INVESTINGIN CULTURE
P R O G R A M
17TH - 19TH OF NOVEMBER 2011 AVIGNON, PALAIS DES PAPES
Programme anglais-FINAL:Layout 1 31/10/11 15:58 Page1
Welcome to the fourth edition of the Forum d’Avignon –
Culture, economy, media. This triptych is expressed, this year
again, in your diversity: four hundred attendees from forty
countries and representing fifty professions. This edition gives
more place to creation and to artists who represent it, an
essential necessity when finance overcomes the economy,
speculation overcomes reason, the lure of profit overcomes
values. Culture should be at the heart of the economy and the
postindustrial economies’ renewal. Associated to innovation,
research and development, thanks notably to digital
technologies, it creates a dynamic that fuels the social and
economic life. This synthesis would be this theme’s year:
Investing in culture.
Investing in culture means, first of all, to invest as a person in
charge of a fight dedicated to culture, considering its difference,
its diversity, its particularity, its exception. To fight against
standardization and trivialization.
Investing in culture is to want culture to be more central in the
reflection of advanced societies.
Investing in culture is to defend freedom of speech, and those
who are the victims of its negation.
Investing in culture is to argue in favor of the widest
dissemination of works in compliance with the respect of works
and of their authors.
Investing in culture is to think material as immaterial, urban
entertainment as television programs, organization of space as
interactive screens for mankind and her and his fulfillment.
Investing in culture is, finally, investing in culture knowing that
culture is both the conscience and soul of each one of us. It is to
convince oneself and others that cultural investment, human as
well as financial, is not about defending a nostalgic look at the
past but a dynamic vision of a future dedicated to everyone.
On behalf of the Board, the Advisory Board and the team of the
Forum, I wish you an excellent session, full of human,
intellectual and cultural discoveries.
Nicolas SeydouxPresident of the Forum d’Avignon

INVESTING IN CULTURE
Throughout the year, the think tank of the Forum d’Avignon interviews experts to prepare the debates.Extracts.
“One day, in Beijing, in a large and full room, I said that the only way to protect his own culture, is toaccept to endanger it. That is what I keep on investing myself in. It is what I try to share wherever I go.”
Paul Andreu, architect, France
“We often refer to the great 18th century ideas of “liberty” and “equality”. The age of electronicconnectivity also has the possibility to bring new energy and relevance to the ideal of “fraternity”.This fraternity will be characterized by the emerging ecologies of electronic conviviality.”
Arjun Appadurai, anthropologist of globalization, USA/India
“The immaterial economy of creation and innovation is the new growth engine of most advancedcountries.”
Elie Cohen, economist, director of research at the CNRS, France
“Cultures shall remain referentially perpetual as ever; a set of habits; knowledge, traditions, art, etc.will evolve to creating space for a new or a modified set, as effected by the digital culture!”
Amit Khanna, president of Reliance Entertainment, India
Interviews and publications are available on the website www.forum-avignon.org
Three studies for the debate:An investment named desire
• Committing and investing in culture: from intuition to decision, Kurt Salmon for the Forum d’Avignon
2011. Which are the criteria that prevail in the decision to invest in culture? More than 80 interviews toidentify qualitative and quantitative criteria.
• Case studies, Charles Landry: how do creativity and culture structure the ecosystem of a territory?
• Econometric analysis, Tera Consultants: what are the links between public cultural expenditures and
the GDP of a territory (sample of 47 cities and territories of 21 countries)?
“Investing in culture” underlines the relationship between culture and the economy, between the promise ofcohesion and commitment, between symbolic values and struggles to preserve them. Concrete links: the mediaand the cultural industries represent 1300 billions of dollars, according to UNESCO. But most important of allare the meaningful links between individuals. Culture requires an investment: a personal commitment; aninvestment in education to improve access to places that open our intellectual outlooks and represent ourvalues; economic investments to develop the cultural sector and play an active part; an uncommon convivialitycomposed of curiosity and openness with those who do not share the same culture.

10.45am – 12.45pm Debate: An investment named desire Investing in culture is a decision resulting from an insight, a conviction that goes beyond
rational calculation. How is it possible to combine the economic and qualitative criteria that
chair a cultural investment? Is there a positive leverage effect of public cultural expenditure
on the wealth of a territory?
10.45am – 11.00am From intuition to decisionInvesting in culture is not only about economic criteria: imagination,
attractiveness of a territory, better social cohesion, and investor’s passion must
be, above all, gathered.

11.00am – 12.45pm Combining talents – crossed perspectivesShared culture, the vision of the artists and creators, the thought of the
philosopher, the energy of firms are within the scope of contemporary questions.
Whether we are talking about the economy, where culture goes more and more
through the production and innovation systems or about a “living together” where
the artist and the philosopher formulates the conditions of a renewed
communication between individuals. They all get involve and settle in the heart
of the places where they officiate, invest time, energy and means, passion but also
values. Their words show culture more that talk about it: they change a territory.

Study Atelier BNP Paribas for the Forum d’Avignon 2011 How has Internet changed the role of prescribers of the traditional media and of journalists? How is it possibleto exist on the Internet when you create, produce or publish cultural contents? Do books, movies, or musichave to be adapted to the technical rules of research engines and social networks? How do we make evolvethe distribution and broadcasting means? What are the technical and prescription choices done by Internetproviders which are now the new intermediaries between the cultural work and its public?
Referencing cultural contents on the Internet, prescribing culture?
“New prescribers, new referencing for cultural contents”
“Social is the future of prescription on the Internet. […]It is essential that cultural institutions inte-grate the quality of instantaneous propagation of content to a large audience.”
Mats Carduner, President, Fifty-Five, France
“We envision devices that allow users to appropriate directly archive and interact with it. We have alreadyorganized several "remix" contests of images around different cities - Berlin, Paris, Gdańsk andnow Montreal - always with great success.”
Mathieu Gallet, CEO, INA, France
“Digital world requires us to rethink fundamentally the tools of referencing and access to resources. The catalog is being mainly used by experts. In the digital world, content is fragmented. The book isan accessible object in its overall constituency but it also becomes a « reservoir » of fragmented data. The challenge is to achieve both: to respect the organic unity of a thought such as a paper book whichmaterializes it and to facilitate the access to information that one can look for or use, independentlyof the overall thought.”
Bruno Racine, President of the French National Library, France
“Early times of the digital economy of cultural creations are immersed with various myths that wehave to exceed in order to put the notion, fundamental, of prescription back on the forefront: mythsof the value’s objectivity of cultural creations, of the neutrality of technical objects and of the perso-nalization of choices.”
Thomas Paris, researcher at the CNR and HEC, specialized in management and lecturer at the Ecole Polytechnique, France
“Media or the Internet, which prescribes the best? During the « victoire de la musique »,Benjamin Biolay was competing. He was at the 60th position on iTunes. At the end of theceremony, when Benjamin Biolay won, he was at the top position on iTunes.”
Patrick Zelnik, President, Naïve, France

2.45 pm – 4.10 pm Debate: Referencing contents on the Internet, prescribing culture?Conclave Room
Billions of web pages are already available and created every day, with an always more
faster rhythm. Discovering the rare masterpiece in this theoretically unlimited universe
brings about new questions: who is the referencing authority in this abundance? With what
kind of mechanisms? What are the consequences for the access and discovery of cultural
creations ? What is the difference between neutrality and impartiality, in the prescription
field? Who prescribes cultural works?
Leading of the discussions: Eric Scherer, Director of Future Media, France Televisions,France
2.45pm – 3.25pm The rules of the game The buyout of the Huffington Post by AOL in 2011 reminded that the most popular websites
are the ones which adapt their contents to the rules of the Internet. Is it mandatory to
think and create according to the rules prescribed by search engines, social networks,
streaming websites, with playlists shared between friends, e-commerce websites, websites
of music downloading as iTunes to exist for the Internet users? Are there going to be
monopolies in term of prescription on the Internet, controlled by technical intermediaries?
David Weinberger, researcher, Harvard Berkman Center for Internet & Society, USA Philippe Torres, Head of Consulting and Digital Strategy, Atelier Groupe BNP Paribas, FranceQuestions from the floor
3.25pm – 4.10pm The conditions of a cultural choice: is Internet neutral, impartial or independent?Prescribing, including through tools, is always a choice: putting criteria in the heart of the
technical disposal. No technique is impartial. Nevertheless, we can be partial and neutral,
meaning applying the same rules to everybody, once they are chosen. Is independence
only the fact to announce clearly to its users the choices and the convictions of the one
who references and prescribes? Isn’t it the meaning of the button “I like”, “+1”, nowadays
in the entire Internet, even above press articles?
Gilles Babinet, President of the French National Council of Digital and Eyeka, France Cynthia Fleury, philosopher, FranceQuestions from the floor including expert witness: Cyril Zimmermann, CEO, Hi-Media,France

Eric Serra and RXRA Group
The effective networking of all screens is now possible and will invite us to go deep into this improved digitaluniverse. The study Bain & Co for the Forum d’Avignon 2011 offers to explore the implications of thistriptych’s evolution – devices, services, cultural works – regarding culture’s diffusion and the culturalexperience itself.
You are all welcome to the University of Avignon for a great debate, in French and English,
with Twitter interactions.
# forumavignon Connected device penetration could exceed 60 % of western households and 30%
of urban Chinese and Indian households by 2014
# forumavignon 70 percent of respondents already think of video and gaming as connectable
experiences
# forumavignon With 80% interest level, Indian and Chinese urban consumers show strongest
enthusiasm for connected experience
# forumavignon Less than a third of western respondents would dedicate more time to cultural
activities through connected experiences
# forumavignon 60% of the occasional gamers surveyed are likely to increase their gaming
consumption thanks to connected devices
# forumavignon 25 to 30% of respondents are willing to pay for an application that provides a

To which extend has technologychange the way you create?
I have recently developed an electronictuning fork, to supplant the old tuningfork with two branches. This new tuning fork can give any pitch,in any mode, tempered or not, you canalso use it blindly. The technicalpossibilities of the singers areconsiderably expanded; access to micro-intervals is possible, while it was oncereserved to electronic. I ordered andcreated works that use the potential ofthis machine. As for me, it's a realrevolution.
Laurence Equilbey, conductor
It is curious to notice that it is thetechnicians and industrialists that inventthe artists and not the opposite. In 1962,when Nikon created the reflex camera, itinvented thousands of artists thanks tothe machine. As for Steve Jobs, I do noteven talk about it...
Jean-Marie Perier, photographer
We are always as ambitious as thetechnology we use. Thanks to technologyI can also be my own agent. And it alsochanged the relationship between theperiphery and the centrum. I live in the suburbs of Ghent but thanksto the Internet, artists can be both localand global. Art is much more a 'holistic'affair since we have these newtechnologies. Seriously, I think of showing at Youtube, etc. as important as showing somethingat the MOMA in NY.
Wim Delvoye, director
How do you perceive the subse-quent use of your works?
I understand that the freedom toloot stores of shoes or flat screens is apart of the claims, such as consumingfree works that require the collaborationof a large number of employees in orderto exist. The film industry requiresmaterial resources that need to befunded, in one way oranother. Or disappear.
Jean-Jacques Annaud, director
A work is a beautifully volatile material. Itappears thanks to one individual, but onlyexists in the eyes of others. So we shouldnot be surprised by its dissemination.
Philippe Claudel, director
I find interesting the reuse of my work byothers if they are honest and let knowthat they use them to create their ownworks and not just for convenience - Ihave myself often quoted my ownwork in the new ones, pointing out theintrinsic relationship of a work withanother.
ORLAN, artist
A work is strong with its quality and itsshortcomings; no one else but the authorwho signed it has the right to "improve"it, to distort it. Imagine someone trying toimprove a Van Gogh, Mozart,Dostoevsky, Bergman.
Radu Mihaileanu, director
The highest recognition one can get is tobe copied by others.
Kjetil Tredal Thorsen, architect
In ten years who would you entrustwith the management of yourrights?
The respect of moral rights is essential butdoes not (only) impact the manager of therights of my works. It's a question comingwithin the competence of publicauthorities and the perception that thefuture "consumers" of my movies willhave of copyright in twenty years.
Nabil Ayouch, director
We will entrust the management of rightsof our works to the one that willensure the widest distribution whilerespecting moral rights.
Jean Pierre et Luc Dardenne,directors
Moral rights and the widestdissemination are not at all paradoxicalwith the dissemination of my work; I eventhink that the publisher we entrust with awork has a duty of distribution that doesnot affect the moral rights of an author.
Christine Orban, writer
In 10 years I will continue to take care ofthe rights of my drawings. I want tomake sure that they are respected: it isnot only about defending the rights ofpictures; we are also fighting to upholdour rights for a journalistic, editorial andresponsible image. Media in demandhave to understand that. My drawingsare not insignificant and there is noquestion that my cartoons land up on anymedium. Everything makes sense andthese days people seem to forget that adrawing of political press carries aspecific message.
Plantu, cartoonist
In ten years, self-publishing will bedeveloped and advanced. It is temptingto become autonomous from the editorialsystem where a writer receives only 10%of copyright…
Natacha Wolinski, writer
Intellectual property in a digital world
Study Ernst & Young for the Forum d’Avignon 2011 Why is intellectual property a universal value? How is it possible to promote intellectual property in thefollowing decade, beyond the agreements of principle, and to reach which goals? Who will artists and creatorsentrust with the management of their rights in the following years? Can the different players agree on a newdistribution of the value? Under which conditions does intellectual property’s protection encourage innovation?
Artists’ voiceThe Forum d’Avignon interviewed 25 international artists toprepare the debate on intellectual property. Extracts. Find all the answers on www.forum-avignon.org
