Introduction• Transition to Post OIF/OEF Marine Corps:
– Significant changes• Reduced OpTempo and resources, more time in garrison
– Significant challenges• Shift in mindset• Shift in leadership requirements
• Spike in “Bad Behavior”– Drugs, DUI, DV, crimes, injuries, suicide, lost/damaged gear, etc…– Officer misconduct
• Why?• How to attack this and fix it?

• But first, do we actually have a problem?

Perspective• Times change
– “Old” Corps (80s-90s): ‘slow’ optempo• No combat experience, single threat• No cell phones, no Internet• Old gear, lots of maintenance, lots of inspections
– “Post 9/11” Corps: ‘intense’ optempo • Incredible combat experience, many threats• Increasingly “connected”• Unlimited resources, less oversight
– “New” Corps (Post-OIF/OEF): ???• Amphib Ops, Focus on PACOM: TSC• Reduced resources• “New normal??”
