Environmental consulting and institutional capacity building areat the heart of the services we provide. Because of our involvement in several
EU and UN working groups, we are in touch with the latest developments.This is a value contributing to the benefit of our clients.
Environmental Consulting We advise and support UN and EU institu-tions, public authorities, policy makers and companies. Our experts carry out studies on the state of the environment, as well as on the effects of policies and measures on the environment. We assess the implementation of policies and make recommendations for policy makers. We support other environment agencies in the adaptation to EU legislation and in strengthening environmental policy implementation.
Institutional Capacity Building We support new and future EU member states in the development of national administration and legislation that is in agreement with EU standards. Since 1998, we have participated in more than 112 country partnership projects. Our track record is unique: In the environ-ment sector, we are the most success-ful twinning institution in the EU. More recently we have expanded our activities into Africa and Asia.

Emission trading:supporting the European CommissionWe have been advising the European Commission (DG Climate Action) on benchmark-based allocation rules and MRVA (monitoring, reporting, verifica-tion and accreditation) regulations for many years.
Setting up a GHG inventoryfor Luxemburg The aim of our cooperation with the Mi-nistry of Environment in Luxemburg was to share our extensive experience in EEA2 reporting and to enable the Ministry of Environment in Luxemburg to build its own environmental monitoring and re-porting systems.
Climate change adaptationin the Alpine spaceWe acted as project leaders of the “Ca-pitalising Climate Change Knowledge for Adaptation in the Alpine Space” project which brought together 17 organisa-tions from all Alpine countries. Under the project, a vast amount of knowledge was pooled and made available to decisi-on makers in politics and administration.
A greenhouse gas monitoringand reporting system for Singapore Our experts were responsible for the im-plementation of a reporting system for the land use sector in Singapore as requi-red under the IPCC guidelines and rele-vant decisions of the Conference of the Parties to the United Nations Framework Convention on Climate Change.

Selected Projects
Centre on Emission inventoriesand Projections CEIPWe have been hosting CEIP since 2008. This involves the collection of data on emissions of and projections for air pol-lutants, heavy metals, particulate mat-ter and photochemical oxidants from 51 countries, as well as reviewing the submit-ted inventories, assisting parties in impro-ving the quality of their national invento-ries, and publishing these inventories.
Implementation of the waterframework directive in Bulgaria We have been advising the Bulgarian authorities about the fulfilment of the requirements of the EU water frame-work directive. Together with our part-ners we have developed methods to as-sess the good ecological status of rivers, lakes and coastal waters. The results are quality assured by us and provide base-line data for a future national monito-ring programme.
Improving air quality in TurkeyThe project’s objective was to improve ambient air quality in Turkey. 39 air quality monitoring stations were set up in the Marmara region as well as a fully operational system for air quality moni-toring. In one of the 11 provinces of the Marmara region, preparations for a clean air action plan have already started.
Chemicals management in Tunisia We supported the Tunisian Ministry of Industry and Technology and the Techni-cal Centre for Chemistry in the develop-ment of a management and control for chemicals based on European standards.
European Topic Centre on Urban,Land and Soil SystemsSince January 2015 we have been the lead organisation in the new European Topic Centre on Urban, Land and Soil Sys-tems. For the first time urban sprawl – i.e. the uncontrolled expansion of urban areas – is analysed on a European scale.
Strengthening environmentalinspection in Serbia The aim of this project which we carried out in support of the Serbian Environ-ment Ministry was to improve the qua-lity of the natural environment and the health of the population through the effective enforcement of environmental regulations. A special focus was laid on industrial pollution, chemical accidents, waste management, water discharges and endangered species.
Strengthening nature protectionin CroatiaTogether with the Croatian Environment Agency we conducted intensive work on the implementation of an ecological net-work impact assessment according to the European habitats directive. A guidance document for the implementation of such assessments and measures to help prevent negative impacts of plans and projects on Natura 2000 sites were developed.
Waste management in GeorgiaBuilding efficient institutional structures and the development of a national waste strategy, with action plans for specific waste streams, made up the core ele-ments of this project in Georgia. The aim was also to increase knowledge about waste disposal and waste management among civil servants, business enterprises and the public.
Detection and monitoring of GMOs3
in CambodiaUnder this project, we provided support and advice to Cambodia on the plan-ning and setting up of a GMO detection laboratory, the development of standard operating procedures, the practical trai-ning of laboratory staff, regional autho-rities and inspectors, and on practical training in field sampling. The services provided enabled the Cambodian autho-rities to run an efficient control system.
