheets, buckets, solar lamps, mother and baby kits, tool kits, kitchen sets, wheel barrows, raised bedding, and hygiene kits. Details of distribuons are shown in the table on page 2. Preparedness and Response Planning The Shelter Cluster is currently involved in preparedness and response planning for future emergencies. In collaboration with OCHA, the Shelter Cluster carried out an exercise evaluating the different course of action in different scenarios. Taking into account the country situation and the metrological department reports, a list of potential emergency situations was drawn. The needs in these different scenarios, the items required to meet these needs, the places to procure the items and the delivery time have been taken into consideration. Details of the relief items available in the country are being gathered and the Shelter Cluster is drafting a questionnaire to assess the stock levels and human resources capacity of the local humanitarian community. The Shelter Cluster is also planning to conduct technical trainings to support the reconstruction of safer, more disaster resilient houses.

UN Resident Coordinator visits IOM’s One Room Shelter Project! The United Nations Resident Coordinator (RC) along with representatives of other UN agencies and journalists visited IOM’s One Room Shelter site in Tando Allah Yar, Sindh. The trip was jointly organized by OCHA and the Provincial Disaster Management Authority (PDMA) and different Shelter Cluster and WASH cluster projects were visited. The Resident Coordinator commended the IOM pilot project and declared shelter as the top priority for early recovery activities. The field visit was followed by followed by a press conference where the Director General PDMA praised the Shelter Cluster activities.

IOM co-leads the Khyber off-camp IDP assessment IOM, WFP and IVAP co-led an inter-agency rapid assessment of off-camp Khyber IDPs people living in Peshawar valley. The assessment was designed to map off-camp populations, identify urgent needs and assist the humanitarian community in assisting the most vulnerable. Conducted across three districts (Peshawar, Nowshera and Kohat), the assessment covered 54 union councils and 275 villages. Data collection was done by 16 teams using smart phones. The highest proportion of IDPs is in Peshawar (84.6%), followed by Nowshera (14.5%) and Kohat (0.9%). Shelter and food have been indicated as the priority needs and there is an immediate need for additional registration and distribution sites. The assessment also recommends that rent assistance be considered as one of the areas of support. Migration Management and Counter Human Trafficking Under the project “Support to the Government of Pakistan in Implementing the Readmission Agreement with the EU”, IOM Islamabad organized a one-day simulation workshop for its project partner Research Society Institute of International Law (RSIL), bringing the relevant government departments, that deal with readmission of Pakistanis from European countries, together in order to discuss, streamline and brainstorm return/readmission procedures that will be adopted while readmitting people under the European Union Readmission Agreement (EURA). The meeting was jointly chaired by IOM and RSIL and the purpose of the meeting was to facilitate RSIL in discussing and accessing current readmission procedures and in identifying all government stakeholders involved in the readmission process, which also includes the role of the Pakistani Foreign Missions in European Union Member States. This information will help RSIL in the preparation of a Readmission Procedures Manual for Pakistan, which will streamline procedures, processes and aim to synergize communication channels between all relevant Government of Pakistan stakeholders, to

better facilitate the readmission of Pakistanis from European Union Member States. The proceedings led to a consensus on the need to make amendments to current readmission procedures and make them more efficient to the way these applications are processed to avoid wasting time and avoid missing the deadlines which is very crucial under the Readmission Agreement. The recommended procedures have been presented, discussed and revised in second National Coordination Committee for Readmission (NCCR) on 30 April and are now waiting for final endorsement by the government. Resettlement Movement and Cultural Orientation Program IOM facilitated 69 resettlement movements under the Canadian Movement Project (7), Australian Movement Project (55) and European Movement Project (7). The Canadian Orientation sessions benefited 113 skilled workers and refugees during April. IOM’s Early Recovery Shelter Program for 7,500 flood affected households The Early Recovery Shelter (ERS) team is conducting field visits to identify potential areas of intervention for the 2011 ERS program. Priority will be given to villages with the highest number of damaged houses and a large proportion of vulnerable affectees. During April, the teams visited the 11 union councils in 03 Districts (Umerkot, Mirpur Khas, Tharparker) and conducted mobilization sessions. The sessions are aimed at guiding the implementing partners and community on ORS program process, beneficiary selection process, tranche distribution process and importance of Disaster Risk Reduction techniques in construction.

Humanitarian Communications Support to the Insecurity Affected: The Humanitarian Communications team developed radio campaigns regarding the provision of food items to the Internally Displaced Persons (IDP). The Humanitarian Communications team is also collaborating with the Federal Disaster Management Authority (FDMA) to provide return assistance to the Orakzai and Kurram IDPs. Banners highlighting information about return to areas of origin are being developed and will be displaced at camps and on the vehicles used to the transport the IDPs. The Humanitarian Communications team is working together with the district authorities and other UN agencies including OCHA, UNICEF, UNHCR to develop a database about different IDP issues including IDPs registration process and kind of assistance provided. Support to Humanitarian Community: The Humanitarian Communications team worked with the Protection Cluster to develop an information campaign regarding the return of the conflict affected families to their areas of origin in Khyber Paktunkhwa. Banners and public service announcements highlighting different IDP issues such as availability of food, support in the areas of return have been developed and shared with the district authorities and relevant humanitarian agencies. The Humanitarian Communications team will provide technical assistance to UN Women in conducting a survey about the communication practices of IDPs. The Humanitarian Communications team is developing Frequently Asked Questions (FAQs) for the Khyber IDPs. The key subjects covered include registration issues and provision of relief items and the draft has been shared with other stakeholders including HCR, OCHA, UNICEF, FDMA, WFP and NRC. Support to the Government: The District Coordination Officer Muzaffargarh has requested IOM to assist the district government in operating the grievance redressal counter and to train the District Review Committees (DRCs) members on Standard Operating Procedures of grievance redressal.

Assessment for Community Coping Capacities in Return Areas As the Shelter Cluster lead, IOM is planning the Assessment for Community Coping Capacities in Return Areas (ACCCRA) to evaluate the return, resettlement and recovery status of communities in Sindh that were affected by the 2011 flooding. The assessment is intended to be conducted via Key Informant Interviews in 300 villages covering 20 Union Councils and 8 districts in Sindh and is designed around priority emergency and early recovery themes. The assessment contains two sections. The first focuses on emergency coverage of Shelter and NFI assistance, community-level satisfaction and the effectiveness of assistance provided and remaining emergency needs. The second section is being conducted in coordination with other clusters and will identify critical early recovery information along multi-sector indicators relevant to WASH, Health, Education, Protection, Food & Nutrition, Livelihood, Infrastructure, Disaster Risk Reduction (DRR) and Community Reconstruction Capacities and includes a component on priority early recovery needs.
