BACKGROUND APEC Innovation FlourishingPolicy Partnership on Science, Technology and Innovation is an important APEC mechanism for promotion of S&T innovation and technology transfer collaboration. Ministry of Science and Technology of China leads works in China that related to PPSTI mechanism. With guidance and support of Ministry of Science and Technology, International Technology Transfer Network (ITTN) has jointly applied “Project of International Technology Transfer Professionals Training& Practices in APEC Economies” with National Technology Transfer Cross-Strait Center, and is assigned for work tasks including APEC Co-Innovation and University Technology Transfer Seminar, organization of training programs.

In those bilateral communication we have made with other economies, these famous technology transfer organizations and their knowledge systems demonstrated a great influence. Meanwhile got an interesting find- innovation practice in different economies APEC economies shows apparent diversity character. And we believe that this assumption will be proved if any research about our assumption of diversified practices indifferent economies is conducted.

APEC Co-Innovation& University Technology Transfer Seminar had a smooth start in Shenzhen Convention and Exhibition Centre and Fuzhou Bailong hotel from April 14 to 21, 2017. We invited 22 delegates from 12 APEC economies to attend the seminar, such as Papua New Guinea, Russia, US, Canada, Australia, Philippines, Mexico and Indonesia. Meanwhile, we have also invited about 15 Chinese delegates, including Chen Linhao, Deputy Director of Department of International Cooperation (Office of Hong Kong, Macao& Taiwan Affairs) of MOST, Wang Song, Deputy Director of Department of Cultural and Educational Experts of SAFEA, and experts from Chinese universities, science research institutions and national technology transfer centers. The Seminar mainly focuses on talent introduction, collaboration system development, collaboration network constriction, which aimed to promote STI and international technology transfer communication in APEC region. According to work plan of the Project, we will organize APEC Seminar in July, 2017 so as to develop comprehensive understanding about technology transfer in different APEC economies, and eventually turn outputs of the activities into APEC Technology Transfer White Book which can serve as a reference and example for the entire APEC region.

• Professional associations, like AUTM and KCA, has been established by APEC economies as domestic init iatives, but while international mobility of ITT professionals and cross-border ITT practices becomes increasingly active, connectivity at regional level faces challenges from STI itself and policy perspective.

• The project maps and interprets the trend of cross-border ITT development, promote shared ITT experience, knowledge and understandings, per proposing a common vision to ITT professionals in enhance coherence and synergy of reginal efforts.

• The project also identifies and analyzes policies and lessons learned in different economies, to give recommendations to policy makers on how to better facilitate STI commercialization cooperation and connectivity by ITT professionals.

To make this goal come true, we detailed the planning of the whole courses and divided into five phases as follow.

In universities of Canada, there’re two kinds of technology transfer modes. One mode is the same as the one adopted in US, of which universities has ownership of intellectual property for technology accomplishment. As for another mode, owner of technology accomplishment have no relationship with the university under this mode. Technology owner can use resources and laboratory facilities of the university, you can operate your own technology, but the university will offer no fund to you. Ownership completely belongs to the researcher(s), which greatly stimulate researcher(s)’s interest in entrepreneurship. The second mode is very advanced.

This theory means to transfer technology accomplishment to industry sectors. Considering the long process to transfer a technology accomplishment to industry sector, which is very rough, let’s stop creating obstruction to industrialization. Such system has attracted many well-known professors to our university.

We also wish to introduce to the representatives of APEC economies the innovative entrepreneurial practice of some of our diversified knowledge commercialization in China, and we invite universities, National technology transfer centers, and industries to make an introduction. before the two APEC meetings in Peru and Vietnam we put forward our work assumption, before that, ITTN has attended two APEC meetings, put forward a more qualified technology transfer idea, especially in the international technology transfer professionals, they should grasp not only the mainstream economy, or science and technology innovation more developed economies in the region of some practice or some knowledge and content, but also should be combined with their own practice.

The basic work of this project is divided into five phases:1. Through seminars, like this, to divided mutual understanding.2. On the basis of mutual understanding, we can promote some recognition.3. We could push some concrete projects under the mutual understanding. 4. We push some sorting and work to form some specific documents.5. The necessary promotion of the whole result.

Now I will show you what kind of challenge we are facing at the aspect of technology transfer. First of all, there should be an idea. And then we need to market it. No matter in universities or institutes, there are a lot of scientific achievements needed for transferring. What we need to overcome is that we need partners to help transfer these achievements.

Many academic organizations spend a lot of money on industrial contracts and even professors or experts, in which most of school funds are used. This is a big case revealing the importance of cooperation.

According to data published by Department of Science and Technology of Ministry of Education (MOE), China’s total fund support to university talent and technology development is 124.4 billion RMB yuan, which results in over 80 thousand patents. Transformation rate of universities’ technology accomplishment is also low. According to research of Department of Science and Technology of MOE and Tsinghua University, transformation rate of universities’ technology accomplishment is only 17%. I got to say, comparing with famous overseas universities, this data is poor.

Here are some of my suggestions:• Under favorable policies developed by national government, local government shall

also develop corresponding measures to encourage universities to conduct matchmaking activities with enterprises and capitals, while raising and introducing professional service institutions, teams and talents;

• Universities shall also response quickly, and develop corresponding systems and policies;• As for service institutions, I hope that such institutions can communicate more frequently.

We have been working on technology transfer for 30 years, and such works have made significant influence to this industry. We have get used to the mode that professors can directly work with industry sector, to work with enterprises. Such cooperation can help enterprises to solve their problems, and create job opportunities for post graduates and doctoral students. In US, professors are allowed to found company with their own science research accomplishment, and to operate their companies while continuing teaching works. Many enterprises are willing to give large amount fund support, though such support also contains risks. Nowadays, US government provides around 3 billion dollars of fund support to small enterprises every year, so as to promote their technology development. However, it is hard for many academic institutions to obtain such fund, as they need to prove application of their technology accomplishment in enterprises. To mitigate risks in early stage of development, many fund support must be obtained in such way.

Take southern Jiangsu as an example, we’ve got very rich resources in education and enterprise field. The process of technology transfer requires capital support, talent support and policy support, which includes needs for enterprise transition and technology promotion. Technology transfer is definitely a process of matching needs of supplier and buyer, which is also a topic out of the entire process of technology transfer that needs to be discussed.

National Technology Transfer Cross-Strait Center is established under approval of Ministry of Science and Technology of China, and has been involved in China’s 2+N National Technology Transfer system. In order to carry out the project of developing and practicing of technical transfer talents in APEC member economies in Fujian Province and technology transfer joint declaration with ITTN, next, we will also hold the second stage of the training of talent managers in Fujian province, which is the part of the program, we also welcome the experts to our Fujian, and can fully understand some culturals.

We primarily focus on two respects: technology supply and demand. We serve as an intermediary agent to this business, and we hope to establish “APEC Technology Transfer Alliance” with official approval from APEC. This Alliance will facilitate us to unite science and technology intermediary agencies in APEC region, those are engaged to science and technology accomplishment transformation, to work on transformation together. Such work mainly refers to information sharing, data exchange and joint organization of activities, especially joint organization of cooperation events. We wish to establish certain kind of connection system.

Different countries have different culture. Before we went to a local place, we need to get familiar with their culture and methods of communication first in order to avoid uncomfortableness in the process of communication. Moreover, we also know that something like standard, regulation, data, and language is different. So we need to reach a consensus and make arrangements 1 to 3 months in advance to adapt to foreign work plans and habits. And we should abandon our traditional minds to get acquaintance with overseas habits and language. Now technology transfer projects still present inadequacy. On one hand, we did not fully research the standard and industrial demands of Russian pitch. On the other hand, we are short of communication for language barrier.

I would like to be a role as a bridge between China and Germany, of course, many of my German colleagues, who have greeted many delegations from China, but they felt a little disappointed and it seemed to lack mutual trust. We need a lot of work between us, because both of us think the depth of our own cooperation may not achieve our own original goal, of course, there are some successful experience, there are many Chinese companies want to be able to obtain German technology, this will be a more successful model through looking for German scientists, so as our Chinese enterprises can get more knowledge, and make their factories in China become more modern.

Refer to the technology transfer, the current technology transfer in Germany is not mature, because of its own culture, and there is not enough capital to exist, unlike the United States’ open model, as I said, I want to help partners from different provinces in China, establishing a bridge between China and Germany to develop technology altogether.

All of us know that these training is not enough. We should encourage enterprise to study. So National University of Singapore cooperates with Nanyang Technological University. As for technology transfer, we jointly conduct research in training, education and degree granting after discussing. Only training is not very appealing. As long as you have this capability,you will not only be the intermediary, but also the technology transfer manager after four-year university so that you can apply what you learned in future technology transfer. Here, we can see different kinds of institutions. This is more than a training project. We also need to be accepted by industrial circle, otherwise, there is no use for training project. So these are something that we did over the past 10 to 15 years.

I’d like to introduce Australian global innovative strategy. “Global Innovative Strategy” is one of the twenty actions under our “Nysa Plan”, which aims to promote the cooperation in Australian international industry and scientific research. By 2-days wonderful speech experts and scholars have established a profound friendship and working in cooperation with each other.

The Deputy Director of the Department for International Cooperation, Chen Lin Hao, attended the meeting and made a speech on the Seminar. Introduced the situation about technology transfer and innovative collaborative in our country, and looked forward to the results of this seminar to play a greater role in the APEC economies.

This seminar focused on APEC regional technology Transfer talent introduction and cooperation system construction, promoting the APEC regional economies of science and technology innovation and international technology transfer exchanges and cooperation. Through the existing innovation practice systems can be used as the common technology transfer language that we can speak with innovation practitioners in different economies. With this common language, innovation practitioners from different economies can do communication about innovation practices in their own economies, and learn about innovation experience in other economies.

The 15th China International Talent Exchange Conference, hosted by the State Administration of Foreign Experts Affairs and the Shenzhen Municipal People's Government, was held at the Shenzhen Convention and Exhibition Center on April 15 to 16. The seminar invited experts from Australia, Germany, Singapore and other 14 APEC technology transfer and 28 guests from universities, research institutes.

Dr. Sierakowski is the Co-chair of the International Committee of International Technology Transfer Network. Before ITTN, he has been Chair of Knowledge Commercialization Australasia (KCA) since 2006. In this capacity he has developed international linkages with overseas technology transfer organizations such as AUTM USA, UNICO UK, ACCT Canada and ASTP Europe. Prior to that, Dr. Sierakowski was the director of Office of Industry and Innovation, University of Western Australia and Board of IPRIA (Intellectual Property Research Institute of Australia) and on the boards of two UWA spin-out companies. Dr Sierakowski gained wide experience with Kodak working in manufacturing, technical marketing, and quality assurance in Australia, France, Asia and the US. From 1992 to 1997, he was Business Unit Manager of Kodak Professional with responsibility for Australia and New Zealand with a sales turnover in excess of $100 million. He has coordinated large technology transfer and commercialization projects for Kodak on a worldwide basis and has extensive knowledge of product development processes. John McEntire joined Qatar Foundation Research & Development as the Director of IP Commercialization in the IP & Technology Transfer office. He was most recently at the Pacific Northwest National Laboratory (PNNL), a U.S. Department of Energy laboratory where he spent the last 6 years managing the Laboratory’s information technology intellectual property portfolio. In this role he developed the Lab’s policy around software use and dissemination and led the efforts in protecting and commercializing information technology. At PNNL he developed the first comprehensive software IP policy at a DOE laboratory which has since become a federal laboratory standard. He was also an adjunct professor for international marketing and business at Washington State University. Prior to PNNL, he was Copyright, Software and Trademark Officer at the University of Illinois for 12 years. There he initiated the development of the office’s operating plan and a market triage model utilizing interns.

● Knowledge commercialization system for China and other economies with similar need. find problems or issues in systems respectively. To continue consummation to existing knowledge systems by such multilateral communication with experts from APEC economies.

● Give speeches around aspects of innovation and entrepreneurship, the transformation of science and technology achievements, academic technology transfer, domestic technology transfer system, etc.

● The standard acknowledge system was cleared through the discussion in Fuzhou. we will focus on practice diversity next around .To talk about characteristics of each system .

● Under this purpose, we will conduct questionnaire interview with every trainee, so as to figure out subjects about diversity of knowledge commercialization practice in APEC economies.

● We will provide you with matchmaking platforms that promote cooperation, including matchmaking of participants' projects, matchmaking with local enterprises, and matchmaking with other guests and entrepreneurs who attend the Suzhou Conference.

Through this seminar, these precious technical ideas which impart from the various economies will be summarized to planning a new explore road and ultimately implement the global innovation and development of new ideas. We plan to take a summary Seminar on Sep. 2017 to develop common sense about commercialization; at last we will hold an Outcome Release on Nov. 2017 to release deliverable outputs of the Project to public of the APEC region.

THE RELATED CONFERENCE

To support good partnerships between Chinese organizations and AUTM was listed in the Achievements of The 6th China - US High - Level Consultation on People-to-People Exchange (CPE), and China - US University Technology Transfer and Innovation Cooperation Conference was listed in the 7th China-US High - Level Consultation on People-to-People Exchange (CPE). The 1st China Us Academic Technology Transfer Innovation Cooperation Conference has been sucessfully held in July, Semptember, 2016.

In the 1st convention, the China - US (Suzhou) Center on Academic Technology Transfer and Innovation Collaboration was unveiled by State Administration of Foreign Experts Affairs, International Cooperation Department of the MOST, Suzhou Municipal People's Government and AUTM together. 27 guests from 25 universities and institutions in US, Canada, Australia and Hong Kong were invited to present, and nearly 200 representatives from 100 domestic universities and enterprises were also in attendance.

The Second China - US Academic Technology Transfer and Innovation Cooperation Conference will focus on accelerate innovation resources of American outstanding university through China - US platforms, establishing improved communication mechanisms in terms of one-on-one pattern. In the meantime, explore more cooperation opportunities as well as challenges of China - US International Technology Transfer by the means of seminar, speech, discussion or Q and A.

As a state - level science and technology exchanging platform, China (Beijing) International Technology Transfer Convention (China ITTC), initiated in 2011, has been held for 6 times (2011-2016). With respect to innovation cooperation and technology transfer among various organizations both at home and abroad, China ITTC is one of the most prestigious conventions for all doing technology transfer within China and all over the world, seeking to push forward innovation programs and implementation in China under a global perspective.

From 2011-2015, China ITTC totally colleted over 3500 technology demands and supplies, organized over 5000 B2B matchmakings, formed 1000 cooperation intentions and 120 projects were landed. In the China ITTC 2016, 3000 participants including 700 overseas delegate from 40 countries attend the convention. 700 technologies was collected and 1600 times matchmaking was organized, which then forming 600 cooperation intentions and 15 contracts.

China ITTC 2017 will keep contributing to construct a more productive exchanging platform between global innovations and great potential opportunities in China in technology transfer and innovation commercialization. Focus on the cutting - edge technology fields and common technology transfer problem, there will be more than 50 sections in 3 days, while projects matchmaking, roadshows and exhibations will be organized simultaneously.
