our country and in Europe confirm repeatedly that they are
hundreds or thousands of times below those recommended
by the EU, WHO and the ICNIRP and national legislation
(RD1066/2001). Therefore, it is not recommended to invest
resources in new surveillance systems that do not provide
significant innovation regarding levels of exposure already
known.’

occupancy…it would in practice have little impact on
people’s overall exposure.’ (UK Health Protection Agency)

consideration for locating base stations close to areas such
as hospitals and schools due to the fact that existing
exposure guidelines incorporate in the exposure limits safety
margins that are applicable to all locations.’ (ITU-T K.91)

Conclusions and Recommendations
Adopt the ICNIRP (international) guidelines as they are
protective of all persons against all established health hazards
Base RF-EMF compliance assessments on international
technical standards for devices and base stations
Antenna policies should be reviewed to support efficient
deployment, including consistent rules, transparency, small
cells, site modifications, colocation and access to existing
infrastructure and services
