WHY PPP?

Increase in speed of infrastructure modernization and rapid implementation of investment projects due to financial capability of private partners;

Exploitation cost-cutting by process optimization;

Risk reduction through private partners involvement, as signing the contract the private partner provides quality and effective services;

WHY PPP?Real costs become extremely visible and can be analyzed, compared and minimized;Private companies are able to build prisons more rapidly, in a simpler and more advantageous manner;Private contractors have greater speed and freedom in terms of purchase;PRIVATE SECTOR adds expertise, experience and relevant economical and administrative skills;Bureaucracy decrease; Competitive assessment is encouraged through alternative agreements;Development and use of impartial performance measures are promoted;Private prisons are very visible while state prisons are ignoredby the public;

WHY NOT PPP ?

The state is the only institution which should lawfully use force in terms of moral and ethics; That private prisons offer lower costs is not entirely true;There is no real proof that private prisons have better rehabilitation rates;Agreements are confidential and there is no transparency;Sometimes privatization of a prison is a strategy to undermine unions;Private prisons have the experience of systematic failures;

Why International PPP Centre of Excellence in Romanian Prison Service?

To build the basics of the concept of PPP in prison environment and replicate it globally afterwards;

1. Design, set up and put into function of a specialized centre for prisons;

2. First edition publication of a Best-practice Guide for Prisons;
