CITY COUNCIL MEETING JANUARY 7, 2019 The City Council met at 5:00 PM at Oakes Community Center with the fol- lowing members present: Mayor Zimmer and Council: Engel, O’Brien, Conklin, and Forward. Harris arrived at 5:03pm and Schaeffer was absent. Employees present: Pat Nelson, Kevin Haring, Ja- son Paradis and Zasha Johnson. Matt O’Brien arrived at 5:20pm. Engineer Report: Engineer was not in attendance. Information provided by en- gineer was reviewed. Minutes, Auditor and Court Reports: Conklin moved, O’Brien second to ap- prove minutes and all other reports as presented, carried. Destruction of Records: O’Brien moved, Forward second to approve the destruction of records as presented, car- ried. Year-End Financial Statement: For- ward moved, Conklin second to approve the report as presented showing Year End Financials for 2018 ending cash bal- ance $ 1,835,862.73, carried. Committee Reports: Streets, Nelson relayed a resident con- cern about the intersection of Grape Ave & N 9th St. This “T” intersection has a yield sign on the utility pole, request was made to give sign its own pole or change to a stop sign. Harris moved, Forward second to change to stop sign, install- ing new pole this spring. Nelson also let council know they are gathering informa- tion about purchasing a pickup with hoist to service lift stations. More information will be given at next meeting. HR: Conk- lin discussed Deputy Auditor applicants and interview schedule. Council agreed to defer final hiring decision to the hiring committee. New employee will be work- ing with police department information and must pass a background check. Au- ditor Johnson must also pass background check to access the same information. Forward moved, O’Brien second to allow no more than 20% of deputy’s time spent on PD tasks. Unfinished Business: Block 7 Baldwin’s Addition, petition to vacate entire alley to accommodate ex- isting structures. Both property owners agree to the vacation. O’Brien moved, Harris second to accept petition. Notice will be published in official newspaper for four weeks before a hearing is held. New Business: County JDA Board, currently the City does not have a representative on the board. Gary Schnell is the representative for OEI and is viewed as the City rep as well. Council agreed to leave this as is for the time being, will review if needed. Announcements & Correspondence: Thank you received from TJ Roney for the donation to her Girl Scout Gold Proj- ect. Also attending: Superintendent Kraig Steinhoff, Business Manager Thomas Vanorny, Shari Chris- tenson, Brandon Bata, Anna Sell, Larry Engel, Roxane Miller, Becca Kourajian, Michael Krause, Brennan Hack, Madison Taylor, Katie Johnson, David Ehrlin, April Haring and several track students. The pledge of allegiance was recited. Nagel motioned, Hoelscher seconded, to approve the agenda with the addition of business manager pay. All present ap- proved, motion carried. Meehl recognized the visitors present. Michael Krause, head track coach, gave a presentation on the track upgrade and his support thereof. Board thanked him for his time and will place this topic on the January school board meeting agenda. Nagel motioned, Hoelscher seconded, to approve the first reading of the 2019-20 district calendar. All present approved, motion carried. Schmitz motioned, Hoelscher second- ed, to approve the payout of any unused vacation leave of Thomas Vanorny as of December 31, 2018, at his current con- tracted rate of pay. All present approved, motion carried. Nagel motioned, Hoelscher seconded, to approve paying April Haring for any time spent in the business manager role before January 1 at her current contract- ed rate of pay. All approved, motion car- ried. Board reviewed a document from the North Dakota School Boards Association titled sample motions for policy adoption. There were no second reading of poli- cies. Hoelscher motioned, Schmitz second- ed, to approve the first reading of policy HCAF – Food Service Procurement Poli- cy. All approved, motion carried. Shari Christenson presented the ac- tivities director report and Anna Sell and Brandon Bata presented the principals reports. A 212 shout out was read for Thomas Vanorny. The administration informed the Board they will be posting an opening for a new full time high school Math teacher for the upcoming school year, with the teacher possibly starting earlier, if available. Steinhoff reported five staff from Oakes visited the Lindsay, California, School District to look at a Personalized Compe- tency-Based Learning school district. Thorpe reported on the November 20th facilities and grounds committee meeting. They recommended the same amounts for the contracted building repair ac- counts for the 2019-20 fiscal year as are currently in place. A major issue to be ad- dressed and to get some quotes include tuck pointing and repair of the parapet in the high school building. Thorpe and Engel reported on the November 21st technology committee meeting. Highlights include purchasing the antivirus software TRAPS, the teach- ing of coding, computer rotation schedule and that Engel plans to resign from Tor- nado TV at the end of the current school year. (Hoelscher and Schmitz left at this time). It was noted that April Haring has signed her intent to hire for business manager. The Oakes Tornadoes boys’ basketball team won the first two minutes of the game vs. Napoleon/ Gackle-Streeter Monday, January 7, storming out to an early 10-1 lead. But the Tornadoes were soon plagued by turnovers, giving up 34 throughout the game and sputtering to a 44-77 loss. The Tornadoes are now 2-5 on the season. Sophomore Steele Hansen again led the Tornado scoring with 11 points. Sophomore Dal- ton Schmit finished with 9 points, going 3 for 7 from beyond the arc. Junior Dalton Nelson had 7 points and freshman David Schmitz add- ed 5. Sophomore Ashton Biester- feld grabbed 7 rebounds. The junior varsity boys lifted their record to 5-2 with a 75-60 win over the Imperials. The Tornadoes hosted South Border (2-6) Tuesday, January 15, and will travel to Edgeley to play Edgeley-Kulm/Montpelier (6-1) Friday, January 18, and Strasburg (4-5) Monday, January 21. “South Border is a young team with a lot potential,” said Coach Peterson. “Collin Martz is a do it all player for them.” Coach Peterson says that Edge- ley-Kulm/Montpelier is big and fast and plays great defense. “We will need to limit our turnovers against them and rebound to be success- ful.” Junior varsity action vs. Napoleon-GS. Oakes Public School District #41 Regular Meeting Minutes

December 11, 2018President Sonia Meehl called the regu-

We’ve always been told that we can be anything when we grow up. But why just make a living, when you can make more?

The Oakes Tornadoes boys’ basketball team won the first two minutes of the game vs. Napoleon/Gackle-Streeter Monday, January 7, storming out to an early 10-1 lead. But the Tornadoes were soon plagued by turnovers, giving up 34 throughout the game and sputtering to a 44-77 loss. The Tornadoes are now 2-5 on the season.

Sophomore Steele Hansen again led the Tornado scoring with 11 points. Sophomore Dal-ton Schmit finished with 9 points, going 3 for 7 from beyond the arc. Junior Dalton Nelson had 7 points and freshman David Schmitz add-ed 5. Sophomore Ashton Biester-feld grabbed 7 rebounds.

The junior varsity boys lifted their record to 5-2 with a 75-60 win over the Imperials.

The Tornadoes hosted South Border (2-6) Tuesday, January 15, and will travel to Edgeley to play Edgeley-Kulm/Montpelier (6-1) Friday, January 18, and Strasburg (4-5) Monday, January 21.

“South Border is a young team with a lot potential,” said Coach Peterson. “Collin Martz is a do it all player for them.”

Coach Peterson says that Edge-ley-Kulm/Montpelier is big and fast and plays great defense. “We will need to limit our turnovers against them and rebound to be success-ful.”
