IntroductionThis plan has been developed as a result a “Return to Safe operations Risk Assessment” and a “Facility Cleaning Risk Assessment” for this work group/work area - both of which were completed in consultation with worker representation from the Joint Occupation Health and Safety Committee.

Facility Protocols for PatronsOccupancy Limits

1. The occupancy limit for the TCC Fieldhouse is determined by the BC Ministry of Health - Guidance to Retail Food and Grocery Stores. The occupancy limit is 180 people.

Entering and Exiting the Facility

1. Patrons will be queued in line to the right of the main entrance with markers indicating correct physical distancing.

2. A staff person will be designated to manage the line-up and monitor the number of patrons entering and leaving the TCC. Once the maximum number of patrons is reached then one person will be allowed in for every person that leaves.

3. Notice will be displayed at the main entrance instructing patrons, delivery personnel and staff not to enter if they are exhibiting symptoms of COVID-19 or if they have been in contact with a person who has tested positive for COVID-19. It will be visible, draw attention and be readable.

4. Patrons will access the facility through the main entrance doors labeled “Entrance”. The doors will be propped open during high traffic periods to limit physical touchpoints but may be closed during low traffic periods provided that regular disinfection can be maintained.

5. Hand sanitizer will be provided in the lobby for people to use when entering and exiting the facility.

a. A lined waste bin will also be provided to dispose of sanitary wipes and used safety equipment such as masks and gloves.

6. Patrons must follow the white arrows through the facility and obey all posted signs.

a. The lobby elevator will be limited to 1 occupant whenever possible. Care givers and family members are also allowed.

b. The lobby stairwell will be closed to the public.

7. Patrons will be directed to exit the facility through the main lobby doors marked “Exit”.

Indoor Track and Fieldhouse Usage

Stage 1:1. Patrons are required to come to the facility dressed in appropriate exercise attire.

a. Change rooms and will not be provided.

b. Limited number of lockers will be available in the fieldhouse.

2. Patrons will enter and exit the indoor track and fieldhouse through the main garage door entrance.

3. Lanes 1, 3 and 5 on the indoor track will be open for use in the counter clockwise direction. These lanes are marked with white arrows. Lanes 2, 4 and 6 will be closed and marked with black X’s.

Stage 2:4. EZ Line, cardio and strength equipment will be available for use in the fieldhouse. EZ Line

equipment will be located along the west wall; dumbells, med balls, plyo boxes, etc. will be located on the north wall; and fitness equipment stations (including a Keiser bike, light dumbells, bands, ball, Bosu and mat) and cardio equipment (bikes and rowers) will be set up on north court.

a. Patrons will be responsible for disinfecting equipment after use with the exception of the fitness stations on north court.

b. Attendants will disinfectant equipment at the fitness stations on north court.

c. Patrons will be limited to 30 minutes on cardio equipment.

Transfer and handling of documents

1. There will be designated trays where we will receive facility use waivers.

2. Mail and other documents deemed to be non-priority will be received in a hands free system and left for at least 24 hours.

Interaction with Staff / Clerks

1. Public will be required to maintain social distancing with staff and each other when visiting the TCC. Markers will be installed on the floor to indicate where public are to stand when approaching the customer service desk. Raised crowd control belts will also be installed to designate physical distancing between the two available stations.

2. Physical transparent barriers will be installed at TCC public facing counters to limit exposures between staff and public.

Protocols for Staff

TCC Front Counter Activity

2. Markers will be placed on the floor leading up to the TCC Front Counter informing our patrons of proper physical distance spacing.

3. Double-wide, plexi glass panels have been installed to provide a barrier between staff and patrons.

4. Signage will be visible at the TCC Front Counter asking patrons to maintain as much distance between them and staff as possible at all times. Stanchions will be put in place to keep patrons in front of the barrier.

5. Most lobby furniture has been removed to deter patrons from sitting around and socializing, reducing the number of touch points that need regular cleaning. There will be 1 chair available in the entrance and 1 chair available in the exit to allow

6. Staff will be required to sanitize high touch points at their workstation before and after their shift: chair arm rests, keyboard, computer mouse, countertop surfaces and other regularly used office items.

7. For the safety of staff and our patrons, cash will not be accepted until further notice. Only debit and credit payments will be permitted. Pin pads will be placed on the counter so that a patron can process their payment. The pin pad will be wiped and cleaned after each unique use. Staff will be directed to not come into contact with patron bank cards.

8. There will be no wristbands issued to patrons until Phase 2. At that time, wristbands will be placed onto a counter for the patron, with staff being directed to avoid physical contact with the patron during this process. If they come into contact with the patron, they will be required to use hand sanitizer.

9. When receiving documents that have been handled / signed by the patron (ie signed waivers, etc), the patron will place the document in a holding tray themselves. These documents will remain untouched and not filed until at least the morning following the next day (a minimum 36 hours).

10. All self-serve services (vending machines, ATMs and parking kiosks) will be emptied / powered off / decommissioned and marked “NOT IN SERVICE” to avoid use by the public.

11. If required, staff will receive one-on-one training from a safe distance upon their return to work.

12. Staff shifts have been staggered to avoid conducting their “signing in / signing out” procedures in the same space at the same time.

13. Staff will be provided with a spacious room that allows for more than adequate physical distancing during their breaks. Meeting room D has been designated for this purpose and signage has been installed.

14. Staff will be directed to use staff washrooms that are set up for one person at a time. The public will use public washrooms, also set up for one person at a time.

Indoor Track and Fieldhouse Attendants

1. Indoor Track and Fieldhouse Attendants will be required to wear gloves at all times. Non-medical masks are not required but available upon request.

2. Attendants will be in two locations in the fieldhouse; one at the south end and one at the north end.

a. Attendant at the north end will monitor and disinfect equipment as needed.i. Disinfect all equipment in fitness stations on north court.ii. Patrons will place a sign “Area Closed, Disinfecting Required” at their station

upon completion of their workout.iii. Attendants will disinfect the equipment at the station where the sign has been

placed. iv. Attendants will remove the sign once all equipment has been disinfected. v. Attendants will monitor social distancing on all fitness equipment in the

fieldhouse.

b. Attendant will be located monitor distancing between patrons using the indoor track.

3. Attendants will be required to administer first aid for minor incidents.a. Attendants will receive first aid training prior to their first shift.b. Attendants are required to wear appropriate PPE for first aid incidents.c. Attendants will radio a Deck Leader and/or call 911 for any major first aid incidents.

4. Attendant breaks will be taken in Meeting Room D where adequate space allows for physical distancing of 2m or greater.

a. Plates, glasses and cutlery will not be provided for staff.b. Staff must clean and disinfect the common touch surfaces they have been in contact

with after using break room (including tables, chairs, faucets, etc.) Counters where

food is prepared should also be wiped with a clean wet cloth or paper towel after it has been disinfected.

c. Wash hands after cleaning and disinfecting surfaces.

5. Attendants will use single stall accessible washrooms designated for staff only.

Site Ambassadors & Public Communication

1. Prior to entering the facility, inform and educate the public, parents and caregivers of all new admission requirements including health questions and their responsibilities regarding physical distancing from non-family members for all activities and facility amenities.

2. Inform and educate patrons concerning one-way traffic measures around the facility, such as, entering and exiting TCC, accessing the front desk, and toilet facilities.

3. Inform and educate patrons on measures put in place to avoid crowd gathering and to encourage physical distancing in waiting lines for equipment.

4. Inform and educate public about not sharing equipment and the process for changing their footwear.

5. Site Ambassadors should maintain physical distancing while providing effective and consistent education, rule enforcement, and accident prevention.

6. Site Ambassadors should maintain physical distancing when providing information with other team members.

7. Site Ambassadors should follow and maintain new protocols concerning regular disinfection of common contact surfaces throughout the operational day.

Emergency Procedures for First Aid

1. Review procedures for Minor and Major First Aid and the Decision Tree for First Aid & Resuscitation. Safe Work Procedures are found in Appendix 1.

2. Every effort will be made to minimize contact without negatively affecting victim outcomes. Maintain 6ft/ 2m distance whenever possible.

3. All staff performing First Aid must be trained and have the appropriate PPE.

Limited Occupancies

1. Staff must adhere to occupancy limits posted on the doors of common meeting rooms, lunch rooms, etc. Note that the safe work procedure for “Use of Meeting Rooms” must be adhered to. Tentative occupancy limitations are as follows:

Use of Staff and Public Washrooms

1. Staff are instructed not to use public accessed washrooms during this time.

2. Staff are also instructed to direct public to public only washrooms. The two special needs washrooms in the lower hallway are designated for public use.

Limiting Social Interaction

1. Staff are encouraged to minimize their customer interactions as much as possible.

2. Staff are required to review safe work procedure “Practicing Social Distancing”.

Sanitation of Common touch Surfaces and equipment at TCC

1. Rec FAs have committed to cleaning and sanitizing common touch surfaces twice daily at TCC, including door handles, handrails, countertops, etc. (not including staff workstations, printers, or kitchen appliances). Public washrooms will be cleaned hourly. Staff washrooms will be cleaned twice daily.

2. Cleaning products will be supplied and staff are encouraged to clean their washroom before and after use to keep them tidy. Staff must wash their hands after using the washroom.

3. Point of sale transaction machines will need to be cleaned continuously by facility staff after each use by the public. See detailed task description below.

4. Staff are encouraged to sanitize their individual workstations before and after use with neutral disinfectant or alcohol wipes. See “General Safe work procedures” below for direction on this.

5. Staff who utilize the printers or the micro-fiche machine must sanitize the workstation prior to each use. See detailed task description below.

6. Staff who utilize the kitchen / appliances must sanitize common touch surfaces prior to use. See “Use of Kitchen” procedures below for more detail.

Safe Work Procedure – COVID – 19 Minor First Aid ProceduresDATE PREPARED: May 29, 2020 DATE REVISED:PREPARED BY: Cheryl Brochu APPROVED BY:REFERENCES: Controlling Exposure: Protecting Workers from Infectious Disease – WorksafeBC, CDC, Lifesaving Society.

TASK DESCRIPTION:This procedure has been developed for lifeguards providing first aid measures at City of Kamloops sites during the COVID-19 pandemic. These principles do not replace lifeguard skills acquired in Standard First Aid. They provide a supplemental consideration for use throughout the process to assist in mitigating risk.

PERSONAL PROTECTIVE EQUIPMENT REQUIRED: Nitrile gloves Direct contact:

Nitrile gloves Face shield N95 mask Coveralls

PROCEDURES:

1. All first aid attendants are to initially evaluate all patients from a distance (2m), asking if they have any COVID like symptoms (listed below).

2. Determine if the victim’s condition requires the lifeguard to make direct contact with the victim (refer to Decision Tree for First Aid During COVID -19 Era.)

For minor first aid situations, the victim, victim’s caregiver or family member should administer first aid whenever possible.

Maintain physical distancing (6 feet / 2 meters) and reassure the patient Complete a Visual Victim Assessment Victim, caregiver or family member may administer first aid treatment with lifeguard

direction when possible (ie. Direct pressure to a wound, cleaning and bandaging) If direct contact is needed. Don the PPE appropriate to the level of victim contact and

first aid treatment required. (n95 protection, face shield or goggle and gloves) Victim dons PPE. (face mask) Advise the patient not to speak when possible.

Secondary Assessment: Maintain physical distancing (2m) whenever possible. Only take vitals that can be observed from a distance (ie. Skin colour, visual breathing

check) record on first aid form. When victims history indicates positive or suspected COVID-19, record information on

your first aid report and inform EMS if called

Post Rescue Process: Regardless of direct or indirect contact, proper hand hygiene is important following all

first aid treatment. (washing hands with soap and water for 20 seconds) Take care to remove and dispose of PPE in a safe manner Disinfect all surfaces that may have come in contact with the victim or rescuer during

treatment. (ie. chair, clipboard, pen, etc.)

reduce the risk of COVID-19 transmission.

Respiratory hygiene measures for victims-Offer a facemask/face-cover to all victims.-Ensure that all victims cover their nose and mouth with a tissue or elbow when coughing or sneezing.

First aid for children and minors-Wherever possible initiate first aid for children and minors by asking parents or caregivers to provide aid.-If you need to initiate first aid treatment ensure you are getting permission-Provide appropriate PPE i.e. facemask/face cover and gloves for those providing aid and the victims where possible.

Post Rescue Process: Take care to remove and dispose of PPE in a safe manner Disinfect all surfaces that may have come in contact with the victim or rescuer during

treatment. (ie. chair, clipboard, pen, etc.) Refer to Safe Work Procedure for Disinfection and Donning and Doffing PPE
