The Next Chapter is a project supported by the European Union’s PEACE IV Programme, managed by the Special EU Programmes Body (SEUPB). The Next Chapter project aims to improve the representation of women in public and political life and contribute to a more gender-sensitive society, and this will in turn create positive working relationships between people from different communities. This project will include the creation of a network of people working together to support peace and reconciliation, mobilising social change in their own communities and throughout the entire region. The Next Chapter will contribute to SEUPB’s overarching programme output of regional level projects that result in meaningful, purposeful and sustained contact between persons from different communities. INVITATION TO TENDER FOR THE DESIGN AND DELIVERY OF

COACHING/MENTORING AND/OR 360° REPORTING

FOR THE NEXT CHAPTER PROJECT

INTRODUCTION

Politics Plus, was established to enhance the capacity of elected Members of the Northern Ireland

Assembly (MLAs) and representatives of political parties; to strengthen the role of women and young

people in political and public life.

It is widely accepted that there has been insufficient representation of women in peace negotiations

and in engagement in community reconciliation in Northern Ireland and the border regions of the

Republic of Ireland. It is difficult for women to have their voices heard and to participate fully in

initiatives intended to support the transition out of conflict. However, in order to create a lasting

legacy, we need to make sure that women’s voices are heard. Peace is something more than the

absence of violence – it’s a vision for a shared, diverse society where all lives are respected and valued.

Therefore, in further development of the work of Politics Plus, in partnership with Northern Ireland

Council for Voluntary Action (NICVA) and Irish Rural Link, we have developed an innovative project

seeking to help address this issue: The Next Chapter. The Next Chapter is a project supported by the

European Union’s PEACE IV Programme, managed by the Special EU Programmes Body (SEUPB).

The Next Chapter project aims to improve the representation of women in public and political life and

contribute to a more gender-sensitive society, and this will in turn create positive working

relationships between people from different communities. This project will include the creation of a

network of people working together to support peace and reconciliation, mobilising social change in

their own communities and throughout the entire region. The Next Chapter will contribute to SEUPB’s

overarching programme output of regional level projects that result in meaningful, purposeful and

sustained contact between persons from different communities.

This will be achieved by creating a region wide network on a cross-community and cross-border basis,

through:

Development of 10 Chapters across the region;

Engaging 300 participants in the activities of the chapters;

Creating a social innovation exchange website;

200 participants completing a capacity development training programme;

Co-ordination of 10 Cross- border networking events;

2 Ambassadors’ Forum Events; and

A Symposium Event.

In addition, 10 strategic cross-community sub-projects will be taken forward and implemented by

each Chapter, a Young Female Leaders Advisory Panel will be created and 150 women will contribute

to legislative reform and policy consultation exercises.

PROJECT NEED

Women’s exclusion from politics and public life limits their access to opportunities in both local and

public life.

For a period after the February 2016 Dáil Éireann election the Northern Ireland Assembly had the

lowest representation of women of any legislature in Britain and Ireland. At 22%, the Dáil was above

the Assembly’s then 21% representation. However, the 2016 Assembly election saw an

unprecedented 30 female MLAs returned (28%), without the use of quotas (NI Assembly, 2017).2

The increase in the number of female MLAs continued in the early Assembly election in 2017, when

27 of the 90 seats went to women (30%). This challenges the theory that fewer seats would mean

fewer women. However, while 30% matches the proportion of female MPs at Westminster it sits

below the Scottish Parliament’s tally which stands at 35% and that of the National Assembly for Wales

at 42%.

Quotas have proved successful in increasing the proportion of female election candidates to the Dáil,

requiring parties to select at least 30% candidates of each sex, or suffer financial penalties (that quota

will rise to 40% from 2023). Up to and including the 2011 general election, the proportion of women

in Dáil Éireann never exceeded 16 per cent. This was despite significant socio-cultural change over the

past thirty years and the presence of a proportional electoral system, factors usually associated with

facilitating women’s representation. The effect of this quota (which applied during the 2016 general

election) was to increase female members of parliament by 40% (from 25 in 2011 to 35) in the Republic

of Ireland.

The political parties in Northern Ireland have recognised the under-representation of women as a

problem: a review by the Assembly’s Assembly and Executive Review Committee (AERC) in 2014

(AERC)3 found the committee unanimous on the need to increase the participation of women in

politics, but divided on the methods to use. Candidate quotas such as the 30% in the Dáil elections

were ruled out. However, there have been a number of initiatives that have proceeded. The Speaker’s

Reference Group on a Gender Sensitive Assembly and an Assembly Women’s Caucus were established

as an outcome of the AERC review and the focus has continued with women in public life being a topic

for the North-South Parliamentary Association, a forum for MLAs and TDs from the Dáil to discuss

issues of cross-border interest.

Two of the key objectives of the current Northern Ireland Executive Gender Equality Strategy 2006-

164 is the achievement of gender balance on all government appointed committees, boards and other

relevant official bodies; and to ensure the active and equal participation of women and men at all

levels of civil society, economy, peace building and government. To put this into context, females

comprise more than half (52%) of the NI population, yet they are under-represented in key decision-

making roles, including Members of the Legislative Assembly (MLA) (27.8%), Members of the UK

parliament (11.1%), local councillors (25%) and public appointments (36%). In the UK Parliament 191

women MPs were elected at the 2015 General Election, 29% of all MPs and a record high.

According to the Central Statistics Office5, in 2013 nearly a quarter of women (24%) in employment in

the Republic of Ireland were in professional occupations and close to a fifth (19.3%) were in

administrative and secretarial occupations. Again, these statistics are further evidence of the ongoing

need to proactively ensure that gender equality in legislative and peace-building structures are

addressed. A century after suffrage, the goal of gender equality in representative politics in the island

of Ireland advanced, but has not been achieved.

This project aims to improve the representation of women in community, public and political life and

contribute to a more gender-sensitive society in Northern Ireland and the border regions of the

Republic of Ireland. It will achieve this by developing a network of people working together to support

peace and reconciliation, gender quality and by mobilising social change in their own communities

and throughout the entire region.

1.1 Scope of Contract

This contract is for a supplier to provide Coaching/ Mentoring and/or 360° reporting. The

overall opportunity has been split into 2 lots:

Lot 1 – Coaching/Mentoring

Lot 2 – 360° Reporting

This Invitation to Quote refers to lots 1 and 2

Please note you may bid in for any and/or all lots you feel you are able to provide. However

please make it clear which lots you are bidding for and ensure that information provided is

clearly defined per lot.

Lot 1 – Coaching/Mentoring

Each training participant (n=200) will receive bespoke coaching/mentoring three times in the

duration of the training. This is envisaged that it will be at the start, middle and end of the

capacity training.

We are looking to appoint on the basis that a coaching approach will:

support, challenge and empower people;

maximise the performance of others;

bring out the leadership capability in others;

empower individuals and teams to be creative and innovative;

flex and adapt their own leadership style and changing both style and approach to

meet the unique needs of a range of project participants and situations; and

Use coaching strategies for building commitment and sustaining and fostering growth

in project participants.

The coaching/mentoring will provide the participants with:

flexible support tailored to their needs;

the opportunity to consider their options about going into politics, getting involved

with community, third sector or public life;

enhance their performance and effectiveness;

building self-confidence and resilience to find solutions; and

helping them achieve their full potential.

Lot 2 – 360° Reporting

Participants will receive a personalised 360-degree report describing their leadership style,

which will typically include feedback from three people in the participants’ life. This will

provide them with a clearer understanding of their skills, performance levels and strengths

and weaknesses. The content of the report can be discussed during the individual expert

coaching sessions and used to create a professional development plan in order to maximise

their leadership abilities going forward.

Politics Plus would like to engage with a provider to:

Provide diagnostic 360 degree-reports to provide participants with a clearer

understanding of their skills, performance levels and strengths and weaknesses.

Accreditation

We would be interested to hear of accreditation possibilities that you could bring with the

development of this module. This should be detailed and costed separately to the main

proposal.

Overview of Tasks for both lots

Politics Plus is seeking proposals from individuals or teams with the following skills and experiences:

Demonstrable experience of delivering a Coaching/Mentoring and/or 360° Reporting; Ideally this will include delivering the service to the scale, scope and complexity on two occasions within the past five years

Demonstrable expertise of delivering Coaching/Mentoring and/or 360° Reporting on female capacity building and/or leadership programmes and gender equality programmes; This experience should have been within the past five years,

Previous experience working with communities; and have delivered Coaching/Mentoring and/or 360° Reporting interventions;

Experience in managing and coordinating programmes over various locations and regions. Experience in delivering agreed outputs and outcomes, on time and on budget is also essential; and

Experience of delivering to the scale scope and complexity outlined in the Invitation to Quote. The Contractor is responsible for the:

Design and delivery of a Coaching/ Mentoring and/or 360° Reporting Programme as per the Scope of Services;

Provision of appropriately qualified and experienced personnel to design, deliver and administer the programme. Nomination of a representative for contact on all matters pertaining to the contract, including logistic arrangements, monitoring and reporting, changes to staffing and payment procedures. CV’s for all staff to be used in the delivery should be included, this should include relevant qualifications, experience and details of their role;

Operational management of programme components through effective coordination with the Next Chapter team, and counterpart trainers, and other training providers contracted for the delivery of other modules; and

Provision of all necessary equipment and materials to deliver the modules as proposed. Pre-programme preparation including design The Contractor will:

Ensure all presentations/documentation comply with project branding;

Design the programme in line with the Scope of Services and to reflect the local, social, cultural and labour market context in Northern Ireland and the border regions; and

If appropriate produce programme materials which are in line with the quality standards set by Politics Plus.

Delivery The Contractor will:

Deliver the programme according to the approved design, contractual requirements and Scope of Services;

Develop and provide all materials and information;

Monitor participant performance through the agreed evaluation model;

Support and deliver appropriate Coaching/Mentoring and/or 360° Reporting, and related

assistance to participants to ensure they effectively complete their module in a timely

manner; and

Provide regular management information reports on participant progress. Logistics The Contractor will:

Mobilise all delivery team members and monitor their performance, as well as being accountable for all financial and administrative arrangements, including personal equipment and communication;

Organise and return all administrative documentation including delegate/attendee lists, photographs, expense and finance related forms to The Next Chapter;

Ensure clear and timely communication with The Next Chapter staff on logistical requirements for effective training delivery; and

Provide and take responsibility for all equipment used in the delivery of the module.

The Next Chapter staff will:

Provide staff to act as contact and coordination points for the delivery of the programme; and

Organise and procure where necessary, suitable venue(s), catering and utilities for programme delivery.

The successful contractor will be required to comply with the quality processes of the Next Chapter programme – this will include regular communication from the programme team, as well as possible visits from Next Chapter staff to review and monitor provision. Full information will be provided when contracts are awarded. INTELLECTUAL PROPERTY

Politics Plus is the owner of intellectual property created by the commissioned supplier in the course

of the contract.

As The Next Chapter is a project supported by the European Union’s PEACE IV Programme, managed

by the Special EU Programmes Body (SEUPB), any documentation developed should also

incorporate the PEACE IV Programme logos and branding rules (see attached PDF).

Data Protection and Confidentiality

It is imperative that the commissioned supplier adheres to GDPR, data protection and confidentiality

agreements as set out by the client.

INTENDED USERS

The primary intended users are:

1. The female participants involved in the project, will better understand effective strategies for bringing about changes in their communities.

2. The Next Chapter programme staff and partners will use the outputs of the capacity

programme to strengthen the role of women and young people in political and public life.

3. SEUPB programme and policy staff, especially in sustained contact between persons from different communities.

Governance and Coordination

The Next Chapter steering group will have strategic oversight and accountability for the programme.

The steering group is comprised of representatives from Politics Plus, NICVA and Irish Rural Link. The

Training Coordinator will be the Next Chapter Project Manager who will directly manage the

relationship with the Consultant(s) and will be the focal point for regular communication between all

stakeholders. Quality assurance will be provided through internal mechanisms.

CONTRACT MANAGEMENT, CONTRACT DURATION AND PAYMENT ARRANGEMENTS

A key point of contact must be nominated by the supplier to provide regular updates to the client.

SUBCONTRACTING

Providers intending to sub-contract part of the delivery of this module should outline the rationale for

subcontracting and specify the roles, activities and responsibilities to be subcontracted. The main

contractor retains full responsibility and will be liable for meeting the terms and conditions of the

contracts as a whole.

SUSTAINABILITY

Sustainability is at the heart of our procurement process, and we are always looking for appropriate

ways in which our procurement can benefit society; the economy; and the environment. Our

decisions are based on whole-life costs, taking into account any social and environmental implications,

and obtaining sustainable purchases that offer good value for money.

Itis embedded into the project to deliver both short and long-term visionary concepts of peace and

reconciliation and social cohesion. We seek to ensure a sustainable culture in this project by tapping

into communities’ social potential and investing in local eco-efficient economies thus improving the

region’s quality of life.

“The Next Chapter” aims to integrate environmental issues into the project, infusing environmentally-

conscious thinking into daily lives. For example, events and meetings hosted will be delivered with

resource efficiency, waste prevention and a culture of reuse and recycling in mind. More specifically,

community sub-projects are opportunities to tackle local environmental enhancement, such as

creative ways to generate energy, reverse the loss of biodiversity or prevent environmental pollution,

in an overall aim of tackling and building sustainable thriving communities.

Financial Standing and Resources

You must ensure you are adequately resourced to perform this contract efficiently and effectively if

EVALUATION CRITERIA

Submissions will be evaluated using a 2 Stage process. Submissions will be checked initially for

compliance with this ITT and for completeness. Submissions that are not substantially complete

and/or compliant with this ITT may be rejected. During the evaluation period, we reserve the right

to call for further information from the bidders to assist it in its consideration of their submission.

Stage 1 Assessment of relevant experience of tenderer. Only submissions/bids which clearly demonstrate previous relevant experience will progress to Stage 2, where the sections will be scored, as detailed below:

Relevant previous experience (Two examples in the last five years) relevant to this tender. You should also demonstrate that you have:

Delivered Coaching/ Mentoring and/or 360° Reporting as set out in this ITT previously

Delivered to approximately 200 participants

Delivered in geographic locations throughout NI and the border counties

A detailed understanding of the objectives of the programme In summary you should provide evidence of your ability to deliver the appropriate level of Coaching and Mentoring and/or 360° Reporting that will empower women to address the wider regional issue relating to the under-representation of women’s participation in peace and reconciliation, and in public and political life.

Include at least three client testimonials/references (names and contact details of referees and a summary of the work carried out must also be included)

Team/Individual to be delivering this contract including the name of the lead Coach/ Mentor (include CV’s of those to be involved and their roles)

At this stage a pass or fail will be assessed and only submissions which pass will progress to Stage 2.
