Given the growing importance of Information and Communication Technolo- gies (ICT) in the context of the Global Economy and the enormous potential of this sector , there is a need for a common framework that enables ICT Professionals to describe and develop their capabilities and which allows companies and employers to identify which individuals who possess the competences they require. The European e-Competence Framework (e-CF) is a reference framework of competences applied within the Information and Communication Technology (ICT) Sector. This Framework can used and understood by ICT User and Sup- ply Companies, ICT Practitioners, Managers and Human Resources (HR) De- partments, the Public Sector, Educational and Social partners across Europe. In order to achieve a consensus and useful results at National Level, the in- volvement of ICT Sector Players and Stakeholders from Business, Policy Making and Education is crucial and necessary. Dudley is a Chartered Engineer and graduated from Trinity College in 1962. Soon after he joined Computer Industry since graduation. He has worked with suppliers including IBM and Software AG and with user companies in the Manufactur- ing Sector as an Information Systems Manager. He was also Managing Director of BIS Beecom Ireland Limited, a comput- er consultancy and training company. He was Vice Chairman of the CEPIS User Skills Task Force, which developed the ECDL (European Computer Driving Licence), the Worlds leading end user certification with over 14 million registered students in more than 140 coun- tries) and was responsible for the implementation of ECDL and ICDL (International Computer Driving Licence) throughout the World from 1997 to 1999. Mr Dolan is: Chairman of the CEN Workshop on ICT Skills Chairman of Q-Validus, an international certification solutions provider, which recently won funding from Horizon 2020, the EU Framework Programme for Research and Innovation.
