1. Introduction

Mobitel was originally formed by Sri Lanka Telecom PLC and the Telstra Corporation

of Australia in 1993. It was subsequently turned into a joint venture between the two

companies in 1996, and in 2002 Sri Lanka Telecom became the sole owner. Currently,

Mobitel is the second largest mobile phone service provider in Sri Lanka and has about

5.59 Million active subscribers.

Parent Company

Sri Lanka Telecom PLC (SLT) is the dominant telecommunication provider in Sri

Lanka, with a fixed line market share of above 50% and the largest company in terms

of market capitalization. It is a public company listed on the Colombo Stock Exchange

and has a turnover in excess of Rupees 38.95 billion per annum, one of the highest in

Sri Lanka. It has an established, industry leading strategic partner in Global

Telecommunication Holdings (GTH) which owns 44.9% of SLT. Furthermore, SLT

enjoys the strong support of the Government of Sri Lanka, which owns 49.5% of SLT.

In 1996, SLT acquired a 40% interest in Mobitel, and in October 2002 the company

acquired the remaining 60% from Telstra Corporation, Australia. With the acquisition

of Mobitel, the group became the first integrated operator in Sri Lanka capable of

offering fixed line, data and mobile services to its retail and corporate customers.

Mobitel Overview

The collaboration of Mobitel and SLT has changed the existing paradigm of mobile

communications in Sri Lanka to a more customer-focused service. With the proposed

expansion of GSM, UMTS and LTE Networks, Mobitel will be able to increase the

present coverage and capacity.

The current GSM, UMTS and LTE platforms provide a host of services such as mobile

broadband using LTE, HSPA, GPRS multimedia messaging and information on

demand services in addition to the basic voice and SMS services. This ensures

Mobitel’s value added services lead the competition. Mobitel will continue its strong

emphasis on clarity, coverage and customer care.

2. Instructions to Respondents

2.1.[1.1.] Request For Information (RFI) is invited by Mobitel Private Limited, of 109, Galle Road, Colombo 03, Sri Lanka to provide information on a “Device Outsourcing Model for Mobitel Handset and Device Business”.

2.2.[1.2.] Criteria for evaluating suppliers are as follows and management of the Mobitel will be specific on following 03 criteria in shortlisting applicants;

1. Island wide delivery & service network to support the device outsourcing operation

2. Annual business volume of LKR 100 Million3. 5 years’ experience in device sales & service

2.3.[1.3.] This Request for Information shall not be considered as any form of an Invitation

to Treat such as RFP/Tender. The Respondent’s Response shall not amount to any

Offer.

2.4.[1.4.] The RFI Response document shall be prepared according to the

terms/requirements set out in subsequent sections of this document including, the

following areas. Such Respondents who provide complete information will be

considered for short listing in future RFP issuance:

Note: If the Respondent has any restrictions in disclosing information (if any), the

Respondent shall notify under the corresponding field/s in the Form/s.

Form A: Basic information about the Company including a brief profile of the

company and Financial track record supported by audited financial statements for last

three years.

Form B: Previous records (Credentials) in Device outsourcing operation for similar

organizations with similar requirements during the last Five (5) years.

Form C: Market share reports and independent ranking reports for the proposed

model.

Form D: Detailed solution description and product descriptions shall be annexed to

Form D.

Form E: Indicative price for this project. This figure shall be an indicative price only

and would not bind the Respondent or Mobitel in any manner in the RFP stage. This

Form E shall be submitted in a separately sealed envelope marked as Form E

Consortium Agreement: In the case of consortium, including a Principal – Agent

relationship, the members of the consortia shall furnish a letter of intent to form a

consortium. The lead firm in the consortium with whom Mobitel will deal on behalf

of the consortium shall have to be specified. In addition, the information requested in

Forms A, B, C, D and E duly completed must be provided by all members of the

consortium.

Overseas Respondent/s shall be represented locally through a direct Respondents’

office or a local agency, and all of the above forms shall be duly completed by both

the Respondent/s and the local representative.

2.5.[1.5.] The Respondents are expected to make sure to propose industry matured

products for this solution and it is less likely that the products, which are yet to

mature and field proven will be selected.

2.6.[1.6.] If the Respondent is to form a consortium with any other party, the composition

of the consortium and the details of the products proposed shall be clearly stated.

However, individual product will not be accepted to represent part of the solution.

2.7.[1.7.] The Respondent is expected to follow strictly ethical and transparent business

practices in dealing with any third parties or consortiums.

2.8.[1.8.] Respondent are required to provide as much details as possible pertaining to the

capabilities of the solution and the products proposed as these details will be

considered in short-listing of Respondents.

2.9.[1.9.] The Respondent shall always provide the technical explanation including

diagrams relevant to the proposed system, modules and software.

2.10.[1.10.] The Respondent shall provide all the data sheets for all the modules supported

2.11.[1.11.] The Respondent shall clearly state any limitation associated with the proposed

solution for the technical specifications mentioned in this RFI.

2.12.[1.12.] The Respondent shall bear all costs which it may incur in studying the Mobitel

system and preparation of the response to this RFI

2.13.[1.13.] Further the Respondent at their own discretion may offer an unconditional

trial of their solution/model total cost of which shall be borne by the respective

Respondent.

3.[2.] General Guidelines

3.1.[2.1.] Accept or Reject Information and Intimation of Shortlisting; Mobitel reserves the

right to shortlist the most suitable Respondent/s taking into consideration all

concerned facts. Notwithstanding shortlisting, Mobitel reserves the right to cancel

the project at its sole discretion.

3.2.[2.2.] Use of Documents and Information

4. The Respondent shall submit the signed copy of the standard Non-Disclosure Agreement issued to Mobitel

5. No Respondent shall without prior written approval from Mobitel disclose any document, specification, etc. to any outside person or any other Respondent.

6. The Respondent shall not make use of any document or information except for purpose of preparing information for submission.

7. The Respondent shall be responsible for any discrepancies, errors or omissions in written information supplied by the Respondent, whether they have been approved by the Respondent or not, provided that such discrepancies, errors, or omissions are not due to inaccurate information furnished by the Respondent.

8. The Respondent shall carry out at its own expense any alterations or remedial work necessitated by reason of discrepancies, errors or omissions due to the fault of the Respondent and shall modify the written information. Accordingly, or in the event if the same were done by or on behalf of the Respondent, the Respondent shall bear all costs incurred thereby in agreement with the Respondent.

3.3.[2.3.] Canvassing, Gifts & Commissions

9. Respondent or their Agents should not canvass, offer or agree to give any kind of gifts, commissions rebate or inducement to any person

employed by Mobitel. Breach of this clause may be punishable by law and shall render the Information invalid.

3.4.[2.4.] Tests and Inspection

10. Mobitel reserves the right to obtain information from existing customers of the Respondent with regard to services provided by the Respondent to as confirm their conformity to the specified standards.

3.5.[2.5.] Standards of Product: The Respondent shall warrant that the information

provided would conform to the required standards.

3.6.[2.6.] Royalties and Patents: The Respondent shall ensure that the ownership of

royalties and patents of the products of which the information is provided are vested

in the owner or they have authority to grant sub license.

3.7.[2.7.] Maintenance and Enhancements.

11. The Respondents must define who will provide and manage the full operation, where this/theses individual(s) will be located, what the response times are and what service/contract cost options are available for this model.

3.8.[2.8.] Applicable Law: The RFI and any Contract resulting from any possible future

RFP shall be governed and construed in accordance with the laws of the Democratic

Socialist Republic of Sri Lanka and the jurisdiction shall be in the Republic of Sri

Lanka.

3.9.[2.9.] Correspondence

13. The Respondent will name a representative to communicate with Mobitel. The representative must be a person authorized to communicate in the company’s name. Any correspondence in this regard should be sent in writing, e-mail to the following address on or before 10th September 2020. All communications about this Request for RFI must be directed through the following officer who is the coordinator for this RFI.

4.[3.] Solution Requirement

Mobitel is in the process of evaluating business models for outsourcing the device and handset retail operation across the channel network. Proposals are requested from interested parties with the suggested business and operation models for the same. The outsourcing of the bulk purchase operation also to be considered along the lines of the same.

4.1.[3.1.] Device Product Introduction

Product includes all handset and accessory related business in Mobitel. This includes the below categories;

1. New product launches – in line with main smart phone brands like Apple, Samsung etc.

2. Internet of Things (IoT) Product development – Mobitel has entered the IoT landscape in 2017 with the objective of establishing this business and converting to smart device sales (Ex – Smart Home, Smart Security, Smart Entertainment etc.)

3. Support function for Mobitel key products;o Data Devices for the broadband business o Upahara Government Sector Offer o Mobitel Loyalty Points Redemption o Points combines they receive and attractive price for the device.o Enterprise business

4.2.[3.2.] Mobitel Retail Device Operation

The current retail operations are carried out through the Mobitel Branch, Dealer, SLT

Teleshops and Singer Mega outlets island wide. Full location count given below.

4.3.[3.3.] List of Features – Retail Operation

4.4.[3.4.] List of Features – Bulk Operation

This model is applicable for bulk purchases for which Mobitel will provide a set forecast

and commitment for. Ex – 3,000 units of Model Y sales per month through the channel.

4.5.[3.5.] Submission of RFI

All parties who wish to participate for the RFI should follow following process on submission of RFI,

September 2020.

3. Once the submission is done, please inform the relevant contact person via a

separate email

4. Please appoint a single point of contact for all communication regarding the

specific RFI
