  • fter successfully running the Youth Parliament Pakistan on the national basis since 2007, PILDAT has now Alaunched the first-ever Youth Provincial Assembly Khyber Pakhtunkhwa (YPA-KP) focused only at the youth of Khyber Pakhtunkhwa Province.

    Establishment and facilitation of the Youth Provincial Assembly Khyber Pakhtunkhwa (YPA KP) is another part of PILDAT's focus on Youth in the country and Youth's awareness education and training in the norms of politics and democracy in the country. PILDAT strongly feels that sustainable democracy and the sustainability of sound democratic institutions in Pakistan is not possible without youth's involvement in the democratic and political process even if this involvement is simply as a citizen or voter.

    The idea behind facilitating YPA - KP is not just to put Pakistani Youth through a mock exercise of what a ProvincialAssembly does and how it should work but to inculcate in them the values and culture of democracy as central to effective governance in any society. In many ways, the process of YPA KP is not just following the practices adopted by Provincial Assembly but also to introduce concepts drawing from international best practices that improve upon those practices.

    We at PILDAT, as the Secretariat of Youth Provincial Assembly-Khyber Pakhtunkhwa, look forward to receiving feedback and input of young members and other stakeholders of Khyber Pakhtunkhwa so as to enhance the effectiveness and efficiency of this exercise in the future.

    An independent Steering Committee of the Youth Provincial Assembly- Khyber Pakhtunkhwa has been formed to oversee the selection process and the effective functioning of the Youth Provincial Assembly- Khyber Pakhtunkhwa.Some of the Basic functions of the Youth Provincial Assembly- Khyber Pakhtunkhwa:

  • Why a Youth Provincial Assembly- Khyber Pakhtunkhwa?

    s PILDAT launched the first-ever Youth Parliament Pakistan in 2007, the goals before us were to strengthen APakistan's democratic institutions through inculcating democratic culture in the Youth of Pakistan. 6-years on, we have made our modest efforts through 4 batches of Youth Parliament Pakistan to generate open, fact-based and informed discourse on issues facing the country and develop tools, mechanisms and systems to facilitate the exposure of democratic system to the Youth of Pakistan. Through the Youth Parliament Pakistan, we have also encouraged that the Youth denounce extremist tendencies and lack of tolerance for others' beliefs and views and strengthen and uphold the rule of law in Pakistan.

    With the firm faith that a steady and positive engagement with Pakistani youth is the best interest of the society, PILDAThas now launched the first-ever Youth Provincial Assembly Khyber Pakhtunkhwa (YPA-KP) focused only at the youth of Khyber Pakhtunkhwa Province. The Youth Provincial Assembly Khyber Pakhtunkwa (YPA-KP) will focus on engaging with the Khyber Pakhtunkhwa Youth in a healthy discourse and exposing them to democratic process and practices.

    thWhile the Youth Parliament by PILDAT facilitated youth to focus on national issues, after the 18 Amendment to Constitution resulting in provinces with greater powers and resources, PILDAT felt that youth also requires an understanding of the role Provincial Assemblies play in the governance, legislation and policy oversight on a province. It is with this backdrop that first-ever Youth Provincial Assembly has been facilitated in the province of Kyber-Pakhtunkhwa.

    A general and deepening disillusionment with political and democratic institutions has the potential to make extremist ideologies more attractive for Youth, a problem especially faced by Khyber Pakhtunkhwa. It is a general observationthat educated Youth is more vulnerable to extremist tendencies as their awareness level does not find the matching opportunities to voice their views and engage in a civilized dialogue.

    With such a background, the question Khyber Pakhtunkhwa society faces is that how do we deepen our understanding of parliamentary democracy, and uphold and advance its practice at the provincial level in Pakistan? PILDAT felt it important to engage the Youthof Khyber Pakhtunkhwa in healthy discourse and expose them to democratic traditions and culture so that they may be groomed as a civilised, tolerant and peaceful citizens. The concept of Youth ProvincialAssembly-Khyber Pakhtunkhwa emerged as a way for young people to learn by doing, through taking part in Youth Provincial Assembly-Khyber Pakhtunkhwa. It was felt that practice on the benches of a mock Provincial Assembly can be useful in deciding how to become a more active citizen, either inside or outside formal politics.

    The project of Youth Provincial Assembly-Khyber Pakhtunkhwa is seen as a way to inculcate democratic culture in Khyber Pakhtunkhwa Youth and to facilitate free but structured expression of their views. The YouthProvincial Assembly-Khyber Pakhtunkhwa is also seen as a key towards achieving the objective of support for democracy and growth and sustenance of democratic institutions in Khyber Pakhtunkhwa and Pakistan.

    It is often said that widespread apathy exists among the younger generation towards political participation and

    parliamentary democracy. Whether this fear is exaggerated or not, without doubt young people need to understand the principles which underpin democracy and civil society, develop the skills to use that knowledge effectively and be able to participate at the appropriate form. One method of assisting young people to understand these principles is through a YouthProvincial Assembly.

    Youth Provincial Assembly-Khyber Pakhtunkhwaprovide participants of Khyber Pakhtunkhwa with an opportunity to acquire or improve upon many skills such as public speaking, debate, presentation, research and organisational skills, aiding their personal development.

  • Objectives

    The objective behind facilitating YPA-KP is to provide a platform to Khyber Pakhtunkhwa Youth to articulatetheir views on state policies and matters of their concern in an informed and structured manner. The YPA-KP will assist selected Youth of Khyber Pakhtunkhwa to learn how to engage in civilised dialogue and debate on contentious issues facing the province.

    Specific objectives of the YPA-KP are to educate the Khyber Pakhtunkhwa Youth about politics and democracy and to demonstrate to them how the Provincial Assemblies are able to:

    a. Legislate;b. Debate matters of provincial and national

    concern;c. Demand accountability from those in

    Government;d. Discuss legislation in Committee; e. Change Government without recourse to civil

    disorder; and f. Make and enforce their own rules of conduct

    In addition the YPA-KP serves as a useful forum to voice views of the Khyber Pakhtunkhwa Youth about a range of provincial and national issues. The debates in the YPA-KP are meant to not only help the young members in their personal development as a useful citizen, these also serve the purpose of articulating views of the youth on vital issues facing the province and conveying these

    to the Government.

    Key Features of the Youth Provincial Assembly- Khyber Pakhtunkhwa

    As a model Provincial Assembly for the Youth of Khyber Pakhtunkhwa, the Youth Provincial Assembly - Khyber Pakhtunkhwa is patterned after the Provincial Assembly of Khyber Pakhtunkhwa although its membership is smaller than that of the Provincial Assembly Khyber Pakhtunkhwa. Wherever possible, the Youth ProvincialAssembly Khyber Pakhtunkhwa follows the rules of procedures as close to the Khyber PakhtunkhwaProvincial Assembly as practical. However, better practices from other Assemblies are adopted to expose the Khyber Pakhtunkhwa Youth to better Parliamentarypractices

    Khyber Pakhtunkhwa is 40. The breakdown of the membership is as follows:

    Age

    Only those young domicile holders of Khyber Pakhtunkhwa who were between the ages of 18-29 years on January 01, 2013 were eligible to apply for membership of the YPA-KP.

    Secretariat of the Youth Provincial Assembly- Khyber Pakhtunkhwa

    As the project implementer, PILDAT is the Secretariat of the Youth Provincial Assembly- Khyber Pakhtunkhwa.

    Members' Political Affiliation

    There is no bar on the actual political affiliation of the members of the Youth Provincial Assembly- Khyber Pakhtunkhwa. However, Youth Provincial Assembly- Khyber Pakhtunkhwa will have two mock political parties: the Blue Party and the Green Party. The members will be asked to join either one of the political parties for the purpose of Youth Provincial Assembly- Khyber Pakhtunkhwa. Joining one of the parties is obligatory for members

    Life of the Youth Provincial Assembly-Khyber Pakthunkhwa

    Youth Provincial Assembly- Khyber Pakhtunkhwa will run for one year.

    Minimum Work Days

    The Youth Provincial Assembly- Khyber Pakhtunkhwawill meet for at least 16 days during the one-year term.

    Selection of Participants

    The process of selection of participants for the YouthProvincial Assembly- Khyber Pakhtunkhwa has been multi-tiered and involved the following steps:

    1. Placing of 'Expression of Interest' advertisement in province-wise editions of two of the largest circulating English and Urdu daily newspapers of the province

    2. Submission of Expression of Interest by interested candidates

    3. Internal review of Expressions of Interest and short-listing for Interviews

    4. Calls for Interviews to short-listed candidates5. Selection Interviews by Youth Provincial

    Assembly- Khyber Pakhtunkhwa Steering Committee

    6. Selection Calls and Invitations for becoming Members of Youth Provincial Assembly- Khyber Pakhtunkhwa

    Selection Criteria

    Following criteria for selection has been adopted:

    1. Interested candidates should be citizens of Pakistan and domicile holder of Khyber Pakhtunkhwa.

    2. Age of interested candidates should not be less

    than 18 years and more than 29 years on January01, 2013

    3. Interested candidates should be able to read and write Urdu

    4. There should be no criminal record against interested candidates in Pakistan or abroad

    Efforts have been made to ensure that all districts of Khyber Pakhtunkhwa are represented in the finally selected members including adequate representation to women and persons belonging to religious minorities.

    Additionally, the Expression of Interest Form sought to gauge the following from the candidates' responses:

    a. Commitment to politics and democracy b. Understanding of issuesc. Probable benefits of joining YPA-KPd. Knowledge of related constituency and its

    developmente. Previous activist involvement f. Communication skills

    Born on April 26,1987 is a resident of Abbottabad. She completed her Post-Master Diploma in Clinical Psychology from Islamia University Peshawar, Khyber-pakhtunkhwa. She remained a member of Citizens Community Board (CCB Ngo) where she worked for the establishment of her area and worked as a representator to address her area's issues. She received different certificates from college at Inter level on securing good result and in participating in different games. She also received certificate from Abbottabad Board for participation in games at district level. She took participation in social as well as in cocurricular activities. Her interests includes unemployment, education, games, and healthcare.

    YPAKP02-ABBOTABAD02Farrukh Jadoon

    Born on 4 May, 1984 at Abbottabad, KPK, Pakistan. He did BS (Hons) in Computer Science from FAST-NU Islamabad in 2005. Then pursued Masters in Political Science from Hazara Univeristy in 2009, Mansehra and currently he is in the last year of LLB from Peshawar University. He is currently serving as a civil servant, deputed at National Highway Authority as Land Acquisition Collector and have been part of Youth ParliamentPakistan 2008-2009 batch where he served as Member and Opposition Leader. He was also a part of the Youth Parliamentarians, who represented Pakistan in United Kingdom in July, 2009. During his university stay, he was part of the team who championed Intra-university Parliamentary Style Debates. He won several National Story Writing, All-Rounder, Debates and Essay Writing Competitions.

    Born in the home town Bannu on July 14, 1991 Sadam Ullah is a student of Business Administration (BBA Hons) from institute of Management Sciences Peshawar. He completed his FSC (Pre Engineering) form Govt. College Peshawar, and Matriculation from Saint Mary's High Peshawar. He has participated in several debate competitions on district level and won may appreciations certificates in Bannu as well in Peshawar. He is an active member and organizer in Ujala, The Roshni which is a non-profit organization and strives for the betterment of country and country man specially Youth. He is a member of Social committee IM Sciences, and also member of Proctorial Board IM Sciences. He has also appeared in sports competitions held by Peshawar Board and had won certificates.

    Born on November 25, 1992 at Battgram Allai. He is a Student of Tele Communication at ndIQRA National University Peshawar Campus ( 2 Semester). He was the head boy of Al-

    Farooq Public school & college at Shangla Dandai. He is the representative of PTI in district Battagram, Tehsil Allai. He wants to make Pakistan a progressive and developed countryspecially for his own area.

    Born on February 15, 1990 belongs to District Buner village Amnawar Tehsil & post office Daggar. He is a student of final year in Electrical Communication Engineering in University of Engineering & Technology Peshawar Khyber Pakhtunkhwa. He was part of several students' welfare societies and now as a chief organizer of engineering welfare society.

    Born on February 21, 1989. He has just completed his M.S/M.Phil. thesis on MICROFINANCE from The University of Agriculture Peshawar. He has also worked in a research project on FATA and KP for DOST International Youth Study. He has worked as an active member with Anti-Narcotics Society. In 2008 he has worked with Pakhtoonstudent's federation (PSF) as General Secretary in his university. His interests include political activities, reading and sports.
