Rand Uranium proposes to re-process its existing tailings dams in the Randfontein/Westonaria Region of GautengProvince, for gold, uranium and sulphur extraction. The proposed project, known as the Cooke Uranium Project, hasthree separate components, which will be implemented in phases and permitted separately. The four components of theCooke Uranium Project and their required permitting processes are:
¡ Permit 1: Uranium Plant, Acid Plant (to be built later) and Cooke Dump re-processing infrastructure: Constructionof a uranium plant, an acid plant and re-processing infrastructure to optimise uranium and sulphur value from theCooke Dump. Final EIA submitted to decision-making authorities in March 2010.
¡ Permit 1A: Pyrite Storage Facility: Construction of a facility to store pyrite removed concurrently from the tailings inthe uranium plant, which will be used to produce sulphuric acid when the acid plant is built. Final Scoping Reportsubmitted to decision -making authorities in March 2010.
¡ Permit 2: Long-term disposal option: Development of a long-term, large capacity TSF for storage of re-processedtailings from the uranium plant [the subject of this EIA process].
¡ Permit 3 and 3A: Millsite interim disposal scheme (two phases): The existing Millsite tailings dams and Pits will bere-commissioned as TSFs for storage of Dump 20 tails and re-processed Cooke Dump tailings [subject to separateEnvironmental Management Programme (EMP) Amendments]. The Final EMP Amendment Report of Permit 3submitted to decision-making authorities in March 2010.and Permit 3 in 2010
Rand Uranium has indicated that a long-term high capacity TSF for storage of re-processed tailings will ultimately berequired. This facility must have the capacity to accommodate 350 million tons of tailings, which equates to the tailingsresources owned by Rand Uranium.
To date, an extensive site selection process of potential sites for the required TSF has been carried out, and resulted intwo alternatives that will be considered in the Scoping Phase of this EIA. Associated with the proposed alternatives is theroute of the tailings and return water pipelines, and booster station which will run between the Cooke Plant and theproposed new TSF. Several variations in the route are being considered. A pipeline route from the Cooke Plant to thesepotential TSF sites has been identified up to a crossing with the N12 Highway and up to the Old 4 dump area. Thissection of the route runs mainly through land already owned by mines and mostly within existing servitudes. Variousroutes are being investigated towards each of the potential TSF sites from this point southwards. Site 35 and Site 45consist of the properties shown in the table below.

Before Rand Uranium may proceed with the proposed project, it has to undertake an EIA in terms of the NationalEnvironmental Management Act (Act 107 of 1998) and the Minerals and Petroleum Resources Development Act (Act28 of 2002). Golder Associates has been appointed to undertake the EIA and submit the relevant documentation to theDepartment of Mineral Resources (DMR), the Gauteng Department of Agriculture and Rural Development (GDARD)for a decision about the project. In addition, requirements of the National Nuclear Regulator Act, National HeritageResources Act and National Water Act will also be complied with.
The enclosed Discussion Document is an initial opportunity for stakeholders to comment on the proposed project. Itincludes:
¡ A description of the proposed TSF project and its components
¡ The EIA and Public Participation Process to be followed
¡ How stakeholders can register and contribute to the process
¡ Potential issues of concern for evaluation in specialist studies.
More documentation will become available during the EIA process and stakeholders will be provided with information andfurther opportunities to comment. Your comments and suggestions will help focus the specialist studies, and willultimately assist the authorities to make a decision. A Discussion Document in Afrikaans is available upon request fromthe Public Participation Office.

1.0 INTRODUCTION AND BACKGROUNDRand Uranium’s proposed project (known asthe Cooke Uranium Project) to re-process itsexisting tailings storage facilities (TSF) in theRandfontein/ Westonaria Region of GautengProvince for gold, uranium and sulphurextraction, comprises the following separatecomponents, which will be implemented andpermitted separately as shown in Figure 1:
¡ Permit 1: Uranium Plant, Acid Plant (to bebuilt later) and Cooke Dump re-processinginfrastructure: Construction of a uraniumplant, an acid plant and re-processinginfrastructure to optimise uranium andsulphur value from the Cooke Dump. 2.0 PURPOSE OF THE DOCUMENTThis Discussion Document provides interested and affected parties (I&APs) with information on the proposed long-term, disposal option and its Environmental Impact Assessment (EIA) process. The EIA process is beingundertaken in terms of the Minerals and Petroleum Resources Development Act, (MPRDA) Act 28 of 2002, andthe National Environmental Management Act, (NEMA) Act 107 of 1998. Rand Uranium appointed GolderAssociates Africa (Pty) Ltd (Golder), an independent environmental consultant, to conduct the EIA and associatedpublic participation process.
This document describes the proposeddevelopment of a long-term, high capacity TSFfor storage of re-processed tailings from currenttailings resources owned by Rand Uranium aswell as the associated tailings deposition andreturn water pipeline and routes between CookePlant and the proposed new TSF. It provides anoverview of the EIA process and forms part of theScoping Phase of the EIA. It also providesinterested and affected parties with an initialopportunity to comment on the proposed project.
More documents will be available during the EIAprocess and stakeholders will be provided with information and further opportunities to comment. Stakeholders willalso be given the opportunity to verify that their issues have been considered and to comment on the findings ofspecialist studies. Thereafter, the findings will be submitted to the Department of Mineral Resources (DMR) andGauteng Department of Agriculture and Rural Development (GDARD) for a decision about the project.

3.0 LOCATIONThe two candidate long-term TSF sites namely Site 35 (preferred site) and Site 45 (alternate site) are beingconsidered in the Scoping Phase of this EIA, are situated south of Randfontein, (see Figure 2). Site 35 isapproximately 41 km southwest of Randfontein and Site 45, 33 km southeast of Randfontein.
The proposed project and its associated pipeline route are located within the boundaries of the LocalMunicipalities of Randfontein, Westonaria, Merafong and Emfuleni respectively, and the City ofJohannesburg Metropolitan Municipality.
4.0 MOTIVATION FOR THE PROJECTRand Uranium holds approximately 350 Million tons of sandand tailings resources that contain gold, sulphur anduranium. These include the following:
¡ Cooke Dump;
¡ Lindum TSF;
¡ Millsite TSF;
¡ Old Number 4 TSF; and
¡ Dump 20.
For Rand Uranium to ultimately re-process these mineresidue facilities, a long-term high capacity TSF for storageof the re-processed tailings will be required. This facilitymust have the capacity to accommodate 350 million tons oftailings, which equates to the current tailings resourcesowned by Rand Uranium. Figure 3 shows a schematicrepresentation of the most significant infrastructurecomponents associated with the Cooke Uranium Project.
The volumes of final tailings produced will need to bedeposited onto a new facility. There is likely be someresultant impact on the environment at the new tailings sitebut such impact will be lower than would have occurred inthe presence of higher uranium and sulphur values in thecurrent tailings facilities which are planned to be removed.The quantification of impacts that could arise will be thesubject of this EIA.
Key motivating factors for the proposed project are:
¡ The proposed project will have a positive impact on the local environment within the immediate vicinityof sites from which existing tailings dams will be reclaimed, particularly where such sites are currentlylocated on dolomites. Removal of recoverable uranium and sulphur from the existing tailings throughthe proposed project will yield a residual tailings stream with low and more stable residual uranium andsulphur values, which will result in a notable improvement over the current situation.
¡ Global demand for uranium is expected to remain strong for the foreseeable future, due to trendsmoving away from fossil fuel-based energy sources; and climate change issues.
¡ Sustaining employment for current workforce and creating additional job opportunities duringconstruction and operations of the project as a whole.
Who is Rand Uranium?Rand Uranium was formed in late-2008 byHarmony Gold, out of Randfontein Estates Ltd,Pamodzi Resources Fund (PRF) and inconjunction with its equity providers FirstReserve and AMCI. PRF has a 60%shareholding in the company while Harmonyretains the balance. PRF is owned andcontrolled by Pamodzi Investment Holdings, aleading diversified investment companyfounded in 1996 by black South Africanprofessionals and entrepreneurs.Rand Uranium’s assets include:§ Three Cooke underground shafts (1, 2,
and 3), currently producing about 230,000ounces of gold per year;
§ Cooke Plant, currently treating sandsderived from Dump 20 and producingabout 40, 000 ounces of gold per year;and
§ Various TSFs including Cooke Dump,Millsite TSF, Lindum TSF and OldNumber 4 TSF.

5.0 SITE SELECTION PROCESS FOR THE LONG-TERM TSFTo date, an extensive site screening and selection process of potential sites for the new TSF has beencarried out, with stakeholder feedback provided at key milestones in the process. Over 80 areas werescreened and assessed iteratively taking into consideration, environmental, social, economic and technicalconsiderations. The required long-term TSF must have the capacity to ultimately accommodate 350 milliontons of tailings (approximately 500 to 700 hectares). Two remaining site options will be considered in moredetail in the Scoping Phase of this EIA. The site selection process is documented in the Site SelectionReport, which was available for public comment from 16 February to 16 March 2010, and is still availableupon request from the Public Participation Office. The two sites being considered further for the developmentof the TSF, Site 35 and Site 45, are shown in Figure 2.
6.0 PROPOSED TSF ASSOCIATED PIPELINE ROUTESSeveral variations in the route of the surface run tailings and return water pipelines, which will run betweenthe Cooke Plant and new TSF, are also being considered. The EIA is commencing at this stage to ensurestakeholder input into the consideration of the final alternatives, both in terms of the final site selectionprocess for the long term TSF and the final alignment and routing of the associated pipelines.
A common pipeline route from the uranium plant to these sites has been identified up to a crossing with theN12 Highway and on to the Old 4 dump site (Figure 4). This section of the pipeline route alignment runsmainly through land already owned by the mines and mostly within existing servitudes and will be the sameregardless of which site for the development of the TSF is finally chosen. From this point, various routes arebeing investigated to each of the sites. These are shown in Figure 5 (to site 35) and Figure 6 (to site 45)respectively.
The proposed project will include two tailings pipelines running (one active and one standby) from theproposed new Cooke Uranium plant to the new long term TSF site. These pipelines will deposit the tailingsonto the TSF. The return water pipeline will transport the return water back to the Uranium plant, for re-use inthe process.
The tailings pipelines will be 450 mm in diameter and the return water pipeline, 300 mm in diameter and allthree pipelines will be placed in a common servitude bunded where appropriate.
The individual pipes will be placed above ground on a precast concrete plinth, which will prevent soil contact;and to simplify damage detection and maintenance and repair operations.
Where the pipelines cross roads and other linear infrastructure, a method referred to as “cut and cover”crossings will be employed, whereby the pipes pass underneath the obstruction in a precast culvert-likeconcrete conduit. Where watercourse crossings are required, it is envisaged that the pipelines will crossabove ground over the watercourse. Specific designs appropriate for the particular crossing will beemployed.

HOW THE LONG TERM TSF WILL OPERATE
The residual material left after re-mining of the existing dumps, called tailings, will be deposited onto along term TSF through a process referred to as cycloning. Cyclone deposition of tailings allows for ahigher rate of rise in the TSF and consequently results in a smaller footprint being required for a giventailings production rate when compared to conventional paddock deposition of tailings.
An example of a modern TSF, where the tailings can be safely deposited in a controlledenvironment. The proposed tailings dam is expected to have side slopes that rise at a ratio ofapproximately 1:4 (vertical rise: horizontal distance) and will be continuously rehabilitated as theside slope height increases, preventing possible erosion and decreasing dust and the visualimpact of the structure. Water recovered from the tailings deposition process is collected in areturn water dam, situated at the lowest part of the site, from where it is returned to the uraniumplant for re-use via a return water pipeline.
Cyclone deposition of thetailings stream, wherebytailings is passed through acyclone (spiral) whichcauses the material to rotateor spin as it sprays onto thedam. 7.0 LEGAL REQUIREMENTSBefore commencing with the proposed project, Rand Uranium must fulfil the requirements of the followingSouth African legislation:§ Constitution of South Africa: Section 24;§ National Environmental Management Act, (NEMA);§ Mineral & Petroleum Resources Development Act, (MPRDA) Act 28 of 2002;§ National Water Act, (NWA) Act 36 of 1998;§ National Heritage Resources Act, Act 25 of 1999;§ National Environmental Management: Air Quality Act, (NEM:AQA), Act 39 of 2004; and§ National Nuclear Regulator Act, Act 47 of 1999.
The EIA is being undertaken in terms of the MPRDA, Act 28 of 2002 and the NEMA, Act 107 of 1998.Relevant documentation will be submitted to the DMR and GDARD for a decision about the project.However, in terms of co-operative governance requirements, DMR and GDARD will consult with variousother government departments before making a decision. The following state bodies may be required tocomment on aspects of the project:
¡ Department of Water Affairs (DWA): regional and national offices;
¡ Department of Environmental Affairs (DEA);
¡ National Nuclear Regulator (NNR);
¡ South African Heritage Resources Agency (SAHRA);
¡ Department of Health (DoH) local office; and
¡ Various municipalities.
Representatives of these government departments will be consulted about the proposed project at keymilestones throughout the EIA process.
8.0 ENVIRONMENTAL IMPACT ASSESSMENTThe EIA is being undertaken according to the MPRDA and NEMA.
An EIA comprises two phases, namely a Scoping Phase and an Impact Assessment Phase. During Scoping,issues for investigation during the Impact Assessment Phase are identified and the scope of the studiesdefined. This information is compiled into a Scoping Report, which will be available for public review duringthe first half of 2009.
During the Impact Assessment Phase, the potential impacts of the proposed project are determined and arethen incorporated into an EIA Report and an EMP Report, which will propose measures to mitigate potentialimpacts on the environment. The EIA and EMP Report will be made available for public comment during themiddle of 2009, after which it will be finalised and submitted to the relevant authorities for decision-making.
8.1 Public participationPublic participation offers stakeholders the opportunity to learn about the project, to raise issues that they areconcerned about, and to make suggestions for enhanced project benefits. The technical specialists andproject team will evaluate relevant issues and suggestions during the EIA process.
All non-technical documents for public comment will be available in English and Afrikaans. Meetings will beconducted in English and Afrikaans with translation into Setswana if required.
Various focus group meetings with I&APs are planned during the months of March and April. These focusgroup meetings will provide an opportunity for I&APs to obtain more details around the sites and the pipelineroutes and to raise their issues and concerns. I&APs are therefore encouraged to register for the EIAprocess, and to contact the Public Participation team with their initial comments about the project.

All registered I&APs will receive letters throughout the process announcing focus group meetings, theavailability of reports (scoping, EIA and EMP reports) for public comment, Open Houses where the contentof these reports will be presented, and to provide feedback regarding key milestones in the EIA process.
In terms of EIA legislation, media advertisements and site notices will be placed in the project area.
The steps in the proposed public participation process and EIA schedule of activities are outlined inFigure 7.

8.2 Timeframes for the EIAIt is anticipated that the Draft Scoping Report will become available for comment in May 2010. The FinalScoping Report, which will include public comments on the report, will be submitted to the authorities forconsideration in June 2010. Certain specialist studies have commenced at risk, with baseline informationbeing gathered in order to refine our understanding of the proposed TSF site alternatives and pipelineroutes. It is anticipated that the EIA report would be available for comment in October 2010, and will besubmitted together with public comments received, in November 2010.

9.0 TECHNICAL EVALUATION AND SPECIALIST STUDIESThe following specialist studies will be carried out for the project, with screening assessments currently beingdone for the pipeline routes and the two sites:
¡ Air quality: assessment of dust, inhalable particulates and radiation from the TSF.
¡ Surface water: assessment of storm water management for the TSF and any spillages from theTSF or pipes, impact of seepage of contaminants and spills entering rivers and streams and theassociated impact on current users of surface water, and assessment of the design of river crossingsfor the pipeline.
¡ Groundwater: assessment of the potential for seepage into groundwater, and the impact thereof ongroundwater quality and current users of groundwater.
¡ Soils: assessment of the impact on soils, loss of soils and land capability, taking into consideration theoutcomes of the air quality assessment.
¡ Social: assessment of social impacts and social benefits of the pipeline and TSF, taking intoconsideration outcomes from the air quality, soils, radiological, noise, heritage, ground water, surfacewater and visual assessments.
¡ Visual: assessment of the visual intrusion of the TSF and pipelines and booster stations
¡ Noise: assessment of noise related impacts due to pipelines, pumps, equipment and vehiclesrequired for the TSF and booster station.
¡ Terrestrial ecology: assessment of the pipeline routes and TSFs on flora and fauna, with specificfocus on rare and endangered species.
¡ Aquatic ecology: assessment of the pipeline routes and TSFs on aquatic flora and fauna, withspecific focus on rare and endangered species.
¡ Radiological aspects: assessment of radiation-related impacts, using outcomes from the air,surface water, groundwater, soils, ecology and social assessments.
¡ Heritage: assessment of the pipeline routes and TSFs for heritage resources of importance.
¡ Macro-economic: assessment of the current land use, and potential loss of current economicactivity, in comparison to the economic contribution of the project to the region.
Various specialists will be carrying out fieldwork in the project area and will be identifiable by means ofmagnetic signage with the “Golder” logo affixed to all vehicles, and letters of identification carried by staffmembers. Fieldwork teams that are not identified in this manner should not be allowed onto private land andI&APs are welcome to contact the public participation office with any concerns in this regard.
