ICTS REGION II COORDINATOR UPDATE Region II Coordinator: Mr. Mikel Ryan (USA)

Participated in the integrated Network Enhanced Telemetry (iNET) Technical Review at Patuxent River MD USA in SEP. Reviewed, corrected & validated 52 Operational Sequence Diagrams. (ITC Session 14, Wednesday 2:30-5:30, Capri 112/113, Mr. Dan Skelley)

Mr. Tim Chalfant briefed/promoted the ICTS (especially with Korea) at the JUL 2005 PACOM Frequency Management Conference in Honolulu HI.

UAVs: Critiqued IC2DL (NATO UAV Common Data Link) 2.3 - 2.4 GHz frequency band with Mr. Steve Adrian (Senior Analyst DP-Associates).

Matrix: Made one correction for Australia (Thanks Viv & Darrell!!)

Membership: Trying to recruit Mr. Nicolas Topa of LMAASA/Pampa Aircraft Program at Cordoba Argentina.

ICTS REGION II COORDINATOR UPDATE New Item 1.5 Views Submitted by Brazil Delegation for CITEL Forwarded to ICTS by Mr. Luiz Fernando de Souza (Embraer). 27 SEP 2005 Document for the VI Meeting of Permanent Consultative Committee II in San Jose, Costa Rica from 25 - 28 OCT 2005. Preliminary Views: * Brazil, Canada & USA: Support further studies to satisfy Agenda Item while recognizing protection of incumbent services, especially fixed-satellite service in the candidate 5.091 – 5.510 GHz band. * Brazil: Amount of spectrum for wideband ATM limited to 100 MHz. * Brazil: Serious concerns about 4.4 - 5.0, 5.925 - 6.700 & 22.5 – 23.6 GHz candidate bands. * Brazil: New ATM band should be flagged for only “wideband aero- nautical telemetry and associated telecommand.” * Canada: Future analysis of associated definitions (telecommand, telemetry, airborne station, etc.) may be necessary.

ICTS REGION II COORDINATOR UPDATE USA Migration from 1710-1755 MHz ATM Band

Proofed DRAFT “An Estimate of the Costs Associated with the Relocation of DoD Spectrum Dependent Systems Operating in the 1710-1755 MHz Band” Documents (DEC 04 & JUN 05).

Proposed DoD Spectrum Relocation Management Office ($21.7million): * For integrated oversight of DoD’s relocation efforts FY07-FY12. * Single focal point for interface to NTIA & OMB (answers queries). * Facilitates the requests for & release of reimbursement funds. * Tracks, monitors & reports DoD’s relocations progress to support the NTIAs Annual Report to Congress. * Manages interaction with the Advanced Wireless Services build-up. * Ensures all DoD systems are relocated successfully/punctually.

Aeronautical Telemetry Band Migration Complete: JUN 2010
