Communicate and review changes to UBL products and processes. These changes are a result of: 271 Workshop commitments and agreements New product initiatives New products and functionality in support of Statement of
Generally Accepted Terms (SGAT) language and commission orders
Answer customer questions about UBL product and process changes

General Product OverviewThe Unbundled Local Loop is a facility or transmission pathbetween the Distribution Frame or equivalent in the QwestCentral Office and the loop demarcation point at the end-userpremises. The Unbundled Local Loop family of productsconsists of:
DS1 Capable Loop DS3 Capable Loop XDSL-I Capable Loop ISDN Basic Rate (ISDN) Capable Loop 2-Wire or 4-Wire Analog (Voice Grade) Loop 2-Wire or 4-Wire Non-Loaded Loop ADSL Compatible Loop OCn Capable Loop

DS-1 Capable, 2/4 Wire Analog and 2/4/ Wire Non-Loaded
• The SGAT definition of the Unbundled Loop was modified to reflect the exact language used in the UNE Remand. Modifications were made to the description section of the PCAT and carry that exact language.
• SGAT section 9.2.1“The Local Loop network element is defined as a transmission facility between a distribution
frame (or its equivalent) in an incumbent LEC central office and the Loop Demarcation
Point at an end user premises., The Local Loop network element includes all features,
functions, and capabilities of such transmission facility. Those features, functions, and
capabilities include, but are not limited to, dark fiber, attached electronics (except those
electronics used for the provision of advanced services, such as Digital Subscriber
Line Access Multiplexers), and line conditioning. The Local Loop includes, but is not limited
to, DS1, DS3, fiber, and other high capacity Loops.”

Basic Rate ISDN Capable Loop• Modifications have been made to the SGAT and
PCAT to further clarify the application for and ordering of Extension Technology when ordering a Basic Rate ISDN capable loop.

xDSL-I Capable Loop• The interval for provisioning the xDSL-I Capable
Loop was changed from 10-business days to 5-business days. Additionally a change was made to the Service Interval Guide (SIG).
• Modifications have been made to the SGAT and PCAT to further clarify the application for and ordering of Extension Technology when ordering the xDSL-I capable loop.

OCn Unbundled Loop• The OCn Loop is a new product offering as of July
15, 2001. New language has been added to the SGAT and PCAT defining Terms and Conditions along with other supporting documentation.

Loop Intervals• Quick Loop was added to provide a three (3)
business day provisioning interval for a 2-Wire or 4-Wire Analog Loop, which includes lift and lay only functions. Additional information regarding Quick Loop is described in the 2-Wire or 4-Wire Analog (Voice Grade) Loop documentation.

Pre Ordering
• The list of tools available to the CLEC to determine the availability of specific facilities has been expanded. The additional choices and their functionality are listed in the PCAT

Ordering• An additional Installation Option was added as a
result of negotiations in the Workshop. The Project Coordinated Installation option permits a CLEC to obtain a Coordinated Installation for Unbundled Loops with or without LNP, when CLECs order DS1 Capable Loops, DS3 Capable Loops or twenty-five (25) or more DS0 Loops. More detail can be found in the PCAT

Maintenance• Qwest has announced a Trouble Report
Reconciliation Process as an effort to provide CLEC’s a venue for discussion of Chronic Trouble reports. Qwest will conduct such meetings on a Quarterly basis. CLECs can contact their Account Managers to establish meetings and determine requirements.
