Spatial statistics: Geospatial data with statistics or table data with
location information
Statistics Finland as an operator for the NSDI
- Statistics Finland
– Statistics Finland operates under the Ministry of Finance
– Infrastructure is budget-funded
but compiling spatial statistics (usually small-area statistics)
for customers has traditionally been a chargeable activity
• Exceptions:
• Open data (open statistics)
• Inspire data

utilisation varies
Geospatial information may be
- Source data for production of spatial statistics
– Directly or indirectly usable data for production of spatial statistics
- Auxiliary data in production of spatial statistics
– e.g. for quality checks
- An end-product of spatial statistics production
– Spatial statistics
– Visualisation of spatial statistics
Integration of geospatial information and statistics
Spatially - by GIS tools (intersect or spatial join analysis)
By utilising spatial attribute data of statistics
By using links between data (codes, identifiers or other linkable items)

Geospatial information is often maintained and updated beforehand ->
Separate process from the direct production process of spatial statistics!

Production of Spatial Statistics is developing
- Integration of geospatial information and statistics may be “easily”
exploitable by taking advantage of new technology or ideas
• SQL Server Database – geometry Data Type (OGC) (ST-queries: e.g. STIntersects, STDistance)
• SF: 2015 “all” spatial derivatives done “without GIS-software”:
Boundaries of different areas and statistical unit data - all in the
same production environment
• SQL and spatial data type can utilized via ‘SAS pass through’ technique
• SAS Stored Process Web Application provides a browser based user interface
• Metadata driven work flows for production • Queries and handling of data saved as metadata in advance
• Production process can utilise Internet service interfaces
Requirement of unique identifiers (or other IDs) for all items: metadata descriptions of variables and tables, classification of areas, versions of boundary data,
versions of statistical data, … etc.
- Results published as open data via open Internet service interfaces
Outcomes should include all sorts of information:
-data themselves + metadata of data, work phases and tools used

External Interoperability
Implementation phases
- 2012 Implementation of Inspire at Statistics Finland –
project started
- 2013 project ended: Web service interfaces were launched and
Inspire data published, Inspire compliant metadata published and
a website was set up
- Experiences so far
– Raised level of understanding and skills
– Permanent and legal position in the NSDI
– Raised awareness of spatial statistics
– The internal quality award was won in 2014
- raised awareness in-house

Inspire work continues - Data Products
- Inspire Data Product Specifications on
PD, Population distribution and
SU, Statistical units
In 2014, SF made plans on how to achieve
the targeted structure of data
– Data structure very different compared
to the current data- >
new data should be produced
- No national decision yet on how to implement
the specifications:
– Dimensions:
Inspire themes – national data needs
• Expand the Inspire data sets on the basis of
national data needs and publish according to Inspire data themes

Inspire work continues - Unique Identifiers
- The demand of unique identifiers was emphasised when planning
of Inspire Data Products
- The National Standard on Unique Identifiers for
Geospatial Data is in preparation (ready in autumn 2015)
– Piloting the standard
• SF experts responsible of metadata and service interfaces
(not traditional GIS persons) should be involved
• Tests may concern e.g. SU vs. municipal classifications
– Implementing requires co-operation with other PD and SU
producers in other countries
• What kind of national solutions for Inspire are done elsewhere..?
(…rather what is identified than how)
- A starting shot for creating a wider identifier system for statistics
– So far identifiers are used mostly in local environments

Conclusions
Extensive and lively co-operation is needed
- Best practices for producing interoperable spatial statistics
- Implementation of Inspire Data Product specifications
– National solutions in line with other solutions
- Joint projects - promoting the use of spatial statistics
when new web services are created
– Requirements of user needs are considered in production
and delivery of spatial statistics
