IntroductionThis programme aims to provide systematic in-service training for practitioners in shipping and logistics industries. The course provides a solid foundation that prepares participants for their future career advancement and enhances their expertise in the field of shipping and logistics. This programme is aimed to respond to Professional Qualifying Examinations (PQE) of the Institute of Chartered Shipbrokers (ICS) and the Chartered Institute of Logistics & Transport in Hong Kong (CILT).

Aims and ObjectivesThis programme covers a wide range of practical shipping disciplines, which aims to equip students with an in-depth understanding of shipping and logistics from a global and management prospective.

Students can also obtain the necessary skills to manage the shipping and logistics system and take the professional examinations

Industry HighlightAccording to the Summary Statistics on Port Traffic of Hong Kong, July 2012, Hong Kong ranked the 3rd container ports in the world. It handled 24.4 million TEUs of containers in 2011. The port provided about 440 container liner services per week connecting to about 500 destinations worldwide.

By the country of domicile , Hong Kong fleet of ships over 1,000gt as of 1st Jan 2012 was 766 ships of 42.4 million deadweight , which put Hong Kong in the position of being the world’s 7th largest country of domicile (2011, 8th), according to the Year Book of 2011-2012 of Hong Kong Shipowners Association. Furthermore, Hong Kong was the 4th largest Ship Register in terms of Gross Tonnage and Deadweight of vessels of over 300gt in Jan 2012. The deadweight of ships flying Hong Kong flag also represented 7.7% of the world total.

Hong Kong is undoubtedly a pre-eminent maritime center with sizable shipping-related companies that provide a wide range of services such as ship registration, ship finance, ship broking, ship sale and purchase, marine insurance, port and liner agency, ship management, arbitration, mediation, logistics and multi-modal transport. Moreover, Hong Kong is at a strategic location in Pan-Pearl River Delta (PRD) so the substantial growth of maritime activities will be supported by the China’s rapid and strong economic growth, a demand for experienced and qualified shipping professional will be created in the foreseeable future.

The CEDSLM courses can enable students to comply with the job requirements in different positions such as ship management, port agency, marine time insurance and shipping finance. At the Programme Review Meetings, all members recognized the value of the programmes to the human resource development of the industry.

The Partnership between Institute of Seatransport and CityU SCOPEThe Institute of Seatransport, founded on 26 October 1984, is an organization aims at promoting the exchange of professional knowledge within the Hong Kong shipping industries and recognizing the contribution of professionals within the seatransport community in Hong Kong. The Institute of Seatransport has been working with SCOPE for the Continuing Education Certificate in Sea Transport (CECST) since 1995. To further satisfy the market needs on shipping courses and further equip the CECST graduates with the advanced knowledge and skills in shipping related, the Institute of Seatransport and SCOPE have started launching the Continuing Education Diploma in Shipping and Logistics Management (CEDSLM) in 2003.

Intended Learning OutcomeAfter studying this programme, students are able to:

• Possess a sound knowledge of maritime transport and logistics from a global and management perspective.

• Develop specialist knowledge in different shipping disciplines to make appropriate judgments in solving managerial problems and solving disputes by ways of negotiation and other dispute resolution methods.

• Respond to Professional Qualifying Examinations of the Institute of Chartered Shipbrokers (ICS) Examination and the Chartered Institute of Logistics & Transport in Hong Kong (CILT).

Duration and Mode of Study10 months, Part Time

Programme CurriculumThis programme comprises 8 modules. Each module consists of 39 contact hours. It is conducted in Chinese supplemented with English. Course materials and assessment will be in English. Students completed Part 1 of the Professional Diploma in Shipping & Logistics Management can be awarded the Certificate in Sea Transport (海運學證書) before proceeding to Part 2 of the programme.

ClassesClasses will be held on every Tuesday, Thursday from 7:00 pm to 10:00 pm and Saturday from 1:30 pm to 4:30 pm and 4:45 pm to 7:45 pm. Teaching may take place in SCOPE Admiralty Learning Centre, 8/F, United Centre, Admiralty, Hong Kong.

Assessment and AwardAssessment consists of a combination of coursework and examination.

Students who have passed all the required modules and achieve a minimum 70% attendance in each module will be awarded a Professional Diploma in Shipping and Logistics Management by CityU SCOPE.

Students will have an intermediate award of the Certificate in Sea Transport after successful completion of Part 1.

General Shipping PracticesThis module aims to provide students with an appreciation of types of ship, types of cargo gear, types of cargo & trade routes. Additionally this module builds up the knowledge on shipping contracts, documentations and ship’s costs for continuous learning in relating subjects.

Dry Cargo CharteringThis module aims to provide students with an appreciation of how the dry cargo sector operates, focused on the market within which the activity take place and how the business is carried out through chartering practice, its commercial operations, legal aspects in related contracts/documents and ways of dispute resolution.

Ship Operations and ManagementThis module aims to provide students with an appreciation of strategies that influence and determine the operations and management of fleets.

Marine InsuranceThis module aims to introduce the practical legal knowledge in marine insurance law and also the legal method to resolve legal problems.

Economics of Sea Transport and Liner TradesThis module provides students with concepts in economics and how these might be applied to sea transport. It also aims to enhance their knowledge in Liner Shipping industry including social, economic, trading practice and environmental issues.

Logistics and Multi-Modal TransportThis module enables students to understand the application of concepts of international trade and transport economics in the transportation of container via multi transport modes. This module also provides an introduction to logistics and distribution management and aims at providing students with a full understanding of business logistics management, transport, inventory and distribution systems.

Law of Business and CarriageThis subject gives an introduction to the basic business and carriage law. It aims to enhance student knowledge in two main general legal principles of business law, namely negligence and contract, the law of carriage of goods by air and sea and their associated international conventions, insurance and arbitration – an alternative dispute resolution method that is getting more and more important in the transport and shipping industry. It is the intention that knowledge of the general concepts and understanding of the associated legal principles and applications are sufficient to meet the expectation of this subject.

Ship Sale and Purchase & Shipping FinanceThis module aims to provide students with knowledge of a broad range of concepts and methods in financial management and ship sale and purchase to develop skills in applying these to decision-making in shipping.

Admission Requirements• Associate Degree or Higher Diploma Holder preferably with relevant work experience; or

• Holders of the HKALE with grade E or above in at least 2 subjects preferably with relevant work experience; or

• Holders of the HKDSE examination Level 2 or above in 5 subjects, including Chinese Language and English Language, plus at least 1 year of relevant work experience; or

• Holders of the HKCEE with grade E or above in at least 5 subjects including Chinese Language and English Language (“Syllabus B” before 2007), at level 2 / Grade E or above, plus at least 2 years of relevant work experience; or

• Holder with a post-secondary Certificate at QF Level 3 in related subject from a recognized institute or qualification considered as equivalent by the Course Committee, plus at least 2 years of relevant work experience; or

• Mature applicants at the age of 23 or above with a minimum of 5 years of relevant work experience may apply for the exemption from the above requirements.

Application ProceduresA completed application form, with copies of the following required supporting documents, should be sent by mail/by hand to SCOPE on or before the application deadline:

a. proof of application fee payment; and

b. photocopies of certificates and transcripts of previous studies and / or professional qualifications in support of your qualifications claimed in the application form

A non-refundable and non-transferable fee of HK$140 is charged for each application. Application fee must be paid by ATM transfer to CityU’s Hang Seng Bank Account or in form of a cross cheque made payable to “City University of Hong Kong”.

Financial AssistanceEducation Loan

Successful applicants are eligible to apply for the Non-means Tested Loan Scheme (NLS) administered by the Student Financial Assistance Agency (SFAA) of the HKSAR government. The maximum financial assistance under the NLS is equivalent to the total tuition fees payable for the programme.

This programme has been included in the list of reimbursable courses under the Government’s Continuing Education Fund (CEF).
