The Challenge
• Low-income households in the Eastern European Countries live in poor housing conditions and cannot afford to change the old inefficient heating equipment or replace the poor quality heating fuels.
• Thus, they become primary cause for dramatic seasonal increase in air pollution in their communities.

EU framework for energy poverty
• there is no universal definition of energy poverty that would cover all the EU member states
• energy poverty is a situation where a household is unable to access a materially and socially–necessitated level of energy services in the home (Bouzarovski, 2007)
• 50 million people in the EU are affected by energy poverty
• 57 million people in the EU cannot keep their homes warm
• 104 million people cannot keep their homes comfortable in the summer
• 52 million people in Europe face delays in paying their energy bills

• EP being a multi-dimensional concept: combination of indicators needs to be used
• Primary Indicators• Inability to keep home adequately warm: population not able to keep their
home adequately warm• Arrears on utility bills: population having arrears on utility bills• Hidden energy poverty (HEP): population whose absolute energy expenditure
is below half the national median• High share of energy expenditure in income (2M): population whose share of
energy expenditure in income is more than twice the national median share
• Secondary Indicators: fuel prices, heating prices, dwelling comfortably cool during summer time, number of rooms per person, people at risk of poverty or social exclusion, energy expenses by income quintiles, excess winter mortality/deaths, presence of leak, damp, rot

Specific energy poverty challenges in the EEC
• Applying the ‘10% definition’ to some EEC countries results in almost the entire population to be energy poor
• Energy poverty an issue of low or no political interest in the region
• Often people are not poor, yet cannot afford adequate energy services
• Housing stock in poor state, living conditions sometimes shockingly poor
• Very limited social or other support, funds granted for purchase of low-quality coal, burnt in inefficient heaters
• No clear division between social and non-social housing
• Switch from subsidized energy prices to market based prices
• High share of home ownership (between 80-96%)

How to select energy poor households?
• Share of income dedicated to energy bills compared to average is a good orientation
• Use of solid fuels as primarily source of heat
• The amount of fuels that household uses
• Age of the building
• Age of the stove they use
• People who receive welfare
• Additional factors to consider: level of education and consumption factor of the households
How to reach energy poor households?
• Chimney sweepers, research projects with innovative ways to gather information (sweep prize, free launches…), energy advisors from their peer groups, representatives from the apartment building, places where people on social welfare spend time

Definition of energy poverty based on clear and concise indicators
Policies for heating exchange need to consider multiple emissions – CO2, PM, NOx, SO2, etc, not only one pollutant
Comparisons of energies needs to take place on price/MWh taking into consideration quality of fuel and efficiency of the heating equipment
Improved local and national emission inventories, esp. for fuelwood and coal
Reliable emission factors based on real-life measurements
In-depth understanding of the energy behaviour associated with wood and coal use and the housing conditions
Promotion among end-users needs to provide comparable information on the heating options and alternatives

- Data collection especially on fuel usage, build up system to register
appliances – start at least with new ones
- Holistic assessment of situation/housing condition is crucial
- Long term local strategy (what do we want to reach in 10 to 20
years)
- Strategy for dezentralized energy supply vs. implementing expensive
gas infrastructure
- Low level to participate/of administrative effort (contact point)
- Change-out programs with pellet stoves/gas difficult, because then
the fuel needs to be bought
- Not only focus on new stoves but also inform about and install
alternatives (solar heat, heat pumps,…) – stay Independent
- Financial incentives (exchange of old heating systems)
