HIGH threat of HIV/AIDS cases in Denpasar draws the attention of allparties. Moreover, the case in Bali has reached the amount of 4,552 where483 cases of which are new cases recorded from January to August 2011.Most cases are caused by sexual relationship that previously was domi-nated by the use of hypodermic needles happened among drug users.

Such high incidence of HIV/AIDS is inseparable from the rampant hid-den prostitution in some places. This condition makes it very difficult tomonitor the presence of prostitutes at the location. Those who come to loca-tion cannot be monitored well. Therefore, there is a thought to localize theexistence of such vice hang-outs in Bali. When localized, the process ofexamination against the commercial sex workers can be done routinely.

Chairman of Commission D of Denpasar House, I Wayan Sugiarta, ac-companied by Secretary of the Commission, AA Putu Wibawa, said in hisoffice recently that it was quite difficult to control who entered the prosti-tute localization. Moreover, all such kinds of location in Denpasar wereunclear.

According to this people’s representative, it was quite difficult to pre-vent the HIV/AIDS cases if there was no cooperation of all parties, espe-cially people who had more self-awareness. If indeed there was no way out,it would not be mistaken to accommodate them in localization. “We shouldlocalize them rather than their existence is unclear and hidden, but in factthey really exist. This mapping does not necessarily mean that we inten-tionally allow such a thing. But, it has been too late, so simply localizethem. Even, it will make us easier to detect, including dealing with theoutbreak of HIV/AIDS cases. At least, we can minimize the number ofcases,” he explained. From some of information disseminating in the com-munity, the existence of prostitution is scattered at several points, such asPadanggalak, Lumintang, Jalan Bung Tomo area, as well as a number ofother places. Not only that, those naughty women now often hang out atvery strategic locations to attract customers. (ara)

For this situation, there has been a socialisation and guidance for sellernot to receive any illegal meats yet it’s always hard as sellers to tend thinkof their profit when actually it is dangerous especially bird flu virusescould not be detected on ducks. “If one meat is contaminated with bird fluthen it will put the seller in danger when in contact with it especially if notwashed well it could be an illness,” Mardiana concluded. The Governor of Bali, Made Mangku Pastika, responded positively the demand of Bali Houseof Representatives members to produce a announcement letter for minimarket, mall and supermarkets moratorium such as for Denapsar and Badung area. Numerous members of SubakBabakan Bengkel I and II met inthe local rice fields on Wednes-day (Aug 24) revealed that dis-charge of water in their subak ter-ritory was very small. As conse-quence, farmers highly dependedon the rainfall each year. Even, due to unavailability of water, farmers could only grow cropsonce a year.

Today, their condition wasvery apprehensive. The waterchannel used to irrigate a total of200 hectares at both subak terri-tories turned arid. Due to waterunavailability, the land on thewater channel was then plantedwith pumpkins and they had nowborn a fruit. Meanwhile, soil inthe rice fields began to dry andcrack.

A member of Subak BabakanBengkel II, I Wayan Ranci, saidthat until in 1975, the water dis-charge flowing to the local subakarea had no problems. However, since many damages occurredand the leakages of Luwus maindam utilizing the river basin areaof Penet River with the waterflows belonged to Tabanan, theproblem of drought at SubakBabakan Bengkel I and II set tohappen.

Indeed, he said, there were wa-ter sources from Yeh SangaRiver, but since they were takenby the Municipality Waterworks(PDAM), the water sources werefinally unable to be relied on. Af-terward, the subak members ini-t iated to take springs fromBangkung River. Design plan hadbeen completed and promises hadbeen disseminated by govern-ment. Unluckily, it never came

Tabanan (Bali Post)—Investigator team of Bali public order officers (Satpol PP) together with

the Metrology Officers of Bali Industry and Trade Agency organized aninspection to all petrol stations in Tabanan on Wednesday (Aug 24). As aresult, it was encountered an abnormal flow meter in a petrol station atSanggulan.

When inspecting the flow meter for the Premium fuel of motorcycle, theofficers found ever-changing results of measurement. Surprisingly, the mea-surement was far below the normal threshold. At the first measurement, itwas found a difference up to 36 ml per 10 liters. In the next measurement, the result decreased to 40 ml. In other words, every 10 liters of Premium fuelthere was shortage of oil volume nearly a half-liter. “It is detrimental toconsumers. On that account, it must be inspected,” said civil servant inves-tigator of Bali public order officers, Gusti Ngurah Suadnyana, in the midstof such inspection.

Deficiency in measurement had been examined up to 5 times. But theresults were always below the normal threshold. Afterward, the officers re-sumed the inspection to the pump of car’s gasoline and diesel pump. It wasobtained that measurement was still in normal condition.

Suadnyana added that such inspection provided assurance for fuel con-sumers, especially on entering the homecoming season. Petrol stations foundto have abnormal measurement were directly given a reprimand letter andasked to undergo a calibration again.

According to Suadnyana, such inspection was meant to enforce the lawNo. 2/2011 concerning with Public Service Levies and Law No. 21/1981concerning with the Legal Metrology. If violated, it could be imposed witha fine of IDR 50 million and imprisonment of six months. Aside from re-lated to the homecoming season, the inspection was responding to manyreports and complaints of the public. In essence, the complaints were aboutthe allegation of flow meter inaccuracy or rogue at petrol stations. “Thereare complaints via SMS and internet of Bali Government,” he explained.

If the reprimand letter was ignored, the investigator would send the sec-ond reprimand. Ultimately, when staying stubborn the violators would begiven sanction in the form of sealing. The inspection team lead by DivisionHead of Bali public order officers, Ketut Gede Arnawa, also involved aspecial criminal investigator of Bali Police and personnel of Satpol PP. Similarinspection was persistently scheduled to be held at all petrol stations acrossBali. It was intended to avoid the petrol stations from providing inappropri-ate measurement with the norms. Except for Sanggulan petrol station, theofficers also targeted other petrol stations. As a result, the team encounteredno violating stations. They were entirely within the limit of reasonableness.

Supervisor of Sanggulan petrol station, Ni Ketut Srinadi, dismissed thatsuch abnormal measurement was element of intent. She explained her partycarried out calibration for the measuring cup every day, including six-monthlycalibration by metrology officers and three- monthly by Pertamina. (udi)

I Wayan Sumantara explainedthat to increase the discharge ofwater into his subak area thecommunity planned to open awater channel from NgongkongRiver through the making of cul-verts along some 521 meters. From there, the water would betaken into the channel at Geranaarea. Additionally, it would bemade a dam in the east of RambutSiwi Temple. However, thepeople’s plan was finally coun-tered by the Badung Regencybecause it was considered redun-dant and only wasted the budget.

In l ine with the matter, I

Nyoman Artawa and a member ofSubak Babakan II, I NyomanKraco, admitted to be disap-pointed with the at t i tude ofBadung Regency. According tothem, the Regent AA Gde Agunghad promised to end the suffer-ing of farmers through two po-litical campaigns he won. In con-trary, the struggle of farmers waseven called fruitless. The agricul-tural sector was then claimed tohave been discriminated becausegovernment was busy prioritizingthe tourism sector. “Creating thewater channel is for the long termpurpose for the sake of our childrenand grandchildren. Rather than tak-ing transmigration, we want to de-velop our region. Where have thepromises of campaign gone? It isjust like a nut forgetting the skin,”Artawa criticized. (kmb25)

LIMA - A strong earthquake struck a remote Amazon region ofPeru on Wednesday, shaking buildings far away in the capital and inneighboring Brazil, although no injuries or damage were reported.

The 7.0-magnitude quake’s epicenter was near the town of Pucallpa, which lies some 370 miles from Lima in a sparsely populated central-eastern region close to the Brazilian border, the U.S. Geological Sur-vey said.

“There have been no damages reported, either to structures or topeople,” said Javier Urrelo, head of the government’s civil defenseagency in the Ucayali region, where Pucallpa is located.

Energy companies in the area, which produces some oil and natu-ral gas, said their facilities were operating normally.

It was the most powerful earthquake to hit the Andean country sincea 7.9-magnitude temblor killed more than 500 people and destroyedthousands of houses in 2007.

One seismologist said the depth of Wednesday’s quake — 90 miles— meant damage was unlikely.

Temple CeremonyCalendar Event for August 7 through August 30, 2011

EVERY Temple and Shrine has a special date forit annual Ceremony, or “ Odalan “, every 210 daysaccording to Balinese calendar, including the smallerancestral shrine which each family possesses. Becauseof this practically every few days a ceremony of festi-val of some kind takes place in some Village in Bali. There are also times when the entire island celebratedthe same Holiday, such as at Galungan, Kuningan,Nyepi day, Saraswati day, Tumpek Landep day,Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place onthe same day if the wuku or 210 day calendar is used. Whennew moon is used then the celebration always happens onnew moon or full moon. The day of course can differ thereligious celebration of a temple lasts at least one full daywith some temple celebrating for three days while the cel-ebration of Besakih temple, the Mother Temple, is neverless than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressedwith pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimespainted with gold and Chinese coins, very beautifullyarranged, are hung in the four corners of the shrine. Infront of shrine are placed red, white or black umbrellasdepending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides theseumbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributesof Holiness. In front of the Temple gate put up “Penjor”,long bamboo poles, decorated beautifully ornaments ofyoung coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits andcolored cakes, to the Temple. Every visitor admires thegrace with which the carry their load on their heads.

While the International SpaceStation has more than enough sup-plies, the accident threatens to de-lay the launch of the next crew, justone month away. That’s because theupper stage of the unmanned Soyuzrocket that failed is similar to theones used to launch astronauts tothe station.

In addition, three of the six spacestation residents who are due to re-turn to Earth in two weeks mightend up staying longer. NASA wantsa full staff to keep research going. The astronauts were just beginningto spend more time on scientificexperiments, now that the station iscomplete.

The Soyuz rocket soared right ontime from Kazakhstan, and every-thing seemed to be going perfectlyuntil just over five minutes into theflight. The third-stage ignited, butthe rocket commanded the engineto shut down because of a problem,

ROME - Four Italian journalists were abducted by gunmen nearZawiyah in western Libya as they traveled toward Tripoli on Wednes-day, Italian officials said.

The four, who worked for Italian newspapers Corriere della Sera,La Stampa and Avvenire, are being held in an apartment in Tripoli, said Guido de Sanctis, the Italian consul in Benghazi, who was able tospeak to one of the journalists by phone.

“They are fine, even if everything happened in a very difficult at-mosphere,” de Sanctis told Reuters.

“They have been allowed to call Italy and they have been allowedto get calls from us. They were given food to eat when the Ramadanfast was broken.”

The four were seized near Zawiyah, on the coastal highway 50 km(30 miles) west of Tripoli by armed men who killed their driver, deSanctis said. The journalists were then handed to others, presumablyMuammar Gaddafi loyalists, he said.

The journalists believe the apartment they are being held in Tripoliis close to the Rixos hotel where foreign journalists who were trappedfor five days left unharmed earlier on Wednesday, de Sanctis said.

The journalist at Avvenire, the Italian bishops’ newspaper, wasalso allowed to call the newspaper and said they were well, Italianmedia said.

CAPE CANAVERAL, Fla. — A Russian space station supply ship crashed with a thunder-ous boom into Siberia minutes after launch Wednesday, rattling NASA and others in this newera without any shuttles to bail out the orbiting outpost. The rocket failed barely a month afterNASA’s final space shuttle flight.

said NASA’s space station programmanager, Mike Suffredini.

All contact with the spacecraftwas lost. Russian space officialsdeclared it a total failure after re-ports of wreckage falling with adeafening roar in a remote area ofSiberia.

“The explosion was so strongthat for 100 kilometers (60 miles)glass almost flew out of the win-dows,” Alexander Borisov, head ofthe Choisky region in Russia’s Altaiprovince, was quoted by state newsagency RIA Novosti as saying.Shuttle Atlantis’ final mission inJuly left the space station with ayear’s worth of provisions.

Without the shuttles, NASA nowis counting on Russia, Europe andJapan, as well as private U.S. busi-nesses, to keep the station stocked. The Russians had 3 tons of suppliesaboard the Progress ship that wasdestroyed. And it’s the Russians

who will be transporting astronautsback and forth until U.S. privateindustry can pick up the humanload.

NASA and its international part-ners want to keep the space stationrunning until at least 2020. At anews briefing, Suffredini said theSept. 22 launch of a new three-mancrew — one American and twoRussians — may need to be de-layed, depending on how the acci-dent investigation goes.

They are supposed to replaceAmerican Ronald Garan Jr. andRussians Andrey Borisenko andAlexander Samokutyaev who havebeen on the space station since Apriland are due to return to Earth onSept. 8. Their medical status willbe taken into account, as well astheir exposure to cosmic radiation, before any decision is made to keepthem in orbit an extra month or two,Suffredini said.

“There is no multiplier effectcaused by tourism growth due tohigh capital flight. The moneyearned from this leading sector isnot enjoyed by local communitybecause most investors are fromoutside,” said Ketut Rahyuda inDenpasar, Wednesday (Aug 24).

Meanwhile, the DepartmentHead of Economic Development,Faculty of Economics, UdayanaUniversity, Dr. IGW Murjana Yasa, said that Bali should begin to makeanticipation for suppressing thecapital flight. Today, Bali indeed re-quired investors, but Bali did nottoo much require raw materials andlabor from outside. “The keys liein the control against regional mi-grant population and economic net-works of Bali to prevent the leak-age of Bali’s economy,” he said.

He said that Bali was currentlyvery dependent on external produc-tion factors. The current raw mate-rials and workforce came from out-side Bali. It was certainly insepa-rable from of the coming of inves-tors whose networks lay outsideBali. Along Jalan Pantai Kuta or inthe BTDC area, for example, mostinvestors were from outside. Simi-larly, most perpetrators of handi-craft industry in Bali came fromoutside Bali, too.

To grow the justice-basedeconomy that could be enjoyed byall classes, it was required an effortto synergize the agricultural sectorwith tourism so both sectors couldgrow hand in hand. A lecturer inAgroindustrial Technology ofWarmadewa University, Dr. I GustiBagus Udayana, assessed that ag-ricultural sector in Bali had not re-ceived attention lately whereas the

farming system known as subak hadbecome one of the most interestingattractions on the island.

“The results of tourism have notbeen able to prosper all walks of life. What government has done is notappropriate with the plan. Govern-ment has just given some dreams tothe public. All are merely dreamsand stand in the level of plan,” hesaid.

According to him, relevant agen-cies including government shouldfacilitate it. Travel agencies andhotels were directed to take advan-tage of the commodities producedby farmers such as crispy spinach, mushroom chips, corn chips andothers. By doing so, the agriculturalproducts could be purchased con-tinuously with a better added valuethan sold in unprocessed ingredi-ents. “For instance, tourists are takento see local farmers in action, travelagencies and their guests are happy, but farmers get nothing,” he said.

By synergizing both sectors, tourists would get what theywanted, while farmers could selltheir farming products. The matterof quality improvement could befacilitated by universities, whilegovernment would serve as facili-tator in the research and develop-ment.

“Resolving the agriculturalproblems must be undertakenfrom upstream to downstream.Among others, the market facil-ity should be set up first, and theagricultural products should beabsorbed by tourism where travelagencies were obliged to take theresults of the processed agricul-tural products,” he said. Implementation of such reli-gious ceremony was intended toinvoke the safety of devotees. Se-ries of the makotek tradition wascommenced with a ceremony pick-ing up the lord to Dalem Templeand then resumed with encirclingthe village and came to an end atPuseh Temple.

Each male villager carried astick along of 2.5 to 3 meters. Theupper end of the stick or the so-called wooden spear was nicely em-bellished with foliages. Those vil-lagers then tightened their spear.Subsequently, they respectively at-tempted to lay down the spear oftheir opponent by mutually push-ing the spear.

Archeological protection throughmaintenance, preservation and con-servation, even through reconstruc-tion as well, has turned to be an in-ternational problem not only today, but actually in the future. Such mat-ters were indicated by the activitiesof UNESCO as an international in-stitution, who concerned with themost important of world cultural heri-tage e.g. archeological remains.UNESCO have done a lot of excel-lent work, which need a reasonablebudgets, expert, equipment etc. andthe best example is the safeguardingof Borobudur temple. As theUNESCO member, our governmentsare concerned and responsible to pro-tect our monuments for our nationalinterest, such as Borobudur temple.

Based on the development of ar-chaeological studies and the relatedstudies especially in field of archaeo-logical protection, now such prob-lems is a technical matter and besedon scientific consideration. Facingsuch problem , Indonesian govern-ment have done a number of works

to the top of the spear and tried tohold the fort for some time. At thattime, other villagers would keep onpushing the spear one another untilthe cone leaned in one direction andbegan to fall apart. All participantswere absorbed in pleasurable atmo-sphere, though some of them werehit by the spear.

According to local communityleader, makotek or ngerebek traditionhad been performed through the gen-erations since 1932. Originally, themakotek tradition made use of ironspear. However, in harmony withpassage of time and avoiding any in-jury among the participants, since1948 it had began to be replaced bywooden spear, namely made of pulettree. Meanwhile, the original spearwas preserved and stored in the localtemple. (BTN/kmb)

Archeological protection in Bali and the role of the societye.g the safeguarding of borobudurtample {in cooperation with{UNESCO}, Prambanan tample,Demak mosque, and other tamplesin Bali namely Pura Besakih ,PuraMengening , Pura Pegulingan , PuraTaman Sari etc. In this case, our gov-ernment as one of the ASEAN coun-tries have carried out a coordinateprogrammers through SPAFA (Subproject of archaeology and fine art)to find out the effective ways andmeans dealing with the problems ofarchaeological protection .

Discussing the archaeological pro-tection in Bali, it should be remem-bered that Bali, even a very small is-land, but has a lot of archaeologicalmonuments, which most of them be-longed to living monuments. Amongthem are a number of Hindu tample, spreated nearly in the island, as wellas Hindu statues, inscription etc. Asthe holy monuments for Balinese so-ciety, so the Balinese have the respon-sibility to take care their monumentsas their religious function Officially, archaeological protection in Bali is

done by Bali Office for Preservationof archaeological and Historical Heri-tage (Kantor Bali Suaka pening-gelang Sejarah dan Purbakala Bali)in coordination and corporation withthe local government and local peopleas well. This office have done a lot ofarchaeological reconstruction, but notyet covered the whole of them, be-cause of the limited budgets etc.

In case of protecting the archaeo-logical monuments in Bali, Bali Of-fice for Preservation of archaeologi-cal and Historical Heritage has givena technical guidance to the localpeople for reconstructing their monu-ments and financial support as well.As the governments have a very lim-ited budget for these works, and asthe owner of the living monuments,so the Balinese people have their re-ligious tasks and responsibility to pro-tect sacred monuments. In Bali gen-erally each village have three villagetemples named Pura Kyayangan Tigae.g Pura Puseh,Pura Desa (sometimecombined with Pura Bale Agung ) andPura dalem. Among them are be-

longed to archaeological monumentsand frequently in these temple a num-ber of archaeological monuments arepreserved such as statues, inscriptionetc. It is important to note here thatthe unity of the Balinese society istightly bounded by the villagetemples and social organization.

Based on religious reasons, actu-ality Balinese society has a strongspirit to keep their monuments in awell condition as holy monuments.Since a very long time the Balinesepeople have maintained and restoredtheir monuments in a very traditionalways, based on their own religiouswill and spirit, and for this purposethey collected the materials, evenreasonable money from the villagemembers. The village members, es-pecially the skilled members (Ba-linese, undagi) did the restorationand led by the village leader, with-out any payment (Balinese, ngayah). This mutual model ofworks named gotong royong is oneof the Indonesian spirits, which hasbeen developed since the early time

until today. It is a remarkable fact since the

early time Balinese people havedone the archeological protection intheir traditional ways, which reallyshould be regarded as a communitybased conservation. The most impor-tant meaning of these facts is the Ba-linese have done their religious task, which still continued from one gen-eration to next generation and stillretained until today. Therefore thesefacts indicated that the Balinesepeople from time to time haveplayed important role for protectingtheir archeological monuments, forworshipping their ancestor’s spirit, the Hindu Trinity as well as theirlocal deities. It is hoped that this reli-gious traditions should be keep inpeople’s mind and increased, nowand in the near future for the safe-guarding the archeological monu-ments and its cultural values. Throughthis way it is hoped that our culturalidentity could be preserved in thepeople’s mind for facing the forth-coming modern world. (IBP/Doc)

Over the past twoyears, even board members have con-fided to friends their concern thatJobs, in his quest for privacy, wasn’tbeing forthcoming with directorsabout the true condition of his health.

Jobs has been on medical leavesince January 17, with his duties be-ing filled by Cook, who was chiefoperating officer.

Jobs spent all Wednesday meetingwith board members and top manag-ers at Apple’s headquarters at 1 Infi-nite Loop in Cupertino, and plans toremain active in his new role, a sourceclose to Jobs told Reuters. A secondsource said Jobs will remain on theboard of Walt Disney Co.

Still, some industry insiders ex-press concern that Jobs’ has clearlysignaled he is too ill to keep up the

punishing pace of a top executive job.The 56-year-old Jobs had briefly

emerged from medical leave inMarch to unveil the latest iPad andlater attended a dinner hosted byPresident Barack Obama for technol-ogy leaders in Silicon Valley. But hisoften-gaunt appearance had sparkedquestions about how bad his illnesswas and his ability to continue atApple.

In each of Jobs’ three health-re-lated absences, Cook has taken overthe helm. But the 50-year-old Ala-bama native, a former Compaq ex-ecutive and an acknowledged mas-ter of supply-chain management, re-mains largely untested in WallStreet’s view.

That’s partly why, despite Cookbeing viewed as a safe bet to runApple’s sprawling empire, some stillthink his boss will be very badlymissed. One Silicon Valley CEO,who declined to be identified becauseof the sensitive issues involved, saidthe tone of Jobs’ statement indicatedhis health might be worse than pub-licly known.

Jobs has earned a reputation forcommanding every aspect of opera-tions - from day-to-day running tobroad strategic decisions - suggest-ing he would not have given up thejob if he had a choice.

Higher durable-goods orders ease economic worriesOverall orders for durable goods

rose 4 percent last month, the Com-merce Department said Wednesday.

The report “reinforces other datathat the economy wasn’t at seriousrisk of recession through July,” saidDavid Resler, chief U.S. economistat Nomura Securities. Retail salesand industrial production also heldup well last month, he said.

The data did offer a cautionarysignal: a key category that tracksbusiness investment plans fell 1.5percent, the biggest drop in sixmonths. That suggests businessesare pulling back on spending. Or-ders in all other major categoriesdropped, including computers, elec-tronic goods, and machinery.

Resler and other economists alsowarned that the turmoil in the stockmarkets could cause businesses topull back further this month.

“It remains to be seen whetherfirms cancelled or postponedplanned orders,” Paul Dales, aneconomist at Capital Economics, said in note to clients.

A durable good is a product thatis expected to last at least threeyears. Economists view the reportcautiously because orders tend tofluctuate from month to month.

Excluding transportation goods, orders rose just 0.7 percent. It wasthe third straight gain in so-calledcore orders. Demand for primarymetals surged 10.3 percent, themost since last November. Some ofthat increase was likely due tohigher prices for metals such ascopper.

Overall, orders rose to a season-ally adjusted $201.5 billion in July. That is 35 percent higher than therecession low hit in April 2009. But

it is still 18 percent below the levelin December 2007, when the reces-sion began.

Demand for autos and auto partsjumped 11.5 percent, the most ineight years. Aircraft orders, a vola-tile category, soared 43.4 percent, after falling 24 percent in June.

Auto production is reboundingafter a slowdown caused by the Ja-pan earthquake. The Federal Re-serve reported last week that fac-tory output rose 0.6 percent in July, mostly because of an increase inauto production.

A big order by American Airlineshelped boost the aircraft sector.American Airlines ordered 100 newBoeing 737 planes with fuel-effi-cient engines in July.

Manufacturing has been a keysource of economic growth sincethe recession officially ended in

June 2009. But it began to slumpthis spring, along with the broadereconomy.

Orders fell in April and June, partly because of supply disrup-tions stemming from the March 11earthquake in Japan. And a spikein gas prices earlier this year cutinto consumer spending, reducingdemand for big-ticket items, suchas computers, appliances and fur-niture.

Investors hope that Federal Re-serve Chairman Ben Bernanke an-nounces another round of bondpurchases on Friday in a highly an-ticipated speech in Jackson Hole,Wyoming. The bond purchases, known as quantitative easing, aredesigned to keep interest rates lowand boost stock prices. But econo-mists don’t expect Bernanke tolaunch any major efforts.

A brawny B-action picture with a gorgeous, grace-ful woman wreaking havoc at its center: Yup,“Colombiana” is a Luc Besson movie.

The director of “La Femme Nikita” and “The FifthElement” serves as co-writer and producer here, butthis is very much a spin-off of his brand, a continua-tion of the kind of stereotype- and gravity-defyingcharacters he’s made his name on. “Colombiana” feelsmore hammy and muscular, though — but knowinglyso, and that’s what makes it solid, late-summer es-capist fun.

Zoe Saldana stars as Cataleya, who saw her par-ents killed in front of her when she was just a 9-year-old schoolgirl living in the slums of Bogota. Playedas a child by the intense Amandla Stenberg in herfilm debut, she escapes by performing a dizzying se-ries of parkour moves across rooftops and throughwindows before making her way to the U.S. Embassyto vomit up the microchip her father entrusted withher.

No, the film from French director Olivier Mega-ton (“Transporter 3”) is not subtle. As the productionnotes so helpfully inform us, Megaton “takes his namefrom his birthday: The 6th of August 1965 is the 20thanniversary of the dropping of the Hiroshima A-bomb.” But certainly you weren’t looking for that, now, were you?

Anyway, 15 years later, with the help of her UncleEmilio (Cliff Curtis), Cataleya has become a highlyefficient professional assassin, but she still seeks re-venge against the drug kingpin (Beto Benites) and hisright-hand man (Jordi Molla) who are responsible forher parents’ deaths. The mark she leaves on her vic-tims’ bodies — a drawing of the orchid she’s namedfor — is a message for her childhood enemies but italso sparks the curiosity of the FBI agent who thinkshe’s tracking a serial killer. (Lennie James serves asthe film’s lone source of dignity and calm in the role.)

Over-the-top bad guys spew generically menacinglines and hot women parade around in bikinis and lin-gerie. The catlike Saldana herself kicks butt in little morethan tank tops and short-shorts, and prowls around dur-ing a thrilling jail hit in the kind of skin-tight body suitshe might have worn to do motion-capture work for“Avatar.” Her character also likes to suck lollipops whileshe’s cleaning out her guns; again, subtle.

The action, meanwhile, is totally preposterous, butthat’s what you pay your money to see. Cataleya seemsto be both omniscient and omnipresent, capable of arm-ing or disarming any device, adept at crawling throughor climbing over any obstacle in her path without eversmudging her sexy eyeliner. In fact, there’s only onescene where she seems to be in any real danger: a vis-ceral, bruising sequence of hand-to-hand combat fea-turing towels and toothbrushes reminiscent of the third“Bourne” movie.

In this film imagereleased by Colum-bia Pictures, ZoeSaldana portraysCataleya in a scenefrom “Colombiana.”

NEW YORK — Scientistshave made a promising advancefor controlling dengue fever, atropical disease spread by mos-quito bites. They’ve rapidly re-placed mosquitoes in the wildwith skeeters that don’t spreadthe dengue virus.

More than 50 million peoplea year get the dengue virus frombeing bitten by infected mosqui-toes in tropical and subtropicalareas, including Southeast Asia.It can cause debilitating high fe-ver, severe headaches, and painin the muscles and joints, andlead to a potentially fatal com-plication. There’s no vaccine orspecific treatment.

Some scientists have been try-ing to fight dengue by limiting mos-quito populations. That was the goalin releasing genetically modifiedmosquitoes last year at sites in Ma-laysia and the Cayman Islands.Australian scientists took a differ-ent tack, they report in Thursday’s

BBM Music service unveiled by RIMshould you sign up, you’ll be ableto build a personal music profilewith 50 of your top tracks. Whenyour BBM friends sign up, they canjoin your BBM Music Community.Up to 50 tracks from your personalprofile are then shared with mem-bers of your community. The morefriends in your community, the big-ger your music collection becomes,as their favorites are available foryou to listen to at any time.

Users can easily discover musicthat their BBM Music friends arelistening to and can also commenton their friends’ songs and playlists.“Enjoy a truly social community-based music experience,” the state-ment implores.

Mike Lazaridis, president and co-CEO at Research In Motion, said ofthe new service: “More than 45 mil-lion customers already love the so-cial communication benefits deliv-ered through BBM and we arethrilled to be extending the experi-ence into a uniquely social and in-teractive music service.”

He added: “We have partneredwith leading music companies toprovide a ‘full track’ music sharingand discovery experience that willprovide users with quality music ondemand and allow them to connectwith friends on a whole new level.”A closed beta trial of the BBMMusic service begins Thursday inCanada, the US and the UK.

aegypti mosquitoes, the chief carri-ers of the dengue virus, resistspreading that virus if they are in-fected with a particular kind of bac-teria. Then they tested whether theseresistant mosquitoes could displacetheir ordinary cousins in the wild, thus reducing the number of den-gue-spreading mosquitoes.

The resistant mosquitoes havean advantage in reproduction. Re-sistant females can mate with ei-ther resistant or ordinary mosqui-toes, and all their offspring will beresistant. But when ordinary fe-males mate with a resistant male, none of the offspring survive.

For the experiment, scientistsreleased more than 140,000 resis-tant mosquitoes over 10 weeks ineach of two isolated communitiesnear Cairns in northeastern Aus-tralia, starting last January. Bymid-April, monitoring found thatresistant mosquitoes made up 90percent to 100 percent of the wildpopulation.

As Japan seeks to optimize its use of environment-friendly energysources in the wake of the nuclear crisis triggered by the March 11earthquake and tsunami, a company here may just have come upwith a major breakthrough: spray-on solar cells.

space-consuming “solar parks.”Scientists have been attempting

to increase both the energy-gather-ing efficiency of solar panels andmake them easier to install and use.

Mitsubishi Chemical is the firstcompany to create prototype spray-on solar cells, which at present havea practical conversion level of 10.1percent of light energy into electric-ity.

That figure is still some way be-hind the 20 percent that is standardin traditional crystalline silicon so-lar cells, but the firm expects to beable to improve the efficiency ratioto 15 percent by 2015 and is aim-ing to eventually reach 20 percent.

The company said the new

painted-on solar cells would be par-ticularly effective when applied toround or curved structures, such aschimneys or the noise-reductionbarriers that line many highways inbuilt-up areas of Japan.

It could also be applied to the ex-teriors of cars and theoretically usedto help power the vehicle and evento such flexible surfaces as cloth-ing.

The sprayed-on solar cells areless than 1 millimeter thick — farthinner than existing solar cell tech-nology — and weigh less than one-tenth of crystalline solar panels ofthe same size, the company said.

Mitsubishi Chemical said itplans to work with domesticcarmakers to build a car coated withthe new solar cells with the aim ofgiving the vehicle sufficient powerto travel 10 km after being exposedto sunlight for two hours.

LONDON - Arsenal manager Arsene Wenger was renewing his quest for major signings onThursday after his side battled through to the Champions League group stages and tried tomove on from an otherwise horrid start to the campaign. Arsenal from their trip to north-eastern Italy was the performanceof a signing they have alreadymade — former Lille forwardGervinho. The Ivorian was sentoff on his Premier League debutand had so far failed to convincethe Arsenal fai thful but heshowed superb pace, guile andcomposure on Wednesday as heset up both goals.

Spain’s football league said on Thursday it is “optimistic” of reach-ing a deal to end a players’ strike after marathon talks stretching intothe early morning. The strike over unpaid players’ wages delayed thestart to the lucrative Liga — the first delay to the season in 27 years —and now clubs are trying to stop the action spreading to a second matchday.

Players’ and clubs’ representatives broke off 12 hours of talks inthe early morning, citing exhaustion, and were meeting again Thurs-day morning in the hope of snapping the deadlock. “The importantthing is that we have been here bringing the positions closer together,”said the president of the Professional Football League (LFP), Jose LuisAstiazaran.

“I hope we will be able to cancel this strike, if we have the capacityand opportunity to reach a deal,” he said. A visibly tired Astiazaran, whose LFP represents the clubs, said the two sides had advanced inthe overnight talks but had decided to take a rest before resuming.

“I am fairly optimistic that tomorrow we will carry on working andtry to reach an agreement,” he said. Players, too, reported progress.“We have been working many hours and those hours have led to ad-vances,” Luis Gil, spokesman of the Association of Spanish Footballers(AFE), told reporters as he emerged from the talks before dawn.

“I think we are working very hard. We will be here as many hoursas it takes.” Players in the first and second divisions — including starssuch as Lionel Messi and Cristiano Ronaldo — went on strike on thefirst match day last Saturday.

The AFE says 200 players in the top two divisions are owed a totalof about 50 million euros ($72 million) in unpaid wages from cash-strapped clubs, some of which are in bankruptcy protection.

The AFE is demanding a wage guarantee and an agreement thatplayers be allowed to break their contracts if they are not paid forthree consecutive months, a proposal rejected by the league.

DAEGU, South Korea - Asafa Powell has rarely, if ever, upstaged Usain Bolt but he managedit on Thursday when his withdrawal from the world championships dominated a farcical Ja-maican team press conference.

McLaren’s managing director Jonathan Neale insists thatMcLaren’s qualifying form has been improving however, andpredicts further progress at the Belgian Grand Prix as the teamaim to maintain the pressure on Red Bull. “In terms of clos-ing the gap to red Bull, we have had a competitive race carfor some time now,” Neale told a Vodafone McLaren Mercedesphone-in on Wednesday. “The qualifying pace is where wehave been falling short.

BRUNO Senna will return to Formula 1 at this weekend’sBelgian Grand Prix as the replacement for Nick Heidfeld atthe Renault team. As AUTOSPORT reported on Monday,Renault had decided over the summer break that it wanted toshake up its driver line-up - and hoped to move Senna into arace seat alongside Vitaly Petrov instead of Heidfeld.

The matter was complicated, however, by the fact that

McLaren is confident that new updates for the MP4-26 will help the team improve its qualifying perfor-mance at Spa-Francorchamps this weekend and thefollowing race at Monza. While the team’s race pacehas often been at least a match for Red Bull duringraces, Lewis Hamilton and Jenson Button’s startingpositions have often compromised their race plans, andsubsequent potential results this season.

the grid, but we are developing at a better rate and there are aseries of upgrades planned for these next two races.”

Neale said part of the disparity between McLaren’s rela-tive pace in qualifying and races could be explained by thedesign concept of the DRS wing, which can be optimisedeither for race balance or for one-lap speed. “To make theoptimum rear wing you wouldn’t make a DRS-enabled rearwing – it’s not as aero efficient,” he explained.

“You have a choice to make: do you want to the get thedownforce and aero efficiency from the car, or are you after thegreater drag reduction? “Now that we have got ourselves into asituation where we believe we are competitive, we have beenable to devote time to the DRS system and my expectations arethat our DRS system will be competitive at the next few races.

“However, what we try to do is add performance to the carin a variety of ways – there is no one way of doing it and thereis certainly no magic bullet.

“Our workforce, our drivers, our sponsors and our fansexpect us to fight through to the last race. That’s what McLarenis here to do – to run deep into the season and to win races.

Senna replaces Heidfeld at RenaultHeidfeld was not willing to simply walk away from his dealat the team - especially because there seemed little reason todismiss him on performance grounds as he was ahead of Petrovin the points’ standings.

Following intense discussions between representatives of bothRenault and Heidfeld over the past 48 hours, however, an interimsettlement was reached on Wednesday night – leaving the wayopen for Senna to be given the green light to race in Belgium.

A statement issued by Renault said that it was only con-firming Senna for this weekend’s race in Spa – with the team’splans for the rest of the season expected to be announced onThursday. “Bruno will attend the Official FIA Press Confer-ence tomorrow at 15.00. A press release with further detailson the matter will be issued tomorrow morning,” said Renault.

Senna’s chances of keeping hold of the seat for the rest ofthe campaign will likely depend on his level of competitive-ness, because Renault has made no secret of the fact that it islooking at handing GP2 Series leader Romain Grosjean an-other F1 chance.

Speculation has already suggested that Grosjean could bedrafted in at the team after the GP2 campaign finishes atMonza – which means he could do some of the final flyawayraces of this year.
