Introduction:
The problems of ameliorating conditions of Backward Classes citizens in the state has beenengaging constant attention of the Government ever since the acceptance of the KarnatakaBackward Classes Commission Report during 1977.
Several measures have already been taken by the Government of Karnataka for theeducational and economic advancement of the Backward Classes under Article 15(4) and16(4) of the Constitution of India.
Today, the Commissionarate of Backward Classes takes care of the welfare of BackwardClasses people. It is headed by the Commissioner of Backward Classes. To implementvarious schemes and programmes, funds are provided by both Central and State
Government. Though some of the schemes are funded either wholly or partly by the CentralGovernment through the Special Central Assistance, Centrally sponsored Schemes underSpecial Component Plan, majority of the schemes are funded and implemented by State
Government alone.
The schemes are implemented broadly at three different levels, one at State level(Backward Classes Commissionarate), other at District level (Zilla Panchayat) and few at theTaluk Panchayat level. These schemes cover the main priority sectors; Education,Employment & Construction of new hostel buildings under HUDCO finance.
The office of the Commissioner of Backward Classes, Bangalore, is classified into various
sections for administrative convenience such as Hostel Section, which monitors and
implements Schemes regarding hostels, Guidance Bureau Section - monitors andimplements Employment and Training Schemes, Scholarship section which monitors andimplements schemes such as fee concession to professional courses, pre & Post-matric
students, Law Graduates and Maintenance of Tailoring Training Centers. CoordinationSection, which co-ordinates the activities of all sections and also implements certainschemes.
As per the recommendations of the Karnataka III Backward Classes Commission headed byJustice O.Chinnappa Reddy and also keeping in view of the Judgment of the Honble
Supreme Court, the Government of Karnataka vide order No.SWD 252 BCA 94 dated:31-01-1995 have provided 32 percent reservation facility to Backward Classes, in addition to 18 %to Scheduled Castes and Scheduled Tribes, for admission to professional Courses and
appointments as follows;
Category I 4 %Category II A 15 %Category II B 4 %Category III A 4 %Category III B 5 %Total 32 %
In addition to providing reservation facilities for education and employment purpose, the
Department of Backward Classes is also implementing several educational and economicschemes for the development of Backward Classes.

Organizational Structure
The Department of Backward Classes was established during the year 1977, vide Govt.Order No.SWL 224 TBS 77, BANGALORE. DATED: 29TH AUGUST1977. The very purpose of
starting the department is for the welfare of Backward Classes and Minorities.
Subsequently, separate Commissionarate for welfare of Minorities was started. At present,
the Department of Backward Classes is taking care of the welfare of Backward Classes only.
Administrative Setup:
The Administrative setup of the department has got three levels
1.State Level2. District Level3. Taluk Level
1. State Level:
At the State Level, the Commissioner of Backward Classes is functioning as the Head of theDepartment and he is assisted by two Joint Commissioner, three Deputy Commissioners ,
five Assistant Commissioners, One Accounts Officer and one Gazetted Manager and othersupporting staff at the Head Quarters (i.e. Bangalore)
2. District Level:
All the Programmes of the Backward Classes Department at the District Level are being
implemented by the Zilla Panchayats. The District Officer, Backward Classes & Minorities is
Head of Backward Classes at the District Level . He & his supporting staff will assist theChief Executive Officer of Zilla Panchayat in implementing the Backward ClassesProgrammes.
The state sector schemes of the Department are being implemented through the DeputyCommissioner of the concerned District.
3. Taluk Level:
Taluk Executive Officer is the in charge of the implementation of the schemes and he is
Assisted by the Office and he will work under the control of taluk Panchayat and assist theExecutive Officers, Taluk Panchayat and District Officer, Backward Classes and Minorities, ofthe District for the implementation of Departmental Schemes.

Introduction: The Department of Backward Classes is maintaining 1145 Pre-Metric hostels,
providing boarding and lodging facilities to Backward Classes students. The Number ofHostels for Boys Girls and their sanctioned strength is shown below

Initially these hostels were started in District Head quarters. Later, the hostel facilities were
extended to the Taluk Head quarters. Now keeping in view, the demand, new hostels arebeing started where ever more education institutions are located.
Description ll these hostels run under the Direct administrativecontrol of the executive officer Taluk panchayath/ District officer forBackward Classes of the Districts . Each hostels is looked after by
hostel suptd .with the supporting staff such as cooks , kitchen
servant /Watch man etc depending upon the sanctioned strength ofthe hostels
Facilities available in the Hostel: The pattern of expenditure for each hostel in Pre-metrichostel is given below.

Documents Required:Income/Caste Certificate, Marks Card, certificate by the head of theeducational institution where the applicant is studying.
Whom to Approach The District officer for Backward Classes at the Distinct level or theExecutive officer of the Taluk at the Taluk level .
Time Schedule: During the 2nd week of May applications are called for admission to these
hostels
Authorities to be approached in case of Delay: At the Taluk level Executive officer of TalukPanchayat and the District officer for Backward Classes at the District level or The ChiefExecutive officer of the Zilla panachayath of the District.

POST-METRIC HOSTELS
Introduction: The Department of Backward Classes is maintaining 261 Post-Metric hostels,to provide boarding and lodging facilities to Backward Classes students. The Number ofHostels for Boys /Girls and their sanctioned strength is shown below

Initially these hostels were started in concerned District Headquarters. Later, the hostel facilities have been extended to theTaluk Head quarters and other places, keeping in view the
demand and concentration of post0matric educational institutionssubject to availability of funds.
Description: All these hostels are run under the Direct administrative
control of the executive officer Taluk panchayath/ District officer forBackward Classes of the Districts . Each hostel is looked after by
hostel warden with the support of cooks , kitchen servant /Watch
man etc depending upon the sanctioned strength of the hostels.

Metric hostel is given below.

Eligibility: Backward Classes students studying in Post-Metric Courses in Colleges viz
P.U.C, Degree, Diploma, professional Courses etc. & who are coming from places beyond aradius of 5 K.M distance. Students are selected by the District level /Income selectioncommittee for hostel admission.
Documents Required:
1. Caste/Income Certificate,
2. S.S.L.C Marks Card/P.U.C/Degree Marks Card/Certificatesfrom the head of theeducational institution where in the applicant is pursuing education.
Whom to Approach :The District officer for Backward Classes at the District level or the
Executive officer of the Taluk at the Taluk level .
Time Schedule During the 1st week of July/Aug application are called for admission to thesehostels
Authorities to be approached in case of Delay:At the Taluk level Executive officer of talukpanchayat, the District officer for Backward Classes at the District level or The ChiefExecutive officer of the Zilla panachayath as the case may be.
Ashrama Schools
Introduction: The Department of Backward Classes is maintaining79 Ashrama Schools in the State with a view to provide boarding andlodging facilities to Backward Classes students. Number AshramaSchools and their students intake capacity is as shown with Strength

Initially, these Ashrama Schools were started for Denotified and semi nomadic Tribes whichare now in Cat-I. However children belonging to other category of Backward Classes arealso being admitted as per the ratio prescribed.

Description: All these Ashrama Schools run under the Directadministrative control of the executive officer Taluk panchayath/District officer for Backward Classes of the Districts . Each Ashrama
School is looked after by a Teacher, cooks , kitchen servant
depending upon the strength of the hostels. The minimum strengthof a Ashrama School is 25. The maximum Strength is 125.
Facilities available in the Ashrama Schools: The pattern of expenditure for each AshramaSchool is as shown below.

2 Supply of two sets of dresses @ Rs.200/- per boarder per Annum
3 Mise charges @ Rs.20 per month per boarder for 10 months
4 Hair cutting charges @ Rs.10 per boarder per Annum
5 Supply of Text book and stationery @ Rs.50/- per boarder per annum
6 Medical Aid @ Rs.1000/- per annum per Asharama School
7 Electricity and water @ Rs.1000/- per annum or actual

Eligibility: The children studying 1st std to 4th std

1. Caste & Income certificate, proof of Birth Certificate.

these Ashrama Schools.

GRANT-IN-AID TO PRE-METRIC HOSTELS
Introduction The Department of Backward Classes is giving grant-in-aid for maintaining 213Pre-Metric GIA hostels in the State, Grant in aid will consist of only boarding charges . The
expenses towards lodging and other facilities will be borne by the management of
Concerned Hostels. The Number of Hostels for Boys and Girls and students intake capacity
is as shown below.

Description: The hostels run by the private voluntary organizations are recognized and
grant in aid given recognition and GIA by the Govt. of Karnataka only if it is subject to the
rules of recognition and payment of GIA to Backward Classes hostels cording to Govt. orderNo.SWL179/BMS.85 Dated:15.7.88 the rules are given below .
1. The management of The hostel should be a resisted body .
2.The management should have obtained prior permission from concerned Chief Executive
Officer, Zilla panchayath for starting the hostel with an intension of obtaining recognitionand grant in aid from the Department.
3.The Management should have successfully run the hostel for a period of at least 2 yearsout of its own funds.
4.The management should provide boarding and lodging facilities by Free of cost and no Feeor donation collected from the parents / Students. The hostel should be housed in a building
located in a convenient place (proximity to schools) and with all basic amenities.
5. Accommodation provided to each inmate for study and sleeping should not be less than40 Square feet in addition to kitchen, dining hall etc.
6.Provision for a minimum medical facilities and first aid kit is provided as per the Govt.specification
7.Provision for indoor and out door games .
8.Adequate staff is appointed to run the hostel
9.75% of the seats shall be reserved for the students belonging to Backward Classes andthe remaining 25% of the seats are to be filled among the SC/ST
10.Sufficient food is provided to the boarders as per the menu chart

11.The minimum strength of the hostel must be for 25 boarders

GRANT-IN-AID TO POST-METRIC HOSTELS
Introduction The Department of Backward Classes is giving grant-in-aid for maintaining 10
Post-Metric private hostels in the State. As the Government Grant-in-aid given towardsboarding expenses, the management of the hostel is supposed to bear the other expenses
such as Salary of the staff, rent, water and electricity charges etc., The Number of Hostels
for Boys and their sanctioned strength in shown below

Description The private post-matric hostels run by the voluntary organizations will be
given recognition subject to certain conditions as prescribed in the rules of recognition and
payment of GIA to Backward Classes hostels according to Govt. orderNo.SW/103/BMS.2002 Dated:30.8.2002. They are-
1. The management of The hostel should be a registered body .
2. The management intended to seek recognition of the hostel from Government shouldobtain prior permission from concerned Deputy Commissioner and start the hostel.
3. The Management should have successfully run the hostel for a period of at least 2 yearsout of its own funds.

4. The management should provide boarding and lodging facilities by Free of cost and no
Fee or donation collected from the parents / Students. The hostel building should have asuitable location and proximity to schools and must have all basic amenities
5. Accommodation in the hostel i.e. lodging space should not be less than 40 Square feetper boarder in addition to kitchen, dining hall etc.
6. Provision for minimum medical facilities and first aid kit is provided as per the Govt.specification
7. Provision for indoor and out door games .
8. Adequate staff is appointed to run the hostel
9. The admission to the hostel shall be made in the ratio of reservation as shown below.

Documents Required Caste/Income Certificate, Marks Card of the previous year Certificatefrom the head of institution to the effect that the candidate is studying in the college.

GRANT-IN-AID ORPHANAGES
Introduction The Department of Backward Classes is giving grant-in-aid for maintaining 59
private recognised Orphanages run by the voluntary agencies in the State. In addition toGrant in aid for boarding charges . In addition to the expenses towards the salary of thestaff, building rent, water and electricity etc are to be borne by the management of the
hostel. The Number of Orphanages for Boys and Girls and their sanctioned strength is asshown below

Description The Private orphanages will be given recognition if they desire so and fulfill

3. The management should provide boarding and lodging facilities by Free of cost and noFee or donation collected from the parents / Guardians. The building should have a suitable

5. Provision for indoor and out door games .
6. Adequate staff is appointed to run the Orphanages
7. Sufficient and wholesome food is provided to the boarders as per the menu chart
Department is giving GIA of Rs.150/- per month per boarder towards food charges for 10
monthsEligibilityGIA is admissible for students studying from 1st std to 10th std .

TRAINING PROGRAMME
Pre-Examination Training Tailoring Training Centres
Payment Of Stipend To LAW Graduates Identification of Coaching Institutions
PRE-EXAMINATION TRAINING FOR COMPETITIVE EXAMINATIONS
The Government has approved rules for pre-examination training for competitiveExaminations like IAS, IPS etc. vide its letter No.BCM/ SB-1/ Cr-15:96-97 Dated
:13.05.1997.
As per the Govt. order no. SWD 234 BMS 95. Dated: 24.10.1997, The Govt. gave
administrative approval to import pre-coaching training for competitive Examination for 10candidates through reputed institutions of the state and provided Rs.5.00 lakhs under thehead of account 2225-03-277-2-08 during the year 1997-98.
Subsequently the Govt. in its order vide No.SWD 117 BMS 99 dated : 21.09.1999 hasincreased the number of candidates for pre-examination from 10 to 20.
As per the scheme the pre-examination training is given through reputed institutions of thestate to the candidates belonging to Backward classes who take examinations likeIAS/IPS/KAS/KES etc. conducted by UPSC or KPSC.
Eligibility:
1. The candidates should belong to Backward Classes as notified by the Government fromtime to time
2. He must be eligible in age and qualification for taking such competitive examinationconducted by UPSC/KPSC.
3. He must have not less than 55% of total marks of the Degree/Masters Degree prescribedfor such competitive examinations.
4. He should be resident of Karnataka.
5. He should not be in service, Government or private.
6. He should not be in receipt of any stipend other than the stipend given in this scheme.
7. He should not be studying any higher Education in any college.
8. He should not be a repeater.
9. Annual income of the parents/ Guardian of the candidate should not exceed Rs.22,000.

Time schedule:- The application in prescribed form for the training will be called during
June of every year by giving publicity in the leading state Newspapers/AIR/Doordarshan.
The candidates who fulfill the above eligibility criteria will be selected on the basis of writtenTest and Interview.

Facilities:
The candidates will be given stipend @ Rs.500 per month per candidate residing in
Bangalore and @Rs.1000 per month per candidate residing outside Bangalore., for 4 to 5
months during the pre-Examination training for Preliminary Examination and for 3 to 4months during the pre-examination training for Main examination and 4 to 6 monthstraining for viva -vice. This stipend is given on the basis of attendance. The candidates
whose attendance for the training is 100 % will get full stipend and those whose attendanceis below 75% will get nothing.
Payment of training fee to the Institutions
The Institution should send the list of candidates sponsored and such other details as maybe required.
Training fee prescribed by the Govt. from time to time will be paid to such Institution in twoinstallments one at beginning of such training programme and the other after such trainingis over.
IDENTIFICATION OF COACHING INSTITUTE
For pre-examination training for Backward Classes, Coaching institutions should fulfill thefollowing important conditions;
i). It must have good library, teaching staff, available accommodation.
ii). It must have good record of results of last 15 years.
The proposal of the institution satisfying the above condition will be sent to the Government
with a recommendation. After approval from the Government, the candidates will besponsored to such institutions for five years and will be renewed on the basis of goodprogress in term of results.

PAYMENT OF STIPEND TO LAW GRADUATES
Introduction:
This scheme is being implemented with a view to impart four years training to fresh law
graduates in-judiciary. The scheme is envisaged especially for the candidates belonging to
category-I of Backward Classes. However the candidates belonging to other categories ofBackward Classes will also be selected for the training, if sufficient applications from Cat-I
candidates are not received/ the performance of the candidates belonging to Cat.-I is not
satisfactory or if other conditions are not fulfilled. The candidates shall be selected for thetraining through the selection committee constituted under the chairmanship of the Deputy
Commissioner in every district. Totally 59 candidates shall be selected for training every
year throughout the state. These selected candidates shall be attached to the District PublicProsecutor/ Govt. Advocate /any Senior Advocate having a vast professional experience ofnot less than 20 years. Every trainee during the period of 4 year training will be paid
stipend of Rs.1000/-pm.
Procedure:
1) Notification calling for applications will be published in the Gazettee and in the local Newspapers. Also it will be displayed on the Notice Board of the Office of Deputy Commissioner,DOBCM, ZP and District BAR Association of the concerned district.
2) The candidates shall obtain the prescribed application form from the office of the DistrictOfficer for BCM of the District, where the candidate intends to undergo training. The duly
filled in application enclosing the required documents should be submitted to the DO BCMwithin the last date fixed as shown in the notification.
Eligibility:
a) The candidates should belong to any of the category of Backward Classes as classifiedvide G.O. dt: 30.3.2002.
b) The candidates should have passed the Law degree examination within a period of two
years prior to the last date fixed for receipt of applications and must have enrolled as amember in the Bar Council.
c) The annual income of the parents/Guardians in respect of the candidates belonging to Cat
-IIA, IIB, IIIA & IIIB of BCs should not exceed Rs.15000/- pa. However no income limit isfixed for the candidates belonging to Cat.I of Backward Classes.
d) The maximum age limit of the candidates belonging to Cat.I of BCs 31 years as on the
last date fixed for receipting applications and 30 years for the candidates belonging to othercategories of Backward Classes.
e) Selected candidates shall not discontinue the training in the middle except for the reason
of securing an appointment in Central/State Government. If for the other reasons thetraining is discontinued, stipend paid till that date shall be recovered along with a penalinterest of 10% per annum apart from initiating legal action against such candidates.

Tailoring Training Centres
Introduction:The Department of Backward Classes and Minorities is maintaining 48Tailoring Training Centres through out the State, to benefit poor and destitute women andwidows belonging to Backward Classes through imparting training to these women inTailoring, so as to enable them to earn their livelihood by way of self employment. The
duration of the training is one year, during which every trainee will be paid a stipend of
Rs.300/-pm. The department will supply the raw materials and other accessories requiredfor the training. Examination will be conducted at the end of the training and each candidate
who get through in this examination will be provided with a certificate and a Sewing
Machine at free of cost by the department. Candidate who aspire to undergo this trainingshall obtain the prescribed application form from the Backward Classes E.O at Talukpanchayath Office in the concerned taluk and return the duly filled in application along withthe necessary documents to the B.Cs, E.O. within the stipulated time.
Procedure:
1) Notification calling for applications shall be published in the local newspapers and shall be
displayed on the notice boards of the Office of the DOBCM of concerned district and TPsoffice of concerned.
2) In each tailoring training centers, 20 lady candidates will be selected for training as per
the ratio prescribed by the Government through the selection committee constituted atconcerned taluk level.

BELLA BELAKU
Remote and inaccessible villages by the most Backward Classes families of Cat-I and livingin unhygienic conditions without basic amenities like housing drinking water, electricity,
sanitation etc. will be selected for comprehensive development at a maximum are asfollows.
1. Villages with 50 to 60 families of Cat-I living in huts will
be chosen for a comprehensive development, throughDistrict level committee, headed by the deputyCommissioner of the concerned District.
2. A maximum 60 families will be covered for individualbenefits.
3. Ashraya model house at a cost of Rs.20,000 per house.
4. Miniwater supply at a cost of Rs.2.75 lakhs per village.
5. Sanitation at a cost of not more than 3.00 lakhs pervillage.
6. Community hall at a cost of Rs.1.00 lakhs
7.Electrification and approach road for every selected village.
8.This scheme is implemented through a committee under the Chairmanship of DeputyCommissioner and Chief Executive Officer of Zillla Panchayat, and Executive Engineer are

BRIEF DESCRIPTIONS OF RESERVATION CRITERIA
1(a). Reservation in Education for Backward Classes under
Article 15(4) of the Constitution of India
As per the Karnataka Scheduled Castes, Schedule Tribes and Other BackwardClasses(Reservation of Appointments etc.) Act 1990 and its Rules 1992, and other Rules
made there under, while making admissions to a course of study in a University establishedor deemed to be established by or under any law of the State Legislature or an educationalinstitution established or maintained or aided by the State Government, there shall be made
reservation for the persons belonging to Other Backward Classes as notified and to suchextent and in such manner as may be prescribed from time to time in the order made bythe Government under Article 15(4) of the Constitution of India.

Article 16(4) of the Constitution of India
As per the Karnataka Scheduled Casts, Schedule tribes and Other Backward Classes

Establishment in public sector means:-
(i).A co-operative society registered or deemed to have been
registered under the Karnataka Co-operative societies Act, 1959
(ii) An educational institution established or maintained or aided
by the State Government
(iii). A Government Company within the meaning of section 617 of
the Companies Act,1956.
(iv).A local authority
(v).A statutory body or corporation established by or under a State or Central Act, owned orcontrolled by the State Government.
(vi). A university established or deemed to have been established by or under any law ofthe State Legislature.
All appointments made in contravention of the provisions of the Act and Rules shall beviolable.
Penalty:If any Appointing Authority makes an appointment or any authority makingadmission to a course of study in a University or Educational Institution makes admission in
contravention of the provision of this Act or rules made thereunder, he shall be punishablewith fine which may extended up to Rs.1000 and imprisonment not exceeding six months.
Provided that nothing contained in this section shall apply in relation to appointment to any
service or post of which Appointing Authority is the Governor.
Maintenance Of Records And Submission Of Annual Reports:-
Every Appointing Authority or Admission Authority shall maintain such records and shallfurnish to the state Government an annual report in such form and in such manner, as maybe prescribed.
The Admission Authority should submit annual report in respect of Backward classes in Form
No.7.
The Appointment Authority should submit annual report in respect of Backward classes in
Form No.5.
The Authority to take action for contravention of different provisions of the Act and Rule is
the Director of Backward Classes Department or the Officers authorized by him in respect ofOther Backward Classes.

Clarifying Benefit Of Reservation: As per the Act & Rules, any candidate or his parent orguardian belonging to Other Backward Classes notified by the State Government from timeto time, shall, in order to claim benefit of reservation, either for appointment to any service
or post or for admission to any course of study in University or any Educational Institution,produce a Caste Certificate or Income and Caste Certificate as may be applicable, issuedby the Tahsildar in such form and in such manner as may be prescribed. The Validity of
Caste Certificate or Income and Caste Certificate issued by the Tahsildar is for a period offive years.
For appointment Validity Certificate issued by the Caste Verification Committee or Caste
and Income Verification committee is may be applicable, is necessary.
Application forms to be submitted to Tahasildar for Caste Certificate by Category Icandidates shall be in Form B or for Income and Caste Certificate by Category IIA, IIB, IIIA,IIIB candidates shall be in form C.
Tahasildar issues Caste Certificate to persons belonging to Category I in Form D or issuesIncome and Caste Certificate to persons belonging to Category IIA, IIB, IIIA and IIIB in
form F.
For Validity Certificate, candidates belonging to Cat I, IIA, IIB, IIIA, & IIIB should submit anapplication in Form I.
Prosecution for Obtaining false Caste Certificate: The Directorate of Civil RightsEnforcement shall take steps to prosecute such claimant who has obtained false Caste
Certificate.
Centrally sponsored scheme of Coaching and allied assistance for weaker sectionsincluding Other Backward Classes
Under this scheme Non-Governmental Organisations(NGOs) conducting welfaretraining(except Tailoring ,cutting, typing &shorthand) conducting welfare Training
programmes to Other Backward Classes may send proposals for Central - Aid. Suchproposals may also include proposals relating to pre-examination training to Other backwardClasses.
An advertisement in leading state level News paper is given during January every yearinviting proposals for next Financial year.
Proposals which are received through Deputy commissioner with a recommendations for
central aid they will be forwarded to the state Government.

PRE.Matric SCHOLARSHIP
Introduction: All Backward classes students studying in Std. V to X in Govt./Aided &un-aided institutions are eligible for the award of pre-matric scholarship, subject tofulfillment of the conditions laid down in the Eligibility column.
Description: The Pre.matric Scholarship is sanctioned (awarded) @ Rs.75/- & @Rs.100/-
per student/per annum respectively for the students studying in Higher Primary (Std.V toVII) and Higher Secondary Schools (VIII to X). The annual income of the parents/guardians
of the students should not exceed Rs.15,000/- per annum. However, there is no incomelimit for the students belonging to Category-I of Backward Classes.
The required prescribed application forms will be sent to the institutions for the award of
Pre-matric scholarship from the Backward Classes Extension Officers in respective Taluk
Panchayath Offices. The heads of the institutions shall return the duly filled in applicationsalong with the Caste/income certificates and copies of the marks cards of the students to
the B.Cs Extension Officer at the same office within the stipulated time. After scrutinizingthe applications, the scholarship will be awarded to the eligible students and the amount
shall be sent through a consolidated cheque along with a list of awardees to the Heads ofeducational institutions who in turn shall disburse the scholarship amount to each awardee
in the presence of his/her parents/guardians obtaining their signature on the acquittanceroll which should be later sent to the B.Cs. Extension Officer of the Taluk Panchayathconcerned for record purpose.
Eligibility:AllB.Cs students studying in std. V to X who satisfy the conditions specifiedbelow are eligible for the benefit under this scheme.
1. The students should belong to either of the categories of B.Cs as enumerated in G.O. dt;30.3.2002.
2.The students should not be the inmates of any Govt./Govt.aided hostels.
3. They should not be the recipients of any other kind of scholarship except MeritScholarship.
4. The scholarship applications should be duly filled and submitted in the prescribed formalong with relevant enclosures within the stipulated time. Applications received after the duedate/incomplete applications/applications without enclosures shall not be valid.

Introduction : Post.matric Scholarship is sanctioned to the B.Cs students studying in different
post matric courses (i.e., after SSLC) in the recognized institutions and Universities of theState.
Description: The post matric scholarship is awarded at the rates cited below;
i) For PUC, Degree, Diploma, JOC, TCH & .. Rs.300/-p.s./p.a.other similar courses
ii) For MA.MSc, M.Com, MSW, LLB,LLM,BEd,etc. Rs.400/-p.s./p.a.
iii) For professional courses like B.E., MBBS Rs.500/-p.s./p.a.BDS,MBA,MCA Ayurvedic,Homeopathy,Unani , etc. (graduation & P.G.courses)
Procedure:
The required number of prescribed application forms will be sent to the colleges by the
B.Cs. Extension Officer through the T.Ps. of the concerned Taluks. The Principals and Heads
of the institutions will distribute the applications to the eligible students and then collect theduly filled in application forms along with relevant documents and submit to the B.Cs
Extension Officer of the T.Ps. within the stipulated time. These filled in applications will bescrutinized and the documents will be verified according to rules and then the eligible
students will be sanctioned the post-matric scholarship. After sanction, the scholarshipamount will be sent to the concerned institution through the consolidated cheque along witha list of awardees. Further the Head of the institution will disburse the scholarship amount
to each student through individual cheque, obtaining their signature on the stamped
acquaintance roll which should be later sent to the B.Cs E.O. of the concerned T.P. forrecord purpose.

Eligibility: All B.Cs students studying in different post-matric courses who satisfy theconditions specified below are eligible for this benefit .
i) The student should belong to either of the Categories of B.Cs as enumerated in G.O. dt;30.3.2002.
ii) The annual income of the parents/guardians of the students belonging to Cat.IIA, IIB,
IIIA & IIIB of B.Cs shall not exceed Rs.15,000/- P.A. However no income limit is fixed tostudents belonging to cat.I of B.Cs.
iii) The students should not be the recipients of any other kind of scholarship except MeritScholarship.
iv) The student should not be the inmates of any Government or Government aided hostels.
v) The scholarship applications should be duly filled and submitted in the prescribed formatalong with the relevant enclosures (documents) within the last date fixed. The applications
received beyond last date/ incomplete applications/applications without relevant enclosures
will not be valid.

1. Caste Certificate (in respect of Cat.I students)
2. Caste & Income certificate in respect of thestudents belonging to categories other than
Cat.I of Backward Classes.
3. Marks Card copy of the previous yearsexamination.

FEE CONCESSION SCHEME
Introduction:
The Scheme Fee Concession is implemented to benefit all the eligible students in std. Xand post-matric courses whose parental annual Income does not exceed Rs.11,000/- P.A
irrespective of caste and Creed. No income limit is fixed to the students belonging to Cat-I
of Backward Classes. This benefit is extended to the students studying in Government,aided and unaided institutions including evening colleges and open Universities. The

students studying in X std. are exempted from the payment of examination fee only as free
education is provided up to higher secondary school level. As for as the post-matric
students are concerned. The students belonging to Cat-I of Backward Classes are exemptedfrom the payment of tuition fee, lab fee, examination fee and any other fee prescribed bythe Government. The students other than category -I are exempted for the payment of
tuition, lab (science subject) and examination fee only. The management of the
Government aided /unaided institutions who do not collect the fee from the students eligiblefor fee concession on production of their caste / Income certificate at the time of admission
are eligible for reimbursement of loss of fee income at the rates prescribed by theGovernment in similar Government institutions.
Procedure: The Heads of the Institutions shall make a list of students eligible for feeconcessionon the basis of the caste and income certificates produced by the students at thetime of admission to college (Caste certificate in respect of Cat -I students and income
certificate within 11,000/- P.A for other students) clearly indicating the name of the student,
parents/ Guardians Name, Caste and Category, Annual Income (as per the certificate),
Types and amount of fee to be exempted etc. This list along with the copies of Caste andIncome certificates of the students should be forwarded to the sanctioning authorities.
Concerned for sanction of fee concession benefit within the stipulated time. After obtaining
the sanction order from the authorities, the Head of the institutions shall obtain the bill formKFC-32 A in duplicate from the Office of the DOBCM of the concerned district and prepare
the bill according to the sanction order. The bill and the sanction order (in duplicate) along
with copies of the Caste and Income Certificates of the students should be submitted for thecounter signature of the DOBCM of the concerned district within the last date fixed. Thecountersigned bill will be sent to the respective institutions. The Head, of the institution
should present the bill in the concerned treasury for the payment through the cheque. The
encashed amount should be disbursed to the students obtaining their signature on thestamped acquittance roll, which should be sent to the DOBCM concerned for record and
audit purpose.

a). The students should belong to the Karnataka state.
b). Students who join the private colleges by paying Capitation feeare not eligible.
c). The Annual income of the parents/ Guardian of the student should not exceed
Rs.11,000/- P.A. ( However no Income limit is fixed to thestudents belonging to Cat _ I ofBackward Classes.

EXTRA BOARDING CHARGES TO CAT- I STUDENTS
Introduction :
The scheme Extra boarding charges (to Cat- I students) is implemented to provideeducational encouragement to students belonging to Cat-I of Backward Classes irrespective
of their income studying in different post-matric courses in the colleges situated in theplaces far away from their residence and who are deprived of securing admission in theGovernment/Government aided hostels. Students who reside in the hostels run by theconcerned educational institutions/voluntary organizations as paying guests or who make
self arrangements for their boarding and lodging in the places where their colleges arelocated, are eligible for this benefit. Extra boarding charges will be sanctioned to eachstudent @ Rs.200/- p.m for a period of 10 months during the academic year subject to
minimum 75% of his/her college attendance during that month.
Procedure: Notification calling for applications from the candidates will be published in the
local news papers and will be displayed on the notice boards of the Office of the DOBCM ofconcerned district as well as well as Office of the concerned Taluk Panchayats. The students
shall obtain the applications forms from the Office of the Backward Classes ExtensionOfficer, Taluk Panchayats of such Taluk in which the student is pursuing his education.
The dully filled application along with relevant documents should be submitted to the
Backward Classes Extension Officer of Taluk Panchayats through the heads of theinstitutions within the last date fixed as shown in notification. After scrutinizing the
applications, eligible students will be sanctioned the EB charges and the amount shall be
sent through a consolidated cheque issued in the favour of the Principal of the collegeconcerned. Further the amount shall paid to students through individual cheque by the
Principal, obtaining their signatures on the stamped acquaintance roll, which should be later
sent to the Officer for Backward Classes Extension Officer of the concerned Taluk
Panchayats of concerned Taluk for record and audit purpose.
Eligibility :
a).Student should belong to Cat-I of Backward Classes.
b).Students must be residing in the hostels run by the institutions/community organizationsas paying guest or they should have made their arrangements for their boarding andlodging.
c).The minimum distance between the students residence and his collegeshould be 5 Kms
and above. (If the college and residence of the students is under the same corporation limitare not eligible).
d).Students must not be residents of any Government or Governmentaided hostels.
e).The students to whom extra boarding charges is sanctioned are notentitled for the post-matric scholarship/ stipend.

Documents required:
The students should produce:
1. Caste Certificate issued by the Tahasildar of respective taluk in support of his caste .
2. Certificates issued by the warden of hostel run by the institution/voluntary organization,duly attested by the Principal of the college in support of his stay in the hostel as a payingguest or the owner of the building in case of own arrangements.
3. Certificate issued by the Secretary of Council and Gram Panchayath in proof of thedistance between his home town and the institution in which he is studying.
4. Certificate in proof of attendance in the college duly attested by the Principal, in which
the details showing the total number of days in the college has run, number of days towhich the student has attended and percentage of attendance during particular monthshould be mentioned.
5. Copy of the marks called of the previous year examination.

Introduction:
The above scheme is implemented to provide Educational encouragement to the students
studying in different Technical and Professional Courses, like BE MBBS, BDS,BAMS., BHMS
and LLB etc in the colleges situated in places far away from their residence, especially owingto their selection to such courses from the CET. This benefit is provided to the students
belonging to the remaining categories of Backward Classes other than Cat-I, as the studentsbelonging to Cat-I are being provided such benefit under the scheme Extra BoardingCharges . Students who are deprived of seeking admission in the Government/ Government
aided hostel and stay in the hostels run by the respective colleges / voluntary organizations
as paying guest or make their own arrangements for boarding and lodging are eligible forthe benefit of the boarding charges paid at Rs.200 PM for a period of 10 months during the

academic year subject to a minimum of 75 % of their attendance in the college during everymonth.
Procedure :

displayed on the notice board in the office of the DOBCM in respective districts . The headsof the institutions shall obtain and submit the duly filled in application forms along with therelevant documents of the concerned students at the Office of the DOBCM of such districtswhere the students are perusing their education. After verification of the documents and
scrutinizing the applications, eligible students will be sanctioned the boarding charges andamount will be sent to the heads of the institutions through a consolidated cheque who inturn shall disburse the boarding charges to each student through an individual cheque
obtaining their signature on the stamped acquitance roll and send the acquitance to theoffice of the DOBCM for record and audit purpose.
