Purpose – IMAS are a framework for development of the NMAS & SOPs

IMAS can be adapted as NMAS until appropriate local modifications have been put in place.


IMAS Framework/Philosophy

Shall - 'shall' is used to indicate requirements, methods or specifications that are to be applied in order to conform to the standard;

Should - 'should' is used to indicate the preferred requirements, methods or specifications; and

May - 'may' is used to indicate a possible method or course of action.


IMAS Management Structure

UN IACG (MA)

•Made up of 13 UN agencies (DPKO - Chairs and UNMAS – Sec.)•United Nations Authority for Policy Direction•Approves and endorses new IMAS•Approves and endorses major changes to existing IMAS

IMAS Steering Group

•UNMAS, UNDP, UNICEF, UNOPS and GICHD at Director level•UNMAS Chairs and provides Secretariat•Provides executive direction to IMAS RB and production of new IMAS•Approves and endorses TOR and membership for the RB•Reviews and submits draft IMAS to IACG

IMAS Review Board

•30+ members representing the broader mine action community•UNMAS Chairs and GICHD Secretariat•Considers new proposals for TNMA and/ or IMAS •Provides technical inputs, comments and approves drafted/amended IMAS/TNMA•Provides recommendations on new IMAS RB members


IMAS Management (day to day)

• general responsibility for mine action within UN• mandated responsibly for development of IMAS• custodian of the IMAS• chairs IMAS Review Board and Steering Group• submits IMAS to IACG (MA) for endorsement/Sec

UNMAS

•research organization and hosts the ISU for APMBC and CCM

•delegated responsibility for development of standards•drafts, reviews and maintains IMAS in coordination with the UNMAS and the IMAS RB

•outreaches IMAS on behalf of the UNMAS•provides secretariat functions to the IMAS RB•member of the IMAS SG•provides training and advisory services to the community•supports countries in the development/review of NMAS
