Welcome to the fourth edition of the Forum d’Avignon –

Culture, economy, media. This triptych is expressed, this year

again, in your diversity: four hundred attendees from forty

countries and representing fifty professions. This edition gives

more place to creation and to artists who represent it, an

essential necessity when finance overcomes the economy,

speculation overcomes reason, the lure of profit overcomes

values. Culture should be at the heart of the economy and the

postindustrial economies’ renewal. Associated to innovation,

research and development, thanks notably to digital

technologies, it creates a dynamic that fuels the social and

economic life. This synthesis would be this theme’s year:

Investing in culture.

Investing in culture means, first of all, to invest as a person in

charge of a fight dedicated to culture, considering its difference,

its diversity, its particularity, its exception. To fight against

standardization and trivialization.

Investing in culture is to want culture to be more central in the

reflection of advanced societies.

Investing in culture is to defend freedom of speech, and those

who are the victims of its negation.

Investing in culture is to argue in favor of the widest

dissemination of works in compliance with the respect of works

and of their authors.

Investing in culture is to think material as immaterial, urban

entertainment as television programs, organization of space as

interactive screens for mankind and her and his fulfillment.

Investing in culture is, finally, investing in culture knowing that

culture is both the conscience and soul of each one of us. It is to

convince oneself and others that cultural investment, human as

well as financial, is not about defending a nostalgic look at the

past but a dynamic vision of a future dedicated to everyone.

On behalf of the Board, the Advisory Board and the team of the

Forum, I wish you an excellent session, full of human,

intellectual and cultural discoveries.

Three studies for the debate:An investment named desire

• Committing and investing in culture: from intuition to decision, Kurt Salmon for the Forum d’Avignon

2011. Which are the criteria that prevail in the decision to invest in culture? More than 80 interviews toidentify qualitative and quantitative criteria.

• Case studies, Charles Landry: how do creativity and culture structure the ecosystem of a territory?

• Econometric analysis, Tera Consultants: what are the links between public cultural expenditures and

the GDP of a territory (sample of 47 cities and territories of 21 countries)?

“Investing in culture” underlines the relationship between culture and the economy, between the promise ofcohesion and commitment, between symbolic values and struggles to preserve them. Concrete links: the mediaand the cultural industries represent 1300 billions of dollars, according to UNESCO. But most important of allare the meaningful links between individuals. Culture requires an investment: a personal commitment; aninvestment in education to improve access to places that open our intellectual outlooks and represent ourvalues; economic investments to develop the cultural sector and play an active part; an uncommon convivialitycomposed of curiosity and openness with those who do not share the same culture.

Billions of web pages are already available and created every day, with an always more

faster rhythm. Discovering the rare masterpiece in this theoretically unlimited universe

brings about new questions: who is the referencing authority in this abundance? With what

kind of mechanisms? What are the consequences for the access and discovery of cultural

creations ? What is the difference between neutrality and impartiality, in the prescription

field? Who prescribes cultural works?

2.45pm – 3.25pm The rules of the game The buyout of the Huffington Post by AOL in 2011 reminded that the most popular websites

are the ones which adapt their contents to the rules of the Internet. Is it mandatory to

think and create according to the rules prescribed by search engines, social networks,

streaming websites, with playlists shared between friends, e-commerce websites, websites

of music downloading as iTunes to exist for the Internet users? Are there going to be

monopolies in term of prescription on the Internet, controlled by technical intermediaries?

3.25pm – 4.10pm The conditions of a cultural choice: is Internet neutral, impartial or independent?Prescribing, including through tools, is always a choice: putting criteria in the heart of the

technical disposal. No technique is impartial. Nevertheless, we can be partial and neutral,

meaning applying the same rules to everybody, once they are chosen. Is independence

only the fact to announce clearly to its users the choices and the convictions of the one

who references and prescribes? Isn’t it the meaning of the button “I like”, “+1”, nowadays

in the entire Internet, even above press articles?

To which extend has technologychange the way you create?

I have recently developed an electronictuning fork, to supplant the old tuningfork with two branches.This new tuning fork can give any pitch,in any mode, tempered or not, you canalso use it blindly. The technicalpossibilities of the singers areconsiderably expanded; access to micro-intervals is possible, while it was oncereserved to electronic. I ordered andcreated works that use the potential ofthis machine. As for me, it's a realrevolution.

It is curious to notice that it is thetechnicians and industrialists that inventthe artists and not the opposite. In 1962,when Nikon created the reflex camera, itinvented thousands of artists thanks tothe machine. As for Steve Jobs, I do noteven talk about it...

We are always as ambitious as thetechnology we use. Thanks to technologyI can also be my own agent. And it alsochanged the relationship between theperiphery and the centrum. I live in the suburbs of Ghent but thanksto the Internet, artists can be both localand global. Art is much more a 'holistic'affair since we have these newtechnologies. Seriously, I think of showing at Youtube,etc. as important as showing somethingat the MOMA in NY.

How do you perceive the subse-quent use of your works?

I understand that the freedom toloot stores of shoes or flat screens is apart of the claims, such as consumingfree works that require the collaborationof a large number of employees in orderto exist. The film industry requiresmaterial resources that need to befunded, in one way oranother. Or disappear.

In 10 years I will continue to take care ofthe rights of my drawings. I want tomake sure that they are respected: it isnot only about defending the rights ofpictures; we are also fighting to upholdour rights for a journalistic, editorial andresponsible image. Media in demandhave to understand that. My drawingsare not insignificant and there is noquestion that my cartoons land up on anymedium. Everything makes sense andthese days people seem to forget that adrawing of political press carries aspecific message.

Which proposals can the actors – from the civil society to the industrials, from

public representatives to artists – take, concretely? Do we have, for instance to

we make effective the application of laws on intellectual property ? Will the

Internet users be able to dissociate sharing and piracy?
