In the Indian system of governance, the policies are set by the Parliament and the state
Legislatures give the goals to be achieved through the public spending. These policies are
translated into programs and then implemented by various department of government. For
this, Parliament sanctions the budget detailing
the mode of collection of revenue; amount of
collection and also for the purpose for it is to
be spent. There are also financial rules which the
Government departments and other public bodies
must follow when they receive and spend public
money. The government departments are
accountable for the quantity and quality of their
expenditure to the Parliament. The Comptroller
and Auditor general (CAG) assists the Parliament to enforce accountability of the
Government. Articles 148 to 151 of the Constitution ensure the independence of Comptroller
& Auditor General of India while discharging his/her constitutional responsibilities. These

In order to discharge their role in ensuring accountability and improving governance through
value addition, Government auditors are required to continuously upgrade knowledge and
skills, keeping themselves abreast of the latest developments in the field. Proliferation of
information and communication technologies and new models of delivering public services
have created a new paradigm for public sector management and audit. CAG of India runs a
network of 3 national level training centres, more than 10 Regional Training Institutes, 2
Regional Training Centres and in-house training facilities in all audit offices. These Centres
provide training in diverse fields as audit of PPP projects, environment, public enterprises,
public works, audit of revenue etc.
The national level training centres are:
1. The National Academy of Audit and Accounts
(NAAA) Shimla is the apex training institute of
the Indian Audit & Accounts Department
(IAAD). It has trained hundreds of Officer
Trainees of the Indian Audit & Accounts
Service (IAAS) over the years, with the
objective of moulding them into highly
professional and competent Officers.
2. International Centre for Information Systems and Audit (iCISA), established in 2002, it has
been rendering significant service as a
premier training institute for not only the
officers from the audit and other national
departments but also for overseas
participants belonging to various Supreme
Audit Institutions. It imparts quality training
and serves as a centre for excellence in
information systems and audit of
information systems. iCISA is an ISO

3. iCED: A training facility called the “International Center for Environment Audit and Sustainable
Development (iCED)” has
been set up in. It aims to be a
global Centre of Excellence
for improving accountability
and governance in the area
of environment and
sustainable development. It
has been set up to provide
training in environment and
sustainable development
issues to auditors. It is also the
Global Training Facility for The
International Organisation of Supreme Audit Institutions (INTOSAI) which is an organization
of Supreme Audit Institutions (SAIs) worldwide.

The increasing need to integrate environmental issues in the process of planning and
development in India has made it
imperative that SAI India provides the
necessary skills to auditors in auditing
environmental issues. Accordingly, a new
training facility, spread over 16 acres,
called the “International Center for
Environment Audit and Sustainable
Development (iCED)” has been set up in
the picturesque city of Jaipur in India,
located around 250 kilometers from
Delhi, the capital of India. This facility
seeks to harness India’s expertise in
conducting more than 100 environment audits in the last 20 years to provide extensive training
and a forum for experience sharing in this field to auditors and government program managers.
It is also the Global training Facility for training of auditors for INTOSAI WGEA in environment
auditing.

Keeping in view its infrastructure, SAI India volunteered the use of iCED as a global training
facility for environment auditing for SAIs across the world. This proposal of SAI India was
accepted by International Organisations of
Supreme Auditing Institutions (INTOSAI)
WGEA in March 2011 and INTOSAI WGEA set
the goal for cooperating with SAI India to
provide training for auditors on
environmental auditing on a regular basis on
general as well as specific issues related to
the field. The project plan was approved in
March 2011 and a project sub-committee was
formed in August 2011 to guide the
development of the Global Training Facility.
The course is was developed by Supreme
Audit Institutions (SAI) of USA, Finland,
Norway, Estonia and India. The first course
of GTF was held in November 2013. This
course got very good feedback from the
participants and the participants not only
appreciated the various modules but also
appreciated the facilities in iCED, the warm
hospitality, the green campus and the city of
Jaipur. The next GTF course is scheduled to be
held in 2014 in October- November in iCED Jaipur.
The facility in Jaipur is an extensive one
spreading over 16 acres of land and offering
state of the art training facilities with
residential facilities.

iCED facility in Jaipur was conceived as a green building and a host of features have been
incorporated in design and construction to reduce carbon footprint of the building. The ‘Energy
Conservation Building Code 2006’ norms have been applied for energy efficient design and
construction of the building. The site selection, material usage during construction, energy
efficiency, water efficiency, indoor environment quality etc., are planned in such a manner to
ensure adherence to “green norms” for the building. The building also aims to achieve Green
Rating for Integrated Habitat Assessment (GRIHA) ratings.
A. Construction
1. Use of local building material and local stone cladding to cut the cost of transportation
and to reduce heat transmission.
2. Carbon emission neutrality is ensured.
3. Solar reflecting film on windows.
4. Energy efficiency features like orientation optimization, overhang sizing, skylights for
daylight, insulation on walls/roofs, LED & efficient lighting and 100% external lighting
on solar PV cells.
5. Use of 30% fly ash in concrete, fly ash bricks, local materials (marble, stone, sand).

B. Energy Management
1. Use of Geothermal cooling by introducing an alternate cooling system which could
recycle cool air from below the earth’s surface (below 4 meters) into the building
complexes. This coupled with solar chimneys would reduce the dependence on air
conditioners.
2. Increased natural lighting for lower
consumption of power during daytime. Use of
control devices to lower the lighting levels
automatically during daytime.
3. Use of motion detectors for reduced
power consumption

C. Water and Waste Management
1. Water recycling system from outlets in
hostel/academic/residential blocks through reed-beds for garden and other uses like for desert
coolers etc.

3. Recycled water for flush tanks in bathroom
4. Rain harvesting system
5. Installation of a self-contained solid waste
management system i.e. waste disposal garbage
collection and segregation system
6. Use of composting techniques for organic
waste like organic kitchen waste, garden waste
etc
iCED has also adopted a hill close to the building
and is greening it with local varieties of plants. Apart from signifying our commitment to
environment, the greening of the forest will also aid in preservation of local species.

For GTF: A project sub-committee was formed to
guide the progress and development of GTF. The
project sub-committee consisted of members for
SAIs of USA, Finland, Brazil, Norway, Estonia and
India. The course is being jointly conducted by
WGEA and SAI India. Members of the sub-committee
are responsible for development of modules and
members from their SAI will also come to Jaipur as
faculty for the sessions developed by their SAIs.
For other courses: A panel of experts in environment and environment audit drown from IA&AD
as well as from research and academia are sourced to serve as faculty. Emphasis is to get the
person who best fits the needs of the course/module. For our courses, we has noted
environmentalists, working in the field, academic scholars as well as people with real life
experience of audit of environment address the participants.

iCED aims to provide a balanced mix of
knowledge and skill development methodologies
so that issues relating to environment and
sustainable development are clearly understood
and appreciated by the participants. The aim of
training is to introduce to the participants to not
only knowledge about environment and
sustainable development issues but also equip
them with skills to enable them to audit these
issues with confidence and skill.
Class room delivery: This consists of lectures, panel discussions, group discussions, hands on
exercises and interactive sessions. Emphasis is given on case studies in audit - both Indian and
international, which are often presented by the person who has conducted the audit.
Field visits: These are organised to provide practical
perspective to the participants relating to the theme
of the course/particular session.
Faculty: The faculty for the training Programmes is
drawn from the SAI of India, SAI of other countries,
various Government agencies as well as a large
number of specialised institutions. Every faculty is a
practitioner in the fields for which he/she is invited to
take a
session.
A rigorous and continuous quality monitoring of
faculty performance is in place.
Reading Material: Apart from several books on
the subject, participants are also given a CD of
all the presentations, lectures, INTOSAI WGEA
guidances, ASOSAI guidances and other relevant
materials for their future reference
Certificates: On successful completion of the
programme, the officers are awarded a certificate.
For GTF courses, these are signed by SAI India and Chair, WGEA.

For GTF: The need for environmental audit training course for beginners has emerged at several WGEA forums. Triennial environmental audit surveys of SAIs conducted by WGEA have
continuously proved the need for such course. Training sessions at WGEA meetings organised
for dissemination of WGEA guidance
materials have always received high
rates. INCOSAI XX decisions
emphasise an ongoing need for
capacity building through formal
training and education for the staff of
SAIs. The practice in many SAIs is that
environmental audits are conducted
by auditors with good auditing
competence with little experience in
environmental issues. This course is
designed to provide knowledge for
working with environmental issues,
including recognising environmental
problems, selecting relevant audit topics, suitable criteria and audit methodology, as well as
making meaningful recommendations. The nominations are received from respective SAIs. The
participants nominated by SAIs have to fill in registration forms and mail the same to iCED.
Charges are levied by iCED for food/lodging as well as trips/study tours etc., as an all-inclusive
per night charge.
For other courses: Auditors as well as government officials working in areas related to
environment will be selected for the training. Presently, nominations for the courses conducted
by iCED are received from the CAG office, New Delhi. At a later stage, courses will be also
offered to any individual/organisation working in the field of environment.

Jaipur, the largest city and the capital of Rajasthan, is also referred to as Pink City. Built by
Sawai Jai Singh, this place was India's first planned city. With spectacular hilltops and stunning
fortresses, Jaipur has become a major tourist attraction among both national and international
tourists. This royal city captivates
travellers as it is known for its rich culture
and tradition, magnificent art and
artefacts, and brilliant past. The serene
temples, the long standing forts and
palaces, and beautiful havelis with royal
touch to them; add on to the glory of
Jaipur. Wonderful landscapes, marvellous
flora and fauna, picturesque views; all
together create a mesmerising view of this
