Introduction

National Crafts Council

Sri Lanka that claims a proud history of thousands of years is one replete with handicrafts and

arts. The full state assistance was received in the past times of kings for enrichment of

handicrafts which is a cultural heritage.

The craftsmen who were engaged in handicrafts claimed a special recognition in society and they

were honoured with state awards.

After Sri Lanka fell into the local dominance, the handicraft creations, techniques and skills

which were nourished and enriched traditionally for thousands of years faced a gradual

perishing owing to non-receipt of State assistance and due appreciation.

With Sri Lanka becoming an independent State, a renaissance took place in handicrafts and

government as well as non-government institutions sprang up for this purpose.

National Crafts Council was established under the National Crafts Councils and Affiliated

Institutions Act no. 35 of 1982 with preservation and development of handicrafts as well as

enhancement of the social status of the craftsmen in the field of handicrafts as its main objective.

During the past few decades, the National Crafts Council has activated a host of various projects

and programmes for preservation and development of handicrafts and the welfare of

handicraftsmen.

Mission :

Preservation, development, encouragement and promotion of local handicrafts with a

traditional and cultural value and enhancement of economic and social status of

craftsmen.

Objectives :

� Preservation of handicrafts with a traditional and cultural value.

� Encouragement and promotion of indigenous handicrafts.

� Organisation of handicraftsmen.

� Enhancement of social and economic status of handicraftsmen.

� Promotion of technical skills and knowledge of handicraftsmen.

� Promotion of products of the handicraftsmen by facilitating abundant availability

of local raw materials required for handicrafts.

1.4 Management of Provincial Co-ordination

On the request of the National Crafts Council, the Provincial Ministries of Industry have

appointed Co-ordinating Officers for the following Provinces. On coordination of the

Officers of Provincial Ministries of Industry and Provincial Departments of Industry,

development and crafts welfare functions of the National Crafts Council are carried out in

provincial level. Those tasks are performed by the Provincial Assistant Directors and

Development Assistants of the National Crafts Council attached to the Offices of

Provincial Co-ordinating Officers.

Handicrafts Training Project :

The Crafts Training Division that was operative under the Sri Lanka Handicrafts Board has been

transferred to the National Crafts Council w.e.f. 01.05.2009 as per the Cabinet decision of

23.12.2008 under the Cabinet Paper No. 08/2322/349/015 Accordingly, 185 employees have

been attached to the National Crafts Council with effect from 01.05.2009.

On the concurrence given by the Director General Department of the Public Enterprises by letter

No. PE/214/9-Vol 1 dated 11.01.2008 and the approval of the Board of Directors of the National

Crafts Council, the Crafts Training Division is operative as Handicrafts Training Project with

effect from 01.05.2009 under the National Crafts Council.

2 Programmes and Practices of the National Crafts Council:

� Organisation of craftsmen through establishment of Craftsmen’s Societies in divisional

level and creation of Crafts Villages.

� Identifying handicraftsmen and registering and issuing identity cards to them at national

level.

� Supply of raw materials in short supply to the craftsmen and organising such functions.

� Conducting workshops for promotion of quality of the handicrafts and maintaining the

standards.

� Conducting master Craftsmen training programmes.

� Production of handicrafts for the international market, encourage craftsmen for

exhibition and presenting crafts for international exhibitions.

� Appreciation of craftsmen by conducting competitions at Provincial and National levels

and conducting trade fairs, facilitating sales of the items produced by craftsmen by

establishment of craft villages.

� Conducting welfare programmes for the craftsmen.

� Conducting programmes with a view to promoting economic and social status of

craftsmen and their families.

� Co-ordination of the functions with the Provincial Councils and divisional level public

institutions in implementation of the above mentioned programmes.

2.2 Development Programmes Implemented in the Year 2010

2.2.1. Registration of Handicraftsmen

Registration of craftsmen engaged in the field of handicraft being scattered throughout Sri Lanka

is done by the National Crafts Council. What is expected out of it is to select those who are

actually engaged in the art of handicraft and maintain a continuous relationship with them by

confirming their identity. Government level intervention for socio economic improvement of the

handicraftsmen and also supply of instructions and facilities required for their productions are

expected out of it.

2.3 Cultivation and Distribution of Raw Materials

2.3.1. Cultivation of Raw Materials

Cultivation of raw materials used for manufacture of handicrafts at island wide level with a view to making

them available in abundance for easy supply at the process of production of goods by the craftsmen is yet

another programme implemented by the National Crafts Council. Its main objective is to protect the indigenous

art of handicraft that has a traditional and cultural value without decay.

Under the raw materials cultivation project, a higher attention is paid to the trees and plants used for indigenous

traditional handicrafts that are presently under the threat of disappearance. Under it, the plants such as ebony,

satinwood, pericopsis mooniana, mehogani, nadun reed and cane etc. are cultivated. The assistance of the

Department of Forest Conservation is obtained for this.

Given below is the summary of how raw materials have been cultivated in the year 2010 under the raw

materials cultivation project.

National Crafts Council has continuously implemented the raw materials cultivation project from its start, i.e.

from the year 1982, and it is performing an immense mission for fulfilment of the requirement of raw materials.

2.3.2. Distribution of Raw Materials

Importing and raw materials that cannot be easily obtained by the handicraftsmen and distributing them at

concessionary rates is yet another mission of the National Crafts Council. Specially Silver is imported under it.

They can be obtained at concessionary rates by the handicraftsmen from the main office of the National Crafts

Council as well as from the raw materials stores of the National Crafts Council offices in Central and Southern

provinces.

Accordingly, the value of raw materials bought and distributed by the National Crafts Council among the

craftsmen in the year 2010 is rupees five point nine million thirteen thousand seven hundred and forty and cents

ninety five.

2.4 Master Craftsmen Training Project

Master craftsmen training project is implemented by the National Crafts Council with the

objective of introducing the traditional handicrafts to the younger generation and their

conservation, referring the unemployed youth to self-employments in the field of handicrafts and

promotion of their economic and social condition by such means.

Under this programme, experts in each of the fields of handicraft are selected as master

craftsmen and the knowledge of handicrafts is rendered to the apprentices under them and each

of those training classes are conducted as full time courses ranging from 06 months to 12

months.

Accordingly, thirty seven master craftsmen training classes were held for 2010 and it has enabled

giving a formal handicrafts training to 451 apprentice craftsmen. These apprentice craftsmen

have been given a training of the handicrafts of reeds, bobbin lace, Palmyra leaves, idikola,

banana fibres, coconut matalu, coconut shell engravings, lace, embroidery etc.

2.5. Conducting Handicrafts Training Workshops and Seminars

2.5.1. Workshops of Building Awareness of the Handicraftsmen

These handicrafts training seminars are conducted for promotion of the quality of handicraft

products, introduction of designs and building awareness of the craftsmen through provision of

knowledge and technology required for standardization of handicrafts.

National Crafts Council conducts annual awareness building seminars for handicraftsmen on

national and provincial handicrafts shows. The main objective of such seminars is to build

awareness in the craftsmen through dialogues on the standard required for a product presented to

the National Handicrafts Show and Provincial Shows and the problems faced by the craftsman in

producing a high quality item.

For the year 2010, 16 such seminars were held at provincial and district levels and nearly 1694

handicraftsmen have taken part in it.

For building awareness in the handicraftsmen, attendance of staff officers of the National Crafts

Council as well as the experts with a vast knowledge on the field of handicrafts was taken in

these seminars. At such occasions, an opportunity is given for the craftsmen to get their problems

solved by discussions on the spot, and depending on the response of the craftsmen, it has been

able to successfully build awareness of 1694 handicraftsmen in the course of these sixteen

seminars held in this year.

2.5.2. Skills Development of Handicraftsmen and Providing them the Technical

Knowledge

The seminars conducted for introduction of new designs, equipment as well as new market

requirements are yet another programme implemented by the National Crafts Council with a

priority.

These seminars are also conducted free of charge for handicraftsmen and the special feature of

such seminars is their being held on full time basis as 3,5,10 days etc. in each selected field of

handicraft.

The number of such seminars conducted at village level in various regions of Sri Lanka

throughout the year 2010 amounts to 33. Over eight hundred and seventy five handicraftsmen

have attended these seminars. Given below is a brief chart on those seminars.

Educational Tour of Uva Province Dumbara Design Craftsmen

47 dumbara design (hemp) handicraftsmen scattered in Uva Province participated in an

educational tour in the Central Province on 31.08.2010. This tour of education was co-organised

by the National Crafts Council and Department of Industrial Development, Uva Province. The

craftsmen who participated in this tour were able to visit the following places that are important

to the field of handicraft.

� The village of Kalasirigama , Kandy, a traditional village engaged in the field of

dumbara design handicrafts.

� Central Province office of the National Designs Centre – Naththarampotha.

� Upcountry Arts Association which is a traditional heritage.

� Handicrafts showroom of the Department of Handicrafts, Central Province.

Tour of Education of the Handicraftsmen in North Central Province

Members of the Crafts Development Association, Anuradhapura, took part in a tour of education

in Central Province on 27.12.2010. The sum of Rs. 18,000/- spent on this educational tour was

received from the Ministry of Traditional Industries and Small Enterprise Development and 28

craftsmen took part in this tour.

2.6 Handicrafts Exhibition and the Presidential Awards Ceremony

2.6.1 Provincial Handicrafts Exhibitions

It had been organized to hold nine Provincial Exhibitions also in this year covering all nine

Provinces parallel to the National Handicrafts Exhibition. These Provincial Exhibitions are

organized by the National Crafts Council hand in hand with the Provincial Department of Small

Industries and Provincial Councils. All creations that win first, second, third and merit level

places get qualified to represent the National Handicrafts Exhibition.

A high craftsmen representation could be seen in the Provincial Exhibitions in 2010. The reason

for it was the awareness built by the National Crafts Council for the handicraftsmen on the

standard of the items to be presented for these exhibitions. A prominent feature of these

provincial exhibitions was the attendance of craftsmen and presentation of high quality

handicraft creations.

2.6.2. Shilpa 2010 National Handicrafts Exhibition

Conducting National Handicrafts Exhibition every year is yet another programme continuously

implemented by the National Crafts Council with a view to appreciating and promoting the

inborn craftsmanship of the local handicraftsmen.

This takes place in several steps and is a process continued throughout the year. Craftsmen

awareness building programmes targeting the National Handicrafts Exhibition are held every

year during the first quarter and consequently Provincial Handicraft Exhibitions are organised at

every Province. The National Handicrafts Exhibition consists of a collection of grand arts

creations winning awards at the Provincial Handicrafts Exhibitions.

Accordingly, the total number of creations that represented the National Handicrafts Exhibition

this time was 1221 ( eight thousand two hundred and twenty one ).

Two gold medals, Silver medals with National medals, financial awards and certificates for first,

second and third places are awarded for the section of new creations made preserving the

tradition ,at the National Handicrafts Exhibition held representing 52 types of handicrafts

classified under 19 fields of basic handicrafts.

Accordingly, this time the gold medals were awarded at the National Handicrafts Exhibition to

Mr. S.G. Anura of Central Province who created the Nine Chain Pair of Parasols from the

Parasol Section by representing Industrial Section and Mr. Indika Udayanga of Southern

Province who made the creation of the occasion of requesting inheritance by the prince Rahula,

by preserving the tradition, representing the division of wooden sculpture and wooden carvings

of the New Creations Section.

These 213 awards were distributed as 48 awards to Central Province, 39 awards to Southern

Province, 26 awards to Western Province, 30 awards to North Western Province, 28 awards to

Sabaragamuwa Province, 08 awards to Uva Province, 20 awards to North Central Province, 07

awards to Northern Province and 07 awards to Eastern Province. The opening ceremony of the

shilpa 2010 Handicrafts Exhibition was held chaired by H.E. the president of the Democratic

Socialist Republic of Sri Lanka, Mahinda Rajapaksha, under the invitation of Douglas

Devananda, the Hon. Minister of Traditional Industries and Small Enterprises. A large number of

distinguished guests took part in this occasion.

2.6.3. Awarding Ceremony for the Winners of Shilpa 2009 and 2010 National Handicrafts

Exhibition.

Award presenting ceremony for the winner handicraftsmen of Shilpa 2009 and 2010 was held

headed by D.M. Jayaratne, the Hon. Prime Minister of the Democratic Socialist Republic of Sri

Lanka on 25th

November 2010. A large number of invited distinguished guests took part in this

occasion including Douglas Devananda, the Hon. Minister of Traditional Industries and Small

Enterprise Development and Veerakumara Dissanayake, the Hon.Deputy Minister.

At the award ceremony, cups, financial awards and certificates were awarded to 245 winning

handicraftsmen in year 2009 and 213 handicraftsmen in year 2010.

The number of awards won by handicraftsmen in the year 2009 was 245. At the occasion, Mr.

M.R.L. Jayaratne of Central Province who made the creation of the Buddha Statue of

Concentration Posture at metal moulding section and Mr. Indika Udayangana of Southern

Province who created the sculpture of Ravana and Sitha from the section of wooden sculpture

and wooden engravings for the division of new creations by preserving the tradition won gold

awards.

The number of gold medals won by handicraftsmen in the year 2010 was 213. There,

representing the traditional handicrafts section, Mr. S.G.Anura of Central Province from the

division of parasols and for the section of making new creations preserving the tradition, Mr.

Indika Udayangana of the Southern Province from the division of wooden sculpture and wooden

engravings won gold awards.

2.7. Handicrafts Sales Promotion Programmes

The National Crafts Council organises sales fairs at various periods in the year with a view to

protecting the products from the intermediary receivers by facilitation of meeting of the

manufacturer and the customer under one roof, giving local market facilities for handicraftsmen

and promoting the condition of life of the handicraftsmen by such means.

2.8. Establishment of Handicrafts Development Associations and Crafts Federations

Establishment and maintenance of crafts associations and authorities at divisional and district

levels with the objective of gathering and organising the handicraftsmen scattered throughout the

island is yet another service rendered by the National Crafts Council. The institution hopes, by

this, to promote the organising power of the handicraftsmen by gathering them at divisional level

and promote technical assistance, sales facilities, skills development and entrepreneurial ability.

Accordingly, 12 Handicraft Development Associations were established in the year 2010. Given

below is a summary of it.

2.9. Crafts Educational Tours and Overseas Tours

2.9.1. Suraj Kund Craft Mela in India

The very grand Suraj Kund Craft Festival annually organised by the Ministry of Tourism in

Hariyana, India was held in a very grand fashion from 01 to 15 February, 2010. It was held for

the 23rd

time. More than one thousand handicraftsmen representing every State in India

participated in this very large handicrafts show containing around 500 sales stalls. Sri Lanka

presented 02 showroom stalls with Sri Lankan handicrafts and those two stalls won much esteem

of visitors.

2.9.3. Crafts Education Tour 2010

This educational tour is organised by the National Crafts Council from year 2007 onwards

for promotion of skills of local handicraftsmen and studying foreign market trends available

for handicrafts under the Craft Skills Development Programme. Handicraftsmen who had

won gold and silver awards at the National Handicrafts Show, Presidents of the Provincial

Handicrafts Authorities, two craftsmen representing Northern and Eastern Provinces and

three officers of the National Crafts Council have attended this tour held from 05 to 09

February 2010.

Local handicraftsmen had the opportunity, at this tour of education, of visiting Indian

handicrafts museums, sales showrooms and handicrafts production factories and work places

etc. Given below are the particulars of craftsmen and officers who attended that tour.

2.9.4. Shilpa Sri Lanka 2010 Marketing Show – India

A handicrafts prioritised marketing show was held from 29 October to 11 November , 2010

at Delhi Heart Marketing Complex, India. This Marketing Show enabled a wide propagation

of the local handicrafts. The craftsmen attended were able to sell their creations and to get

foreign orders. The income earned by the craftsmen who attended this marketing show was

approximately Rs.3,700,073/- .

2.10. Media Unit

A wider propaganda on the welfare as well as development activities conducted by the

institution has been enabled through the Media Unit of the National Crafts Council.

A high level assistance could be drawn from the media institutions at the pre propaganda

work of the sales fair held in this year and especially a successful media propaganda was

enabled for taking the shilpa 2010 National Handicrafts Show to the people and on the

National Awards Ceremony 2009 and 2010. On the whole, around 170 news items out of the

news items released to the printed media by the Media Unit in this year, had been published

in the news papers.

The Media Unit worked with dedication also in this year to introduce handicraftsmen full of

real craftsmanship and skills and accordingly, at 35 live television programmes, it has been

able to introduce more than 61 craftsmen with distinctive skills to the nation.

Taking photographs and maintaining a collection of such photographs pertaining to the

special occasions related to various programmes organised by the National Crafts Council,

especially the Handicrafts Sales Fair, are performed by the Media Unit.

Further, collecting the news items issued for the printed media, news items published in the

news papers and information about the field of handicraft is yet another role of the Media

Unit.

2.11. Setting up of Shilpa Handicrafts Villages

With a view to building marketing centres from where all handicraft products required by

local and international customers could be bought, while preserving the local handicrafts art

with a cultural and traditional value, the National Crafts Council sets up and maintains Shilpa

Handicrafts Villages.

These Shilpa Handicrafts Villages have been set up in such a way as to facilitate the visiting

of them, studying and fulfilling the marketing requirements by local and international people

as well as people of different ranks who are interested in this field and also the future

generation. Accordingly, the Battaramulla Shilpa Handicrafts Village set up near the head

office of the National Crafts Council and the Sigiriya Shilpa Handicrafts Village set up near

the Sigiriya rock at Kimbissa, Sigiriya, are the two Shilpa Handicrafts Villages so set up.

Accordingly, you can lively see how the handicraftsmen are engaged in their creations at the

stalls set up at such villages and you are also facilitated to buy and order such products.

2.11.1 Battaramulla Shilpa Handicrafts Village

The Handicrafts Village situated at the National Crafts Council premises was established in

the year 2004. Having been set up in such a way as to bring the splendour of a traditional

village, this consists of 15 stalls. You can see craftsmen engaged in handicrafts such as cane,

wooden carvings, wooden sculpture, bobbin hemp, silver ornaments, batik, lapidary work,

temple drawings, leather products, pulp related creations, handloom textiles, patchwork and

embroider etc. in these stalls.

They produce and sell their creations in these stalls and they are given a numerous assistance

by the National Crafts Council for improvement of their products, receiving local and

international orders and for making their marketing affairs a success.

2.11.2 Sigiriya shilpa Handicrafts Village

The handicrafts village in Sigiriya was established in 2003 and it has facilities for maintenance

of a number of various fields of handicraft. 48 stalls have been set up in this village for

handicraftsmen. These craftsmen have been allowed to sell their products by depicting the way

they are selling the items. It has also been enabled for the craftsmen to keep direct trade

connections with the customers without interference of the intermediaries (for giving orders) and

for the customers to directly buy goods from the manufacturers.

2.11.3. New Handicrafts Sales Village – Battaramulla

The new handicrafts sales village containing 30 stalls constructed by the National Crafts Council

was handed over for the use of people by Basil Rajapaksha, the Hon. Minister of Economic

Development. This occasion was attended by a number of distinguished guests including.

Douglas Devananda, the Hon Minister of Traditional Industries and Small Enterprise

Development and Veerakumara Dissanayake, the Hon. Deputy Minister.

This handicrafts village is open daily from 10.00 a.m. to 6.00 p.m.

2.11.4. Shilpa Handicrafts Sales Store – Battaramulla

Buying and selling of high quality products of skilled handicraftsmen all throughout the island is

done in the shilpa handicrafts showroom set up in the National Crafts Council premises. The

objective of the National Crafts Council is to build a successful market for the products of the

handicraftsmen and promote their economy through it.

Here, the high quality handicraft creations with a good finish are presented for the sale. The

products of Sri Lanka are presented for the sale. Its facilitation of customers to buy every type of

handicraft produced at different areas in Sri Lanka at very reasonable rates is a special feature of

this sales outlet. Equally, any government or non-government or private institution or a person

can also give orders for getting items produced in the way they desire , through this handicrafts

sales outlet.

2.11.5. Handicrafts Showrooms

This national handicrafts showroom set up in 1985, is maintained as a handicrafts showroom

keeping a collection of handicrafts that received awards at national handicrafts shows. Whenever

required, the creations annually winning awards for various fields at the National Handicrafts

Show are bought for the showroom.

3. Handicrafts Training Project

Objectives:

• Nourishing handicrafts joined with the field of handicraft in the recent period as

well as the traditional industries.

• Handing down such industries to the next generation

• Giving a value to the locally available raw materials

• Strengthening the economy of rural women by utilising rural women’s labour

• Enhancing their and their dependents’ condition of life and economy through the

same.

133 Handicrafts Training Centres were maintained throughout the island under various fields by

the use of different raw materials during the year 2010 by the Handicrafts Training Project. A

continuous training had been given for 116 apprentices in the year 2010 and the number of

technicians engaged in the field of production was 697.
