Notes:

Part one provides general information for users of the present tech-nical report on narcotic drugs. It consists of a section entitled Introduction, a section entitled Remarks on the statistical tables and two indexes:

(a) An English-French-Spanish index of names of countries and non-metropolitan territories;

(b) An English-French-Spanish index of names of narcotic drugs.

In 2012, the Board decided to modify the structure of the tech-nical report on narcotic drugs by moving some information to the annexes. The Board also decided to reduce the overall volume of the printed part of the report by including the annexes on a CD-ROM attached to the printed part of the report. All information contained in the previous editions of the report continues to be included in the report, although in a different order (see table of contents).

The section entitled Introduction contains explanations on the purpose of the technical report and on the main modifications to the structure and content of the report made last year.

The section entitled Remarks on the statistical tables provides general clarifications on the statistical tables.

The indexes facilitate referencing, since countries, non- metropolitan territories and narcotic drugs are listed in the tables in English alphabetical order.

En 2012 la Junta decidi modificar la estructura del informe tcnico sobre estupefacientes trasladando alguna informacin a los anexos. La Junta decidi tambin reducir el volumen de la parte impresa del informe incluyendo los anexos en un CD-ROM adjunto. El informe contiene toda la informacin que figuraba en sus edi-ciones anteriores, pero en un orden diferente (vase el ndice).

En la Introduccin se explican la finalidad del informe tcnico y las principales modificaciones introducidas en la estructura y el contenido del informe preparado el ao anterior.

La seccin titulada Observaciones sobre los cuadros estads-ticos contiene aclaraciones de carcter general sobre los cuadros estadsticos.

1. Narcotic Drugs: Estimated World Requirements for 2017; Statistics for 2015 is one of the three annual technical reports published by the International Narcotics Control Board this year.1

2. The technical report on narcotic drugs is published in accordance with the provisions of article 15 (Reports of the Board) of the Single Convention on Narcotic Drugs of 1961, which stipulates that:

1. The Board shall prepare an annual report on its work and such additional reports as it considers neces-sary containing also an analysis of the estimates and statistical information at its disposal, and, in appropriate cases, an account of the explanations, if any, given by or required of Governments, together with any observations and recommendations which the Board desires to make. These reports shall be submitted to the [Economic and Social] Council through the Commission, which may make such comments as it sees fit.

2. The reports shall be communicated to the Parties and subsequently published by the Secretary-General. The Parties shall permit their unrestricted distribution.

3. Furthermore, article 12 (Administration of the esti mate system), paragraph 6, of the 1961 Convention stipulates that:

In addition to the reports mentioned in article 15, the Board shall, at such times as it shall determine but at least annually, issue such information on the estimates as in its opinion will facilitate the carrying out of this Convention.

4. The technical data on narcotic drugs are published for control purposes and to meet the needs of researchers, enterprises and the general public. They are based on informa-tion furnished by Governments to the Board in accordance with the relevant provisions of the 1961 Convention. The adherence by countries and territories to that Convention and the status of receipt of information (statistics and estimates) by the Board from their Governments are reflected in part two of this technical report.

5. The publication of statistical data (part four of this techni-cal report) provides information for analytical purposes, inter alia, on the avail ability and use of narcotic drugs in various countries and territories. The publication of estimates and

statistics on production, manu facture, stocks and utilization of narcotic drugs is also intended to furnish producing and manufacturing countries with information on prospective trends, in order to encourage them to adjust their plans in a manner that will enable them to maintain a balance between supply and demand.

6. The preparation of estimates and statistics for submission to the Board requires the participation of several national administrative departments (health, police, customs, justice etc.), and the furnishing of coherent data is frequently a posi-tive sign that good national control exists. The degree of effec-tiveness with which national authorities are operating can be assessed by analysing the information they furnish to the Board, for example by comparing their estimates and statistics for a particular year, as is done for all countries and territories in annex III of this technical report.

Remarks on the statistical tables

7. The following general remarks refer to statistical tables contained in part four and annexes II, III, IV and V of the present publication:

(a) The data appearing in the tables are those available to the Board as at 1 November 2016.

(b) Fractions of measurement units are not displayed in the quantities appearing for each country. However, frac-tions of a kilogram are accounted for in the total; the sums of those fractions, rounded to the nearest whole number, are then included in the total.

(c) In part four, with the exception of tables XIII.1 and XIV.1, fractions of a kilogram that are equal to or higher than 500 grams have been rounded up to the next kilogram; if fractions of a kilogram are smaller than 500 grams, they are rounded down. In table XIII.1, amounts are displayed to the milligram level and are not rounded up. In table XIV.1.a through table XIV.1.i the symbol

(f) In tables III-VII of part four, the manufacturing yields vary from one year to another, sometimes to a consider-able degree, because of the fact that the manu facturing process extends from one year to another. Manufacture may take placeat the beginning of a year on the basis of raw materials that were in use at the end of the preceding year. An average relating to seve ral successive years gives a clearer indication of actual yields. Certain yields, however, necessitate investigation by the Board.

1. Stupfiants: valuations des besoins du monde pour 2017 Statistiques pour 2015 est lun des trois rapports techniques publis chaque anne par lOrgane international de contrle des stupfiants1.

2. Le rapport technique sur les stupfiants est publi conformment aux dispositions de larticle 15 (Rapports de lOICS) de la Convention unique sur les stupfiants de 1961 qui stipule ce qui suit:

1. LOrgane tablit un rapport annuel sur ses tra-vaux et tous autres rapports supplmentaires quil peut estimer ncessaires et dans lesquels figurent gale ment une analyse des valuations et des ren seignements statis-tiques dont il dispose et, dans les cas appropris, un expos des explications que les gouvernements ont pu fournir ou ont t requis de fournir, ainsi que toute observation et recommandation que lOrgane peut vouloir formuler. Ces rapports sont prsents au Conseil [conomique et social] par lintermdiaire de la Com-mission, qui peut formuler les observations quelle juge opportunes.

2. Les rapports sont communiqus aux Parties et publis ultrieurement par le Secrtaire gnral. Les Parties autorisent la libre distribution de ces rapports.

3. En outre, le paragraphe 6 de larticle 12 (Application du rgime des valuations) de la Convention de 1961 stipule ce qui suit:

Outre la documentation prvue larticle 15, lOrgane publiera, aux dates quil aura fixes, mais au moins une fois par an, les renseignements relatifs aux valuations qui lui paratront devoir faciliter lapplication de la prsente Convention.

4. Les donnes techniques sont publies des fins de contrle et pour rpondre aux besoins des chercheurs, des entreprises et du public en gnral. Elles sappuient sur les renseignements que les gouvernements fournissent lOICS en application des dispositions pertinentes de la Convention de 1961. Les informations relatives ltat dadhsion des pays et territoires la Convention de 1961 et la rception par lOICS des renseignements (statistiques et valuations) communiqus par les gouvernements respectifs font lobjet de la deuxime partie du prsent rapport technique.

Les donnes statistiques publies (quatrime partie du prsent rapport) fournissent des informations usage analy-tique, notamment sur loffre et lutilisation des stupfiants dans les diffrents pays et territoires. La publication des va luations et des statistiques concernant la production, la fa brication, les stocks et lemploi des stupfiants vise en outre clairer les pays producteurs et fabricants sur les tendances prvisibles afin de les inciter ajuster leurs plans dune manire qui leur permette de maintenir un quilibre entre loffre et la demande.

6. Llaboration des valuations et des statistiques pr-senter lOICS exige le concours de plusieurs administra-tions nationales (sant, police, douanes, justice, etc.), et la prsentation de donnes cohrentes est souvent le signe sr de lexistence dun bon contrle national. Il est possible dvaluer le degr defficacit des autorits nationales en analysant les renseignements communiqus lOICS, par exemple en comparant les valuations et les statistiques fournies pour une mme anne, comme cela se fait pour tous les pays et territoires dans la cinquime partie du prsent rapport technique.

Observations sur les tableaux statistiques

7. Les observations suivantes sappliquent aux tableaux statistiques figurant dans la quatrime partie et des annexesII, III, IV et V de la prsente publication:

a) Les donnes figurant dans les tableaux sont celles dont lOICS disposait au 1er novembre 2016.

b) Les fractions dunit de mesure napparaissent pas dans les relevs des quantits figurant pour chaque pays. Toutefois, les fractions de kilogramme sont prises en comptedans les totaux; les sommes de ces fractions, arrondies au nombre entier le plus proche, sont comptabilises dans le total.

c) Dans la quatrime partie, lexception des ta bleauxXIII.1 et XIV.1, les fractions de kilogramme gales ou suprieures 500 grammes ont t arrondies au kilogramme suprieur; les fractions de kilogramme infrieures 500 grammes ont t arrondies au kilogramme infrieur. Dans le tableau XIII.1, les quantits sont indiques au milligramme prs et ne sont pas arrondies. Dans le tableau XIV.1.a XIV.1.i le symbole

e) Dans la quatrime partie, lorsque des dcimales apparaissent dans les tableaux I VII et XI (pour les rendements) ou dans le tableau XIII.1 (dans lequel les donnes relatives la consommation sont exprimes en grammes), ces dcimales sont spares des nombres entiers par un point. f) Dans les tableaux III VII de la quatrime partie, les rendements de la fabrication varient dune anne lautre, quelquefois dune manire considrable, compte tenu du fait que le processus de fabrication stale dune anne lautre. La fabrication peut avoir lieu au dbut dune anne partir de matires premires qui taient en cours dutilisation la fin de lanne prcdente. Une moyenne portant sur plusieurs annes successives donne une indication plus exacte des

rendements effectifs. Certains rendements ncessitent toute-fois une intervention de lOICS en vue de les lucider.

g) Le point dinterrogation ? signifie que les statis-tiques nont pas t reues au 1er novembre 2016. Le signe signifie nant. Le signe

1. Estupefacientes: Previsiones de las necesidades mundiales para 2017; Estadsticas de 2015 es uno de los tres informes tcnicos que la Junta Internacional de Fiscalizacin de Estupefacientes prepara cada ao1.

2. El informe tcnico sobre estupefacientes se publica en cumplimiento de las disposiciones del artculo 15 (Informes de la Junta) de la Convencin nica de 1961 sobre Estupefa-cientes, que estipula lo siguiente:

1. La Junta redactar un informe anual sobre su labor y los informes complementarios que considere necesarios. Dichos informes contendrn, adems, un an-lisis de las previsiones y de las informaciones estadsticas de que disponga la Junta y, cuando proceda, una indica-cin de las aclaraciones hechas por los gobiernos o que se les hayan pedido, si las hubiere, junto con las obser-vaciones y recomendaciones que la Junta desee hacer. Estos informes sern sometidos al Consejo [Econmico y Social] por intermedio de la Comisin, que formular las observaciones que estime oportunas.

2. Estos informes sern comunicados a las Partes y publicados posteriormente por el Secretario General. Las Partes permitirn que se distribuyan sin limitacin.

3. Por otra parte, en el prrafo 6 del artculo 12 (Funciona-miento del sistema de previsiones) de la Convencin de 1961 se estipula que:

Adems de los informes mencionados en el art culo 15, la Junta publicar, en las pocas que determine, pero por lo menos una vez al ao, la informacin sobre las previsiones que pueda, a su parecer, facilitar la aplicacin de la presente Convencin.

4. Los datos tcnicos sobre los estupefacientes se publican con fines de fiscalizacin y para atender las necesidades de los investigadores, las empresas y el pblico en general. Los datos se basan en la informacin suministrada a la Junta por los Gobiernos de conformidad con las disposiciones perti-nentes de la Convencin de 1961. En la segunda parte del presente informe tcnico se refleja el estado de la adhesin de los pases y territorios a la Convencin y de la recepcin de informacin (estads ticas y previsiones) de los Gobiernos por parte de la Junta.

INTRODUCCIN

1Los otros dos informes tcnicos son: Sustancias sicotrpicas: Estads-ticas de 2015; Previsiones de las necesidades anuales para fines mdicos y cientficos de las sustancias de las Listas II, III y IV del Convenio sobre Sustancias Sicotrpicas de 1971 (publicacin de las Naciones Unidas, nm. de venta: E/INCB/2016/3); y Precursores y sustancias qumicas utilizadas frecuentemente para la fabricacin ilcita de estupefacientes y sustancias sicotrpicas: Informe de la Junta Internacional de Fiscalizacin de Estupefa-cientes correspondiente a 2016 sobre la aplicacin del artculo 12 de la Con-vencin de las Naciones Unidas contra el Trfico Ilcito de Estupefacientes y Sustancias Sicotrpicas de 1988 (publicacin de las Naciones Unidas, nm. de venta: E/INCB/2016/4).

5. La publicacin de datos estadsticos (cuarta parte del presente informe tcnico) tiene por objeto suministrar infor-macin, a efectos del anlisis, entre otras cosas, sobre la dis-ponibilidad y utilizacin de estupefacientes en diversos pases y territorios. La publicacin de las previsiones y estadsticas relativas a la produccin, fabricacin, existencias y utilizacin de estupefacientes cumple tambin la funcin de proporcionar a los pases fabricantes y productores informacin sobre las tendencias previsibles, a fin de alentarlos a adaptar sus planes de manera que les permita mantener el equilibrio entre la oferta y la demanda.

6. En la preparacin de las previsiones y estadsticas que se han de presentar a la Junta intervienen diversos organismos de la administracin nacional (de las ramas de salud, polica, aduanas y justicia, entre otras), y el suministro de datos coherentes suele ser indicio positivo de que existe un buen rgimen de fiscalizacin a nivel nacional. El anlisis de la informacin que las administraciones nacionales suministran a la Junta permite apreciar el grado de eficacia con que funciona cada administracin, por ejemplo, mediante la com-paracin de las previsiones y las estadsticas que presentan en relacin con un ao determinado, como se hace respecto de todos los pases y territorios en la quinta parte del presente informe tcnico.

Observaciones sobre los cuadros estadsticos

7. Las siguientes observaciones de carcter general se refieren a los cuadros estadsticos de la parte cuarta y los anexos II, III, IV y V de la presente publicacin:

a) Los datos que aparecen en los cuadros son los datos de que dispona la Junta al 1. de noviembre de 2016.

b) Las fracciones de las unidades de medida no apare-cen en las cantidades correspondientes a cada pas. Sin embargo, las fracciones de kilogramo se contabilizan en el total; las sumas de esas fracciones, redondeadas a la unidad ms cercana, se incluyen luego en el total.

c) En la cuarta parte, con la excepcin de los cua dros XIII.1 y XIV.1, las fracciones de kilogramo iguales o superio-res a 500 gramos han sido redondea das al kilogramo superior; cuando las fracciones de kilogramo son de menos de 500 gramos, se redondean al kilogramo inferior. En el cuadro XIII.1, las cantidades se indican a nivel de miligramo y no estn redondeadas. En el cuadro XIV.1.a a el cuadro XIV.1.i se utiliza el signo

y no necesariamente los totales mundiales completos. Por las razones indicadas en los apartados b) y c) supra, los totales son a veces mayores o menores que las sumas de las cantidades. e) Fracciones decimales: en la cuarta parte de la pre-sente publicacin, cuando aparecen fracciones decimales en los cuadros I a VII y XI (en las tasas de rendi miento) o en el cuadro XIII.1 (donde los datos de consumo se expresan en gramos), esas fracciones van separadas de las unidades enteras por una coma decimal. f) En los cuadros III a VII de la cuarta parte, las tasas de rendimiento de la fabricacin varan de un ao a otro, a veces en grado considerable, debido al hecho de que el pro-ceso de fabricacin se extiende de un ao a otro. La fabrica-cin puede tener lugar a comienzos de un ao utilizando materias primas que se estaban empleando ya a finales del

ao anterior. El promedio de varios aos sucesivos es una indicacin ms clara de las tasas de rendimiento efectivas. Sin embargo, ciertas tasas de rendimiento requieren investigacin por parte de la Junta.

g) El signo de interrogacin ? significa que los datos estadsticos no haban sido recibidos al 1. de noviembre de 2016. El guin largo significa que la cantidad es nula. El signo

The objective of part two, entitled Comments on the reported statistics on narcotic drugs, is to facilitate the use of statistical information on the production, manufacture, consumption, utiliza-tion and stocks of the main narcotic drugs under international control and, where applicable, poppy straw, which is presented in the tables of reported statistics. Those data may be used for analytical purposes by Governments, industry, researchers and the general public. The comments focus on developments in the previ-ous year and, where appropriate, take into account the situation during the preceding two decades.

COMMENTS ON THE REPORTED STATISTICS ON NARCOTIC DRUGS

Summary

The analysis in this section of the technical publication is based on statistical data furnished by Governments. The quality of the analysis depends on the data provided.

In 2015, the production of opium increased slightly in India, the only licit producer of opium for export, while in most countries stocks of opium continued to be depleted. The use of raw opium for the extraction of alkaloids has been reducing, while over 93 per cent of the industrial extraction of alkaloids came from poppy straw.

The production of poppy straw in the two main varieties (rich in morphine and rich in thebaine) was concentrated in Australia, France, Hungary, Spain and Turkey. The cultivation of opium poppy rich in codeine continued to take place in Australia and France.

The manufacture of morphine decreased in 2015 but remained above 400 tons. Most of it continued to be used for the manufacture of other drugs. The amount of morphine used for palliative care was less than 10 per cent and was unevenly distributed globally.

Global manufacture of codeine continued to decrease in 2015 to 334.4 tons, almost the same level as 2009. Codeine is used mainly in the form of preparations listed in Schedule III of the Single Convention on Narcotic Drugs of 1961. In 2015, 98 per cent of the total consumption of codeine was for this purpose.

Thebaine manufacture continued to drop, to 93.5 tons in 2015. That decrease may be due to restrictions on prescription drugs introduced in the main market (the United States of America) as a response to abuse of drugs manufactured from thebaine and the high number of overdose deaths.

In 2015, there were diverging trends in semi-synthetic opioids. Most of themnamely, ethylmorphine, hydrocodone, hydromorphone and oxycodoneregistered decreases in both production and consumption, whereas both dihydrocodeine and heroin remained relatively stable in both respects. The manufacture and consumption of both dextropropoxyphene and diphenoxylate, however, continued to decrease, as a result of concerns about side effects.

Despite reports of increases in the number of overdose deaths due to abuse of fentanyl or fentanyl-type substances, mainly in North America, global manufacture of fentanyl remained high, increasing further in 2015, to 3 tons. Over the past 11 years, consumption of fentanyl, in terms of defined daily doses for statistical purposes (S-DDD), increased by 132 per cent from 114,752 S-DDD in 2005 to 266,825 S-DDD in 2015. In the same period the consumption of morphine increased by only 13 per cent, from 26,290 S-DDD to 29,
