Dear members of the media,

Welcome to the Olympic Games Tokyo 2020 – and to the Kokugikan Arena, the venue for the 13 boxing events (eight men’s events, five women’s events) at the Olympic Games. From 24 July to 8 August, athletes and viewers will be able to enjoy Japanese culture while watching the boxers in action in one of the most iconic venues of this summer’s Games.

We are arriving here after a long, difficult and ultimately rewarding journey that began in 2019, when the 134th IOC Session decided to suspend the recognition of the International Boxing Association (AIBA). At the same time, the IOC decided to retain boxing on the Olympic programme for Tokyo 2020. The IOC Boxing Task Force (BTF), which I represent, was created to develop a qualification system for the sport

2020 after a complex qualification pathway. The pandemic has had a significant impact on the Boxing Road to Tokyo over the last 17 months, and we have had to restructure the qualification pathway – a reality that was faced across all sports and, from a wider perspective, in all other aspects of our lives.

Even so, the BTF’s overarching goal remained the same: to ensure a clear, just, and fair pathway to Tokyo 2020. We have done our best to achieve that goal, and we empathise with all teams and athletes (not only in boxing, but across all sports) who have experienced challenges and disruptions posed by these unprecedented times in their quest for their Olympic dream.

Finally, we are here: the best boxers of the world in Tokyo. Only some of them will fulfil their dream to finish on top of the Olympic podium, but we trust that all participants will enjoy a unique experience – and that the Olympic Games Tokyo 2020 will be a true showcase of Olympic values, as well as a turning point for the sport.

Once again, we would like to thank you for your interest in OIympic boxing, and we wish you all good luck in the coming days in Tokyo!

WELCOME TO ThE TOKYO 2020 OLYMPiC BOXiNG TOURNAMENT

for the Olympic Games Tokyo 2020, and to organise and deliver the Olympic Boxing Qualifying Events and the Olympic boxing competition in Tokyo.

The BTF has done as much as possible during the time available to protect the integrity of the sport, and to ensure the athletes have a fair field of play on which to compete. We amended the Event Regulations for the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020 with specific changes to deliver our commitment to transparency while minimising the impact on boxers. We have also implemented new scoring procedures, introduced a new selection process for technical officials, and brought in a new ranking and seeding system. Furthermore, we have enlisted an external independent auditor to guarantee that all procedures are followed and that the results of these processes can be trusted by all.

This has been an inclusive process, involving Athlete Ambassadors, a group of experts, National Federations (NFs), National Olympic Committees (NOCs) and most importantly the athletes: we have listened to their voices and kept them at the heart of all our decisions. We would not have been able to achieve our mission without the support and trust of so many individuals and organisations, and ultimately of the whole boxing community. It is now time to thank them for their commitment and trust on the Boxing Road to Tokyo.

The IOC Boxing Task Force (BTF) was created by the IOC Executive Board in June 2019. This was in line with the decision at the 134th IOC Session to keep boxing on the sports programme for Tokyo 2020, but to suspend IOC recognition of the International Boxing Association (AIBA) due to concerns over finance, governance, ethics, and refereeing and judging.

The IOC Executive Board gave the BTF the mandate to organise and deliver the Olympic Boxing Qualifying Events and the Olympic boxing tournament at the Olympic Games Tokyo 2020.

Mission The mandate of the BTF is to create a clear, just and fair qualification pathway for boxers to realise their dream of competing at the Olympic Games in Tokyo. The Tokyo 2020 tournament will feature 291 boxers (188 men, 103 women) competing in 13 weight classes (eight for men, five for women). Members The BTF is composed of five members:

• Morinari Watanabe (Chair), an IOC Member and President of the International Gymnastics Federation (FIG) from Japan

• Willi Kaltschmitt Luján, an IOC Executive Board member from Guatemala

• William Frederick Blick, an IOC Member from Uganda

• Marius Vizer, President of the International Judo Federation from Austria

• Aya Medany, an IOC Athletes’ Commission member from Egypt

Athlete Ambassadors Group The BTF created the Athlete Ambassadors Group to engage with and represent boxers, and to promote the athletes’ voice – which is central to the Olympic Movement – within

boxing. The Athlete Ambassadors Group is composed of 10 boxers, one man and one woman from each of the five regions, providing gender balance and global representation:

• Africa: Lukmon Lawal (NGR) and Khadija Mardi (MAR)

• Americas: Julio César La Cruz Peraza (CUB) and Mikaela Mayer (USA)

• Asia: Hu Jianguan (CHN) and Mary Kom (IND)

• Europe: Vasyl Lomachenko (UKR) and Sarah Ourahmoune (FRA)

• Oceania: David Nyika (NZL) and Shelley Watts (AUS)

Their primary roles are to represent the athletes’ voice in BTF planning, engage with boxers, and promote a sustained athletes’ voice and representation in the sport. The Group actively contributed to BTF decision-making processes along the Boxing Road to Tokyo and in the lead-up to the Olympic Games Tokyo 2020.

Technical team

The BTF is supported by a dedicated management team that includes boxing technical staff, who help manage and deliver the Olympic Boxing Qualifying Events and the Olympic boxing tournament. This team is supported by a group of experts, which includes members of selected boxing federations, athletes, representatives of combat sports and medical personnel.

Key BTF implementations The BTF has introduced a number of innovations for the Olympic Boxing Qualifying Events and the Olympic boxing tournament at Tokyo 2020:

• Gender equality Athletes: The Tokyo 2020 boxing competition will feature 188 men and 103 women, compared to 250 men and 36 women at Rio 2016. The number women’s weight categories has been increased from three at Rio 2016 to five at Tokyo 2020, and the number of men’s weight categories has been reduced from ten at Rio 2016 to eight at Tokyo 2020.

International Technical Officials (ITOs): The Tokyo 2020 boxing competition will feature 14 female ITOs out of a total of 58. This is an increase from Rio 2016, where 6 of the 63 ITOs were women. BTF Athlete Ambassadors: All regions are represented by both a male and a female athlete. Competition schedule: The first boxing gold medal of the Games will be awarded to a woman – in the Feather (54-57kg) class. New for the Olympic Games Tokyo 2020, men and women’s bouts will alternate as the closing bouts of the sessions.

• Transparent scoring Scores are now publicly displayed at the end of each round and there is additional clarity on judging criteria.

• Objective and transparent referee and judge appointments and assessments The pool of eligible technical officials considered for the Olympic Boxing Qualifying Events and the Olympic Games Tokyo 2020 has been determined based on background checks and completion of ethics exams. A random selection process under the supervision of an external auditor has been followed to confirm the officials for each competition. Technical officials are monitored and evaluated on a daily basis throughout competition.

• Compulsory prevention course on competition manipulation All Olympic Games Tokyo 2020 qualified athletes, team officials and technical officials must have completed this training.

• Enhanced medical procedures Thorough post-bout medical reviews and daily training sessions with local medical staff.

The BTF is in charge of delivering the Boxing Road to Tokyo Olympic Boxing Qualifying Events. A total of 291 boxers (188 men and 103 women) have reached the Olympic Games Tokyo 2020.

Men’s boxers competed in eight weights:

• Fly Weight 48-52kg

• Feather Weight 52-57kg

• Light Weight 57-63kg

• Welter Weight 63-69kg

• Middle Weight 69-75kg

• Light Heavy Weight 75-81kg

• Heavy Weight 81-91kg

• Super Heavy Weight 91kg+

Women’s boxers competed in five weight categories for the first time, with two additional categories compared to the Olympic Games Rio 2016:

• Fly Weight 48-51kg

• Feather Weight 54-57kg

• Light Weight 57-60kg

• Welter Weight 64-69kg

• Middle Weight 69-75kg

The qualification events took place between February 2020 and June 2021.

African Qualifying Event Dakar (SEN), 20-29 February 2020 The first Boxing Road to Tokyo Olympic Boxing Qualifying Event, held at the Dakar Arena, saw 198 athletes from 38 African countries competing for 33 quota places (22 for men, 11 for women). Asian/Oceanian Qualifying Event Amman (JOR), 3-11 March 2020 The Asian/Oceanian Qualifying Event was originally scheduled to take place in Wuhan (CHN) in February 2020, but was subsequently moved to the Prince Hamza Hall in Amman, Jordan. The qualifier saw 211 boxers from 35 countries competing for 63 quota places (41 for men, 22 for women).

European Qualifying Event London (GBR), 14-16 March 2020 Paris (FRA), 4-8 June 2021 The third event of the Boxing Road to Tokyo series began at the Copper Box Arena in London but was suspended following the third day of competition due to the increasing travel restrictions and national lockdowns stemming from the COVID-19 pandemic. Some 16 quota places were assigned during the first three days of competition, all for men’s events.

Following the BTF’s decision to restructure the Tokyo 2020 boxing qualifying path, Paris was selected to host the resumption of the European qualifier – which resumed from where it was halted, following the end of day 3 of competition. Of the 316 boxers from 43 countries who had competed in the preliminaries in London, 176 boxers from 38 countries were eligible to continue at Le Grand Dôme in Villebon-sur-Yvette, Paris. A further 61 quota places (34 men, 27 women) were earned in Paris in the last boxing qualifier before the Games, for a total of 77 quota places across the European Qualifying Event. Americas Qualifying Event Cancelled

The Boxing Road to Tokyo Americas qualifier was scheduled to take place in Buenos Aires (ARG) from 10 to 16 May

2021, but was cancelled due to the travel restrictions and lockdowns implemented across the region caused by COVID-19.

The BTF considered many alternative options, with the aims of protecting the athletes’ health and safety, safeguarding a fair and equitable Olympic qualification pathway, and providing the athletes with certainty and sufficient time to prepare for Tokyo 2020. However, due to the complexity and nature of the sport and the large number of international participants (400 people from 80 nations, including technical officials), it was deemed not possible either to change location or to reschedule the event to a later date.

The Tokyo 2020 Olympic boxing qualification pathway for the Americas was therefore restructured to reflect the cancellation of the Americas Olympic Boxing Qualifier, and all 49 quota places (33 men, 16 women) were allocated via the BTF Rankings in accordance with the eligibility criteria of the Olympic Boxing Qualification System. Final World Olympic Qualifier Cancelled Due to the surge of COVID-19 cases all over the world, the challenges to international travel and related restrictions, the need to prioritise the continental Olympic qualifiers, the aim of allowing sufficient time for athletes to recover between events and to prepare for the Olympic Games, and the need to ensure that athletes of all regions had a fair and equal opportunity to qualify, the final World Olympic Qualifier planned for the end of the qualification pathway had to be cancelled.

The 53 quota places (32 men, 21 women) that were due to be allocated at the event were assigned equally across the four regions (Africa, Americas, Asia/Oceania and Europe) and all weight categories. Following the fundamental principle of universality, one nominal quota was allocated to the best-ranked athlete not yet qualified per region and per weight category, as per the BTF Rankings and in accordance with the eligibility criteria of the Olympic Boxing Qualification System, upon the conclusion of each respective continental event. The final quota place was allocated to the next best ranked athlete worldwide not yet qualified in the Women’s Fly (48-51 kg), as per the BTF Rankings and eligibility criteria.

One of the BTF’s objectives has been to define and document new processes to establish the highest standards and credibility in boxing competitions, particularly with regard to the selection of referees and judges (R&Js) for the Olympic Boxing Qualifying Events and the Olympic Games Tokyo 2020.

Following a review and assessment of all current AIBA processes related to the appointment and evaluation of R&Js, the BTF has integrated multiple control steps into the new processes to ensure greater transparency and neutrality for the Olympic Games Tokyo 2020. The effective implementation of these new processes before and during the Olympic Boxing Qualifying Events and the Olympic Games Tokyo 2020 is also subject to a compliance assessment conducted by PricewaterhouseCoopers (PwC). Furthermore, in line with its mandate, the BTF has increased gender equity among

the International Technical Officials (ITOs): at Tokyo 2020, 14 of the 58 ITOs will be female, compared to six of 63 at the Olympic Games Rio 2016 and three out of 63 at the Olympic Games London 2012.

The main innovations introduced by the BTF to the Boxing Technical Officials Selection Process include:

• Reviews All officials are reviewed to ensure they meet the selection criteria in areas including but not limited to experience levels, certifications and historical performances. In addition, all Technical Delegates (TDs), ITOs and R&Js must be AIBA-certified individuals according to their roles.

• Background checks All officials are subject to background checks. Any identified cases of wrongdoing deemed as a risk to the ethical

well-being of the events organised by the BTF would lead to the removal of said official(s) from all competitions.

• Random draws The BTF has organised random draws from the eligible pool of officials to determine the officials for the Olympic Boxing Qualifying Events and the Olympic Games Tokyo 2020. The random draws for the Olympic Boxing Qualifying Events included only R&Js from outside the region where the qualifier was to take place while ensuring both continental and gender representation.

• Education All officials selected for each Olympic Boxing Qualifying Event, as well as for the Olympic Games Tokyo 2020, have been required to complete a course on the topic of competition manipulation, followed by a compulsory online test on the topic. In addition, all R&Js selected for the Olympic Games Tokyo 2020 have been required to take an enhanced version of the online test that included boxing-specific questions on technical and competition rules.

• Exclusions Current AIBA Executive Committee members, AIBA NF Presidents, AIBA NF Secretaries General and R&Js who were selected for the Olympic Games Rio 2016 were not considered in the TD, ITO and R&J selection process. Former AIBA Executive Committee members in the past three (3) years were also not part of the selection process.

BOXiNG REGULATiONSIn line with the mandate of primarily delivering the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and considering the importance of focusing on the athletes, the BTF has complemented existing AIBA regulations with specific amendments to deliver its commitment to transparency while minimising the impact on boxers. The complete BTF Event Regulations are available for download at boxing.athlete365.org.

Changes in the regulations to be adopted for the Olympic Games Tokyo 2020 include:

• Scores are now publicly displayed at the end of each round, allowing boxers and coaches to react accordingly to partial scores during the bout.

• Additional clarity on judging criteria has been added to the Event Manual to assist in the global understanding of what Judges are looking for in a bout.

• Boxers no longer need to be clean-shaven to compete.

• Boxers who lose due to being disqualified (DSQ) are not automatically impeded from receiving a medal. This sanction is reserved to Disqualification due to Unsportsmanlike Behaviour (DQB).

• The Observer position has been removed from the Field of Play – the Technical Official now evaluates referees and judges from an isolated room, assisted by a custom-made video adjudication system.

In addition, the following changes have been made to the rules compared to the Olympic Games Rio 2016:

• The duration of women’s bouts has changed from four (4) rounds of two (2) minutes to three (3) rounds of three (3) minutes, in line with the duration of the men’s bouts.

• All five (5) judges’ scores are now counted – compared to Rio 2016, when three (3) out of the five (5) judges’ scores were randomly selected.

A seeding system has traditionally been used in Olympic boxing tournaments to allow the highest-ranking boxers to be separated in the competition brackets for each weight category. The BTF collected inputs on ranking and seeding from a wide group of stakeholders, including teams and athletes, and it was agreed that the best boxers should be given the possibility of being seeded. This would avoid confrontations between the top boxers in the early stages and ensure increasingly high-level bouts at later stages of the tournament. Therefore, it was agreed on the necessity of a seeding process in the Olympic Boxing Qualifying Events and Olympic Games Tokyo 2020.

A special working group was created, including representatives of Boxing NFs from all regions, with the task of establishing a fair ranking system to be used as a baseline to seed boxers at the Olympic Boxing Qualifying Events and at the Olympic Games Tokyo 2020. Further consultations also took

place with the BTF Athletes Ambassadors group. As a result of this analysis, the BTF adopted the BTF Ranking and Seeding System for the Olympic Boxing Qualifying Events and the Olympic Games Tokyo 2020.

BTF Ranking and Seeding System The BTF Ranking and Seeding System for the Olympic Boxing Qualifying Events and the Olympic Games Tokyo 2020 applies to all boxers, and serves to seed the top four (4) boxers in each continental qualifier and the boxing tournament in the Olympic Games Tokyo 2020. The system is based on points awarded on individual on-field results, obtained in selected international competitions (the most significant and relevant) between 2017 and 2021, including the Olympic Boxing Qualifying Events. Due to the cancellation of the Americas Olympic Boxing Qualifying Event, the highest ranked boxer of the Americas region in each weight

category automatically received the number 3 seed in the respective weight categories for the Olympic Games Tokyo 2020.

The BTF has been responsible for the BTF Ranking and Seeding System, ensuring a fair and consistent process across the Olympic Boxing Qualifying Events. An external auditor has validated the BTF Rankings to ensure the accuracy of the results and their compliance with the scoring/weighting criteria.

The Ranking and Seeding System, the BTF Rankings, the Olympic Games Qualification System, and the Event Regulations that apply to the Boxing Road to Tokyo Qualifying Events and to the Olympic Games Tokyo 2020 are published online at boxing.athlete365.org/rules-and-references

These rankings were updated on 18 June 2021 after the conclusion of the European continental qualifier (4-8 June 2021).

TOKYO 2020 BOXiNG COMPETiTiON vENUE: KOKUGiKAN ARENA

Boxing events at the Olympic Games Tokyo 2020 will be held at the Kokugikan Arena, an indoor sporting arena widely recognised as the spiritual home of the Japanese national sport of Sumo wrestling. The interior is designed in a bowl shape, allowing spectators to easily view the bouts that take place in the centre of the auditorium from wherever they are seated. The arena was completed in 1985 and – in pre-COVID times – had a capacity of 7.300 people.

The Kokugikan Arena is located in the Yokoami neighbourhood of Sumida, one of the 23 wards of Tokyo, next to the Edo-Tokyo-Museum. The arena is a three-minute walk from the west exit of Ryogoku Station on the JR Sobu Line, or a five-minute walk from Toei Oedo Line (A3 Exit) of the same station.

Boxing is one of the world’s most traditional sports – with deep roots in the history of humankind and a strong bond to the Olympic Games.

The sport is believed to have originated in the Sumerian cities at the beginning of the 3rd millennium BC, but pieces of evidence of boxing’s existence have also been found in Egypt, India, Greece and China in their ancient civilizations.

The sport was introduced to the Olympic Games by the ancient Greeks at the 23rd Olympiad in 688 BC, when Onomastos of Smyrna won the first gold medal. At the time, there were no weight classes, time limits, scoring systems or strict rules, and boxers fought with strips of leather wrapped around their fists. On the other hand, honour, respect and fair play were paramount factors.

The sport of boxing was reinvented in the 16th century in England, and the first reported boxing match was held in the United Kingdom in 1681.

Boxing first appeared in the modern Olympic Games at St Louis in 1904, the third games of the modern era, when medals were awarded in seven men’s weight classes. Four years later at the Olympic Games London 1908, the sport featured five weight classes. There were no boxing events at the Olympic Games Stockholm 1912, due to a Swedish law that banned the sport. Following World War I, boxing was once again included on the Olympic Games programme at Antwerp 1920, and has featured at every Olympic Games since then.

Some 42 countries secured at least one boxing Olympic title from 1904 until 2016. In the modern Games’ history, the sport’s most successful nations include the United States of America, which tops the overall ranking with 50 gold medals; Cuba, which has won 37 gold medals since making its Olympic boxing debut in 1960; and Great Britain, with 18 gold medals. Italy and the Soviet Union (1952-88) follow with 15 and 14 gold medals respectively, while Russia (1996-2016) and Hungary have both claimed 10.

Following a historic IOC decision in August 2009, female boxing events were included at the Olympic Games for the first time at London 2012, where 36 women athletes were able to compete in three weight classes: fly (51kg), light (60kg) and middle (75kg).

Olympic boxing heroes The history of boxing at the Olympic Games includes numerous legendary performances and performers. Atop the list is Hungary’s southpaw Laszlo Papp, who claimed three gold medals: winning the middleweight class at London 1948, then going on to take gold in the light-middleweight division at Helsinki 1952 and Melbourne 1956.

Cuba won its first gold medals through Orlando Martinez and Emilio Correa at the Olympic Games Munich 1972. Cuba is also the homeland of two boxing legends: heavyweight superstars Teofilo Stevenson and Felix Savon, who both repeated Laszlo Papp’s achievement by winning three Olympic titles. Stevenson was crowned Olympic champion in 1972, 1976 and 1980, before Savon took gold in 1992, 1996 and in 2000.

Poland’s two-time champion Jerzy Kulej won his first title at Tokyo 1964, then defended his gold at Mexico City 1968. Following his bronze medal in 1960, the Soviet Union’s Boris Lagutin claimed gold in 1964 and 1968 to join the club of double Olympic

champions, while Russia is proud of its two-time Olympic champions, Oleg Saitov and Aleksey Tishchenko. Saitov followed gold in 1996 and 2000 with bronze at Athens 2004, just falling short of his third Olympic title.

The first Asian double champion was Zou Shiming of China, who won his first title on home turf at Beijing 2008 and followed with a second gold at London 2012. Vasyl Lomachenko of Ukraine, a BTF Athlete Ambassador, has one of the best amateur boxing records in history with only one loss during his whole career – including an unbeaten record at the Olympic Games, with Olympic gold at Beijing 2008 (at the age of 20) and London 2012.

Great Britain’s Nicola Adams won the first ever Olympic gold medal in women’s boxing (flyweight) while competing on her home turf at London 2012. The British athlete repeated that achievement four years later in Rio de Janeiro, becoming the first women boxer to win two Olympic titles back to back. She was joined by Claressa Shields of the USA, who was only 17 years old when she won her first title at London 2012. She went on to secure her second Olympic gold medal in the middleweight (75kg) category at Rio 2016.

Some of the greatest athletes of all time have showcased their abilities in the Olympic boxing ring, including Floyd Mayweather, Guillermo Rigondeaux, Sugar Ray Leonard and Oscar de la Hoya. Among heavier weight categories, names such as Lennox Lewis, Wladimir Klitschko and George Foreman jump to mind as famous gold medallists. However, no one tops the recognition of Muhammad Ali, who (as Cassius Clay) won the gold medal at Rome 1960 before going on to become one of the most iconic figures inside and outside the world of sport.

• The youngest boxers qualified for Tokyo 2020 are Baison Manikon (THA) in the women’s 69kg, born on 7 November 2001, and Darrelle Valsaint Jr (HAI) in the men’s 75kg, born on 29 May 2002.

• The oldest boxers qualified for Tokyo 2020 are Mira Potkonen (FIN) in the women’s 60kg, born on 17 November 1980, and Elly Ajowi Ochola (KEN) in the men’s 91kg, born on 10 May 1983.

• Three Olympic Games Rio 2016 boxing champions will compete at Tokyo 2020: Shakhobidin Zoirov (UZB), who will defend his men’s 52kg title; Arlen Lopez (CUB) in the men’s 81kg, who won gold at Rio 2016 in the men’s 75kg; and Julio Cesar La Cruz (CUB) in the men’s 91kg, who won the men’s 81kg title at Rio 2016.

• Three gold medallists from the Youth Olympic Games Buenos Aires 2018 will be competing in Tokyo: Brian Arregui (ARG) in the men’s 69kg, Keno Machado (BRA) in the men’s 81kg, and Caroline Dubois (GBR) in the women’s 60kg.

• The youngest ever Olympic boxing champion is Jackie Fields (USA), who won Olympic featherweight gold at Paris 1924 at the age of 16.

• The Olympic Games Amsterdam 1928 was the first at which each NOC could send only one boxer per weight class.

Before Amsterdam, NOCs could send two boxers in each weight category to the Olympic Games.

• At the Olympic Games Mexico City 1968, Beijing 2008 and Rio de Janeiro 2016, the respective host nations – Mexico (MEX), the People’s Republic of China (CHN) and Brazil (BRA) each won their ever first Olympic boxing gold medals.

• The Olympic Games Seoul 1988 was the last competition to use two boxing rings due to the high number of participants. It was also the last Olympic Games where boxers could represent their NOCs without any qualifications.

• Seeding was used in an international boxing event for the first time in 2009, and was introduced to Olympic boxing at London 2012.

• Women’s boxing events were first included on the Olympic programme at London 2012. There were three different weight categories for women at London 2012 and Rio 2016, but five women’s events will feature at Tokyo 2020.

• France (FRA) and Great Britain (GBR) have each entered boxers in 24 editions of the Olympic Games. Italy (ITA), the Philippines (PHI) and the United States of America (USA) have each sent boxers to 23 different Olympic Games.
