1 Introduction & Background
Since 2014, AOS has been operating the national datacenter offering IaaS, Colocation, Web and
Mail hosting, Domain name service. Due to a new demand in terms of increase of customers, high
availability and flexibility in service delivery, AOS wishes to revamp majority of its systems.
The current AOS data center facility is a physically controlled facility which hosts and maintains
mission and business-critical information, data, IT equipment, applications, et al for different
customers these include private, civil societies, NGO and government institutions to name a few.
The current date center is among critical GoR’hub of information and network services/resources
which comply with tier 3 data center requirements. This data center is a self-managed, reliable and
secure data center for IT operations and services. The current data center doesn’t have enough
space to provide colocation services requested by so many customers. It’s in line with the above
background that AOS is planning to extend the current data center in order to solve the issue of
colocation space in the data center, the scope of work will include among others: cooling, racks
installation & server’s colocation among others.
AOS is looking for a reliable local, international or a joint-venture company who can supply,
install, Commissioning, testing and IMPLEMENT COLOCATION SERVICES FOR AOS
DATA CENTER in good quality at AOS main site located at Telecom house.
Criteria of Supplier Selection
• Best financial proposal.
• Short Delivery Period.
• Terms of Payment.
• Local suppliers to bid in local currency
• International suppliers to bid in United States Dollars
• Warranty period.
Tender Process
• Suppliers can participate in this tender by submitting required submissions by email to
[email protected] before the expiry date, 6:00PM, 28t
h February 2020.
• The submission after the expiry date will be automatically disqualified.

Required Submission documents :
1. Detailed Quotation for supply with DDP(Delivery Duty Paid) and delivery period schedule
2. Introduction of each and every item to be proposed (Datasheet).
3. Manufacturer Authorization certificate / Partnership for main items like PDU,
Rack,CRAC, Fire Suppressions System.
4. Biodata and CV of the technical implementers (National ID or Passport)
5. Valid Tax Clearance Certificate.
6. Copy of Rwanda Social Security Certificate
7. Copy of Trading License
8. Company Profile.
9. Warranty Period for each and every item in scope of work.
Note: required documents no 5 and 6 are not required of international companies.
2 Scope of Work
The scope of work comprises colocation services for the new AOS data center.
This scope will be:
− Colocation services which can accommodate 22 racks, including cooling, network, fire
detection and suppression systems, monitoring and containment system.
2.1 Implementation Timeline
− 3 months
3 Detailed Scope of Work.
3.1 Colocation Setup
The current IP operation room and monitoring for AOS IDC will be transformed and become the
new collocation. Some civil works will be needed to customize this room to meet standards for
DataCenter Colocation room.
Below are the minimum works to be conducted by the successful bidder:
− The room will accommodate 22 racks with their associated peripherals,

− The supplier will provide and install the 22 racks to be used the colocation, this including
powering them with appropriate PDU (preferably IEC-309 Blue type)
− Precision air conditioner will be provided to the colocation room
− Ductwork with appropriate environmental controls for IT equipment will be provided
− No water sources traversing, entering or residing in or directly above the colocation room
− No sinks, furnaces or other moisture-producing devices
− Supply an automatic fire detection and suppression system
3.2 Cooling & Containment
− Supply, delivery, installation and commissioning of Environmental protection system for
Data Center
− The system should be Cold Aisle containment to maximize airflow efficiency
− The containment system should provide a flexible solution which can be easily upgraded
as demand in cooling increases
− Supply and install mechanical Systems as needed, the vendor is expected to include all
auxiliary works like ducting, inlet and drain piping, piping between indoor and outdoor,
cabling acoustic and thermal insulation etc with related civil works as per the site
requirements
− The heating and cooling capable of controlling and sustaining a constant temperature
between 15-21 degrees Celsius, dry-bulb temperature between 10-35 degrees Celsius
− Adequate equipment to control, maintain and sustain humidity range between 48-52% with
maximum dew point of 15 degrees Celsius with humidifier capacity of 5kg/hour
− Humidity and temperature monitoring and control (with console alerts if possible)
− Sound/noise control of the HVAC system and adequate insulation of ductwork
− Having a local or regional maintenance and support presence
3.3 Fire Suppression Requirements
The successful will supply and install a cabinet types for fire detection and suppression system. A
total of 2 fire suppression cabinets with 3 gas bottles will be supplied, 1(one) 1B/T type and 1(one)
2B/T type.
The fire detection and suppression systems will have the following functionalities:
− Fire detection and early warning system and should be a cabinet type with two cylinders
of gas inside. The below will be the minimum requirements:
o Fire detector, discharger, discharge inducing duct, extinguishing power storage,
receiver and operator.
o Ability to detects fire and smoke and automatically sprays extinguishing powder.
o In case of a blackout, it switches to backup power (DC24V) and will performs the
same function.
o Having a fire alarm with siren and voice alarm

o Discharge time from 10 sec min to 30 sec maximum
o Independent external connection parts
− External input will be connected to the insulated circuit to minimize external noise and
interference
3.4 Network Requirements & Pathway
The data center’s wired local area, and storage area networks must link with the existing data
center. Before the actual implementation, the successful bidder will provide a plan for designing,
installing and maintaining the system pathway plan based to the colocation room layout
specifications. The systems pathway plan must be provided in both AutoCad and PDF format.
The system pathway plan is subject to final approval by AOS.
The system pathway plan must include one or more diagrams which display the building’s
proposed floor plans with the physical different wiring system elements. The wiring system
elements include but are not limited to horizontal wiring and distribution system cables, intra-
building wiring (if needed), backbone wiring, equipment location/disposition in the rooms,
operation and monitoring rooms, building main distribution frame (MDF), entrance facility (EF),
demarcation point with the existing date center, wiring support racks with central points, patch
panels, cross-connects, raceways, conduit, sleeves, lan & network fiber, data management
connections (outlets/drops/jacks), cctv system connections and power poles/drop.
For LAN cabling UTP cables (Cat6A or CAT7) will be required of the proposed facility. The type,
size, rating, location, spacing, placement, fill rate, tracking, continuity, origin, construction,
fastening, grounding, administration, installation and labeling of all rooms, , support racks, wiring,
cable, fiber, conduit, patch cord, ports, interfaces, cross connects, outlets, jacks, faceplates, and all
related hardware must meet the specifications and requirements for data center tier III.
3.5 Electrical installation
− Assess the current electrical installation and recommend any improvement if required for
− Provide appropriate electrical provisions and protections for the 22 racks to be installed in
the colocation room
− Provide adequate electrical supply for equipment racks not limited to power distribution
modules for PDUs
− Supply and install appropriate circuits breakers & panels serving the new colocation room
and must be located within the controlled space of the colocation room and any panel not
serving the data center must not be located within the controlled space of the colocation
room
− Provide appropriate lightings for the colocation room
− Cable trays

− Emergency lighting of room and related access hallways with rechargeable batteries with
no less than 90 minutes of backup power per 2000 IBC
3.6 Facility Management

N.B: Supplier are free to provide better and more efficient facility management system
3.7 Implementation Timeline
− 3 months including delivery and implementation after AOS issues a purchase order
3.8 Qualifications.
− At least 3 references of the work scope 4.1, 4.2, 4.3 and 4.4 in Rwanda or any other country
over the last five years
− Stable Financial status for the last 3 years
− Preferably the bidder or bidder’s partner (third party) has a local presence or partnership with
local company
3.9 Proposal Requirement.
− Technical Proposal
o General Information
▪ Company introduction (including financial performance of three years)
▪ Partners (third parties) company information
▪ Project experience relevant to the work scope (including its proofs)
o Implementation plan
▪ Key milestones and implementation timeline
▪ Equipment arrangement plan of 4.1, 4.2 and 4.3 (CAD)
▪ Network connection plan of 4.4 not only for new colocation but also for the
connection to main center
o Manpower allocation plan (Manager and engineers)
▪ Brief CV of allocated manager and engineers (including experiences relevant
to the work scope)

o Skills transfer plan of equipment maintenance
o Project management plan (Reporting plan, quality assurance plan etc.)
o Warranty and technical support plan

3.10 Proposal Assessment.
− Technical Proposal (70%)
o Project experience: 30%
o Quality of allocated manpower (manager and engineers): 20%
o Implementation plan: 10%
o Skills transfer plan of equipment maintenance: 5%
o Project management plan: 5%
− Financial proposal (30%)
4 Reporting
− The successful bidder will report to the Director of AOS IDC
− Provide a weekly report during the implementation of the project
− The successful bidder shall provide as-built drawing for electrical wiring, network, topology
and pathway design after the installation
− These reports may be furnished electronically, but a paper copy will be used during acceptance.
5 Cost elements:
For international companies that wish to participate in the this tender, the following are costs that
will associate with their offer:
Transportation costs, insurance costs during transit, customs clearance costs, delivery
costs and cost for the living in case an expert from another country comes to Rwanda:
flight costs e.g. air ticket, accommodation, local transport, food and etc.
In regard to the incoterm DDP,(Delivery duty paid) below is its explanations:
DDP – Delivered Duty Paid
The seller delivers the goods when the goods are placed at the disposal of the buyer,
cleared for import on the arriving means of transport ready for unloading at the named
place of destination.
The seller bears all the costs and risks involved in bringing the goods to the place of
destination. They must clear the products not only for export but also for import, to pay
any duty for both export and import and to carry out all customs formalities.
