I. Background:

Swiss Agency for Development and Cooperation (SDC) is supporting the CapaCITIES project in

4 Indian cities including Udaipur. The project aims at strengthening the capacities of Indian

cities to identify, plan and implement measures for achieving lower greenhouse gas emissions

One of the key activities under this project is the ‘Zero Waste Management’ initiative in wards 1

and 41 in Udaipur. In order to improve the waste processing capacity in Udaipur, ICLEI Local

Governments for Sustainability, South Asia (ICLEI South Asia) on behalf of Udaipur Municipal

Corporation and CapaCITIES implementation team invites proposals from eligible bidders for

the design, installation and operation (for 6 months) of a Biomethanation plant of 2 tons per day

of source segregated municipal solid waste from Wards 1 and 41 and other nearby areas. This

plant is to be established in Badgaon Panchayat (Khasra number 1036), adjacent to Ward 1 of

Udaipur Municipal Corporation, Udaipur on a DBOT (design, build, operate and transfer) mode.

II. Scope of Work (DBOT mode):

01 The scope of the work for the design, supply, erection and commissioning of 2

tons/day capacity biomethanation plant at Badgaon Panchayat, adjacent to Ward 1 in

Udaipur City will be done as per the system indicated, the process flow and the

dimensions and specifications mentioned at Sl. No. 6 in the following pages. The

scope would cover the following activities and services :

a. Basic designing of the plant and systems along with all the equipment and

systems to the extent applicable in accordance with Sl. No.6.

b. Complete supply, manufacturing and fabrication of the plant equipment and

systems including conducting all shop / routine tests and required supervision.

c. Topographical survey, soil testing, assessing highest water table at the site and

assessing drainage situation at the site – internal as well as external to be

carried out before making engineering drawings, good for construction.

d. Civil and structural works for the construction of the entire biomethanation

plant as indicated in the general layout drawing.

e. Overall drainage of the whole site – internal as well as external (meaning

proper drainage from the site through connection to suitable and operational

drainage outside the site).

f. Packing and transportation from the manufacturer’s works to the site

including all clearances and charges, (if any).

g. Fabrication, pre-assembly, (if any), erection, testing, pre-commissioning and

commissioning and putting into satisfactory operation all the equipment

including successful completion of initial operation.

h. Supply and Laying of Biogas pipeline from biogas holder to the generator

room (as indicated in the drawing).

i. Commissioning and start-up of the digester. Special care is to be taken to

initialize the UASB, so that the granular sludge bed is formed within a

reasonable time period.

j. Period of operation of 6 months. This includes stabilization of the plant,

generation of biogas and running full opreations of the plant for 6 months

before handing over to Udaipur Municipal Corporation.

k. Performance monitoring, post initial 6 months’ operation period till

completion of 24 months,

l. Once the plant is operational, UMC will bid out for O&M of the plant (post 6

months of operation) for a suitable concession period as mentioned later in

this document. The present bidder will also be permitted to bid for O&M.

m. Defects liability period will be 18 months after plant hand over

03 Wherever a patented technology is involved, the selected bidder will take necessary

clearance / approval from the patent holder. There should not be any infringement of

patent rights.

04 General / layout requirements

a) The proposed facility of biomethanation plant is shown in the attached

drawings (Annexure 2: figures 1-6).

b) The layout of all equipment and accessories shall be developed in a way to

facilitate easy accessibility, circulation space and maintenance as per actual

site condition.

c) Proper access for maintenance of equipment shall be provided as per system

requirements.

III. Facilitation by UMC

• Provide land for installation of plant on token money

• Provide access roads to the site

• Provide fencing of the site and internal roads in the site to ensure safety and security of

the plant

• Provide electricity and water to the site

• Facilitation of necessary statutory clearances/approvals/permissions

IV. Technical Design and Criteria

A. Technology Specification for the Biomethanation Plant

Considering that biphasic process of biomethanation is more efficient and the percentage of

methane in the biogas is higher (almost above 65%), it is considered that this process will be

deployed in the biomethanation plant to be constructed.

The Biphasic process will involve – hydrolysis cum acidic phase and methanogenic phase.

The Biphasic process may have two options:

(i) both phases as suspended particulate matter

(ii) first phase as suspended particulate matter and the second phase as UASB

(Upflow Anaerobic Sludge Blanket) after extracting the leachate from the solid

waste through the process of hydrolysis and acidification.

In this case aqueous extract of the solid waste is prepared in the 1st phase reactor, which is then

subjected to pH correction and then fed slowly and steadily into the 2nd

phase reactor (UASB)

using a peristaltic pump or a dosing pump. The hydraulic residence time in the UASB should be

about is about 24 hours.

B. Proposed Process Flow for Operation of Biomethanation Plant

1. Unloading of the segregated MSW on a raised platform. The height of the platform will

be such that unloading from the commonly used door to door collection system can be

conveniently carried out.

2. To ensure presence of only biodegradable matter in the feedstock for the biogas plant, a

sorting conveyor is provided. Ideally the conveyor should be 7 meter long with two

persons on either side taking out dedicated items and putting them into dedicated bins.

Non-biodegradable material can be sold or given to the waste sorters.

3. The biodegradable waste is passed through a wet grinder, where coarse grinding (2-3 cm

size) is done along with water.

4. In the first phase reaction (hydrolysis and acidification) the material is kept for 6 days for

optimal conversion (optimal time). Approximately 2 tons of feed material along with 2

m3 effluent from the UASB (including wash water from filtration tank T if necessary) is

allowed to ferment for 6 days (optimal time). For facilitating the reactions, either a small

pump is used to re-circulate the liquid or a small stirrer is used to stir occasionally. At

the end of 6 days a slurry pump is used to empty the contents of this tank into a filtration

tank (T). Here the liquid is filtered out from the residual solids using a stainless steel

screen (figure 4).

5. In view of the retention time of 6 days, 6 numbers of similar tanks (D1 – D6) are used.

These tanks are used on subsequent days. When the first tank (D1) is emptied after 6

days, it is again filled up on the next day. This sequence goes on.

6. The filtrate from tank T is piped into a buffer tank (E) fitted with pH probe and pH

correction system. A stirrer is fitted in the buffer tank for mixing the contents which has

high BOD and COD.

7. The liquid from the buffer tank is put into the UASB column (F) slowly and steadily

using a ‘dosing’ pump. The residence period inside the UASB (Upflow Anaerobic

Sludge Blanket) is 24 hours.

8. The effluent from the UASB (2nd phase reactor) is piped into the first phase reactor (D) to

reduce water consumption and recirculation of nutrients.

9. The biogas is stored inside a floating gas holder. Instead of water, the well of the floating

holder can preferably be filled with the effluent of the UASB. Alternatively a flexible

neoprene balloon can be used.

10. A biogas generator of 30 KVA is used to generate electrical power.

The drawings are provided in Annexure 2 (Figures 1-6).

D. Technical Specifications for Construction Material including Metal Works

Site preparation • Inspection of the site to find out any problem areas, any

trees which may come in the way of construction

(permission may be required to cut certain type of trees).

• Topographical survey for mapping the undulations.

• Soil test to find out bearing capacity and to work out

remedial measures if needed.

• While clearing the site and doing any excavations, removal

of any material, compliance with Construction &

Demolition Waste Management Rules (2016) is essential.

• For any soil filling and compaction activity, small lifts at a

time should be used. It depends on the soil quality but on an

average 150mm is usually regarded good practice.

2 Brick and

masonry work

• Bricks should be of good quality as per BOQ – first class

bricks. Sand used for the joints as well as pointing should be

screened using screens of appropriate size so that clean sand

is used and soil / dust should not get into the sand cement

mix. All pointing work should be neatly done.

• Damp proof course (DPC) should be used wherever

recommended.

3 PCC (plain

cement concrete)

• The shuttering material for form work, moulds etc. should

have smooth surface (MS, marine plywood or seasoned

timber). Practically, MS is the safest bet. All shuttering

material and moulds need to be cleaned of any previous dry

plaster or concrete.

• Appropriate mix of concrete is of utmost importance even

proportion of water must be according to the recommended

ratio. The coarse aggregates (stone chips) must be of

recommended quality and size grade. Sand must be cleaned

and screened so that uniformity is maintained.

• Appropriate size of vibrator must be used to remove any

gaps, voids, holes etc. This is especially important where

water tightness and air tightness is essential.

• The concrete surface must be finished smooth.

• Curing for the recommended period (as per relevant IS

code) is essential for the concrete to reach its desired

strength and other characteristics.

4 RCC (reinforced

cement concrete)

• All the points mentioned for PCC is relevant for RCC as

well.

• In addition, the steel bars must be of the recommended size

and quality. The bars must be clean and free from rust.

While embedding steel bars in a concrete mass, care should

be taken to maintain the recommended thickness of concrete

cover on either side of the steel bars.

• The surface should be smooth on all sides.

Metal works • All metal surfaces must be cleaned and rust removed before

welding.

• Again the surface must be thoroughly cleaned before

applying primer and then paint. Zinc Chromate primer

should be used after cleaning. When the primer coat is

thoroughly dry, the paint coats are applied. Initial paint

coats are lean and thicker coats are subsequently used

6 Environmental

and health related

compliance

• All compliances related to the environment and health

should be regarded as mandatory for responsible work

culture.

• All workers need to be trained about safety issues at the site.

Protective gear (helmet, apron with fluorescent markings,

hand gloves, gum boots etc.) must be issued to each worker

and the site supervisor should check that every one use the

safety gear while at the site.

• The first aid box at the site should be regularly inspected to

check that necessary medicines, supplies etc. are present in

the box.

V. Qualification and Experience

The following criteria for eligibility would be considered:

• The bidder may be one of the following entities:

a) Private company (registered under Companies Act)

b) Public Sector entity

c) NGO (registered)

• The bidder must have adequate qualification and experience of installation and operation

of biomethanation (biogas) plant, preferably biphasic biomethanation plant of one ton per

day capacity. At least 2 such plants should have been successfully run for 2 years

continuously. Experience of biphasic biomethanation plant of minimum 2 years would be

given additional marks.

• The bidder must have completed projects worth minimum Rs. 50 lakh annually for the

last 2 years (as shown in their audited balance sheet).

VI. Bid Process

The bid is in two parts – technical and financial (price bid). The technical bid will have 70%

marks and financial bid will have 30% marks. Overall weightage will be calculated accordingly.

A. Technical Bid

The tenderer should provide detailed technical information of the plant to be constructed

including a detailed explanation of the technology, operational process and in-depth details

of all unit processes deployed within the plant. All operational and maintenance aspects of

each of the unit processes should be included in the technical proposal. Conceptual designs

should be provided considering a feed rate of 2 TPD segregated biodegradable municipal

solid waste. A detailed BoQ should be provided, considering the template provided as

Annexure 1. This format may be suitably modified to fit the purposes of the suggested

designs.

2. Bill of Quantities

A detailed costing as per the BOQ provided as part of the technical proposal should be included

in the financial proposal. The financial proposal should also include, as a separate inclusion, the

anticipated monthly O&M costs for the operation of the plant.

3. List of Documents to be included along with financial proposal

(i) The unique transaction reference of RTGS / NEFT against EMD and Bank Guarantee

(ii) Certificates of Work Experience.

(iii) Certificate of financial turnover from CA including profit/ loss statement for last 2

years.

(iv) Bank Solvency Certificate.

(v) Scanned copy of proof of payment made for e- tendering processing fee charges as

applicable.

(vi) Certificate of Registration for Sales Tax / VAT and acknowledgement of up to date

filed return, if required.

(vii) Certificate of registration for Service Tax and acknowledgement of up to date filed

return, if required.

(viii) Affidavit as per provisions of clause 1.2.2 of form 6 (NIT).

(ix) An undertaking that “The Physical proof of RTGS / NEFT UTRs shall be deposited by

me / us with the ICLEI in case I / we become the lowest bidder within a week of the

opening of financial bid otherwise the bid may be rejected.

VII Guarantees

1. Performance guarantee of 10% of total contract value shall be deducted at the onset of the

payment and shall be refunded after the completion of commissioning of the plant.

2. The selected bidder should provide a bank guarantee of 10% of total cost of construction

at the time of acceptance of work order, which shall be returned to the tenderer after

commissioning the plant.

3. Upon commissioning, a second bank guarantee of 10% of the total cost of the plant shall

be provided to Udaipur Municipal Corporation, to be refunded after successful operation

until the defect liability period of 24 months.

VIII Schedule of Payment

Payments shall be based on specified milestones as shown in the table below:

IX Date of Submission and Notification

Bidders are requested to submit their bids by 20 June 2018. The selected bidder would be

notified through email latest by 30 June 2018

X Force Majeure

Where the performance by the Bidder of its obligations under this Contract is delayed, hindered

or prevented by an event or events beyond the reasonable control of the Bidder and against

which an experienced Bidder could not reasonably have been expected to take precautions, the

Bidder shall promptly notify the Client in writing, specifying the nature of the force majeure

event and stating the anticipated delay in the performance of this Contract.

XI Legal Provision

In case of any disputes/differences between the parties, the matter will be subjected to resolution

through amicable talks. In case of failure to resolve amicably, matter will be subjected to

arbitration. Dispute will be subjected to jurisdiction of courts in New Delhi

ICLEI South Asia/ UMC reserve the right to reject any bid and to annul the bidding process and

rejects all bids at any time without thereby incurring any liability to affected bidders or any

obligation to inform the affected bidders of the grounds for such decisions.

A. Annexure 1: Bill of Quantities (BoQ) Format

A BoQ format has been prepared for the plant to be constructed, which is to be filled in and

submitted along with the technical proposal (quantities) and financial proposal (rates).

Should modifications to the items be necessitated based on the requirement of the plant and

specific technology being offered, such modifications may be made by the bidder. A detailed

explanation of the process is to be included in the technical proposal, along with the BoQ.

5.90 Providing & fixing 2nd phase reactor – UASB. This is fitted with a settler cum

gas separator, which rests on a deflector. This assembly looks like an inverted

funnel. The biogas outlet is on the top of the inverted funnel. There is one inlet

pipe at the bottom for distributing the screened and pH adjusted leachate from

the buffer tank steadily and continuously by means of a ‘dosing’ pump.

Cylindrical shape Diameter – 1.85 Height – 3.7 5mm thick MS sheet, clad with

3mm thick FRP. The reactor is Insulated from outside with thermocol

(extended polystyrene). The funnel is made of SS 304, 3mm thick. Diameter of

UASB inlet pipe – 25 mm flexible.
