INVITATION FOR EXPRESSION OF INTEREST
Government of Odisha in Planning & Convergence Department intends to prepare District
Human Development Reports (DHDR) for four Districts: Baragarh, Bolangir, Jagatsinghpur and
Rayagada of Odisha. Expressions of Interest are invited from interested reputed Organizations /
Institutions of proven track record having a thorough understanding of Human Development
issues and good experience in undertaking in-depth research studies, collection of Primary and
Secondary data and analysis of data for preparation of District Human Development Reports.
The interested organizations are encouraged to submit their technical and financial proposals in
two separately sealed envelopes within fifteen days from the publication of this advertisement to
the Officer on Special Duty to Government and Member Secretary, PHDMA, Planning and
Convergence Department, State Secretariat, Bhubaneswar. Applicants may visit the website of
Government of Odisha / PHDMA , i.e, www.odisha.gov.in or http://phdmaodisha.nic.in for the
detailed Terms of Reference (ToR). The financial proposals of only those Organizations /
Institutions whose technical proposals are short listed will be examined. PHDMA also reserves
the right to reject any or all proposals without assigning any reason.

TERMS OF REFERENCE ( ToR ) FOR PREPARATION OF DISTRICT
HUMAN DEVELOPMENT REPORT ( DHDR )
Background and Context:
1. In the context of current emphasis on Sustainable Development Goal (SDG), analysis of
human development situation in any region assumes special significance. Government of
Odisha in Planning and Convergence Department has initiated various activities, such as,
preparation of Millennium Development Goal report, Sustainable Development Goal targeted
2030, State Vision Document 2036 and preparation of the second State Human Development
Report (SHDR) in view of the emerging development challenges due to shift in development
paradigm. Government of Odisha brought out its first state level Human Development Report
in 2004 and has taken steps to prepare and publish similar reports at the district level and to
capture the district’s status of human development. Accordingly, 5 DHDRs covering Ganjam,
Kalahandi, Kandhamal, Mayurbhanj and Sundargarh have already been published and
disseminated. Currently, preparation of DHDR for Keonjhar and Khurdha districts are under
progress.
2. Poverty and Human Development Monitoring Agency (PHDMA), an autonomous agency
under the administarative control of Planning and Convergence Department, Govt. of Odisha is
committed to prepare District Human Development Reports (DHDRs) of all districts in phases
and taking initiatives in this regards.
Need for Preparation of DHDR:
3. The most basic capabilities for human development are living a long and healthy life, being
educated, having a decent standard of living and enjoying political and civil freedoms to
participate in the life of one’s community. The state of Odisha has constantly been pursuing the
goals of accomplishing higher levels of human development with the objectives of reducing
inequalities and making the development process more inclusive. The preparation of DHDR
would mark the beginning of the process whereby people will be mobilized, and actively
participate in the development process.
4. DHDR will also help in knowing the status of various development indicators as well as their
attainment and provides solution to improve the situations.

The major requirements may be
- DHDR can be used as a tool for district planning
- Strengthening and availability of district level data for preparation of District plan
To start with already five DHDRs published for Ganjam, Kalahandi, Kandhamal,
Mayurbhanj and Sundargarh district while two DHDRs for Keonjhar and Khordha are on the
verge of completion.
Presently four new districts Baragarh, Balangir, Jagatsinghpur, Rayagada have been
proposed for preparation of DHDRs. Baragarh and Balangir districts are under Northern
Revenue Division and each covers almost 39 percent of the population of SC and ST Category
(2011 Census). Jagatsinghpur is under Central Revenue Division and it has 21.8 percent SC
population. As a costal district, it is very prone to floods and cyclones almost ever year and it
was the worst victim of Super Cyclone 1999. Rayagada district is under the Southern Revenue
Division and it covers 70 percent of the population of ST & SC category.
Terms of Reference (ToR) for preparation of DHDR:
5. The DHDR shall be prepared in a participatory manner and should involve the district
administration, panchayat, academia, NGOs, and civil society organizations. Since human
development is multi-sectoral and multi-dimensional in nature, involvement of concerned line
Departments in the process is essential.
6. The preparation of the proposed report shall, amongst other things, comprehensively cover the
following aspects:
Analyzing relevant Reports and Documents and preparing briefs on key technical
issues.
Putting in place a consultative process for preparation of DHDR and seeking
inputs from State Government, District Administration, Panchayati Raj institutions (
PRI), Civil Society Organisations and other stakeholders through seminars / workshops
and / or otherwise.
Undertaking field visits and collecting such secondary / primary data / information as
may be considered desirable for the preparation of DHDR.

Mainstreaming Human Development issues and sensitizing District Level Officers, PRI,
CSO and other stakeholders as regards Human Development issues and their relevance
for improving quality of life for all concerned.
Collecting District specific gender and gender category wise segregated data relating to
education, health, livelihood, gender and empowerment.
Working closely with the District Core Committee and District Level Steering
Committee for DHDR, District Planning Committee, PHDMA and P & C Department.
Liaisoning with concerned line Department officials for necessary information and data
collection , statistical analysis and writing reports.
Undertaking thematic studies on human development and other district specific issues as
may be assigned which may be reflected as a special chapter of DHDR.
Block should be taken as the unit of each study for data collection on related indicators.
2 GPs per each Block in a district should be taken for conducting Focus Groups
Discussions (FGD). If required, the sample study may be made on district specific issues
in 10 % of villages in selected GPs.
Focus Group Discussions (FGDs) shall be conducted in most vulnerable villages in
terms of health, education, livelihood, gender, access to civil amenities, participation
and governance related issues and challenges in each Block to assess the ground reality
of human development. The information and idea collected and the current needs and
aspirations of the people perceived through FGD shall be reflected in the Core Chapters
of DHDR. It may inspire the Government for further policy focus on the vital aspects of
human development.
All the data / reports collected / generated are the properties of PHDMA and should not
be published / reproduced prior to the release of the DHDR and without the permission
of PHDMA. The confidentiality of data / report should be maintained.
Undertaking such other activities as may be considered desirable for preparation of
DHDR or as may be entrusted by the State Government or PHDMA from time to time.
Proposals / Quotations should be given separately for each district corresponding to
both technical and financial proposals.

Skills and Competencies needed for preparation of DHDR
7. The Organizations(s) / Technical Support Institutes for the proposed work ( preparation should
have the following skills and competencies:
An excellent understanding of human development related issues and capabilities
for working and interacting with Government and Non-Government Organizations.
A proven background in analyzing institutional arrangements and policy issues
and action research methods relevant for such studies / reports.
A sound experience of undertaking such studies/reports.
The Organizations / Institutions should possess a strong research
background
Minimum of 7-10 years of experience in rural / urban community development with an
exposure to different aspects of human development.
Good conceptual and analytical skills and use of standard statistical packages
with a thorough knowledge of the District and State.
Extensive published action research work of very high standard.
Excellent written, oral communication and documentation skills.
Activities and Key Deliverables:
8. The selected Organizations / Technical Support Institutes are expected to carry out the
following activities to prepare the District Human Development Report.
Identification of Key partners and stakeholders for developing the DHDR.
Meeting and Workshop with all stakeholders at different stages during DHDR preparation.
1. Consultation Workshop / District Core Committee Meetings
2. Final Workshop / Dissemination of Workshop
Proceedings in the form of brief booklet pertaining to the outcomes from the workshops.
Collection and compilation of the data and information:
Data will be collected in collaboration with the State Directorate of Economics & Statistics
(DES) and statistical wings at the district level and other line departments.
Field surveys for Primary Data Collection / the proposed Focus Group Discussion / Case
studies.
Entry, compilation and cleaning of data.

Drafting of background papers including chapter plan.
Peer review of draft report by Technical / Expert Committee for discussion and approval at
the district level.
Finalization of the DHDR and Summary booklet.
Process:
9. All blocks will be covered in the study. Secondary information / data will be collected from
concerned Departments, Directorate of Economics & Statistics (DES), concerned Directorates
and published reports of the State Government and Central Government. Primary Data
Collection / Focus Group Discussion (FGDs) and Case Studies shall be finalized depending on
the framework for DHDR.
Timeframe for the preparation of DHDR
10. The first draft of the DHDR shall be submitted within 12 months from the date execution of
agreement. After the dissemination workshop, the final report should be submitted to the
Member Secretary, PHDMA, P & C Department, North Annex Building, 2nd
Floor, Odisha
State Secretariat, Bhubaneswar -751001 within six months from the date of submission of first
draft.
Expected Output
11. The following expected outcomes should be furnished to the CLlENT-PHDMA
(a) A well-documented and well-analyzed DHDR with ten numbers of hard copies
along with its soft copies.
(b) A Report on process documentation for preparation of DHDR
(c) Copies of Primary and Secondary Data collected for DHDR
Penal Clause
12. Delay in submission of the DHDR will not be allowed under any circumstance. Penalty will be
imposed on the Agency / Organization @ of Rs. 3 % of the total project cost incase the
Organization / Agency defers the stipulated time line to submit the report except in exceptional
cases like any natural calamities in the district that obstruct the collection of primary data,
conducting FGD and Case studies. In the event of such cases, the exemption of penalty cost
may be considered and the Organisations / TSIs may request PHDMA in writing for extension
of time.

Submission of Proposal & Selection Process
1. Interested Organizations / Technical Support Institutes are required to submit two separate
proposals i.e. Technical and Financial, as per prescribed format. They may attach any other
revenant information in a separate sheet, if they think it necessary as valid for assessment of
their merit. The two proposals should be submitted in two separately sealed envelopes super-
scribed “Technical Proposal for Preparation of DHDR” and “Financial Proposal for
Preparation of DHDR”. Both sealed envelopes should be put in a third sealed envelope
superscribed “EXPRESSION OF INTEREST FOR PREPARATION OF DISTRICT HUMAN
DEVELOPMENT REPORT”. Proposal Format Part 1 (Profile of the Organization /
Technical Support Institute) should be enclosed in the sealed envelope of Technical Proposal.
2. All entries in the technical proposal should be legible and filled clearly. Any overwriting or
cutting which is unavoidable shall be signed by the authorized signatory. Any alterations
without authentication will be treated as a 'NIL' entry.
3. Technical proposal incomplete in any form will be rejected outright. No proposal will be
accepted after the closing date from the date of advertisement published in the newspaper.
4. The financial proposals of only those Organizations / Technical Support Institutes (TSIs)
whose technical proposals are short listed will be examined. 80% weightage will be given to
technical proposal and 20% weightage will be given to financial proposal. The financial
proposal of all those Organizations / TSIs who have failed to qualify in the technical proposal
will not be opened.
5. The entire technical proposal will be scrutinized, relevant documents checked for their
authenticity and the Organizations / TSI whose technical proposals are accepted will
participate in the discussion for financial proposal.
6. Each page of the proposal should be signed and stamped by the Head / authorized
representative of the Organization / Technical Support Institute (TSI). Selected Organizations
/ TSI will have to sign the agreement with certain terms and conditions laid down by PHDMA.
PHDMA also reserves the right to reject any or all proposals without assigning any reason
thereof.
7. Organizations / TSIs having annual financial turnover of Rs. 20.00 lakh or above for last three
consecutive years are eligible to submit Expression of Interest for preparation of DHDR.
